Seu objetivo é analisar o recente período de expansão do setor elétrico, após as privatizações da década de 1990, com ênfase aos projetos hidrelétricos na região amazônica. Para tanto, questões centrais são retomadas: o planejamento estatal, os rebatimentos regionais e as variáveis socioeconômicas e ambientais. É assumido por parte do planejamento setorial que a retomada dos grandes projetos hidrelétricos na região amazônica, que remete ao movimento de expansão setorial engendrado na década de 1970, envolve o tratamento específico de complexidades sociais, econômicas e ambientais - exigências da legislação ambiental e das questões relativas às regiões atingidas por barragens. O setor elétrico estaria, desse modo, mais apto a compatibilizar a geração energética com o desenvolvimento regional sustentável, causando rebatimentos positivos às áreas atingidas pelos grandes projetos hidrelétricos. Esta dissertação, entretanto, considera que o tratamento atribuído às regiões atingidas por barragens, ao estar circunscrito no âmbito da legislação ambiental, é insuficiente para abarcar a complexidade das questões que envolvem o desenvolvimento das regiões de inserção dos grandes projetos hidrelétricos. Assim, a partir do estudo de caso da instalação das hidrelétricas de Santo Antônio e Jirau, no rio Madeira, principal tributário da bacia amazônica, é que essas questões serão analisadas, mostrando que, a despeito do processo decisório, restringir a participação social à negociação de medidas mitigadoras e compensatórias com o intuito de viabilizar e legitimar os projetos, o que torna os seus empreendedores protagonistas no processo de reestruturação das regiões, a problemática socioambiental em torno dos empreendimentos remete ao questionamento sobre o modo de apropriação dos recursos territoriais / Abstract: This dissertation deals with the regional effects of large hydroelectric projects in the period 1990 to 2010. Its goal is analyze the recent period of expansion of the electricity sector after the privatizations of the 1990s, with emphasis on hydro projects in Amazon region. To this end, core issues are taken: the state planning, the regional repercussions and the variables socioeconomic and environmental issues. It is assumed by the planning sector that the resumption of large hydroelectric projects in the region Amazon, which refers to the movement of expansion in the sector engendered 1970s, involves specific treatment for social, environmental and economic complexities - requirement of environmental legislation and issues relating to the areas affected by dams. The electricity sector was thus better able to match the generation with energy sustainable regional development, causing positive repercussions in areas affected by large hydroelectric projects. This dissertation, however, considers that the treatment assigned to regions affected by dams, to be confined within the law environment is inadequate to encompass the complexity of the issues involves the development of the regions of insertion of large projects hydropower. Thus, from the case study of the installation Santo Antônio and Jirau hydroelectrics on the Madeira River, the main tributary of the Amazon basin, is that these issues will be examined, showing that, despite the decision-making restricts participation the negotiation of social mitigating and compensatory measures in order to facilitate and legitimize the projects, which makes the entrepreneurs protagonists in the process of restructuring the regions, social and environmental problems around the dams refers to the question of the mode of appropriation of land resources / Mestrado / Desenvolvimento Economico, Espaço e Meio Ambiente / Mestre em Desenvolvimento Econômico

This study has as main theme relate the importance of entrepreneurship to regional development. For this, the general aim was to identify entrepreneurial activities in the creation and expansion of UFSM and its influence on expansion of higher education and the economy of the city of Santa Maria. To achieve this objective the research was divided into three stages, each of these is presented in the format of a scientific paper. The first paper identifies entrepreneurial actions that led to the creation of UFSM with the structure model used. The second paper seeks to relate the growth of UFSM with the development of other institutions of higher education in Santa Maria. The third establishes a relationship between the growths of UFSM with GDP growth of Santa Maria. The results demonstrate the importance of UFSM to form a center of higher education and economic development of Santa Maria. / Este trabalho tem como tema principal relacionar a importância do empreendedorismo para o desenvolvimento regional. Para isso, o objetivo geral foi identificar ações empreendedoras na criação e ampliação da UFSM e sua influência na expansão do ensino superior e da economia da cidade de Santa Maria. Para atingir esse objetivo a pesquisa foi dividida em três etapas, sendo que cada uma dessas é apresentada no formato de artigo científico. O primeiro artigo identifica ações empreendedoras que levaram à criação da UFSM com o modelo de estrutura utilizado. O segundo artigo busca relacionar o crescimento da UFSM com o desenvolvimento das demais instituições de ensino superior de Santa Maria. Já o terceiro, estabelece uma relação entre o crescimento da UFSM com a evolução do PIB de Santa Maria. Os resultados demonstram a importância da UFSM para a formação de um polo de ensino superior e para o desenvolvimento da economia de Santa Maria.

Proměna regionálního obrazu Švédska a její souvislosti / The changing Sweden's regional pattern and its context

Regional disparities and spatial inequality are typical topics studied by geography. Sweden is one of the most homogeneous and egalitarian countries in the world. Simultaneously, it is characteristic for its very low regional disparities and thus it is an important and interesting subject for studying. The main goal of this thesis is to examine changes in a regional pattern from the beginning of the 1990s and to analyse an impact of structural changes (deindustrialization and tertiarization) and globalization (through activities of transnational corporations) on regional disparities. In the thesis socioeconomic and demographic indicators and quantitative statistics are used to analyse a development of regional disparities in Sweden and to examine a broader context of this development. The main finding of the thesis is a disproportional growth of metropolitan regions (mainly Stockholm). Share of metropolitan regions on population and socioeconomic activities is increasing and it is characterized by dynamic development which is intensified by high specialisation, major valued-adding activities, knowledge-based economy and localisation of transnational corporations. Les infrastructures de transport sont des biens publics dont l'importance a été démontrée dans la littérature économique depuis les travaux fondateurs des nouvelles théories de la croissance endogène, de la nouvelle économie géographique, ainsi que les études empiriques menées dans plusieurs pays. Notre travail de recherche s'intéresse aux infrastructures de transport dans les pays en développement (PED) avec une application au cas du Maroc.La thèse se présente en deux parties, la première met en évidence le rôle des infrastructures de transport dans l'économie à travers une revue de la littérature théorique et empirique ainsi que la présentation des différentes approches économétriques de modélisation du capital public. Nous étudions le cas du Maroc à travers une étude économétrique par un modèle vectoriel à correction d'erreur permettant d'analyser les relations dynamiques à long terme entre capital public et PIB ainsi que les effets de causalité. Puis, nous démontrons avec un modèle autorégressif l'impact des investissements autoroutiers sur le PIB/hab et l'amélioration de l'accessibilité.La deuxième partie de la thèse s'intéresse aux effets des infrastructures de transport sur la croissance des 16 régions marocaines et les disparités entre ces régions sous l'effet du capital public routier et autoroutier. Nous nous basons dans notre recherche, sur les travaux de Charlot (1999) et Charlot et Schmitt (2002) sur les régions françaises, sur les travaux de Marquez, Ramajo et Hewings (2011) s'intéressant au rôle du capital public sur la croissance régionale des provinces espagnoles, ainsi que sur de l'étude de Malyadi (2011) pour le cas du Maroc. Du point de vue théorique, notre approche se situe au croisement des théories de la croissance endogène et de la nouvelle économie géographique.La progression de la thèse se fait dans un ordre décroissant en termes d'espace étudié, partant du cadre national au cadre régional en terminant par un cas local de l'industrie automobile au Maroc pour explorer les liens entre infrastructure de transport et industrialisation régionale / Transport infrastructures are public goods. Their importance is demonstrated in the literature since the seminal works of the endogenous growth theory, new economic geography, as well as empirical studies conducted in several countries. Our research focuses on the transport infrastructure in developing countries with an application to the case of Morocco. This thesis is divided in two parts. The first one highlights the role of transport infrastructure in the economy through a review of theoretical and empirical literature and the presentation of different econometric modeling approaches. Then, we study the case of Morocco by using econometric approach of vector error correction model to analyze the long-term dynamic relationships between GDP, public capital and the causality effects. Then, we demonstrate with an autoregressive model the impact of highway investments on GDP / capita and improving accessibility. The second part of our research focuses on the effects of transport infrastructure on the economic growth of 16 Moroccan regions, and the differences between these regions as a result of road and highway public capital allocation. We follow in our research Charlot (1999), Charlot and Schmitt (2002) on French regions, and Marquez, Ramajo and Hewings (2011) applied on Spanish provinces. After, we study the evolution of urban primacy in Morocco by focusing our analysis to the structural role of transport infrastructure. We use gravity models to explore spatial interactions between Moroccan regions. Finally, we are interested in the region of Tangier in Morocco. We study the case of the Tangier-Med port as transport infrastructure. We analyze the impacts of this port on the economic dynamics of this region and the location of productive activities.

The Politics of Metropolitan Bias in China

Policymakers in China and other developing countries grapple with a metropolitan dilemma. Building on the existing advantages of leading cities makes it easier to achieve fast, visible progress in economic development. But further concentrating resources in top urban centers can marginalize other areas, worsen urban congestion, and increase inequality. The degree to which governments favor key metropolitan centers relative to other cities and outlying areas in the distribution of policy support and resources is thus a consequential issue in development politics. Yet, scholars lack a systematic understanding of "metropolitan bias," and existing theories have difficulty explaining wide variation in development approaches over time and across regions in countries like China. This project analyzes variation in development strategies across China's provinces during the 1990s and 2000s to shed light on the nature and sources of metropolitan bias. Existing research generally views favoritism toward large cities as an unintended consequence of rapid industrialization and rent-seeking dynamics. In contrast, I highlight more strategic efforts by higher-level governments to shape the growth of cities and regions, and probe the politics surrounding spatial development policies. First, I argue that metropolitan bias tends to be greater in provinces that have experienced lagging economic performance, where policymakers build up top cities as a means of enhancing regional competitiveness. Second, I argue that metropolitan-oriented development has been driven in large part by provincial governments, and that there is greater metropolitan bias where the provincial level is strong relative to other government tiers. To develop and test these claims, I employ a mixed-method research design and draw on Chinese- and English-language written sources, interview material, and statistical data. Through comparative case studies of Jiangsu, Hunan, and Jiangxi provinces and analysis of China's policy institutions, I explore how different explanatory factors influence the formulation and implementation of development strategies. Meanwhile, I use statistical analysis to test how well key claims generalize to a larger sample of units. Beyond contributing in a timely way to our knowledge of the politics behind China's urban boom, the study advances our theoretical understanding of the politics of state-led development and multilevel governance more broadly. / Government

Next it considers possibilities of SME support, from programs of EU and also at the national, regional and local level. The thesis recognizes contributions which rise for the regions thanks to SME. The second part is focused on concrete situation in chosen region -- NUTS IV Pelhřimov. It characterizes NUTS IV Pelhřimov and monitors corporate environment, especially SME situation in the region. I also used questionnaire survey, which is focused on problems of municipality attitudes to SME. It investigates its relation to SME and the ways of support, which are provided by municipality towards to SME.

This thesis describe the current situation of winegrowing in the territory of Znojmo, while also describe the evolution and assess the significance of the influence on the development of winemaking district - Znojmo, factors contributing to the regional development of winegrowing, forms of support for this sector, description of the problems in the winegrowing and what are the possibilities for further development of the region in connection with winegrowing. The theoretical part contains only shortly the basic theory of regional development, the thesis continues with a brief description Znojmo district, geographical and economic-social conditions of the territory, then briefly the evolution of winegrowing in the Czech Republic and in detail the evolution of winegrowing in the district of Znojmo. Furthermore author focused on legal aspects of winegrowing in the Czech Republic and the specific conditions of aid after the entry into the EU. Analytical part is focused on the questionnaire survey among inhabitants in the district of Znojmo and the elaboration of SWOT analysis. On the basis of it is then determined the rate of significance for the winegrowing district Znojmo and determined influential factors of development and indicated further opportunities for the development of the region in connection with winegrowing.

Firstly there will be described the beginning and progression of the regional policy in a global scale. This part will be followed by the comparison of regional structures and territory splitting of the referenced countries. There will be described the individual factors (natural, economic, demographic etc.) which influenced the state of development of regional policy in Czech Republic and Slovakia until 1990 and then since 1990. And at last but not least there will be described the changes after joining the EU. Lastly there will be focus on effectiveness of the regional policy in terms of the EU and as well its effectiveness between Czech and Slovak republic.

Dissertation is focused on the description of the issue of long-unused and devastated areas (brownfields) in the Czech Republic. All characteristics of these areas are specified in the example of the industrial zone Kladno-East, the substantial part of it can be classified as brownfield. There is analyzed a gradual development of this once famous industrial area, description of current situation (area is still partially used for industrial production) as well as planned projects, which should become a starter for the future development of this site. Part of this work is also devoted to the socio-economic characteristics of Kladno, where industrial zone is and always has been an integral part.
