Abstract
During the 1960s both the federal and provincial governments continued to take on new and larger responsibilities. During this same time period citizens began to mobilize and challenge the state on a number of social issues including race, gender, labour, urban sprawl and the environment. Citizens believed that not only did they have the right to challenge the authority of government in planning public policy, but they also had a right to participate in the decision-making process as much as any bureaucrat, expert, or elected official. In planning airports in Pickering, Ste. Scholastique and Sea Island, the federal government was opposed by citizen groups in each of these three cases. Citizens believed their voices were not being heard and that government officials did not respect them. As a result, they disrupted the meticulously laid out plans of elected officials and policy planners by drawing on evidence and expert advice. The conflict over federal airport development is an example of the evolution of the consultation process with citizens, as citizens challenged the way public policy was planned. Governments now had to justify policies like expropriation for the public good since citizen groups would form over any intrusion into their private lives. The debates over airport planning highlights the role of citizens, bureaucrats, provincial and federal politicians as they all tried to navigate the complex shifting landscape of the Canadian state.
By 1976 the Pickering Airport had been canceled, Mirabel was opened, and the Sea Island runway expansion would be delayed for 15 years. Although the citizen groups never had complete victories, citizen participation became more paramount to state planning after these events. Public policy planning in Canada had become far more inclusive than ever before. The master thesis focuses on the role of mayors in community development in selected peripheral micro-regions of Košice region. These micro-regions represent two types of peripheral areas which were defined by the differences in quality of social and human capital in the region. These types were identified by analysis of the literature. The main objective of this thesis was to assess whether there is a relationship between these types of peripherals and the quality of human and social capital of citizens, but especially of mayors in the specific peripheral micro-regions. This objective was fulfilled both by the analysis of available secondary sources of information and also by investigation in peripheral municipalities. This investigation was especially concerned on identifying the level of cooperation of mayors with other development actors and also their engagement to solve the main problems of municipalities. This diploma thesis deals with the regional financial management and its relation to the regional development. It can be separated into two parts. The first part of the thesis deals with the reform of public administration, at which the region was created as an autonomous unit. I define its competences, authorities, relation to regional policy, the structure and the trend of revenues and expenditures of regional budgets between 2001 nad 2009. The second part concentrates on the analysis of the position of the concrete region,Vysocina region, in the regional development. Vysocina region implements the regional policy through the Regional Development Plan of Vysocina region. The regional policy is financed by the resources of funds. These funds are not included in the regional badget. There are two funds -- the Vysocina Fund and the Fund of strategical reserves. The goal of the thesis is analysis of the regional financial management with relation to the regional policy of the region and to evaluate the way, how the regional policy is put into effect, and the methods of the regional policy financing.

In the practical part are analyzed strategic planning through the Program of the South Bohemian and Pilsen region and their strategies with the help of studying the matter. Using indicators of regional development will be quantified impact of strategic planning for the development of municipalities and regions. Since there is no uniform method of measuring methods of strategic planning, the conclusion will be proposed uniform method of measuring the impact of strategic planning for the development of municipalities and regions.

Abstract Dissertation deals with theoretical concepts and providing the basis for the use of forms of financing and acquisition of public goods and services through partnerships between the public and private sectors, as well as PPP (Public Private Partnership). Suitability PPP project in this work is assessed primarily in terms of developing a new methodology for evaluating projects. The theoretical part of the thesis aims to clarify the issue of PPPs in the context of regional and local regional development theories, principles and mechanisms of PPP legislative and institutional backing of the PPP, clarify the distinction between PPP and public procurement procedures and current assessment of PPP projects. The practical part focuses on the development of a methodology using a selection of qualitative and quantitative methods for evaluating investments and to form a complex output that will clearly and distinctly testify about the appropriateness of using the PPP method. For this purpose it is used in work processes, which are normally used for business valuation-generators values, property valuation, yield valuation, valuation based on market analysis, combining technologies and their incorporation / recast in the current assessment methodology, which is based on a Public Sector Comparator and determinants of value for money

Hereby presented diploma thesis discusses the financial management of Czech regions (more accurately "higher-level territorial administrative units") focusing on regional development funding, particularly demonstrated by the example of the South Moravian Region. Through a study of regional financial management the regional budget's income and expenditure have been thoroughly examined, especially those governable by the regions themselves. During the analysis of the South Moravian Region financial system the main focus has been aimed at its regional funding policy outlined by the corresponding strategic documentation entitled South Moravian Region Development Plan. The actual support for regional development in South Moravian Region is financed by the region's budget and a special-purpose fund named Development Fund of South Moravian Region.
