The Effects of Urban Containment Policies on Commuting Patterns

During the past several decades, most U.S. metropolitan areas have experienced strong suburbanization of housing and jobs (i.e., urban sprawl). The sprawl that arises from urban growth has become a big issue in many metropolitan areas in the U.S. In response, there has been increased interest in urban containment policies. There are contrasting views (planning-oriented vs. market-oriented) of urban sprawl and urban containment policies. Planning-oriented scholars asserted the problems of 'geographic sprawl (GS)' and the positive effects of urban containment polices, while market-oriented scholars asserted the problems of 'economic sprawl (ES)' and the negative or negligible effects of urban containment policies. Therefore, this dissertation analyzed whether urban containment policies affect urban sprawl, employment center formation, and urban commuting. The results of this dissertation indicate that urban containment policies play an important role in affecting urban sprawl, employment center formation, and urban commuting, as well as explaining the contrasting views (planning-oriented vs. market-oriented) of urban containment policies. Implementing urban containment policies can produce positive effects such as compact development, which can promote J-H balance. However, as seen in the relationship between urban containment policies, urban sprawl and housing values, stronger urban containment policies can produce negative effects, such as traffic congestion and an increase in housing prices.

The responsiveness of town planning to urban agriculture in low-income neighbourhoods : a case study of Kwa-Mashu in Durban, South Africa.

Urban agriculture in South Africa has been historically labelled as an illegal activity. This has been compounded by the traditional planning system in South Africa that did not recognise urban agriculture as part of the land use in the urban landscape. However despite its illegality, current evidence shows that it is commonly practised by many poor households in developing countries. There is growing evidence that most countries are gradually seeing the value of urban agriculture among poor households and to this end, they are beginning to realise the importance of incorporating it in their urban policy packages. Despite this recognition and acceptance of urban agriculture as a livelihood and food security strategy among the urban poor, little attention is paid to it. This research examines urban agriculture from a purely spatial planning perspective by way of elaborating on the spatial allocation of land for urban agriculture. The focus of the research is on identifying the factors that explain the unresponsiveness of the town planning system and challenges that confront urban farmers with the intention to suggest alternatives. At the core of the town planning system, are legislations and policies. Despite these irresponsive legislations such as NEMA and Health Act which hinder the practice of urban agriculture along sensitive areas such as river banks and road reserves urban agriculture continues to flourish. Regardless of minimal support from local authority the research findings show that the practise of agriculture is a common phenomenon among urban poor. An evaluation of the application of the KwaZulu-Natal land use management system/model in a peri urban/rural setting : the case study of Cliffdale in eThekwini Municipality.

In March 1999 the former Durban Metropolitan Council embarked on several pilot studies to test the applicability of some early thinking around a new Land Use Management System with the aim of casting a single and uniform approach to managing and controlling the development of land and buildings within the municipal area. The studies were necessary as post 1994 the municipality and many other municipalities across the Province had inherited fragmented, unequal and incoherent planning systems, which were developed under apartheid. One of such pilot areas is Cliffdale where new land use management approaches were applied to a semi-rural area through the adoption of a new Land Use Scheme. The aim of this dissertation is to evaluate these approaches that were applied to the Cliffdale Land Use Scheme, given that it is 5 years old and new frameworks, ideas and practices have been developed over this period. At the time of compiling the pilot scheme, there were also limited datasets and information available to inform the developing of the new approaches. Subsequent to this pilot study, a similar Provincial wide initiative was launched which resulted in the preparation of a Land Use Management System Manual in 2001. The aim of the manual is to guide municipalities towards applying a uniform approach to land use management and the preparation of municipal Land Use Schemes. The Manual was further reviewed in 2004. This dissertation also looks at the success of the Cliffdale Land Use Scheme in comparison to the existing Town Planning Scheme model and the new Provincial Land Use Management System. In order to achieve this, interviews were conducted with key people who have experience in the new land use management system. Theoretical research was undertaken on other case studies, precedents and new data sets and information. Findings indicated that the new land use management approaches are an improvement to the current Town Planning Scheme model. The presented dissertation entitled „Development and Validation of a Landscape Metrics Based Approach for Standardized Landscape Assessment Considering Spatial Patterns” addresses three main questions: I. Which ecosystem services depend on landscape structure? II. How can landscape metrics be used to achieve a standardized routine for assessing the impact of landscape structure on the hereon dependent ecosystem services? III. How can regional planning benefit from the consideration of landscape structural effects on the provision of ecosystem services? The PhD study was carried out in the context of the Climate Change adaptation project REGKLAM (funding code 01 LR 0802). The work package “Land Use” was conducted at the Institute of Soil Science and Site Ecology of the TU Dresden under the direction of Prof. Dr. Makeschin. The PhD study took place in the framework of a sub-work package of it, which was called “Integrated Land Use Assessment”. The aim of this sub-work package was the evaluation of Climate Change adaptation strategies at the landscape scale in a cross-sectoral manner. The ecosystem services concept was chosen as methodological framework for this purpose. Particular motivation of this PhD study was that landscape structural aspects are often not sufficiently considered in commonly used ecosystem services assessment approaches. A standardized assessment procedure regarding the impact of the composition and configuration of land use/ land cover types is not yet existent in contemporary planning approaches, neither in strategic environmental assessment. In my thesis, I developed in the period from 2010 to 2014 a methodological basis which addresses this challenge. My thesis was realized as cumulative dissertation, which consists of three articles. These articles are published in peer-reviewed, ISI-listed international journals, whereas the third article still is in press. The short introduction in chapter one gives information on the motivation and the structure of the thesis. In chapter two, the research hypothesis is formulated and scope and objectives are explained. Chapter three gives an overview of the history of landscape metrics, the state-of-the-art, and current research in topic. In chapter four, the model region, focus areas, and the methodological basis are described. The fifth chapter summarizes results of the three articles (Frank et al. 2012, 2013, in press). Discussions in chapter six critically reflect the methodology and identify limitations, strengths, and its contribution to regional planning and to decision-making. Furthermore, some suggestions for extending the approach to other ecosystem services, especially regulating services, are made and perspectives towards different research questions are shown. Chapter seven summarizes the main outcomes of the PhD study. The central output of the dissertation is a module of GISCAME, a land use change impact assessment platform for supporting regional planning. The landscape metrics based ecosystem services assessment approach facilitates calculation, combination, and interpretation of a choice of landscape metrics and, hence, the evaluation of the impact of composition and configuration of land use patterns on ecosystem services. I selected eleven focus areas in the planning region “Upper Elbe Valley/Eastern Ore Mountains” to demonstrate the application and validation of the landscape metrics based approach that I propose in my dissertation. With these use cases, I show that the landscape structure significantly influences the provision of the ecosystem services ecological integrity and landscape aesthetics. Within the first use case I could demonstrate that the afforestation planning can be enhanced by including landscape metrics in the planning process. Actual priority areas for afforestation do not contribute to ecological integrity at the regional scale. Landscape fragmentation, habitat connectivity, and landscape diversity must be taken into account in order to identify most efficient priority areas for afforestation in terms of enhancing ecological integrity. The second use case focused on the question, how landscape structure influences scenic beauty. By means of a survey, I performed a comparison between the landscape metrics based approach and landscape perception of 153 respondents. This test underpinned my assumption that a landscape metrics based routine allows conclusions on the value of landscape aesthetics. The third use case gives practical advice in the current planning challenge about how to enhance water erosion protection planning in the context of Climate Change. Here, I demonstrated that not only land use change in preferential water erosion paths, but especially the change of management strategies combined with an improvement of landscape structure have the capacity to reduce water erosion potential by 92 %. The results show that it is of great importance to consider landscape structural aspects in current and future regional planning questions because additional, relevant planning information becomes tangible. The comparison of the presented method with other landscape metrics based approaches for ecosystem services assessment shows that the interpretation of the landscape metric values in the GISCAME platform module goes one step further towards usability for planning support: its transparency, spatial transferability, and flexibility are the main strengths of the approach. However, there is a clear need to involve the impact of landscape structure aspects also regarding other ecosystem services. / Die vorgelegte Dissertation mit dem Titel „Entwicklung und Validierung eines auf Landschaftsstrukturmaßen basierten Ansatzes zur standardisierten Landschaftsbewertung unter Berücksichtigung räumlicher Muster“ behandelt die drei Hauptfragen I. Welche Ökosystemdienstleistungen hängen von der Landschaftsstruktur ab? II. Wie können Landschaftsstrukturmaße genutzt werden, um ein standardisiertes Bewertungsverfahren dieser abhängigen Ökosystemdienstleistungen zu ermöglichen? III. Ein standardisiertes Bewertungsverfahren des Einflusses von Zusammensetzung und Anordnung von Landnutzungs-/Landbedeckungstypen existiert weder in aktuellen Planungsansätzen noch in Umweltverträglichkeitsprüfungen. In meiner Dissertation entwickelte ich im Zeitraum von 2010 bis 2014 eine methodische Grundlage, welche diese Herausforderung angeht. Meine Promotion wurde als kumulative Dissertation, welche aus drei Artikeln besteht, umgesetzt. Diese Artikel wurden in begutachteten, ISI-gelisteten, internationalen Journalen veröffentlicht, wobei sich das dritte aktuell im Druck befindet. Kapitel drei gibt einen Überblick über die Geschichte der Landschaftsstrukturmaße, den aktuellen Forschungsstand und aktuelle Forschungsfelder. Im vierten Kapitel sind die Modellregion, die Fallstudien-Gebiete, sowie methodische Grundlagen beschrieben. Das fünfte Kapitel fasst die Ergebnisse der drei Artikel (Frank et al. 2012, 2013, im Druck) zusammen. Diskussionen in Kapitel sechs reflektieren die Methodik kritisch und identifizieren ihre Grenzen und Stärken sowie den Beitrag der Ergebnisse zu Regionalplanung und Entscheidungsfindung. Darüber hinaus werden einige Empfehlungen zur Erweiterung des Ansatzes für weitere Ökosystemdienstleistungen, insbesondere regulierende Leistungen, getroffen und Perspektiven zur Anwendung für andere Forschungsfragen werden aufgezeigt. Kapitel sieben fasst schließlich die wichtigsten Ergebnisse der Promotions-Studie zusammen. Das zentrale Ergebnis der Dissertation ist eine Erweiterung des Entscheidungsunterstützungs-Werkzeuges GISCAME. Der auf Landschaftsstrukturmaßen basierende Ökosystemdienstleistungs-Bewertungsansatz ermöglicht die Berechnung, Kombination und Interpretation einer Auswahl von Landschaftsstrukturmaßen und somit die Bewertung des Einflusses von Zusammensetzung und Anordnung von Landnutzungsmustern auf Ökosystemdienstleistungen. Ich wählte elf Fokusgebiete in der Planungsregion „Oberes Elbtal/Osterzgebirge“ aus um die Anwendung und Validierung des auf Landschaftsstrukturmaßen basierenden Ansatzes, den ich in der Dissertation vorschlage, zu demonstrieren. Mittels dieser Anwendungsfälle zeige ich, dass die Landschaftsstruktur die Bereitstellung der Ökosystemdienstleistungen ökologische Integrität und Landschaftsästhetik erheblich beeinflusst. Im ersten Anwendungsfall konnte ich zeigen, dass die Aufforstungsplanung durch die Einbeziehung von Landschaftsstrukturmaßen in den Planungsprozess verbessert werden kann. Vorranggebiete für Waldmehrung in ihrer derzeitigen Form tragen nicht zur ökologischen Integrität auf der regionalen Ebene bei. Landschaftszerschneidung, Biotopverbund und Landschaftsdiversität müssen vermehrt beachtet werden, um Vorranggebiete für Waldmehrung für eine Verbesserung der ökologischen Intaktheit effizienter anzuordnen. Der zweite Anwendungsfall richtete sich auf die Frage, wie Landschaftsstruktur die Landschaftsästhetik beeinflusst. Mithilfe einer Befragung verglich ich den auf Landschaftsstrukurmaßen basierenden Ansatz mit der Landschaftswahrnehmung von 153 Befragten. Dieser Test untermauerte meine Annahme, dass das auf Landschaftsstrukurmaßen basierende Vorgehen Rückschlüsse auf den ästhetischen Wert einer Landschaft zulässt. Der dritte Anwendungsfall gibt praktische Hinweise bezüglich der aktuellen Planungs-Herausforderung, wie Erosionsschutzplanung im Kontext des Klimawandels verbesset werden kann. In diesem Fall konnte ich zeigen, dass nicht nur Landnutzungsänderungen in präferenziellen Abflussbahnen, sondern insbesondere eine Änderung der Bodenbearbeitungsstrategie in Kombination mit verbesserter Landschaftsstruktur das Potential hat, die potentielle Wassererosion um 92 % zu reduzieren. Die Ergebnisse zeigen, dass es von großer Bedeutung ist, landschaftsstrukturelle Aspekte in aktuellen und zukünftigen Planungsfragen zu berücksichtigen, da somit zusätzliche, maßgebliche Informationen greifbar werden. Der Vergleich der vorliegenden Methodik mit anderen Ansätzen, die Landschaftsstrukturmaße nutzen um Ökosystemdienstleistungen zu bewerten, zeigt, dass die automatisierte Interpretation der Landschaftsstrukturmaße mittels des neuen Moduls in GISCAME einen Schritt in Richtung Nützlichkeit für Planungsunterstützung geht: Transparenz, räumliche Übertragbarkeit und Flexibilität sind weitere Stärken des Ansatzes. Jedoch gibt es eindeutig den Bedarf den Einfluss von Landschaftsstruktur auf weitere Ökosystemdienstleistungen einzubeziehen.

Mixed-use development as a strategy for urban growth, development and planning

Disadvantaged communities are cherishing high expectations of what the future will hold for them. To avoid trade-offs that can lead to the escalation of violence, more efficient management strategies are necessary to restructure the urban environment and address the problems of a rapidly urbanising population. The primary goal of this study is to examine to what extent mixed-use developments can facilitate economic development within low income communities. The results indicate that the planning of mixed-use developments, can create strong, welldefined city structures which will address the current urban deficiencies experienced in metropolitan areas. Mixed-use developments offer a means to integrate those parts of the metropolitan area with no coherent and integrated structure into the larger urban environment. An increase in densities, land use intensification and passing traffic can create the necessary market thresholds to sustain a wide range of economic and social activities and facilities that are typically not found in inwardly turned, peripheral communities. This can increase the standard of living of these communities by improving their access to economic opportunities, providing employment and supporting the fulfilment of their economic and social needs. The informal sector plays an important role in the urban economy. The creation of multi-functional markets within mixed-use development will stimulate groWth and employment creation within the informal sector. The higher economic thresholds and better access to markets and supplies can improve the viability of small -scale informal enterprises. These markets will benefit the local communities by providing a variety of economic activities and services within the same location. The stimulation of economic activity within the low income communities can improve the circulation of money and assist in the prevention of income leakage to other centres. The implementation of mixed-use development has the potential of addressing the problems currently inhibiting economic development of low-income communities. / AFRIKAANSE OPSOMMING: Suid-Afrika het 'n nuwe politieke era betree, waarin alle burgers op toegang tot gelyke geleenthede geregtig is. Die agtergeblewe gemeenskappe koester hoë verwagtinge vir die nuwe toekoms. Om te verhoed dat uitruiling ly tot 'n toename in geweld, is 'n meer doeltreffende stedelike bestuurstrategieë noodsaaklik om die snelgroeiende bevolking aan te spreek. Die studie het ten doel om die ekonomiese ontwikkelingskapasiteit van gemengde grondgebruiksontwikkeling, te ondersoek. An evaluative analysis of industrial development zones and export processing zones with reference to the Coega Industrial Development Zone

Thesis ((MS en S)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: South Africa is experiencing similar problems as those occurring in other developing countries. Such problems include: large scale poverty; unequal regional development; inefficient policies; fragmented transport systems. The list goes on. This is largely due to apartheid policiesthat were implemented. After 1994 a series of new policies and programmes was implemented. Their aim was to eradicate apartheid planning; to provide equal and fair development for everyone and to stimulate and boost the economy. The Reconstruction and Development Programme (RDP) was the first policy of its kind, followed by the Growth, Employment and Redistribution programme (GEAR). The aim of these two policies was to stimulate the economy, especially in areas where there is a need for an economic boost. This ultimately led to programmes such as the Spatial Development Initiative (SDI); Local Economic Development and Export Processing Zones or as they are better known in South Africa, Industrial Development Zones. Programmes or initiative such as these were aimed at boosting the economy, providing employment and utilising resources in a region. This is the shift that has taken place in development planning, from traditional regional policies towards incentive driven policiesthat try to attract investment into under-developed regions. Programmessuch as Industrial Development Zones however have a long history, not all of it positive. These zones have been known as sweatshops and that they use child labour. The largest problem of these zones is that labour legislation is almost non-existent. In 2001 South Africa declared Coega the first Industrial Development Zone in the country. The zone will link to the Spatial Development Initiative programme that was implemented in 1996. An uproar followed when labour organisations such as COSATUlearned that the government is going to use Industrial Development Zones, which are similar to Export ProcessingZones, to stimulate the economy and to solve the problem of unemployment in specific areas of the country. However the labour legislation of South Africa will be applied in the Industrial Development Zones. That just leaves the problem of efficiency and effectiveness. Will these zones really address and solve the employment problems in South Africa? Zones such as those in Mauritius have been a success, but there are cases where the zones did not create employment and more money was spend on putting in the infrastructure and services in the zones, than was made in the zone. Time will be the judge in the case of Coega Industrial Development Zone. / AFRIKAANSE OPSOMMING: Suid-Afrika ondervind basies dieselfde probleme as wat ander onderontwikkelde lande ondervind. Die probleme sluit in: grootskaalse armoede; ongelyke streekontwikkeling; ondoeltreffende beleide. Die probleem spruit grootliks uit die apartheidsbeleide. Na 1994 is daar egter 'n reeks van nuwe beleide en programme geïmplementeer. Die beleide moes apartheidsbeplanning uitwis; moes gelyke ontwikkeling aan almal voorsien en die ekonomie stimuleer. Die Heropbou- en Ontwikkelingsprogram was een van die eerste beleide, en is gevolg deur die "Growth, Employment and Redistribution" program. Die twee beleide se doel was om die ekonomie te stimuleer, veral in gebiede waar daar 'n behoefte aan ekonomiese groei is. Dit het dan ook gelei tot programme soos "Spatial Development Initiatives", "Local Economic Development" and "Export Processing Zones" of soos wat dit in Suid-Afrika bekend staan "Industrial Development Zones". Programme of inisiatiewe soos die se doel is om die ekonomie van 'n streek te versterk, om werksgeleenthede te skep en om gebruik te maak van die hulpbronne in die spesifieke streek. Die programme het 'n groot verandering in ontwikkelingsbeplanning meegebring, vanaf tradisionele streekbeleide tot inisiatief-gedrewe beleide wat poog om beleggings in onderontwikkelde streke te versterk. Programme soos "Industrial Development Zones" het 'n lang geskiedenis, en nie almal is posititief nie. Hierdie sones het 'n algemene naam van "sweatshops" gekry waar kinderarbeid gebruik word. Die grootste probleem van hierdie sones is dat arbeidwetgewing gewoonlik nie toegepas word binne die sones nie. In 2001 is Coega as die eerste "Industrial Development Zone" verklaar in Suid Afrika. Die sone is verbind tot die "Spatial Development Initiative" programme wat geïmplementeerd is in 1996. Dit is egter sterk deur die arbeidsorganisasie COSATU veroordeel, toe hulle hoor dat die regering nou "Industrial Development Zones", wat basies dieselfde is as "Export Processing Zones", gaan gebruik om die ekonomie te stimuleer en die hoë werkloosheid in die land te verminder. Maar, in hierdie sones sal arbeid wetgewing toegepas word. Dit los net die probleem van effektiwiteit en doeltreffendheid. Gaan hierdie sones die werkloosheids probleem van Suid Afrika oplos? Sones soos in Mauritius was suksesvol, maar daar is egter talle ander wat nie werkgeleenthed geskep het nie en die uitgawes wat gemaak is om infrastruktuur en dienste in die sones te voorsien is veel hoër as die profyt wat gemaak is op die einde. These types of settlements can be found throughout South Africa and represent the attempts of the poor to provide themselves with housing. The conceptualisation of this phenomenon has undergone many changes during its history. There were times when these settlements were demolished and the inhabitants relocated to other areas. This type of approach was unsuccessful due to the extent of the problem and because the new housing that was being provided was unaffordable. A paradigm shift led to the fact that the upgrading of informal settlements is seen as an approach with a brighter future. During this process optimal use is made of the existing structures for example buildings, economic activities and social ties, within the community. The approach is adaptable to the needs and situations of individual communities. The sustainability of an upgrading project depends to a great extent on the enthusiasm and cooperation of the community that is going to benefit. Public participation can be a difficult process, especially in poor communities. This instrument can however yield great results in providing a product that is to the satisfaction of the community as a whole. During the course of this assignment the following conclusions were made from the material that was studied: • The success of upgrading programmes are highly depended on the enthusiasm of the communities that are going to benefit. • This enthusiasm is greatly increased by a process of community participation. • Upgrading must be seen as a multi-phase process. • Upgrading of informal settlements can play an important role in addressing the backlog that exists in affordable housing. • The need for an Informal Housing Act exists. From the case study the following conclusions were made: • The study presents many advantages, like providing the community with basic services and the right to property. • Further some disadvantages concerning intensification were identified. • These disadvantages can be addressed by providing smaller erven and street fronts as well as lower standards concerning residential uses. / AFRIKAANSE OPSOMMING: Plakkery is In tipe informele nedersetting. Hierdie nedersettings kom op groot skaal in Suid Afrika voor en verteenwoordig die pogings van die armer lede van die samelewing om hulself met behuising te voorsien. Die konseptualisering van hierdie tipe behuising het deur die geskiedenis deur baie fases gegaan. Daar was tye gewees wat informele nedersettings bloot gesloop en die inwoners op ander plekke hervestig is. Hierdie tipe benadering was egter nie geslaagd nie, aangesien die probleem van plakkery te groot was en die nuwe behuising was in die meeste gevalle onbekostigbaar. In Paradigma skuif het daartoe bygedra dat daar nou eerder op die opgradering van sulke nedersettings gefokus word. Hierdie benadering fokus daarop om die bestaande elemente in die gemeenskap byvoorbeeld geboue, ekonomiese bedrywighede en sosiale ondersteuningsnetwerke optimaal te benut. Dit is In buigsame proses wat aanpas by die behoeftes en omstandighede van die individuele gemeenskappe. Die volhoubaarheid van In opgraderinsprojek is afhanklik van die entoesiasme en samewerking van die gemeenskap wat daardeur bevoordeel gaan word. Publieke deelname is In moeilike proses, veral in armer gemeenskappe. Dit kan egter baie waardevolle resultate lewer wanneer dit In prod uk tot gevolg het wat deur die hele gemeenskap aanvaar word. In die verloop van hierdie werkstuk is daar uit die bestudeerde materiaal die volgende resultate afgelei, naamlik dat: • Die sukses van opgraderings van informele nedersettings grootliks afhanklik is van die entosiasme en samewerking van die gemeenskappe wat deur die proses bevoordeel gaan word.Hierdie samewerking word grootendeels bevorder deur In proses van open bare deelname. • Opgradering moet gesien word as In multi-fase proses. • Opgradering van informele nedersettings kan In groot rol speel om die tekort aan bekostigbare behuising aan te spreek. • Die opstel van In Informele Behuisingswet nodig is. Uit die gevaliestudie is die volgende bevindings gemaak: • Die studie hou baie voordele, byvoorbeeld dorpstigting, eiendomsreg en die voorsiening van basiese dienste, vir die inwoners van die gebied in. • Behalwe die voordele is daar ook nadele, soos die feit dat die konsep van verdigting nie in ag geneem word nie, identifiseer. • Hierdie nadeel kan deur kleiner erwe en straatfronte en laer standaarde vir nie residensiete gebruike aangespreek word.

Formal retail as a strategy to enhance the quality of life in marginalized communities

Thesis (MS en S)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: Of all the strategies available to help eradicate poverty and enhance the quality of life of people living in marginalized communities, the provision of a formal retail centre would not stand out as a number one strategy. Nevertheless, the Nomzamo Business Centre was built as part of a local economic development initiative to help local businesses to develop. The primary goal of this study was to establish whether the residents of Nomzamo perceived the development of the centre as a contributing factor towards improving the quality of their lives. Although the retail sector is well represented in these marginalized communities, in the form of spazas and other informal businesses, these businesses desperately lack the bearings of formality. The Nomzamo Business Centre provides a formal business premises at affordable rates, for local business people and gives them the opportunity to develop skills through business training courses and the provision of information. As the study concludes, the residents of Nomzamo perceived the centre as an enhancement towards their quality of live, even though many of them still do not make use of the centre. Established shopping habits are hard to brake especially if the centre does not provide any real magnetism. The centre failed to attract an anchor tenant and although Eskom's presence at the centre does provide some form of attraction, the benefits have not yet spilled over to the other shops. At this stage the Nomzamo Business Centre cannot be deemed a success. The centre fails to compete with local informal businesses. What is needed in most of these communities however is a change in the local economic structure. Local economies in most cases are retail based, with no or little representation in sectors like manufacturing. Although the Nomzamo Business Centre will not contribute much towards a more balanced local economy, it does provide the foundation for future changes to take place. / AFRIKAANSE OPSOMMING: Van al die strategieë beskikbaar om te help met die uitwissing van armoede en die verbetering in die kwaliteit van lewe van mense wat in marginale gemeenskappe bly, sal die voorsiening van 'n formele kleinhandelsentrum beslis nie as 'n nommer een strategie bekend staan nie. Nogtans is die Nomzamo Besigheidsentrum, geleë tussen die Strand en Gordonsbaai, gebou as deel van 'n plaaslike ekonomiese ontwikkelingsinisiatief om plaaslike besighede te help ontwikkel. Die primêre doel van die studie was om vas te stel of die inwoners van Nomzamo, die ontwikkeling van die sentrum as 'n bydraende faktor in die verbetering van hul lewenskwaliteit waarneem. Alhoewel die kleinhandelsektor goed verteenwoordig is in die marginale gemeenskappe, in die vorm van spaza-winkels en ander informele besighede, ontbreek die besighede aan die nodige formaliteit. Die Nomzamo Besigheidsentrum bied 'n formele besigheidperseel teen bekostigbare tariewe vir plaaslike besighede en gee hulle die geleentheid om vaardighede te ontwikkel, deur kursusse in besigheidsopleiding en die voorsiening van informasie. Die studie kom tot die gevolgtrekking dat die inwoners van Nomzamo wel die sentrum as 'n verbetering in hul lewenskwaliteit waarneem, selfs al maak meeste van hulle steeds nie gebruik van die sentrum nie. Gevestigde inkopie gewoontes is moeilik om te verander, veral as die sentrum geen werklike aantrekking bied nie. Die sentrum het misluk in die poging om 'n anker huurder te lok en alhoewel Eskom se teenwoordigheid by die sentrum, 'n vorm van aantrekking bied, het die voordele van Eskom se teenwoordigheid nog nie na ander winkels oorgespoel nie. Op hierdie stadium kan die Nomzamo Besigheidsentrum nie as 'n sukses verklaar word nie. Die sentrum misluk om met plaaslike informele besighede mee te ding. Wat egter benodig word in die gemeenskappe is 'n verandering in die plaaslike ekonomiese struktuur. Plaaslike ekonomieë is in meeste gevalle op kleinhandel gebaseer, met min of geen verteenwoordiging in sektore soos vervaardiging nie. Alhoewel die Nomzamo Besigheidsentrum nie sal bydra tot 'n meer gebalanseerde plaaslike ekonomie nie, bied die sentrum 'n platform vir toekomstige veranderinge om op plaas te vind.
