The problems concerning the future management of state-aided
(Model C) schools fall into two main categories, namely problems
intrinsic to the Model C schools and the problem of giving
substance to the stated vision of the ANC. Model C schools were
seen as a South African model of school self-management.
A study of the literature relating to school self-management in
general, and how it is practised in various countries, was made
and the management of state-aided (Model C) schools was analyzed.
A impirical investigation was conducted to ascertain the
perceptions of various role-players in school management about
their duties and responsibilities in this regard.
A model for the self-management of state-aided schools, based on
the Caldwell and Spinks' s model, and conforming to various
criteria, is proposed. The proposed model is, in the opinion of
the researcher, applicable not only to State-aided schools, but
to all schools in South Africa as it allows individual schools
to accept as much or as little self-management as is consistent
with the capacity of their communities to provide effective and
efficient service. It also allows schools to accept increases
in self-management as their communities gain in management skills

Fiduciary responsibility and responsible investment : definition, interpretation and implications for the key role players in the pension fund investment chainSwart, Rene Louise 02 1900 (has links)
Since their creation in Europe in the seventeenth century, pension funds have grown to become one of the main sources of capital in the world. A number of role players ultimately manage the pension money of members on their behalf. Accordingly, the focus of this study is on the role players involved in the actual investment of pension fund money. For the purposes of the study, the key role players in the pension fund investment chain are identified as pension fund trustees, asset managers and asset consultants. These role players have a specific responsibility in terms of the service that they ought to provide. One of the key aspects of this dissertation is therefore determining whether their responsibility is a fiduciary responsibility.
The main purpose of the study is, however, to answer one overarching research question:
Does fiduciary responsibility create barriers to the implementation of responsible investment in the South African pension fund investment chain?
Clearly, there are two key terms in this research question, fiduciary responsibility and responsible investment. It is suggested that responsible investment takes at least two forms: a “business case” form1 in which environmental, social and governance (ESG) issues are considered only in so far as they are financially material; and a social form in which ESG issues are considered over maximising risk adjusted financial returns.
Three key questions were asked in order to find qualitative descriptions and interpretations of fiduciary responsibility:
Question 1: Are the key role players in the pension fund investment chain fiduciaries?
Question 2: If so, to whom do the key role players owe their fiduciary duty?
Question 3: What are the fiduciary duties of the key role players in the pension fund investment chain?
It is also suggested that the duty to act in the best interests of beneficiaries could be described as the all-encompassing fiduciary duty. Two main interpretations of the / Private Law / LL.M.

Conclusions and recommendations were made in each of these cases. Bully prevention through an evidence-based programme in the South African contextSenekal, Annique 01 1900 (has links)
The purpose of this research study was to explore the effectiveness of the KiVa anti-bullying programme with Grade 4 learners in a primary school, located in the Eden Central Karoo District of the Western Cape. Since bullying is a worldwide phenomenon, it is important to explore to what extent it is an issue in South Africa. International anti-bullying programmes, which are well researched and highly recommended, are described with an overview of the integration of systems theory with the practicalities of this research project. A mixed methods intervention design was used to collect data. Grade four learners completed questionnaires prior to and after implementation of the intervention programme, which comprised the quantitative data. The experiment schools Grade 4 Life Skills teachers led the implementation of the programme. Qualitative data were collected through semi-structured interviews with the Grade 4 teachers and the principal of the experiment school. The findings demonstrate that the implementation process over less than a year, did raise awareness and certain skills were developed and practised by learners. The effectiveness of the KiVa anti-bullying programme during a short period of six months, did establish consciousness and a change in attitude and behaviour. A statistically significant difference for two of the three categories, experiences at school (bullying) and about your life (well-being), of the questionnaire from before the implementation to after the implementation of the intervention programme was indicated at the experiment school. Thus, implications for future research regarding the implementation of the KiVa school-based programme are suggested. / Psychology of Education / M. Ed. (Psychology of Education)

Status of compliance of Mamelodi ECD centres to the city of Tshwane ECD funding strategy: a social work perspectiveGatsheni, Nomaefese 09 1900 (has links)
Early childhood development centres play a major role in supporting the development of children from zero to six years. For sustainability and strengthening ECD Centres funding is provided by government departments, municipalities and the private sector. The City of Tshwane is funding a number of ECD centres in Mamelodi. The CoT has clear guidelines, policies and procedures outlined in the funding strategy. The challenge faced by the CoT is the compliance and accountability of the funded ECD centres.
Utilizing the qualitative approach, this study communicates the challenges faced by the eight Mamelodi ECD centres in keeping to the allocated line items outlined by the CoT funding strategy. The study describes the status of compliance of these centres. It further outlines the CoT funding processes, the ECD managers’ understanding, concerns and reasons behind the lack of compliance. Greening the school for sustainable development: a case of Tshwane North DistrictBopape, Johannah 01 1900 (has links)
This study is environmental in nature, occurring within a series of nested frameworks, namely school role players, sustainable development and greening schools. From a South African context, the day-to-day operations of the school activities and programmes are not solely the principal’s responsibility. It is a shared responsibility among every person involved in an educational school context. The principal has the overall responsibility of leading and professionally managing the school through the school management team (SMT) and is accountable to the employer, which is the provincial Head of the Department of Education. The principal is also accountable to the community through the school governing body (SGB), which consists of elected representatives from the school community. This study was guided by these research questions: (1) What is the nature of the knowledge of the role players in the Tshwane North District schools about greening the school? (2) How do the contextual factors in the Tshwane North District schools shape the greening of the school? The SMT and SGB are key role players and gatekeepers at the school level. They were purposefully and conveniently sampled at three Tshwane North District (TND) primary schools in Gauteng Province of South Africa according to their locations (rural, township, urban). They participated in focus group interviews, observations and document analysis. The study, qualitative in nature, explored strengths, weaknesses, opportunities and threats in greening the school for sustainable development. The two role players might not be knowledgeable about green and sustainable development, however given the opportunity to explore their knowledge, provided insight about greening schools and how to possibly change to more sustainable practices. Data collected was subjected to thematic content analysis. The results revealed that schools’ funds are swiftly depleted on resources such as water, energy, transportation, paper, stationary, maintenance and equipment, to name but a few. The results also revealed limited green culture across institutions, due to little knowledge of greening and sustainability practices by school role players. This was attributed to a lack of policy framework by schools which was exacerbated by a lack of capacity building from expertise in greening schools for sustainable development. / Hierdie studie is omgewings van aard wat plaasvind binne 'n reeks nes raamwerke, naamlik skoolrolspelers, volhoubare ontwikkeling en vergroening van skole. Uit 'n Suid-Afrikaanse konteks is die dag-tot-dag-bedrywighede van die skoolaktiwiteite en -programme nie net die skoolhoof se verantwoordelikheid nie.
