Análise dos programas da Capes de concessão de bolsas de estudos para a formação doutoral no exterior : estudos de egressos

O presente trabalho tem como objetivo principal analisar comparativamente os egressos dos programas de doutorado pleno e doutorado sanduíche no exterior das áreas de Ciências Agrárias, Ciências Biológicas, Ciências da Saúde e Ciências Exatas e da Terra para identificar a contribuição desses programas de mobilidade internacional para o Sistema Nacional de Pós-Graduação no Brasil - SNPG. Para isso foram coletados dados dos egressos dos programas de doutorado pleno e doutorado sanduíche no exterior da Capes do ano de 2006 e então realizada a comparação com a base de dados dos docentes do SNPG. A partir dessa análise foi possível obter os dados da taxa de entrada dos egressos dos programas no SNPG, a qualidade desses pesquisadores e a produção científica qualificada desse grupo nos anos de 2007 a 2014. Para responder aos questionamentos levantados nessa pesquisa sobre qual dos dois grupos de egressos formam mais doutores que retornam para o SNPG brasileiro e qual deles possui taxa mais expressiva de produção científica qualificada, chegou-se a algumas conclusões. Em relação ao indicador de taxa de entrada do doutor no SNPG e qualidade desse pesquisador verificou-se que o programa de doutorado sanduíche possui maior entrada embora a diferença seja muito pequena quando comparado ao grupo de doutorado pleno, desses, o programa de doutorado sanduíche possui maior número de pesquisadores qualificados com bolsa de Produtividade em Pesquisa do CNPq. Em relação à produção científica, os egressos do programa de doutorado sanduíche produzem a uma taxa semelhante em relação aos egressos de doutorado pleno, no entanto, na avaliação da produção científica qualificada, de acordo com o Qualis da Capes, os egressos do programa de doutorado pleno no exterior possuem 69% das publicações nos estratos A1, A2 e B1 enquanto que os egressos do programa de doutorado sanduíche possuem 62% nesses mesmos estratos. Essa análise nos leva à conclusão que a formação no exterior é extremamente benéfica para as duas modalidades de bolsa, no entanto, quando o foco é a produção científica qualificada, que possui maior impacto, há indicativos que a formação plena no exterior seja mais eficiente. / The main objective of the present work was to analyze comparatively the alumni of the full doctorate and sandwich doctorate programs abroad in the areas of Agrarian Sciences, Biological Sciences, Health Sciences, Exact and Earth Sciences to identify the contribution of these international mobility programs to the National Postgraduate System in Brazil - SNPG. For this, data were collected from the alumni of 2006 of the full doctoral and sandwich doctorate programs abroad of Capes in comparison to the database of the professors of the SNPG. From this analysis it was possible to obtain the data of the entrance of the alumni of these programs in the SNPG, and the qualified scientific production of that group in the years of 2007 to 2014. To answer the research question about which of the two groups of alumni returned to the Brazilian National Postgraduate System and which has the most expressive rate of qualified scientific production, it was concluded that the sandwich doctoral program group has a higher entrance in the SNPG although the difference is very small when compared to the full doctorate group. Of these, the sandwich doctorate program has the highest number of qualified researchers that received the Research Productivity grant from CNPq. In relation to the scientific production, alumni of the sandwich doctorate program produce at a similar rate in relation to alumni of full doctorate, however, the evaluation of qualified scientific production, according to Qualis of Capes, states that the full doctoral program abroad have 69% of the publications in the A1, A2 and B1 stratum while the graduates of the sandwich doctorate program have 62% in these stratum. This analysis leads us to the conclusion that training abroad was extremely beneficial for the two groups of scholarship, however, when the focus is the qualified scientific production, which has the greatest impact, full training abroad indicates to be more efficient.

In the first part it looks into the concept of cultural diplomacy itself mainly its historical evolution and current understanding in international relations. Marginally, it discusses public diplomacy, cultural relations, soft power and nation branding. The second part is analytic and covers South Korean cultural diplomacy as a whole, its evolution, main actors and theirs activities. Thanks to the theoretical apparatus it looks into the areas of South Korean cultural diplomacy. The third part covers the evaluation of this policy as a whole and also it focuses on the area of support of foreign student and academic exchanges.

Challenges for journalism education and training in a transforming society : a case study of three selected institutions in post-1994 South Africa

Thesis (PhD)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: This study investigated the challenges for journalism education and training (JE&T) in a post-1994 transforming South Africa. Prior to 1994, South Africa had three distinct university systems with different ideological orientations, namely historically Afrikaans-language universities, historically English-language universities, and historically “black” universities. The consequence of these orientations in the university system caused a paradigmatic schism in the field of JE&T. The advent of democracy in 1994 necessitated the questioning of this division in higher education. One could assume that there was need to transform the JE&T curricula so that it could address the challenges of a society in transformation. This study, therefore, aimed to establish whether JE&T curricula in three selected tertiary institutions in post-1994 South Africa have transformed in line with the transformation process in the country. The post-colonial theory, developmental journalism model and Ubuntu philosophy were deemed the most appropriate theoretical points of departure from which to analyse the curricula. A collective case study was used as a research design. To collect data, a mixedmethod approach, which utilised both qualitative and quantitative approaches, was used. Qualitative data were collected through use of programme documents from the selected journalism tertiary institutions and a semi-structured questionnaire, which was distributed to programme coordinators. Quantitative data were obtained through the structured questionnaire which was completed by students in the selected programmes. The qualitative data obtained were analysed using qualitative content analysis, while quantitative data were analysed using the statistical package SPSS version 18. The data were then analysed and discussed in terms of the selected theories. The analysis revealed that the three programmes are highly dependent on Western epistemologies. The programmes have a close relationship with the media industry, a relationship which at times can be a double-edged sword. The findings also show that the programme coordinators of these programmes are not averse to the transformation of curricula provided the process takes into cognisance Western epistemologies. The results also showed that in terms of gender and race, transformation has either been insignificant or non-existent. Lastly, all three programmes do not teach their students to report in indigenous languages. The final conclusion of the study is that JE&T in the selected programmes are not yet addressing the challenges of a transforming post-1994 South Africa. / AFRIKAANSE OPSOMMING: Hierdie studie het die uitdagings aan joernalistieke opvoeding en opleiding (JO&O) in ’n post-1994, transformerende Suid-Afrika ondersoek. Voor 1994 het Suid-Afrika drie verskillende universiteitstelsels met verskillende ideologiese oriëntasies gehad, naamlik historiese Afrikaanse universiteite, historiese Engelse universiteite en historiese “swart” universiteite. Die gevolg van hierdie oriëntasies in die universiteitstelsel het ’n paradigmatiese skisma in die veld van JO&O veroorsaak. Die koms van demokrasie in 1994 het die bevraagtekening van hierdie skeiding in hoër onderwys genoodsaak. Die aanname kon gemaak word dat daar ’n behoefte was om JO&O kurrikula te transformeer sodat dit aan die uitdagings van ’n samelewing in oorgang kon beantwoord. Hierdie studie het dus beoog om vas te stel of JO&O kurrikula in drie geselekteerde tersiêre inrigtings in ’n post-1994 SuidAfrika saam met die landgetransformeer het. Die postkoloniale teorie, ontwikkelingsjoernalistiek-teorie en Ubuntu-filosofie is geoordeel om die mees toepaslike teoretiese vertrekpunte te wees om die kurrikula mee te evalueer. ’n Kollektiewe gevallestudie is as navorsingsontwerp gebruik. As dataversamelingsmetodologie is ’n gemengde metodesbenadering gevolg, waarin kwalitatiewe en kwantitatiewe metodologieë gebruik is. Kwalitatiewe data is deur’n analise van die programdokumente van die geselekteerde tersiêre instellings versamel, asook deur ’n semi-gestruktureerde vraelys aan die programkoördineerders. Kwantitatiewe data is verkry danksy ’n gestruktureerde vraelys wat deur studente in die onderskeie programme voltooi is. Die kwalitatiewe data is geanaliseer deur kwalitatiewe inhoudsanalise, terwyl die kwantitatiewe data geanaliseer is deur die statistiese pakket SPSS weergawe18. Die data is daarna aan die geselekteerde teorieëgetoets en daarvolgens geëvalueer. Die analise het getoon dat die drie programme sterk steun op Westerse epistemologieë. Die drie programme het stewige verhoudings met die mediabedryf, ’n verhouding wat soms ’n tweesnydende swaard kan wees. Die bevindinge toon ook dat die koördineerders van die programme nie onwillig oor die transformasie van kurrikula is nie, met dien verstande die proses neem Westerse epistemologieë in aanmerking. Die resultate het ook aangetoon dat transformasie onbeduidend of nie-bestaande was in terme van geslag en ras. Die drie programme bied ook geen onderrig in inheemse Afrika-tale aan nie. Die finale slotsom van die studie was dat JO&O in die geselekteerde programme nog nie die uitdagings van ’n transformerende post-1994 Suid-Afrika aanspreek nie. / University of Venda

It objectives to examine the contribution of medium level nursing students on scholarships at a teaching hospital s work force, at Natal/RN. It s a quantitative/qualitative, that uses descriptive statistics and analysis fulfilled with categories that emerged from research, through a dialog between the studied authors in the theoretical reference of nowadays work process, work force, non obligatory and remunerated traineeships, and night shifts. The collaborators of this research were 105 (73,43%) nursing technicians, medium level students on scholarships that fulfill remunerated traineeships at the hospital. The feminine gender was a major part of the collaborators, with 90 (85,70%), in which medium age was 29,71 years, 62 (59,00%) single, 57 (54,30%) don t have kids, 100 (95,23%) students on scholarships with complete medium level, 78,10% with professional experience before their insertion at the remunerated traineeships, 73 (69,50%) referred to enjoy the area, reason for the nursing technician course choice. About the technician course conclusion, 83 (79,00%) affirmed that happened between 2005 and 2008, and about traineeships time in the institution, 38 (36,20%) have between one and six months. About learning, 74 (70,50%) referred to learn with the nursing technicians and all fulfilled specialized courses, or grade up to bond with the school and be able to be trainees. These courses were considered low quality ones, what justifies the number of 54 (51,40%) students with scholarships that said their performance in studies is good and 75 (71,40%) are able to join it with the traineeships without problems. About remuneration as scholarship, 71 (67,60%) referred that helped to keep up with the studies, because this amount has specially this purpose, paying studies. About nonobligatory traineeships, the ABEn-RN affirmed that there s no following process to this traineeship mode, as long as there was never this concern, because obrigatory traineeships demand a lot of the efforts in the meetings. And COREN-RN doesn t supervise this way of contract. The present research observed that there is, in fact, a contribution of medium level nursing students on scholarships work force on the researched institution. Resigned to work circumstances established by the institution, representing the lack of human resources, materials, work conditions, and work insertion in night shifts, it s possible to affirm that the situation is irregular about the students on scholarships, besides the determinant risk factor to their lives and health. In addition to it, the students on scholarships, in order to maintain the quality of trainee in the institution, are obligated to fulfill courses to grade up, or specialized courses in nursing technician, at schools referred as bad quality ones / O presente estudo faz uma an?lise de est?gios n?o obrigat?rios e remunerados em enfermagem, como contribui??o para o processo de trabalho em sa?de e aprendizagem dos estudantes de cursos t?cnicos em enfermagem. Teve como objetivo examinar a contribui??o de bolsistas de n?vel m?dio de enfermagem na for?a de trabalho em um Hospital de Ensino em Natal/RN. Trata-se de uma investiga??o quantitativa/qualitativa, com uso de estat?stica descritiva e an?lise realizada a partir das categorias que emergiram da pesquisa atrav?s de um di?logo com os autores estudados no referencial te?rico do atual mundo do trabalho, for?a de trabalho, est?gio n?o obrigat?rio remunerado e trabalho em turnos e noturno. Os colaboradores desta pesquisa, foram 105 (73,43%) t?cnicos de enfermagem, bolsistas de n?vel m?dio que realizam est?gio remunerado no hospital. Houve predom?nio do sexo feminino com 90 (85,70%), com m?dia de idade de 29,71 anos, 62 (59,00%) solteiros, 57 (54,30%) n?o referiram ter filhos, 100 (95,23%) bolsistas com n?vel m?dio completo, 78,10% tiveram experi?ncia profissional antes de sua inser??o no est?gio remunerado, 73 (69,50%) referiram gostar da ?rea, motivo da escolha do curso t?cnico de enfermagem. Sobre a conclus?o do curso t?cnico, 83 (79,00%) afirmaram ter sido entre 2005 e 2008, e sobre o tempo de est?gio na institui??o, 38 (36,20%) t?m entre um e seis meses. Quanto ? aprendizagem, 74 (70,50%) referiram aprender com os t?cnicos de enfermagem e todos realizam cursos de especializa??o ou aperfei?oamento para ter o v?nculo com a escola e poder estagiar. Esses cursos foram tidos como de baixa qualidade, o que justifica os 54 (51,40%) bolsistas que disseram que o rendimento nos estudos ? bom e 75 (71,40%) conseguem conciliar com o est?gio sem problemas. Quanto ? remunera??o em forma de bolsa, 71 (67,60%) referiram que ajudavam a continuidade dos estudos, pois esse valor tem principalmente esse prop?sito de custear os estudos. Sobre o est?gio n?o obrigat?rio, a ABEn-RN afirmou que n?o existe uma rela??o de acompanhamento dessa modalidade de est?gio, posto que nunca houve essa preocupa??o, uma vez que os est?gios obrigat?rios tomam muito do esfor?o, nas reuni?es. E o COREN-RN n?o fiscaliza essa forma de contrato. Constatou-se na presente pesquisa que h? a contribui??o da for?a de trabalho de bolsistas de n?vel m?dio de enfermagem na institui??o pesquisada. This is a case study in which it is carried out an analysis of PIBID-Biology subproject of the Federal University of São Carlos (UFSCar), which is part of PIBID UFSCar-institutional project. From an analysis of all documents relating to the implementation of the project at all levels (national, institutional and subproject) as well as the interview with researchers involved in the construction of these projects, we built a description of the processes involving the construction of the national project, as well as the institutional design and, finally, the subproject Biology UFSCar. This first step was the context for understanding, through analysis of reflective portfolios produced by scholars, the dimensions of teaching knowledge built by undergraduates as scholarship students from PIBID. In light of the training teacher references (NÓVOA, 2009; ANDRÉ, 2012, GATTI, BARRETTO & ANDRÉ 2011, Zeichner, 2010, among others), knowledge of the teachers (PEPPER, 2005 Tardif, 2000, 2007) and also Complexity Theory (BONIL & PUJOL, 2008; RIBERAYGUA, 2012; MORIN, 2004, 2005), we realized that, despite the PIBID have characteristics that approach a complex and dynamic model, students have many difficulties in view their performance as part of a complex system that involves not only the classroom but the entire surroundings. We understand that this may occur because not always the PIBID works in coordination with the context , undermining thus functioning as a dynamic and complex system , requiring several adjustments and improvements in this program. / Este trabalho insere-se no âmbito das investigações sobre a formação inicial de professores, investigando o Programa Institucional de Bolsas de Iniciação à Docência. Trata-se de um estudo de caso em que é realizada uma análise do subprojeto PIBID-Biologia da Universidade Federal de São Carlos (UFSCar), que se insere no projeto institucional PIBID-UFSCar. A partir de uma análise de todos os documentos referentes à implementação do projeto em todos os âmbitos (nacional, institucional e subprojeto), bem como da entrevista com pesquisadores envolvidos na construção destes projetos, construímos uma descrição dos processos envolvendo a construção do projeto nacional, bem como do projeto institucional e, finalmente, do subprojeto Biologia da UFSCar. Esta primeira etapa constituiu o contexto para compreendermos, através da análise dos portfólios reflexivos produzidos pelos bolsistas, as dimensões de saberes docentes construídos pelos licenciandos enquanto bolsistas do PIBID. À luz dos referenciais de formação docente (NÓVOA, 2009; ANDRÉ, 2012, GATTI, BARRETTO & ANDRÉ, 2011, ZEICHNER, 2010, dentre outros), de saberes docentes (PIMENTA, 2005, TARDIF, 2000, 2007) e também da Teoria da Complexidade (BONIL & PUJOL, 2008; RIBERAYGUA, 2012; MORIN, 2004, 2005), percebemos que, apesar de o PIBID possuir características que o aproximam de um modelo complexo e dinâmico, os bolsistas apresentam muitas dificuldades em visualizar a sua atuação como parte de um sistema complexo, que envolve não apenas a sala de aula, mas todo entorno. Entendemos que isto pode ocorrer porque nem sempre o PIBID funciona de maneira articulada com o contexto, o que prejudica, portanto, o seu funcionamento como um sistema dinâmico e complexo, sendo necessários diversos ajustes e melhorias neste Programa.

Adolescent identity experiences of historically disadvantaged scholarship recipients attending independent South African high schools

Thesis (MEdPsych)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: Little is known about the experiences that previously disadvantaged bursary and scholarship learners have in independent South African schools. Many scholarship and bursary recipients are from homes that fall into the low to middle income groups and they find themselves surrounded by boys and girls who are from high income, affluent homes. The aim of this study is to gain an understanding of the experiences that scholarship learners have within independent school environments and to find out what the opportunities and challenges are that they may face. Bronfenbrenner‟s bioecological model was used as theoretical framework as it incorporates a number of different interconnected systems that will influence the participant's lives and their experiences. These microsystems included parents, school, peers and the individual. This study's research methodology is a phenomenological approach which is embedded within the interpretative paradigm. Purposeful sampling was used to select eight learners from four different independent schools in the Western Cape. Two semi-structured interviews were conducted within two months of each other, with each of the participants. Phenomenological data analysis was conducted to analyse the information provided in the interviews. The research findings indicated that previously disadvantaged scholarship learners face a great deal of pressure in the form of high expectations being placed on them, both academically and behaviourally. Racial stereotyping was found to be prevalent with regards to assumptions made about learner's academic abilities and financial backgrounds. Challenges related to cultural difference and financial challenges were also noted. / AFRIKAANSE OPSOMMING: Min is bekend oor die ervarings wat voorheen benadeelde beurs-leerders in onafhanklike (private) Suid-Afrikaanse skole. Baie beurshouers kom uit huise wat in die lae tot middel inkomste groepe val, en hulle vind hulself tussen seuns en meisies wat van hoë-inkomste huise kom. Die doel van hierdie studie is om die ervarings wat die beursleerders in onafhanklike skool omgewings beter te verstaan en vas te stel watter geleenthede en uitdagings hulle ervaar. Bronfenbrenner se bioëkologiese model word gebruik as ‟n teoretiese raamwerk omdat dit verskillende stelsels insluit wat ‟n invloed sal hê op die deelnemers se lewens en ervarings. Die mikrostelsel sluit die ouers, skool, portuurgroep en individu in. Hierdie studie se navorsingsmetodologie is 'n fenomenologiese benadering wat binne die interpretatiewe paradigma ingebed is. Doelgerigte steekproefneming is gebruik om agt leerders van vier verskillende onafhanklike skole in die Wes-Kaap te kies. Twee semi-gestruktureerde onderhoude is gevoer met elkeen van die deelnemers tussen ‟n tydperk van twee maande. Fenomenologiese data-analise is gebruik om die inligting van die onderhoude te analiseer. Die navorsingsbevindinge het aangedui dat die deelnemers baie druk ervaar in die vorm van hoë verwagtinge wat op hulle geplaas word, in terme van hul akademiese prestasie en gedrag. Algemene rasse-stereotipering was gevind met betrekking tot die aannames wat gemaak is oor die leerders se akademiese vermoëns en finansiële agtergronde. Kulturele verskille en finansiële uitdagings is ook opgemerk.
