Parques Tecnólogicos - propondo um modelo conceitual para regiões urbanas - o Parque Tecnólogico de São Paulo / Technology parks - building up a model to urban regions - the Technology Park of São Paulo

Este trabalho propõe um modelo conceitual de Parque Tecnológico adaptado aos requisitos da sociedade do conhecimento, contextualizado para regiões urbanas, de média a densamente povoadas, ou metropolitanas. O modelo é particularizado para a cidade de São Paulo, focalizando o entorno da Cidade Universitária - campus da Universidade de São Paulo, na capital, região onde se encontra uma grande densidade de instituições de pesquisa e organizações de apoio ao desenvolvimento científico e à inovação tecnológica, tais como: o Instituto de Pesquisas Energéticas e Nucleares (IPEN), o Instituto de Pesquisas Tecnológicas (IPT), o Instituto Butantã e o Centro Incubador de Empresas Tecnológicas (CIETEC). O modelo considera a alteração da vocação econômica da cidade de São Paulo, a mudança física de empresas de grande porte de setores tradicionais, a alta taxa de desemprego e o mercado extremamente competitivo, fatos esses que são desafios para a implementação de políticas que possibilitem a substituição de atividades declinantes por atividades nascentes, mais competitivas e que auxiliem na atração de investimentos para a cidade. Para apoiar o desenvolvimento do modelo, é construido um panorama de experiências nacionais e estrangeiras em parques tecnológicos, detalhando aspectos estratégicos, estruturais, gerenciais e operacionais, tendo sido analisadas sete experiências nacionais e três experiências internacionais, por meio da aplicação de um instrumento de pesquisa e entrevistas. O modelo conceitual é elaborado tomando por base três pilares que se apresentam importantes para o sucesso das experiências analisadas durante a pesquisa de campo, a saber: a dinâmica das relações entre os atores envolvidos, a inserção e relação com o meio urbano e as características das empresas e respectivos estágios de desenvolvimento. O modelo proposto reúne quatro grupos de atividades no seu contexto: as atividades de um centro incubador de empresas tecnológicas; as atividades das empresas graduadas ou maduras e micro e pequenas e médias empresas, externas ao sistema, baseadas no conhecimento, bem como instalações de pesquisa e desenvolvimento de grandes corporações em parceria com instituições de pesquisa instaladas na região, e as atividades do Parque Tecnológico propriamente dito, entidade que suporta as ações previstas no modelo. O presente modelo propõe um passo além da idéia de estruturação de um parque urbano, prevendo um núcleo gestor e coordenador, composto por algumas de suas estruturas organizacionais, e a disseminação desse parque na cidade, permitindo irradiar ações coordenadas no meio urbano. / A conceptual model of Technology Park is established, adapted to the knowledge society requirements. The focus is on medium and highly dense population areas and global megacities, mainly in developing countries. The model is particularized to the São Paulo city and the neighbourhood of the University of Sao Paulo campus. This region has a high density of research institutions and other organizations that support scientific, technology and innovation activities; among these organizations are: the Institute for Nuclear and Energy Research (IPEN), the Institute for Technology Research (IPT), the Butanta Institute and the Incubator Center for Technology Enterprises (CIETEC). The model considers the changes in the economic vocation of the Sao Paulo city, the removal of traditional industry sectors organizations from the region, the unemployment rates and the highly competitive global market. These challenges ask for policies that can attract new economic activities, more competitive in the global market, and new investors. To support the research activities it is applied a questionnaire and interviews to seven national and three international technology parks experiences. The conceptual model is based on three main aspects which are considered by these experiences very important to the success of the technology parks, as follows: the dynamics of the players relation, the urban intervention of the project and the companies characteristics and development stages. The proposed model concerns to four groups of activities: the technology incubator center activities; the graduate or mature companies from the incubator center or other micro, small or medium knowledge based companies, from outside the system; the cooperative research activities among private organizations and research institutions; the Technology Park services and managing activities. This model innovates concerning the conception of a managing and coordinator core, located inside the University campus, and by the dissemination and irradiation of the Technology Park activities and benefits to the city, forming innovative clusters and establishing adense knowledge network.

Studies indicate that many incubated companies and residents leave the incubators and parks because of management failures of the entities as managers and of the incubated resident companies. Project Management (PM) is considered a strategic tool and, according to studies conducted on the subject, can provide considerable support to the Incubators on the management of the incubated companies since your admission until your graduation, and for the technological parks that will house many of the technology companies that have left the incubators and will solidify its operations for further entry into domestic and international markets. Thus, this study proposed to analyze how IBTs and technology parks manage their projects in a point of view of traditional and agile Project Management methodologies. To this end, this study has adopted a qualitative research design with exploratory and descriptive approach using the methodology of a multiple case study. The data collection was performed through semi-structured interviews with project managers in technology incubators and science parks located in the São Paulo State, Brazil. Among the findings, it was found adherence to use of more flexible GP methodologies on technology-based incubators, and more structured methods in the science parks. The main theoretical contribution of this study was opening new horizons for new researches related to GP used in incubators and science parks. In a practical context, it was possible to submit to incubators structured arguments about the importance of adopting, and applying the PM practices in the selection and conduction of incubated firms towards your graduation. In the case of science parks, the practice is dedicated to the use of structured selection methods of PM and to the monitoring of the firms that they house, as well as to disseminate such practices with technology-based firms that they support. / O número de incubadoras de base tecnológica e parques tecnológicos vêm crescendo a cada ano no Brasil e em outros países e, portanto, torna-se importante analisar como essas entidades gerenciam as empresas que abrigam e que podem ser consideradas como seus projetos. Estudos indicam que muitas empresas incubadas e residentes deixam as incubadoras e os parques por falhas de gestão tanto das entidades quanto dos gestores das empresas incubadas e residentes. O gerenciamento de projetos (GP) é considerado uma ferramenta estratégica e, de acordo com estudos realizados sobre a temática, pode oferecer um considerável apoio às Incubadoras na gestão das empresas incubadas, desde seu ingresso até sua graduação, e aos parques tecnológicos que irão abrigar muitas das empresas de tecnologia que deixaram as incubadoras e irão solidificar suas operações para posterior ingresso no mercado nacional e internacional. Dessa forma, o presente estudo propôs analisar como as IBTs e parques tecnológicos gerenciam seus projetos à luz das metodologias tradicional e ágil de Gestão de Projetos. Para tal, foi adotado um delineamento de pesquisa qualitativa com abordagem exploratória e descritiva, utilizando a metodologia de estudo de casos múltiplos. A coleta de dados foi realizada através de entrevistas semiestruturadas com os gestores de projeto em incubadoras de tecnologia e parques localizados no Estado de São Paulo. Entre os resultados apresentados, observou-se a aderência ao uso de metodologias mais flexíveis de GP nas incubadoras de tecnologia e métodos mais estruturados nos parques tecnológicos. A principal contribuição teórica deste estudo foi a abertura de novos horizontes para novas pesquisas relacionadas ao uso do GP em incubadoras e parques tecnológicos. No contexto prático, foi possível apresentar às incubadoras argumentos estruturados sobre a importância de adotarem e aplicarem as práticas de GP na seleção e condução das empresas incubadas rumo a sua graduação. No caso dos parques tecnológicos, a contribuição prática está voltada ao uso de métodos de GP estruturados na seleção e no acompanhamento das empresas que abrigam, assim como a disseminação de tais práticas junto às empresas de tecnologia que apoiam.

This thesis investigates how Jönköping Science Park frames and supports sustainable entrepreneurship in the region. More specifically, it discusses how this Science Park implements sustainability in collaboration with entrepreneurs and start-ups. In addition, the study evaluates how the Jönköping Science Park offering meets entrepreneurs' needs and expectations. In light of the gaps identified, recommendations are made for improving Science Park's sustainability support services in the future. The study applies Klaus Fichter and Karsten Hurrelmann’s conceptual framework for analyzing and designing sustainability orientation in incubators and science parks. This paper also uses the Client-Oriented Model of Evaluation by Evert Vedung to analyze how current Science Park sustainability support meets entrepreneurs' needs. A qualitative research approach was used in this study, with content analysis of open sources and internal documents, three interviews with Science Park officials, and corresponding email correspondence. The data was also gained through ten interviews with entrepreneurs and start-ups. The results show that Science Park implements sustainability in their collaboration with entrepreneurs and start-ups on the strategic level (vision, mission, strategy, and communication) and operational level (programs, activities, methods, and tools). The study's findings revealed that Science Park exhibits a clear strategic commitment to sustainability and acknowledges the responsibility to provide fully sustainable business development support to entrepreneurs and startups. On the operational level, sustainability implementation is fragmented and can be characterized by the “learning-by-doing” approach. Overall, Science Park places more emphasis on promoting sustainability and fostering a sustainability mindset than on providing extensive sustainability education. It is attributed to the fact that Science Park does not specialize in sustainability consultancy or services. Moreover, their focus primarily on early-stage entrepreneurship presents challenges when implementing sustainability support for entrepreneurs and start-ups.  Based on the identified gaps and provided recommendations, Science Park can strengthen its sustainability support offering in a practical perspective and contribute to tackling entrepreneurs' misunderstandings of the sustainability concept which is crucial for creating sustainability-oriented enterprises.
