Is It a Small World after all: An Examination of Scientific Collaborations in Public Administration

Peer reviewed journal articles are one way in which scholars communicate with each other and the public. Such publications create networks of collaboration. This study uses social network analysis techniques and theory to examine the network of collaborations that occur in public administration. Social network analysis is a perspective that takes into account the structure of relationships that can exist among individuals, organizations or other entities (Wellman, 2008). The small world theory is the specific theoretical framework that guides this study. The small world theory is based on the notion that despite a population being very large, individuals in that population are still connected with each other within a few steps. The author constructs a scientific network of research collaborations by assigning a relationship to two actors who have co-published an article together in the Public Administration Review, American Review of Public Administration, or The Review of Public Personnel Administration during the time periods of January 2003- December 2011. The results of this analysis reveal that the public administration network consists primarily of faculty members. The network also exhibits a high degree of clustering and several cliques. On average, individuals in the network are only slightly farther apart from each other than what would be expected in a small world network. This research contributes to public administration by introducing scientific networks of collaboration to public administration. The field has not ignored who publishes in its journals, but it has not used network analysis techniques to examine such publications. This study demonstrates how network analysis techniques and methodology can be used to examine a large network. Finally, this research contributes to the small world theory by applying it to scientific networks in public administration.

A pesquisa teve como objetivo identificar o Capital Científico e o Capital Social dos agentes presentes na produção científica que aborda questões relativas às Linguagens Documentárias, aos sistemas de organização do conhecimento em estudos no campo da Knowledge Organization (KO) e temas correlatos. A hipótese adotada foi a de que as noções de Campo Científico e as noções correlatas de habitus e, sobretudo de \'Capital Social\' e \'Capital Científico\', se apresentaram como uma perspectiva teórico-metodológica produtiva para compreender as redes de relações entre os pesquisadores (autores e coautores), suas citações (autores citados) e de temas pesquisados. Partimos do reconhecimento de que a Ciência da Informação (CI), cuja origem está na Documentação francesa, influenciou as literaturas francófona, hispanófona e lusófona e desenvolveu um legado que teve, entre suas referências, a linguagem, em seus aspectos semânticos, sintáticos e pragmáticos. Identificamos quais as principais tendências dos estudos de KO verificando que subtemas foram privilegiados e que redes científicas surgiram, a partir da análise de um corpus constituído pela produção bibliográfica publicada entre 1997 e 2011 em espanhol, francês e português e repertoriada pelas bases de dados Library Information Science Abstract (LISA), Library, Information Science & Technology Abstracts (LISTA), Scopus e Web of Science. O corpus foi selecionado observando-se o título, o resumo e as palavras-chave e organizado a partir do Classification System for Knowledge Organization Literature, da ISKO Para a organização dos dados e a identificação das redes de agentes, recorremos à metodologia de Análise de Redes Sociais (ARS) e à Bibliometria. Os resultados permitiram reunir informações sobre a distribuição dos artigos por idiomas, por periódicos, por coocorrência das palavras-chave, e por grupos temáticos, além da identificação de redes entre autores e grupos temáticos. Para a análise da autoria utilizamos a lei do elitismo, que permitiu identificar uma elite de pesquisa e uma frente de pesquisa correspondente. Os resultados foram analisados sob a perspectiva da análise sociológica de Pierre Bourdieu, cujas contribuições teóricas e conceituais permitiram mapear o Campo Científico correspondente e analisar o comportamento sociológico do campo observado. A hipótese da pesquisa foi validada, confirmando-se que os conceitos sociológicos adotados por Bourdieu constituem uma ferramenta para a otimização da análise dos dados. / In this research we aimed to identify the scientific and social capital of the agents present in the scientific production that addresses issues related to documentary language and knowledge organization systems in studies in the field of Knowledge Organization (KO) and related subjects. The hypothesis adopted was that the notions of the scientific field and the related notions of habitus and especially of \'social capital\' and \'scientific capital\' presented as a productive theoretical and methodological perspective to understand the networks of relationships between researchers (authors and co-authors), their quotations (cited authors) and researched topics. We start with the recognition that Information Science, whose origin is in the French documentation, influenced the Francophone, Lusophone, and Hispanophone literatures and developed a legacy that had, among its references, language in its semantic, syntactic, and pragmatic aspects. We identified the main trends of KO studies facing the issues of language, noting that sub-themes were privileged, and that scientific networks emerged from the analysis of a corpus consisting of bibliographical works published between 1997 and 2011 in Spanish, French, and Portuguese and also those listed in the Library Information Science Abstract (LISA), the Library, the Information Science & Technology Abstracts (LIST), the Scopus, and the Web of Science databases. The corpus was selected by observing the title, the abstract, and the keywords and it was arranged with the Classification System for Knowledge Organization Literature of the ISKO. For the systematization of the data and the identification of the agent networks we used the Social Network Analysis (ARS) methodology and Bibliometrics. The results allowed us to gather information on the distribution of articles by language, journals, co-occurrence of keywords, thematic groups, and the identification of networks among authors, quotation, and thematic groups. For the authorship analysis we used the law of elitism which allowed us to identify a research elite and a group of corresponding search. The results were analyzed from the sociological analysis perspective of Pierre Bourdieu, whose theoretical and conceptual contributions helped to map the corresponding scientific field and to analyze the sociological behavior of the observed field. The research hypothesis was validated confirming the sociological concepts adopted by Bourdieu as a tool for the optimization of data analysis.

Attitudes, habits, norms and policies regarding co-authorship among forest scientists in Brazil

Um Kernfragen zur Mehrautorenschaft in einer bestimmten Zielgruppe zu klären, konzentriert sich diese Arbeit auf Aspekte von technologischer Kompetenz, menschlicher Interaktion und institutioneller Leitlinien. Zuerst werden interdisziplinäre Argumente in Bezug zu Mehrautorenschaft aus den Sozialwissenschaften, Naturwissenschaften, Informatik und Geisteswissenschaften präsentiert. Die Literaturübersicht enthält Statistiken zu Informationsnutzung, Beschreibung von Strategien des Wissensmanagements, Erforschung von Verhaltensmustern und Trends in der Kommunikationstechnologie, sowie Diskussionen einiger historischer, politischer und inhaltlicher Aspekte, welche die Anwendung des Internet als kollaboratives Werkzeug im akademischen Kontext beeinflussen können. Die Arbeit beschäftigt sich auch mit einigen Kontroversen zur Konzeption von Wissenschaft und wissenschaftlicher Praktiken, welche indirekt mit der Problematik von wissenschaftlicher Kommunikation und Zusammenarbeit, sowie Wissensproduktion in Zusammenhang stehen, insofern sie die Produktion Texten mit mehreren Autoren betreffen. Ein besonderer Schwerpunkt der Arbeit befasst sich mir dem zur Zeit vorherrschenden System zur Evaluation akademischer Publikationen (Bibliometrie oder Scientometrie; QUALIS und SCIELO Systeme). Das vorhandene System für die Evaluation von Autoren ist in der Regel unfair /voreingenommen. Das liegt daran, das Statistiken leicht manipuliert werden können um einer bürokratischen und unternehmerischen Agenda zu folgen oder individuelle Interessen darzustellen, anstatt die wirklichen Verdienste eines Autors widerzuspiegeln. Die Untersuchung wurde anhand von semi-strukturierten Interviews durchgeführt, in Kombination mit einer quantitativen Erhebung, welche drei miteinander verbundene Aspekte (technologische, institutionelle und kulturelle), die bei der in Mehrautorenschaft eine Rolle spielen, innerhalb des Graduiertenprogramms in 'Forest Engineering' an der Universidade Federal do Paraná (Brasilien) hervorheben sollte. / In order to verify core issues for co-authorship in a specific audience, the current work focus on technological literacy, human interaction, and institutional policy. It first presents an interdisciplinary collection of arguments from social sciences, natural sciences, computer sciences, and humanities about scientific collaboration, especially regarding co-authorship activities. This literature review includes statistics on information usage, description of knowledge management strategies, exploration of behavioral patterns, communication technology trends, and discussions of some historical, political and contextual elements that may be influencing the application of the Internet as a collaborative tool within academic contexts. It also draws back few controversies about the concept of science and its practices, which are indirectly related to the problematic of scholarly communication, scientific collaboration, and knowledge production. The investigation targets these activities in what they concern the production of co-authored texts. A special focus of this work targets the current mainstream system of academic publishing ranking and evaluation (Bibliometrics or Scientometrics; QUALIS and SCIELO systems). The existing measurement system for the ranking of authors is generally an unfair/biased system, as statistics can easily be manipulated by a bureaucratic and corporate agenda, or by individual interests, rather than representing the real merit of an author. The inquiry applies a semi-structured in-depth interview combined with a quantitative survey intending to reveal three interrelated aspects (Technological, Institutional, and Cultural) involved in co-authorship activities within the Graduate Program in Forest Engineering at the Federal University of Paraná/Brazil.
