O presente trabalho adota uma abordagem qualitativa, tendo como método de pesquisa o estudo de caso. Inicialmente, tendo como base o referencial teórico proposto, uma entrevista com ator chave e a utilização de dados secundários, foi realizado um estudo de um caso singular sobre o processo de desenvolvimento no município de Passo Fundo entre os anos de 2005 e 2012. A partir daí foi gerada uma primeira versão do referido método de aceleração (M0). Na sequência, foram realizadas 20 entrevistas semiestruturadas com atores sociais relevantes ligados ao tema da pesquisa (empresários, especialistas e membros do governo). Isto permitiu a identificação de 68 elementos que contribuem para o desenvolvimento industrial local, sendo a infraestrutura, em suas diferentes dimensões, o principal destaque considerado. Ao final, se propõe um refinamento do método de aceleração para o desenvolvimento industrial local das cidades médias brasileiras, visando o preenchimento de uma lacuna acadêmica e no campo prático da gestão, dada as especificidades propostas a um processo de desenvolvimento local endógeno que visa, simultaneamente, a atração de grandes empresas, o fortalecimento das firmas locais, a utilização das matérias-primas disponíveis (por exemplo, oriundas da agricultura) e o encadeamento entre estes vários atores tanto da ótica das respectivas indústrias, como das cadeias produtivas locais. / Having as the central theme the local development, this research focuses on proposing, with potential within the public sphere, an acceleration method and identification of elements that contribute to local industrial development of the mid-sized Brazilian cities, from the theory of the endogenous development. The present study adopts a qualitative approach using the case study research method. Initially, based on the proposed theoretical framework, an interview with a key actor and the use of secondary data, we conducted a single case study of the development process in the city of Passo Fundo between the years 2005 and 2012. From this time on a first version of this acceleration method was generated (M0). Next, there were 20 semi-structured interviews with relevant actors related to the subject of research (entrepreneurs, experts and government officials). This permitted the identification of 68 elements that contribute to local industrial development and the infrastructure, in its different dimensions, being the main highlight considered. Finally, we propose a refinement of the acceleration method for the local industrial development of mid-sized Brazilian cities, aimed at filling an academic gap and practical management fields, given the specific proposals to an endogenous local development process aimed at simultaneously, the attraction of large enterprises, the strengthening of local companies, the use of raw materials available (for example, originating from agriculture) and the linkage between these various actors from both the perspective of the respective industries, and also from local production chains.

Avaliação da exposição de ciclistas ao ruído em uma cidade média brasileira / Assessment of cyclists\' exposure to noise in a Brazilian medium-sized city

Embora muitas cidades brasileiras estejam gradualmente implementando infraestruturas cicloviárias, a exposição dos ciclistas ao ruído ainda não é vista como um elemento a ser considerado no processo de planejamento. A partir deste pressuposto, o objetivo deste estudo é avaliar a exposição dos ciclistas ao ruído em São Carlos, SP, cidade média brasileira na qual cerca de 244 mil habitantes, 107 mil carros e 25 mil motocicletas foram contados em 2016. O estudo envolveu os seguintes procedimentos: i) definições preliminares e ajustes relativos às campanhas de coleta de dados, ii) coleta de dados, iii) validação de dados, iv) cálculo de níveis de exposição ao ruído e v) avaliação da exposição dos ciclistas ao ruído. Foram analisadas duas rotas. A primeira apresentava infraestrutura cicloviária (ciclovias ou ciclofaixas), em alguns dos 12 setores considerados para análise. A segunda rota foi dividida em dois setores, ambos sem infraestrutura cicloviária, mas com um excelente potencial para atrair viagens de bicicleta devido à localização privilegiada da área na cidade. A exposição ao ruído foi classificada de acordo com a percentagem média de valores de SEL (Sound Exposure Level) acima de 85 dBA e de acordo com valores de Lnp (Nível de Poluição Sonora). De maneira geral, os níveis de exposição dos ciclistas ao ruído foram classificados como \"muito alto\" ou \"alto\" em todas as 14 subdivisões das duas rotas, três das quais foram classificados como insalubres. Além disso, mesmo as seções com os menores valores de Lnp apresentaram quase metade das viagens para coleta de dados classificadas como \"muito altas\". É importante destacar que os locais, das partes mais ruidosas das duas rotas, tinham características distintas. Os trechos mais ruidosos da primeira rota foram registrados em uma ciclovia localizada ao longo de uma avenida larga, que margeia um rio e é cercada por áreas verdes, mas onde o limite de velocidade para carros é de 60 km/h. Há claramente um conflito aqui, dado que, apesar das condições de circulação seguras proporcionadas pela ciclovia e o agradável ambiente visual encontrado nas proximidades do rio, as condições locais de ruído não eram nada favoráveis aos ciclistas. Em termos de comparação, porém, a seção mais ruidosa da outra rota é ainda pior. Além dos altos níveis de exposição ao ruído, a área é insegura e pouco agradável para os ciclistas devido à circulação em condições de tráfego misto. Por outro lado, é convenientemente localizado em termos de acessibilidade, o que mostra uma vez mais a complexidade envolvida no processo de planejamento de novas infraestruturas cicloviárias. / Although many Brazilian cities are gradually implementing cycling infrastructures, the cyclists\' exposure to noise is not yet seen as an element to be considered in the planning process. With this assumption as a starting point, the objective of this study is to assess cyclists\' exposure to noise in São Carlos, SP, a Brazilian medium-sized city in which around 244,000 inhabitants, 107,000 cars and 25,000 motorcycles were counted in 2016. The study involved the following procedures: i) preliminary definitions and adjustments regarding the data collection campaigns, ii) data collection, iii) data validation, iv) calculation of noise exposure levels, and v) assessment of cyclists\' exposure to noise. Two routes have been analyzed. The first one had dedicated cycling infrastructure, i.e., cycleways and cyclelanes, in some of the 12 sectors considered for analysis. The second route was split in two sectors, both without dedicated cycling infrastructure but with an excellent potential for attracting cycling trips due to the privileged location of the area in the city. Noise exposure was classified according to the average percentage of Sound Exposure Level (SEL) values above 85 dBA and according to the values of noise pollution levels (Lnp). In general, all sections of the two routes were classified as either \"very high\" or \"high\" regarding the cyclists\' exposure to noise, and 3 out of the total 14 sectors were classified as unhealthy. Furthermore, even the sections with the lowest noise exposure levels had nearly half of the data collection trips classified as \"very high\". It is important to highlight that the local environment of the noisiest parts of the 2 routes had different characteristics. The noisiest sections of the first route were registered in a cycleway located along a wide avenue that follows a river surrounded by green areas, but where the posted speed limit for cars is 60 km/h. There is clearly a conflict here, given that despite the safe circulation conditions provided by the cycleway and the pleasant visual environment found nearby the river, the local noise conditions were not at all favorable to cyclists. In terms of comparison, though, the noisiest section of the other route is even worst. In addition to the high levels of noise exposure, the area is unsafe and not very pleasant to cyclists due to the circulation in mixed traffic conditions. On the other hand, it is conveniently located in terms of accessibility, what shows once more the complexity involved in the process of planning new cycling facilities.

A descentralização do setor terciário na cidade de Santa Maria/RS : análise das aglomerações comerciais e de serviços nos bairros Tancredo Neves e Camobi

A redefinição da centralidade é um dos componentes da metamorfose da cidade e do urbano na contemporaneidade. Embora nas metrópoles brasileiras a ocorrência desse fenômeno seja evidente, estudos recentes têm revelado indícios de seu aparecimento também nas cidades médias do país. A presente dissertação, nesse sentido, propõe-se a compreender uma das facetas da transformação na centralidade intraurbana de uma cidade média localizada na região central do território gaúcho. Busca-se, mais especificamente, o entendimento do processo de descentralização do setor terciário em Santa Maria/RS, o qual tem conformado duas aglomerações comerciais e de prestação de serviços em dois bairros distantes do Centro Principal dessa cidade. Para isso, a análise foi desenvolvida em dois planos. Primeiramente, faz-se uma abordagem espaço-temporal da expansão urbana de Santa Maria destacando os principais agentes e variáveis geradores do processo de descentralização, responsáveis pela formação dos prováveis subcentros na cidade em questão. Já no segundo plano da análise, é realizada a caracterização dos novos centros com a finalidade de revelar as suas funções e configurações espaciais, bem como as relações entre tais espaços de consumo e a população que os utiliza e os fatores locacionais que levaram os empresários a investirem nos referidos locais. Essas duas dimensões analíticas, ainda que distintas, apresentam complementariedade: enquanto uma desenvolve o estudo com ênfase no interior dos bairros, a outra integra tais bairros à cidade sob uma perspectiva histórica, com a finalidade de elucidar o presente. A importância do estudo das transformações no âmbito da centralidade intraurbana se assenta no fato de esta ser uma das tendências da urbanização contemporânea e, ainda, por estar relacionada ao debate acerca do desenvolvimento socioespacial urbano. Ademais, ao se ter em vista que algumas cidades médias brasileiras apontam indícios da ocorrência desse fenômeno, torna-se urgente seu entendimento levando em consideração as singularidades dessas cidades. / The redefinition of centrality is one of the components of the metamorphosis of the contemporary city and the urban space. Although the occurrence of this phenomenon is evident in the Brazilian metropolis, recent studies have revealed evidence of its appearance also in medium-sized cities in the country. This dissertation proposed to understand one of the facets of transformation in the intraurban centrality of a medium-sized city in the central region of the gaucho territory. More specifically, it seeks to understand the decentralization process of the tertiary sector in Santa Maria/RS, which has formed two commercial and services agglomeration in two neighborhoods which are quite far from the main center of this city. For this, the analysis was performed in two stages. First, there is a spatio-temporal approach to the urban expansion of Santa Maria, highlighting the agents and variables generators of the decentralization process, responsible for the formation of the sub-centers in this city. In the second stage of this analysis, the characterization of the new centers is performed in order to reveal their functions and spatial configurations, as well as the relationship between such spaces and the population that uses them and locational factors that led entrepreneurs to invest in these locations. Although these two analytical dimensions are different, they present complementarities: while one of them develops a study focusing on the inside of the neighborhoods, the other one integrates such neighborhoods in the city under a historical perspective, for the purpose of elucidating the present. The importance of the study of changes in the scope of intra-urban centrality is based on the fact that this is one of the trends of contemporary urbanization and also because it is related to the debate on urban social and spatial development. Moreover, knowing that some medium-sized Brazilian cities show evidence of the occurrence of this phenomenon, its understanding has become urgent, taking into account the peculiarities of these cities.

Small and medium-sized enterprises' succession process : do intangible assets matter ? : a study conducted in Germany / Le processus de transmission des PME : quelle influence pour les actifs immatériels ? : une étude menée en Allemagne

Les repreneurs non familiaux deviennent de plus en plus importants pour diverses raisons.Tout d’abord, les estimations indiquent qu’un nombre croissant de fondateurs de petites et moyennes entreprises sont en voie de quitter leurs entreprises. Ensuite, et de façon concommitante, un nombre croissant de repreneurs familiaux se désintéressent ou ne disposent pas de l’aptitude nécessaire pour reprendre l’entreprise familiale. En conséquence, il se développe un marché de l’investisseur constitué des repreneurs non familiaux potentiels, en situation de sélectionner l’entreprise qui rencontre le mieux leurs attentes. D’autre part, la nature de la composition des actifs de la firme a changé et les actifs immatériels représentent à présent l’un des aspects les plus déterminants dans le succès de la majorité des entreprises. Il est communément accepté que ces actifs sont principalement responsables de la valeur de l’entreprise et de sa croissance dans de nombreuses industries. Cependant, l’étude du lien entre ces actifs et la transmission de PME hors du cercle familiale a été négligée jusqu’à présent.L’objectif de cette étude est d’apporter un éclairage sur la pertinence perçue des actifs immatériels dans le cadre du processus de transmission de PME, et ce de la perspective du repreneur n’appartenant pas au cercle familial. Au sein de ce processus, l’accent est mis sur la phase de préparation, lors de laquelle les repreneurs non familiaux potentiels recherchent et analysent les firmes cibles prometteuses.Sur base d’une démarche scientifique reposant sur des approches mixtes, déployées de façon séquentielle, la présente recherche consiste en une enquête quantitative, administrée en ligne, et impliquant des associations de commerce allemandes ainsi qu’une série d’entretiens qualitatifs menés avec des repreneurs non familiaux de PME allemandes.Les résultats apportent une nouvelle perspective sur la transmission d’entreprise, plus spécifiquement au regard des processus de sélection utilisés par les repreneurs non familiaux. Ainsi, cette étude contribue au développement de la littérature de plusieurs manières. Tout d’abord, une approche alternative de traiter de la transmission de PME en adoptant la perspective des repreneurs non familiaux est proposée, en tenant compte de leur modusoperandi. Ensuite, la vue traditionnelle de la transmission d’entreprise est élargie en considérant les actifs immatériels comme étant des éléments décisifs dans la phase de préparation. Enfin, ces résultats sont résumés dans un cadre qui fournit un aperçu sur les actifs immatériels dans le cadre de la sélection d’entreprise.Au regard du nombre croissant de PME en attente de transmission vers de nouveaux propriétaires, il est fondamental de comprendre la pertinence des actifs immatériels dans la dynamique de la transmission d’entreprise (et en particulier, dans la transmission non familiale). Ceci peut ainsi supporter les professionnels (par exemple, propriétaires, repreneurs potentiels, conseillers) et faciliter le développement de mesures adéquates pour améliorer la qualité de la transmission d’entreprise. / Non-family successors are becoming more and more important because of different reasons. Firstly, forecasts show that an increasing number of founders of small and medium-sized enterprises (SMEs) are waiting to leave their firms. Secondly, at the same time an increasing number of family successors are uninterested in or ill-suited to company succession. Consequently, it can be talked about as an investor market bringing prospective non-family successors in a position to select the company that best matches their expectations.On the other hand, the nature of a firm's asset composition has changed and intangible assets are now seen to represent one of the crucial aspects determining company success in most companies. It is generally acknowledged that these assets are chiefly responsible for company value and growth in most industries. However, the link between them and non-family succession in SMEs has so far been neglected.The aim of this study is to shed light on the perceived relevance of intangible assets in the SME succession process from the non-family successor perspective. In the process, the focus is on the preparation stage where prospective non-family successors seek and analyse promising target firms.Acquired on the basis of a sequential mixed methods approach, the present body of research material consists of a quantitative web-survey involving German trade associations and a series of qualitative interviews conducted with non-family successors of German SMEs.The findings provide a new perspective on company succession, specifically in regard to selection processes used by non-family successors, and thus this study contributes to the literature in several ways. Firstly, an alternative approach to dealing with company succession in SMEs by adopting the perspective of non-family successors is proposed, taking their modus operandi into account. Secondly, the traditional view of company succession is enlarged by considering intangible assets as being the decisive elements in the preparation stage. Finally, the findings are summarised by proposing a framework which provides insights into critical intangible assets in terms of company selection.Given the increasing number of SMEs waiting to be transferred to new owners, an understanding of the relevance of intangible assets is fundamental to our understanding of the dynamics of company succession (and non-family succession in particular). This in turn may also help practitioners (e.g., incumbents, prospective successors and advisors) to facilitate the proposal of suitable measures to improve the quality of company succession.

La responsabilité sociale des PME dans la chaîne logistique / Corporate social responsibility of SMEs in the supply chain

La littérature a porté une attention croissante à la Responsabilité Sociale des Entreprises (RSE) et à la gestion de la chaîne logistique (GCL). Cependant, peu de recherches ont été menées de la perspective de la PME. Ainsi, l’objectif de cette recherche est de mieux comprendre l’engagement de la PME dans des pratiques de responsabilité sociale au sein de sa chaîne logistique. Cette thèse, à travers trois articles, examine la question suivante : Comment la PME adopte-t-elle des pratiques RSE sous la pression des clients et des fournisseurs, et étend-t-elle ses pratiques RSE dans sa chaîne logistique ? Dans le premier chapitre, nous montrons en utilisant une approche de modélisation par équation structurelle et des données recueillies auprès de 273 PME, que les pressions institutionnelles exercées par les partenaires de la chaîne logistique influencent différemment le niveau de pratiques de RSE dans les PME. L’étude démontre notamment que les pressions coercitives n’ont pas d’influence significative sur les pratiques RSE, alors que les pressions mimétiques et normatives influencent de manière positive et significative le niveau des pratiques RSE. Par ailleurs, l’influence positive des pressions normatives sur les pratiques RSE est plus forte pour les PME situées en aval de leur chaîne logistique tandis que les PME situées en amont sont sensibles aux pressions mimétiques sur leurs pratiques environnementales, de ressources humaines et commerciales. Dans le deuxième chapitre, notre étude révèle à travers des études de cas de six triades de PME, que les PME utilisent des capacités de « co-évolution » ou de «contrôle réflexif» pour étendre la RSE au fournisseur de premier rang, tandis qu’elles utilisent la «délégation active», les capacités de «re-conceptualisation de la chaîne logistique» ou l'approche «don’t bother» pour étendre la RSE au fournisseur de second-rang. Enfin, le troisième chapitre indique à travers une revue systématique de la littérature que les PME peuvent jouer quatre rôles dans la mise en place de pratiques RSE dans la chaîne logistique : adoptant, bloqueur, générateur ou transmetteur. Nous avons également identifié les caractéristiques des PME et les facteurs de contingence liés aux différents rôles des PME. Par cette thèse, nous enrichissons la littérature en montrant la diversité des pressions auxquelles sont soumises les PME dans leur chaîne logistique, les mécanismes qu’elles utilisent pour étendre leurs pratiques RSE au-delà du fournisseur de premier-rang, et le rôle crucial qu’elles jouent dans la mise en place d’une chaîne logistique durable. / Recent years have seen a considerable increase in the literature concerning the separate areas of Corporate Social Responsibility (CSR) and Supply Chain Management (SCM). However, little scholarly attention has been paid on the link between the two from a small and-medium sized enterprise (SME) perspective Therefore, this research aims to provide a better understanding of the engagement of SMEs in CSR practices in their supply chains. This thesis, through three articles, investigates the following research question : How does the SME adopt CSR practices through suppliers and customers pressures and extend its practices in the supply chain ?In the first chapter, using a structural equation modeling approach and data collected from 273 SMEs, our findings indicate that institutional pressures exerted by supply chain partners influence differently the level of CSR practices in SMEs. Notably, the study demonstrates that coercive pressures have no significant influence on CSR practices, whereas mimetic and normative pressures influence positively and significantly the level of CSR practices. Furthermore, the positive influence of normative pressures on CSR practices is stronger for SMEs situated downstream in their supply chain, whereas SMEs in further upstream positions are those which are sensitive to mimetic pressures for their environmental, human resources and marketplace practices.In the second chapter, based on a multiple-case study examining six triadic relationships, our study reveals that SMEs use “co-evolving” or “reflexive control” capabilities to extend CSR to the SME first-tier supplier. The findings reveal that, in contrast, SMEs use “active delegation”, “supply chain re-conceptualization” capabilities or a “don’t bother” approach to extend CSR to the SME second-tier supplier.Finally, the third chapter indicates using a systematic literature review that SMEs can undertake four roles in implementing CSR in the supply chain. We also identify the SMEs characteristics and the contingency factors that are related to the different roles of SMEs.This thesis contributes to fill the gap in literature by demonstrating the variety of pressures SMEs face in their supply chain, the mechanisms they use to extend CSR beyond the first-tier supplier, and the crucial role they play in the development of a sustainable supply chain.

Esta pesquisa partiu da indagação de como algumas cidades ao norte do estado de Mato Grosso se desenvolvem acima da média nacional, mesmo que na última década venham se desvinculando da dependência econômica exclusiva da produção de commodities. Se entre proprietários individuais e empresas que vivem na área da Amazônia Legal mato-grossense, aproximadamente 2% são responsáveis pela produção de commodities, em que atividade está inserida 98% dos habitantes que não atuam diretamente na produção agrícola? Embora existam ainda alguns setores direta ou indiretamente dependentes do agronegócio, o que se percebeu nessas cidades é a ininterrupta chegada de imigrantes e, mesmo assim, o nível de oferta de emprego tem se mantido estável, apesar da exigência, cada vez maior, de mão de obra tecnologicamente qualificada para as diversas atividades desenvolvidas em diferentes setores. Apesar de suas histórias recentes, a economia dessas cidades concentra uma das rendas per capita mais altas do estado, sendo que, paulatinamente, cada uma delas se aproxima mais e mais da ideia que mobilizou seus imigrantes pioneiros, e traça um perfil próprio através de projetos de expansão dos meios de produção calcados em tecnologias de ponta, modernização e políticas voltadas para os interesses econômicos da região. / This research started with the question of how some cities north of the state of Mato Grosso developed above the national average, even though in the last decade will be delinking economic dependency exclusive production of commodities. A aplicação da Gestão do Conhecimento cresce a cada ano, especialmente em empresas de grande porte. Apesar de ser uma ferramenta capaz de oferecer vantagem competitiva, pequenas e médias empresas ainda tem dificuldade de aplica-la devido a falta de metodologias formais com ênfase em pequenas e médias empresas. Esse trabalho apresenta uma proposta de metodologia para guiar pequenas e médias empresas na realização de projetos de Gestão do Conhecimento. Por meio de um método sequencial e repetível a metodologia desenvolvida neste trabalho de pesquisa e denominada MAGCPME Metodologia de Análise para Gestão do Conhecimento em Pequenas e Médias Empresas, tem como foco a fase de análise e levantamento de requisitos para o desenvolvimento de Sistemas para Gestão do Conhecimento. Esse trabalho também apresenta um estudo de caso com o resultado da aplicação da metodologia MAGCPME em uma pequena empresa brasileira e a análise dos resultados obtidos desta aplicação. / Application of Knowledge Management is growing every year, especially in large companies. Despite all the benefits it can provide, small companies still have difficulty implementing it due to lack formal methodologies with an emphasis on small and medium enterprises. This work proposes a methodology to guide small and medium enterprises to start Knowledge Management projects. Through a sequential and repeatable method the methodology developed on this work called MAKMSME Methodology of Analysis for Knowledge Management in Small and Medium Enterprises, focuses on the phase of analysis and requirements gathering to support the development of a Knowledge Management System. This work also presents a case study with the results of the application of the methodology in a small Brazilian company and the analysis of results obtained in this application.

This thesis is focused on the analysis of business conditions of small and medium-sized enterprises in Belgium. First chapter involves the definition of these companies, describes their weaknesses and strengths and importance in the European Union. Next part includes short information about Belgium and contains also the description of the local business environment. Third chapter aims at the characteristics of small and medium-sized companies in Belgium considering the total number of active companies, employment and other measures and analyzes in detail the system of the public support at the european, national and regional level. The last part compares the sector of SMEs in Belgium with the same category of enterprises in the Czech Republic.
