This research analyzes the environmental field of Porto Alegre from environmental conflict occurred in Hill Santa Tereza between 2009-2010, involving the executive and the legislature on the one hand, and social movements of another (residents, union and environmental). It is explicit social forces and discourses surrounding, highlighting how they accommodate the environmental aspects in the field in conflict and to what extent are illustrative of the social dynamics of the state capital. To this end, we used the following methods: literature review, semi-structured interviews, meetings and tracking discursive analysis of local newspapers. Among the results highlight the field of environmental conflict structured by asymmetric power relations, so that certain discourses as the concept of sustainable development associated with market logic gate recognition symbolic upper determining hegemonic interventions in conflict with the affected populations who resist this logic.
