The purpose of this study is to examine the Swedish parliamentary debate on socioeconomicsegregation over two time periods: between 1995-2000 and 2016-2021. Considering thatsocioeconomic segregation has been on the rise in Sweden over the past three decades, thisstudy attempts to analyze how the Swedish parliament has discussed this particular issue.Using frame analysis, this study provides an overview of what frames are prevalent during theparliamentary debate over the course of each period. Essentially, this paper explores howsocioeconomic segregation has been conceptualized, particularly how the problem has beendefined, what the underlying causes are, what remedies are proposed, and what moraljudgments are made by political actors. As parliamentary debates frequently seem to revolvearound a struggle over who should get priority for a particular problem definition, this studyalso takes a further look at the framing strategies used by political actors in parliamentarydebates. As demonstrated in the results, there may have been a change in discourse over timeas political actors have to a greater extent moved away from an emancipatory frame in favorof a broader perspective on the segregation problem with housing policy measures as thecornerstone. In addition to showing which frames were advocated by which actor, analyzingframe construction through language to uncover who wins the hearing for their problempicture, results in a far more extensive and deepened understanding of power, politics andinterests.

Vida (MCMV 1) in São Luís - MA, concluded in the period 2009/2010, identifying the
main obstacles that present themselves to its implementation in this city, specifically
considering its repercussions for the low-income population. We believe that the
creation of the MCMV can be considered a step forward for housing policy in Brazil,
being the product of the struggles of social movements in search of Urban Reform,
anchored in strengthening the Federal Government and social control, checking a
huge leap with regard to amount of resources directed to housing finance in the
country. In this sense, this paper analyzes the "New National Housing Policy"
verifying the role of housing loans under the MCMV Program 1 of the Federal
Government as well as the results obtained with reference to the low-income
population in São Luís - MA. The literature discusses topics such as housing
shortage, urban issues, state and market, housing policies, urban dynamics, focusing
on São Luís. Were also conducted documentary research among which we chose to
document research, stock reports and pertinent legislation worked in agencies and
institutions involved in the formulation of credit policy. The results show that the
MCMV Program is an important achievement for the Brazilian housing policy in the
sense of having made possible the number of housing units for low income was
privileged beyond broad subsidies for this population, something unprecedented in
the country. However, following the maintenance of socioeconomic segregation,
given the commercial logic of land own the capitalist mode of production, pushing the
implementation of the projects the population of lower-income pullets for the city of
São Luís, the main limit identified by this work. / Reflexão acerca dos avanços e limites do Programa Minha Casa Minha Vida (MCMV
1) na cidade de São Luís MA, por meio dos contratos celebrados no período de
2009/2010, identificando os principais obstáculos que se apresentam para sua
implementação nesta cidade, considerando especificamente sua repercussão para a
população de baixa renda. Entende-se que a criação do Programa MCMV pode ser
considerada um avanço para a política habitacional brasileira, sendo produto das
lutas dos movimentos sociais em busca da Reforma Urbana, ancorado no
fortalecimento do Governo Federal e do controle social, verificando um enorme salto
no que diz respeito ao volume de recursos direcionado ao financiamento de
moradias no país. Nesse sentido, a presente dissertação analisa a Nova Política
Nacional de Habitação verificando o papel do crédito habitacional, no âmbito do
Programa MCMV 1 do Governo Federal, bem como os resultados alcançados, tendo
como referência a população de baixa renda em São Luís MA. A pesquisa
bibliográfica aborda temas como: déficit habitacional, questão urbana, Estado e
mercado, políticas habitacionais, dinâmica urbana, com foco em São Luís. Foi
realizada, ainda, uma pesquisa documental, dentre as quais optou-se pela pesquisa
em relatórios de ações e legislação pertinente ao tema trabalhado em órgãos e
instituições envolvidas na formulação da política de crédito. Os resultados apontam
que, o Programa MCMV é uma importante conquista para a política habitacional
brasileira, no sentido de ter possibilitado que o número de unidades habitacionais
para baixa renda fosse privilegiado, além do fornecimento de largos subsídios para
essa população, algo inédito no país. Todavia, segue a manutenção da segregação
socioeconômica, dada pela lógica mercantil de terras, própria do modo de produção
capitalista, empurrando a implantação dos empreendimentos da população de
menores rendas para as franjas da cidade de São Luís, sendo o principal limite
identificado por este trabalho.
