A South Asian Presence: A Study Into NACOI and Its Influence in Shaping Federal Policy Relating to Immigration and Multicultural Policy from 1976 to 1993

This thesis studies the history of the National Associations of Canadians of Origins in India (NACOI) and its role in helping to shape and impact federal policy relating to immigration reform and multicultural policy in Canada. Ethnic political associations in Canada have a long and extensive history of impacting federal policy. However, the role of NACOI has been underreported when looking into the history of South Asian political advocacy in Canada. The institutionalization of multicultural policy created a framework for ethnic associations to discuss issues that mattered to them. NACOI’s establishment in 1976, five years after multiculturalism became government policy, allowed it to take the helm of these new discussions. Furthermore, NACOI is significant because it represents one of the first attempts to create an organization that aimed to federate all South Asian groups under one umbrella with a solely political goal. This thesis aims to understand whether NACOI was successful in its endeavours to impact federal policy as well as which struggles led to the decline of the organization. Alongside these questions, this thesis also seeks to explore whether NACOI aided in the integration of East Indians in Canada by the mid-1970s to the early 1990s through their efforts as a political advocacy group. Using NACOI’s quarterly publications, published material produced by the group, internal reports, and interviews with some of the founding members of the organization, this thesis also attempts to provide a micro-history of the organization by detailing its formation, growth and eventual dissolution by the early 1990s.

The Politics of (Not) Giving a Sh*t: Understanding the Invisibilization of Queer South Asian Women in Pride Toronto

This thesis builds on the findings of my previous study, which established that queer South Asian women (QSAW) feel invisibilized in Toronto’s LGBTQ+ community (see Patel, 2019). The present study critically investigates the operation and cultural reproduction of power in organizational practices that invisibilize QSAW within Pride Toronto™, as a means of diagnosing the problem in mainstream LGBTQ+ organizations more broadly. The following research question is explored: How do the cultural underpinnings of Pride Toronto™ contribute to the invisibilization of queer South Asian women in the broader LGBTQ+ community? This critical ethnography substantiates the invisibilization of QSAW in the LGBTQ+ community as an institutionalized form of identity-based violence. This study rejects the argument that invisibility is exclusively felt by QSAW. Instead, this thesis demonstrates that QSAW are invisibilized by the willful negligence of dominant actors in knowledge practices, as well as assimilationist politics that mandate outness, which invalidate and exclude QSAW. This study further finds that QSAW remain invisibilized in the broader LGBTQ+ community as a result of Pride organizations branding as diverse and inclusive, while simultaneously advancing colonial knowledge about queer identities and ideologies that re-write the narratives of QSAW in mainstream LGBTQ+ discourse.

Understanding “Fairness” in India: Critically Investigating Selected Commercial Videos for Men’s Skin-Lightening Products

abstract: This dissertation investigates a subtle yet complex contemporary issue of colorism in India that traces its ideological roots back in the British colonial period or even prior to that. It focuses on the issue of skin-color discrimination in urban Indian men, which is significantly under-researched. This project aims at investigating the issue of skin-color discrimination through analyzing a small corpus of thirteen YouTube commercials dating from 2005 to 2017 for men’s skin-lightening products of a popular skin-care brand called “Fair and Handsome” from a multimodal critical discourse analytic perspective. This study further aims to understand how the discourse of colorism is operating in these Indian commercials for men’s skin-lightening products, what kinds of semiotic and socio-cultural (discourse) elements are naturalizing the notion of “fairness,” and finally, how the construction of male gender is facilitated. Although the project’s main theoretical arc is critical discourse analysis (CDA), the methodological needs necessarily require drawing upon theoretical tools from advertisement analysis, multimodal analysis, gender studies, social psychology, history, cultural anthropology, race theory, and other related fields of study. After successfully facilitating an exhaustive analytical undertaking, this dissertation contributes to the understanding of colorism as more than intra-group racism in India and situates this perpetuating issue as a contemporary research target in the socio-cultural contexts of globalization and urbanization. / Dissertation/Thesis / Doctoral Dissertation English 2019

An Ethnography of the Living's Solidarity with the Dead Tibetan Refugees and Their Self-Immolators

abstract: Since 1998 and as recently as November 2018, 165 Tibetans have burned themselves alive in public protest, both inside Tibet and in exile. This study foregrounds Tibetan refugees’ interpretations of the self-immolation protests and examines how the exile community has socially, politically, and emotionally interrogated and assimilated this resistance movement. Based upon eleven months of ethnographic field research and 150 hours of formal interviews with different groups of Tibetan refugees in northern India, including: freedom activists, former political prisoners, members of the exile parliament, teachers of Tibetan Buddhism, families of self-immolators, and survivors of self-immolation, this project asks: What does activism look like in a time of martyrdom? What are the practices of solidarity with the dead? How does a refugee community that has been in exile for over three generations make sense of a wave of death occurring in a homeland most cannot access? Does the tactic of self-immolation challenge Tibetan held conceptions of resistance and the conceived relationship between politics, religion and nation? These questions are examined with attention to the sociopolitical expectations and vulnerabilities that the refugee community face. This study thus analyzes what it means to mourn those one never knew, and examines the fractious connections between resistance, solidarity, trauma, representation, political exigency, and community cohesion. By examining the uncomfortable affect around self-immolation, its memorialization and representation, the author argues that self-immolation is a relational act that creates and ushers forth witnesses. As such, one must analyze the obligations of witnessing, the barriers to witnessing, and the expectations of solidarity. This project offers the theory of exigent solidarity, whereby solidarity is understood as a contested space, borne of expectation, pressure, and responsibility, with its expression complex and its execution seemingly impossible. It calls for attention to the affective labor of solidarity in a time of ongoing martyrdom, and demonstrates that in the need to maintain solidarity and social cohesion, a sense of mutual-becoming occurs whereby the community is reconciled uneasily into a shared fate. / Dissertation/Thesis / Doctoral Dissertation Justice Studies 2019

Capitalism, the State and minority ethnic relations in British Columbia

This study attempts to explain the uneven treatment of Chinese, Japanese and East Indian ethnic minorities in British Columbia in terms of the social, economic and political conditions produced by the development may be discerned. In the first stage, ethnic relations between Asian and European immigrants were ‘cordial’ as employers welcomed relatively cheap Asian labour in an expanding colonial economy. Later, wide spread antagonisms developed between European and Asian workers as capitalists in coal mining, railway construction, fishing and forestry industries began to replace higher priced labour with Asian immigrants in order to increase profit. As state capitalism and the greater regulation and control of the labour process came about in the early 1900's, a new phase of ethnic relations was inaugurated with organized labour increasing its efforts to include minorities in trade unions and broader social reforms. It is maintained that current theories of West Coast ethnic antagonisms and racial prejudice do not explain this complex history because of their tendency to reify social processes and to assign blame for racism and ethnic antagonisms to; 1) irrational psychological fears arising from cultural diversity, 2) the utilitarian and economic motives of dominant ethnic groups and finally, 3) European racial ideologies. / Graduate

Reel versus Real: Interracial Relationships within the South Asian Diaspora

This study analyzes the reactions of interracial relationships within the South Asian Diaspora via film and literature focused on the United States and England. The films examined are Mississippi Masala (1992) and Bend It Like Beckham (2002), and the literature-utilized focuses on cultural identity, interracial dating, the importance of marriage, the Indian community, and gender roles focused on women within the diaspora. The films used encourage the idea of interracial relationships as acceptable and give South Asian women the confidence to be more independent. The intention of this research is to analyze the importance of cultural blending, independence, heritage, and traditional values. Kindred Freedom Narratives: Fetishism and Postcoloniality in Forster, Gandhi and Joyce

abstract: Situated within seminal debates on the questions of liberation and justice viewed from the postcolonial context, this dissertation evaluates freedom narratives from both sides of the colonial divide during the period of high imperialism. Creating a transnational grouping of three diverse historical figures, E. M. Forster, M. K. Gandhi, and James Joyce, I argue for similarities in these writers’ narrative construction of “freedom” against colonial modernity. I argue that despite these writers’ widely disparate historical and cultural determinations, which uniquely particularize each of their freedom formulas as well as freedom “ideals” – the ideal of culture for Forster, renunciation for Gandhi and aesthetic apprehension for Joyce, these writers conceive of a commensurate/globally related form of “freedom” as postcoloniality and demonstrate cosmopolitan ambition. I also argue that the global form of postcoloniality they each practice can only be articulated through a close attention to each of their specific and local difference. The key contribution of the dissertation is to establish a new significance of the notion of fetishism for postcolonial studies, from both historical and theoretical perspectives. From a background that emphasizes the primacy of the concept of fetishism in its historical evolution within colonizing narratives of various Western discourses, especially fetish’s constitutive role in Enlightenment philosophy’s othering narrative of “primitive” natives, the work foregrounds a novel theoretical and narrative insight that the fetish demonstrates a unique potential to articulate/embody freedom as post-coloniality. Through a detailed critical analysis of each freedom narrative, I demonstrate how the clashes of particular contradictory cultural ideologies, in fact, determine each freedom narrative and how these contradictions are projected onto and galvanized by a fetish object(s). The work extends the ideas of Sigmund Freud, William Pietz, Homi Bhabha, Anne McClintock and Jacques Derrida on fetishism. Employing the framework of fetishism it brings into view similarities among the said three writers’ definition and practice of freedom. <p>    </p> <p>These short stories began as reimaginings – I wondered what would come if I took Islamic myths of churail, oracular trees, and jinn and considered them in the half-light of diaspora, where the monsters are familiar but newly cultured to a globalized world. The stories in <em>Distance, the Midnight</em>, both flash and long-form, are loosely linked by themes of alienation, physical displacement, and grief. They ask questions about questions, which in the world of the book are best left unanswered, and the possession of the spirit, which, normally feared as a loss of control of the body, is here depicted as a necessary escape to a different sort of embodiment. </p> <p><br></p> <p>In “Antipode,” Paro, a churail living in Houston, marks the ten year anniversary of her husband’s death and the loss of her connection to the divine with her first real exorcism in over a decade. In “No Blood in the Creek,” Mallika, who was once possessed looks for her jinn in a desperate attempt to be displaced from her body once more. In “Admiring Myself Sideways,” a woman grown accustomed to her split personality searches for a lost self in mirrors. In “Hard Work,” an unemployed person gives up on the job market and turns to a life of crime and communes. These stories and the rest point to a singular interrogative: what if giving up on the being we’re born into is a better alternative to accepting it. </p> <p><br></p> <p>I could not have written this manuscript without having read Leonora Carrington, Helen Oyeyemi, Sabrina Orah Mark, Clarice Lispector and Ludmilla Petrushevskaya alongside folktales from the global south. From these writers, I’ve learned that the surreal can lend a story more than diversion and quirk. It can be a vehicle for tenderness, can leave a reader raw, unsure at what point the text peeled away a scab. I hope this collection is a movement towards that tenderness. </p>
