The topic of my work is assigned outstandingly broadly and provides many possible directions of where to aim the work. During my research I focused on aspects that are usually handled mainly by private constructors, during constructions of smaller extends. In first chapter I tried to define the terms, which I was going to be working with further in my thesis, primarily from the reason that their usage in Czech law is unsystematic and sometimes even confusing. In second chapter I characterised private law entitlement to build with the focus on the ownership of the land and old-new institute of emphyteusis, which was reinstated into Czech law by the Civil Code form 2012. The third chapter deals with the regulation of construction lands in public law beginning with the land use planning up to the verification of basic conditions after completion. Fourth chapter focuses on the cadastre, about the principles used on its operation and on proceedings related to it. Last, fifth chapter briefly describes taxation of the lands especially targeting the property tax.

- 1 - Abstract This thesis deals with the Occupancy of buildings and their alterations. To select this theme inspired me the decision to leave home and reconstruction of apartment. The aim of this thesis was to exclusion and describing the problems of practices that lead to the occupancy of buildings. A choice selected institute was targeted because the area governed by the Building Act is very wide. Another aim was to define the differences of the amended provisions. I also considered it important to outline the practice of building offices. The thesis is presented a short introduction. The sources of law are discussed in the first chapter. This chapter is divided into four subchapters and this chapter is dealing with the historical development of legislation, current sources of legislation, the last amendment to the building law and its deficiencies. Content of the second chapter is interpretation of some terms that relate to occupancy of buildings. This is essentially a building, "black" building, change of the completed building, change building before its completed, change in the way of building occupancy and builder. The goal of my thesis was to work out a proposal of a process layout of a two-floor building as a townhall with a kindergarten and a medical four territory. The project documentation corresponded with the project documentation for building license. It was a typified object, it means without particular placement in terrain, which is likely to be repeatedly used in the process of building-up. There were two versions of the process layout suggested in the first phase. One of them was chosen and finished up to its final form, with help of the supervisor of the thesis. The townhall and the medical four territory is to be found in the first ground in the final version. There are two separate kindergartens in the second floor. The project respected law Nr. 183/2006 Sb. about land-use planning and a building act, its notices and valid norms.

My Thesis is focused on describing of the project of reconstruction and operation of an office building in Brno, located on "třída Kapitána Jaroše 28". It assesses the efficiency and functionality of the proposed design plans and used technology and materials, of regular usage of the building during the past five years. This Thesis recognizes the existence and usage of alternative energy sources for heating. It analyzes the economic aspect for the whole project and the building as well. For example reconstruction costs, return on investment, the possibility of project financing from banking institutions. The Thesis also describes energy costs to operate the building according to the recorded data from the owner. The work gives us an opinion about the innovation and change potential towards financial savings, including the optimization of the Operational Management processes while ensuring the proper function of the building. The conclusion evaluates objectives of this Thesis and considers practical aspects of described innovative designs.

Správní řád a jeho využití při povolování staveb podle stavebního zákona / The Code of Administrative Procedure and its use in construction permitting in accordance with the Building ActHercíková, Dita January 2016 (has links)
The thesis characterises building permitting administrative procedures subject to the Building Act and Rules of Administrative Procedure. The legal regulation contained in the new Building Act that has been effective since 2007 has been amended several times over the period of nine years, among other by so called big amendment to the Building Act in 2013. Both the Building Act and amendments to it are supposed to simplify and speed up its implementation as much as possible. The Building Act is a special legal regulation the implementation of which is supported by the Rules of Administrative Procedure as a general legal regulation. The current legal regulation of the Rules of Administrative Procedure has been effective since 2006. The Rules of Administrative Procedure stipulate general procedures that are not set forth in special laws. Therefore, the research part of the thesis describes procedures of the granting of individual types of permits subject to the Building Act that are related to general procedures subject to the Rules of Administrative Procedure.
The result part of the thesis focuses on a comparison of permitting and appeal procedures in the Central Bohemian region and a comparison of such proceedings outputs to outputs of the proceedings in the Czech Republic. The paper analyses reasons that are behind the described results. The statistic evaluation deals with influences than affect numbers of granted permits. The thesis conclusion includes some suggestions concerning some Building Act amendments based on findings contained in the result and research part of the thesis.

The main theme of this diploma work is the characteristic and analysis of the placement of buildings under the Building act with relation to the assessment of the influence on the Environment according to the current legislation that came into force on 1 April 2015 by Act no. 39/2015 Coll., amending Act no. 100/2001 Coll., on the assessment of the environment.
In theoretical part, we discuss the ways the buildings are placed, participants of regional governance, administrative proceedings and zoning decision. Furthermore, the thesis describes the difference between land use management plan for the building, which are not subject to the assessment of environmental impact and intent, which is subject to this assessment.
The practical part contains the case study and the comparison of individual Territorial managements pointing to shortcomings of the legislation, which can cause complications and slowing the whole planning procedure.

The thesis is following up on the findings to the issues presented in the Bachelor's thesis, where they were described mainly the methods and materials used to secure the slopes of pipeline, will address not only the final solution method of protection against erosion of the slopes, but in particular all conditioning influences such as the topography, the type and quality of rock and soil in the area of the building, surrounding buildings, and last but not least property relations that can significantly affect the design solution in terms of difficulty of implementation, durability, aesthetics and economic performance of the resulting construction works. Alpha-Omega of the initial phase is the analysis and the interdependence of the issues just for land consolidation, anti-erosion measures, construction procedures in accordance with the geology of the chosen territory and the intended realization of the construction project. The evaluation of the risks associated with this issue on the basis of field investigation, examination with a valid legal legislation, SWOT analysis will be ended.
