The first part renders the theoretical introduction to the problems of career guidance and the next possible educational choice. There are clarified the important terms of the work, selected parts of career progression, characteristics of development stage of pubescent with respect to the next possible educational choice at the end of the primary school. Then we get acquainted with the basic principles of methodical approach and characteristics of systemic dialog. The empiric part brings particular casuistry which illustrates searching of harmony between personality of a pupil, background for exercise of a profession, chanciness, ignorance and deficient of maturity of pupils (their parents too) for the next career progression. We try to show the importance and benefit of the systemic approach and dialog just with guidance in casuistry and discussions. It tries to show a suitable systemic approach as a theoretical and philosophical framework of career counselor in the context of the consulting situation with children and their parents. This work shows that this approach helps that the counselor does not only submit a verdict but creates a place for thinking about possibilities. RESUMO Diante do quadro de grandes transformações das duas últimas décadas e suas repercussões nos padrões de produção e consumo de alimentos, fortalece-se no Brasil a temática da Segurança Alimentar e Nutricional (SAN), fazendo referência às questões alimentares que dizem respeito ao conjunto da população, e não apenas aos segmentos mais vulneráveis, ao incluir, ao mesmo tempo, a dimensão nutricional, a disponibilidade (food security) e a segurança (food safety) dos alimentos: - Segurança Alimentar e Nutricional (SAN) é a realização do direito de todos ao acesso regular e permanente a alimentos de qualidade, em quantidade suficiente, sem comprometer o acesso a outras necessidades essenciais, tendo como base práticas alimentares promotoras de saúde, que respeitem a diversidade cultural e que sejam social, econômica e ambientalmente sustentáveis. - (II Conferência de SAN, Olinda/PE, 2004). Tem sido possível verificar uma crescente incorporação da noção de Segurança Alimentar e Nutricional pela área da Saúde, devido à sua interface com a temática da Saúde Pública, em documentos que mencionam explicitamente o tema da alimentação e nutrição, a saber: a) Política Nacional de Promoção da Saúde; b) Política Nacional de Alimentação e Nutrição; c) Estratégia Global da Organização Mundial da Saúde; d) Guia Alimentar para a População Brasileira; e) Documentos do Conselho Nacional de Segurança Alimentar e Nutricional. Dado que a construção da institucionalidade desta temática no país, por meio da aprovação da Lei Orgânica de Segurança Alimentar e Nutricional (LOSAN 11.346/06) instituindo o Sistema de Segurança Alimentar e Nutricional (SISAN) é resultado da interação entre Estado e Sociedade, a identificação dos significados da incorporação da noção de Segurança Alimentar e Nutricional nos documentos do governo requer, como contraponto, outra reflexão sobre os sentidos da apropriação deste enfoque por parte de entidades e movimentos sociais relacionados à temática. Os marcos históricos, relacionados à construção de uma agenda de segurança alimentar e nutricional no Brasil, nas duas últimas décadas, demonstram o vigor da participação social, não só no controle e monitoramento das ações do governo como na elaboração de propostas e execução de projetos e iniciativas locais /regionais. A fim de aprofundar esta reflexão, a presente pesquisa teve como objetivo identificar e analisar os diferentes significados da incorporação do enfoque de segurança alimentar e nutricional por parte dos movimentos e organizações da sociedade civil participante do Conselho de Segurança Alimentar e Nutricional Nacional na gestão 2004/2007. Com a intenção de apreender a realidade dos sujeitos pesquisados, o estudo, de caráter exploratório e com base no método de pesquisa qualitativa, foi realizado por meio de questionário semi-estruturado e entrevistas em profundidade. Como resultado, verificou-se a apropriação do enfoque de Segurança Alimentar e Nutricional nas seguintes direções: a) favorecimento da interação entre campos temáticos das esferas da produção e do consumo; b) impulso à visão do alimento e da alimentação como um direito humano; c) objetivo ético do desenvolvimento e conseqüente construção de entornos físicos e sociais saudáveis; d) aquisição de perspectiva intra e intersetorial e e) processo educativo dialógico e emancipatório. The construction of this theme tilts towards non constitutional aspects, especially now after the approval of the Organic Law for Food and Nutritional Safety (LOSAN - 11.346/06), whereby the SISAN ( System of Food and Nutritional Safety ) is established, on the other hand, this approach is the result of the interaction between State and Society and the identification of the meanings of the incorporation of this notion on Food and Nutrition Safety in government papers calls for, as a counterpoint, another reflection over the appropriation of this focus by entities and social movements related to the theme. The historical backgrounds related to the construction of an agenda on Food and Nutritional Safety in Brazil in the last two decades demonstrate the strength of the social participation not only in the control and monitoring of government actions but also in the formulation of proposals and execution of projects and local and regional initiatives. In order to go deeper into this reflection, the current survey has been aimed at identifying and looking over different meanings of the incorporation of the focus on Food and Nutrition Safety by the movements and organizations of civil society who partook in the in the National Food and Nutrition Safety during the administrative period of 1004/2007. So as to learn about the reality of the individuals who have been interviewed, this survey was an exploratory tool based on quality research, and was carried out by means of a semi-structured questionnaire and in-depth interviews. As a result, one has come across the appropriation of the focus on Food and Nutritional Safety in the following directions: a) Favoring the interaction between the theme fields in the spheres of both production and consumption: b) Boosting the vision of both food and feeding as a human right; c)While an ethical goal on development and consequent construction of healthy physical and social vanities; d)As an acqusition of an intra and inter sector perspective and; e) As an educational and dialogic and emancipated process. So, by considering that the establishment of educational programs coupled with the implementation of SISAN for the execution of public policies has truned into a major challenge for the country today, the results achieved allow us to point out to the relevance of formulating a pedagogical proposal containing the guidelines for the approach on Food and Nutrition Safety in educational programs, paving the way for an acquisition of a citizen like learning on feeding and not only encourages the right to eat but also the right to be informed and educated in an empowerment outlook which is an essential condition for the achievement of positive, healty and concious choices.

Samhällsbyggnadskonsekvenser av riksgränsens rättsliga reglering mellan Sverige och Norge / Consequences on urban management by the national border between Sweden and Norway

Sveriges och Norges geografiska landområde skiljs av riksgränsen. Riksgränsen är den längsta i Europa och avgränsar svensk och norsk lagstiftnings tillämpningsområde. Syftet med studien är att utreda vilken påverkan riksgränsen mellan Sverige och Norge har på samhällsbyggnadsprocessen i gränsnära områden. Detta görs genom att studera översynen av riksgränsen, gränsöverskridande byggnader och fastigheter med utfart över riksgränsen. Studien har genomförts med tre tillvägagångssätt i form av en studie av litteratur, intervjuer med sakkunniga och granskning av förrättningsakter. För studien av litteratur har relevant lagtext, förarbeten och doktrin studerats. Intervjuer med sakkunniga och granskning av förrättningsakter har genomförts för att samla in information som inte kunde inhämtas genom studien av litteratur. Riksgränsens sträckning regleras i svensk rätt av förordning om riksgränsen mellan Sverige och Norge (SFS 1989:809) och i norsk rätt av lov om grensetillsyn og grensekontroll av personer (LOV nr 8, 20/04/2018), som båda hänvisar till överenskommelser mellan länderna från år 1661 och 1751. Översyner av riksgränsen genomförs gemensamt av länderna i enlighet med nämnda överenskommelser. Uppförande av byggnader på riksgränsen sker genom samarbete mellan Sverige och Norge. En problematik med att uppföra byggnader på riksgränsen är att det tolkas strida mot bestämmelser i nämnda överenskommelser vilket gör att ett beslut om undantag från bestämmelserna måste ske.Vem som ska ta ett sådant beslut är inte självklart. Av de studerade fastigheterna vars utfart passerar riksgränsen är det ingen som har någon formell rätt till utfart. Fastigheternauppfyller kraven på lämplighet i 3 kap. fastighetsbildningslagen (SFS 1970:988) såvida inter iksgränsen riskerar att stängas vilket var fallet under coronapandemin åren 2020-2022. Slutsatsen som kan dras är att den svenska lagstiftningen för riksgränsen behöver ses över eftersom det finns brister i vad som gäller för exempelvis uppförande av en byggnad på gränsen. Svensk och norsk lagstiftning är i många avseenden lik varandra vilket gör att samordning fungerar bra vid åtgärder inom samhällsbyggnadsprocessen i gränsnära områden. Däremot har stängningen av riksgränsen under pandemin medfört konsekvenser som gör att det finns anledning att ifrågasätta en alltför snäv samordning mellan länderna utan restriktioner. / The geographical land area of Sweden and Norway is separated by a national border. The national border is the longest in Europe and sets apart the Swedish and Norwegian area of aw. The aim of the study is to investigate the influence of the national border between Sweden and Norway on the process of urban management in border close areas. This is carried out by studying the border overhaul of the national border, cross-border buildings and property units whose property exit crosses the national border. The study has been made with three modes of procedure consisting of a study of literature,interviews with specialists and examination of cadastral dossiers. For the study of literature relevant text of law, legal preparatory work and doctrine has been studied. Interviews with specialists and examination of cadastral dossiers has been carried out to gather information which couldn’t be gathered by the study of literature.The extension of the national border is regulated in Swedish law in ordinance of the national border between Sweden and Norway (SFS 1989:809) and in Norwegian law in law of border supervision and border control of people (LOV nr 8, 20/04/2018), which both refers to agreements between the nations from 1661 and 1751. Overhauls of the national border are carried out jointly by the countries in accordance with the mentioned agreements. Construction of buildings on the national border takes place through cooperation between Sweden and Norway. A problem with construction of buildings onthe national border is that it is interpreted to be contrary to terms in the mentioned agreements, which means that an exception from the regulations must be made. Who should make such a decision isn’t obvious. Out of all the examined property units whose property exit crosses the national border, none of them have a legislated right to use the property exit. The property units fulfills the demands of adequacy regulated in the third chapter first article of the Swedish property formation act (SFS 1970:988) unless the national border isn’t threatened to close, which was the case during the covid pandemic 2020-2022. The conclusion that can be drawn is that the Swedish law for the national border needs to be reviewed because the law is lacking in what applies for example construction of a building on the border. Swedish and Norwegian laws are in many aspects alike which makes coordination between the countries function well for actions within the process of urban management in border close areas. However the closing of the national border due to the pandemic has caused consequences the law couldn’t foresee and a need for restrictions and regulations seem imminent

In order to accomplish this, first, the principle of retrocession prohibition was explored. Second, the research studied concepts related to the non cumulativity of ICMS, IPI, PIS/Pasep and Cofins, the ability to pay principle, the selectivity of the ICMS and IPI, the tax exemption, the immunity and the suitable tax treatment for the cooperative act. Based on each limitation, this work evaluated if it is possible to use the principle of retrocession prohibition to prevent the repeal of legislation that gives efficacy to these constitutional restrictions. The results have presented evidences that it is appropriate to apply this principle in some situations / Este trabalho tem como objetivo verificar a possibilidade de aplicação do princípio da vedação do retrocesso a algumas normas constitucionais que tratam de limitações ao poder de tributar. Para tanto, em primeiro lugar, foi estudado o princípio da vedação do retrocesso. Em seguida, foram apresentadas noções sobre a não cumulatividade do ICMS, IPI, PIS/Pasep e Cofins, o princípio da capacidade contributiva, a seletividade do ICMS e do IPI, a isenção, a imunidade e o adequado tratamento tributário ao ato cooperativo. Após o estudo de cada uma dessas limitações, foi averiguado se é possível invocar o princípio da vedação do retrocesso para impedir a revogação de legislação que confere eficácia a essas limitações constitucionais. The diploma work explains the basic terms which are related to the old age, the phenomenon of the old age and accompanying changes of this age. Institutions concretely retirement homes are the main aim of this work. I have chosen three institutions in České Budějovice {--} Houses for retired people Máj, Hvízdal and Dobrá Voda. I{\crq}m describing and characterizing these houses and comparing their leisure time offers. Further there are described suggestions of spending leisure time of the elderly and activities which are possible to do. The work contains an illustrative research realized with the clients in the form of reading questionnaires in these three institutions. There are little differences, but the offers of the leisure time activities are mostly the same. The way, how the clients spend their leisure time depends a lot on the staff willingness. A special worker for leisure time is not employed in any of these institutions. That is a social worker who cares about clients{\crq} leisure time the most.
