Lived Experiences of Women Superintendents that Impact Promotion into the Superintendency in Texas Public School Districts

Women continue to be underrepresented in superintendent roles in public schools. The purpose of this narrative inquiry was to explore the lived experiences and perceptions of women superintendents regarding the professional and personal factors that impacted their ability to be promoted to the position of superintendent in Texas public school districts. I applied role congruity theory (RCT) to participants' shared stories to ascertain how their promotion to the superintendency was affected by gender-related role stereotypes. Based on that lens, my findings revealed that every woman believed both formal and informal mentorship and networking opportunities were critical factors in being promoted to the superintendency and their continued success in that role; they perceived they had control over deciding how to balance family and work-life, they agreed they needed to have a supportive family; they perceived that hard work was directly correlated to promotion to or success in the superintendency, more so than gender. While each of the women may have experienced gender-related issues in their career, none perceived that gender-related issues impacted their ability to be promoted. Most of my participants said the career path they followed was a factor, and suggested that other women should be strategic about which superintendent position they should accept. As a result of my findings, I make recommendations that should be offered to women who want to pursue the superintendency and for future research.

Female superintendents: Perceived barriers and successful strategies used to attain the superintendency in California

There exists a discrepancy with the number of females in the California superintendency being twenty-three percent, whereas seventy five percent of all educators are female. This study examined the demographics of the typical female superintendent in California as well as the perceived perceptions of these females in attaining the position. This study examined barriers to the superintendency and successful strategies utilized by females in attaining the public school superintendency. Data for this study were collected through a survey of the perception of barriers and perceptions of successful strategies. All two hundred forty nine California female superintendents were mailed surveys, one hundred twelve responded. The barriers perceived by the respondents to be statistically significant were: demands of family, lack of ability to relocate, and exclusion from the Good Old Boy Network . The successful strategies perceived were: increasing visibility in professional circles, obtaining a doctorate degree, formulating and adhering to a plan of action, preparing an effective resume, developing a strong self concept, obtaining family support, learning coping skills, strategically preparing for district level experience, increasing flexibility to relocate, and pursing opportunities for advancement within the structure. The outcomes from the survey results suggest that females need to take strategic steps in networking, planning for demands of family responsibilities, considering relocating in order to attain the position, and securing a stable career path. University programs need to consider adequately preparing females for the unique barriers that they may encounter while attempting to secure a superintendent position. Future studies comparing barriers for men in comparison to women and/or examining the perceptions of minority superintendents independently should be considered.

This study examined the factors superintendents consider when making the decision between commercially developed curriculum or locally developed curriculum. This study was guided by three research questions: (a) What factors does the superintendent consider in selecting a curriculum? (b) How do these factors impact the decision to use a commercially developed curriculum or to use a locally developed curriculum? and (c) How does the decision-making process regarding curriculum selection correlate with other functions of the superintendent and the school district? This qualitative multiple-case study intended to describe the experiences of six school superintendents who have served in this capacity for ample time to have developed a perspective in relation to curriculum choice for their respective districts. During semi-structured interviews, questions posed to the participants were organized around the following themes: (a) importance of curriculum along with time devoted to overseeing curriculum and how this relates to other responsibilities of the superintendent; (b) the factors considered when deciding curriculum choice; (c) the pros and cons of commercially developed curriculum and locally developed curriculum; and (d) the challenges associated with curriculum. This questioning along with the review of documents relating to curriculum guided the development of the findings and provided structure for the reporting of data and analysis. The data collected through the interviews and document reviews were coded according to first-level coding and pattern coding. This research study revealed that overseeing and maintaining a guaranteed and viable curriculum is very time and cost intensive, but the essential piece for student achievement. In addition, in regards to deciding between commercially developed or locally developed curriculum, the superintendents in this study were adamant advocates for their curriculum choice and had justifiable reasons for their choice. The final finding disclosed in this study was that with the role of the superintendent being very taxing, the function of Curriculum and Instruction does not always take priority. In conclusion, with such emphasis placed on having a guaranteed and viable curriculum, as the chief instructional leader, superintendents must put forth a concentrated effort to select a curriculum that will promote and support student learning and success. / text

An examination of why qualified African Americans do not pursue or ascend to the superintendency in California public schools

The purpose of this descriptive study was to uncover the reasons why qualified African American administrators in California were not pursuing or ascending to a superintendency. Four questions served as the basis for the research. Using the Superintendent-Level Administrator Review Instrument (SLARI), a three-part questionnaire developed by the researcher, data were gathered from African American superintendent-level administrators in California who held the title of deputy superintendent, associate superintendent, assistant superintendent or executive director. Part I of the questionnaire asked demographic information of each respondent. Part II asked for the respondent's level of interest in the superintendency. Part III asked the respondent to use a Likert scale to indicate how 46 items had impacted his/her decision regarding a superintendency. Qualitative data was also collected by using 17 semistructured interview questions. The SLARI data were analyzed to determine the level of influence of each item. Interview transcripts were analyzed using content analysis and generalized as findings. The findings indicate there are at least 20 variables which have contributed to why more African American superintendent-level administrators are not pursuing or ascending to a superintendency. Some of the variables included lack of mentoring and networking, lack of community support, gender bias towards African American females, racism, lack of bilingual skills, perception of being incompetent, lack of trust, negative media pressure, low salary, headhunters' unfamiliarity with superintendent-level administrators, general lack of experience, negative impact of politics, lack of business skills, poor writing skills, lack of family support, and lack of self-confidence. The findings also indicate that negative actions of boards of education have significantly contributed to the respondents' decision to not pursue a superintendency. Respondents offered several skills, knowledge and strategies they needed to assist them in obtaining a superintendency. The researcher also identified four processes which will help increase the number of African American superintendents including strategic recruitment efforts, ongoing professional development opportunities in school business management and finance, mentoring and networking. Finally, eight recommendations are offered to help increase the number of African American superintendents in California.

Understanding Superintendents' Self-Efficacy Influences on Instructional Leadership and Student Achievement

This dissertation explores public school superintendent self-efficacy influences on instructional and student achievement within three Texas public school districts. The purpose of this research study is to investigate superintendent self-efficacy and it’s perceived influence on instructional leadership in districts with persistent student achievement inequities for economically disadvantaged and students of color. This study specifically focused on three White male public school superintendents with varying numbers of student populations that have large percentages of economically disadvantaged students and students of color. Two research questions guided the inquiry process: 1. How do superintendents in school districts in which children of color and children from low-income homes persistently under-perform perceive their effectiveness in the area of instructional leadership? 2.What are superintendents’ perceptions about how their instructional leadership beliefs are influenced by the context of federal and state accountability in which they work? This study employed a qualitative method of investigation utilizing a case-study approach to examine the perceptions, beliefs, and views of participating superintendents. Two in-depth interviews with each school superintendent served as primary data collection sources, while field notes, personal observations, email, and phone conversations served as secondary and clarifying sources. Data were interpreted using a critical interpretivist lens. This inquiry contributes to the body of superintendent practice and limited research scholarship by assisting in the understanding of perceived superintendent self-efficacy influences on instructional leadership and student achievement. These understandings have additional implications for the intersection of power, privilege, and emancipatory critical constructs for superintendents with populations of economically disadvantaged students and students of color. Findings from this study serve to highlight needed calls to action and reforms in superintendent preparatory programs, research scholarship, professional organizations, and regional educational service centers.

El presente trabajo de investigación busca Identificar de qué manera afecta el congestionamiento causado por la demora en la disposición de mercancías en Abandono y/o inmovilizadas a los Depósitos Temporales autorizados por la SUNAT en la Intendencia Aduana Marítima del Callao, en el 2019; para ese efecto nuestro estudio se divide en cuatro (4) capítulos, los cuales son detallados a continuación: El primer capítulo se centra en el plan de investigación, por medio del cual planteamos la situación problemática, los problemas, los objetivos principales y específicos; y la formulación de la hipótesis de trabajo de la investigación. El segundo capítulo da a conocer los antecedentes de la investigación nacionales e internacionales, el marco conceptual y el análisis del sector a investigar. El tercer capítulo se centra en la metodología de la investigación, donde detallamos el tipo, propósito, categorías, delimitaciones, diseño de la investigación y tamaño de muestra. Asimismo, en este capítulo desarrollamos las entrevistas de profundidad, las cuales serán de utilidad para el recojo de información. Factores que dificultan la certificación de operador económico autorizado (OEA) en las agencias de aduana de Lima y Callao en el periodo de años 2012-2019

La presente investigación tiene como objetivo describir el problema que presentan algunas agencias de aduanas para que se certifiquen como Operadores Económicos Autorizados (OEA) Lima y Callao en el periodo de años 2012-2019. La metodología de investigación que se ha utilizado para la presente tesis es la metodología enfoque cualitativo con carácter explicativo, tiene como objetivo comprender el complejo mundo del comercio exterior y la experiencia que viven los agentes de aduanas. El Análisis de resultados es la falta de conocimiento de los beneficios de la certificación OEA, la capacidad estructural y económica para enfrentar las diferentes auditorias y fiscalizaciones de la Sunat, las agencias de aduanas no logran crear procesos adecuados para mejorar su operatividad aduanera. Se recomienda las agencias de aduanas realicen las modificaciones e inversiones en las infraestructuras de sus empresas para garantizar la seguridad de las cargas de sus clientes, así como también por su capital humano. Además, deben estar alineados a los diferentes reglamentos y las exigencias de las leyes laborales peruanas para generar confianza y buena imagen a sus respectivos clientes para que rentabilice la relación comercial entre agencia de aduana y cliente. Por ello, la investigación se ha estructurado en cinco partes para una mejor comprensión del lector. La primera parte es el “Marco teórico”, que presenta los antecedentes a nivel nacional e internacional, las bases teóricas del comercio internacional, de aduanas, de agente de aduanas y los operadores económicos autorizados, así como los beneficios, los requisitos y el impacto de la certificación como operador económico autorizado en el Perú y el mundo. La segunda parte es el “Plan de Investigación”, donde se plantea la problemática, la hipótesis y los objetivos generales y específicos que se pretenden lograr en la presente tesis. En la tercera parte, “Metodología del trabajo” se expone el tipo de investigación utilizada en el presente estudio y para lo cual se han realizado entrevistas exhaustivas a representantes de las agencias de aduanas que no se encuentran certificadas como agente de OEA - Operador Económico Autorizado en Lima y Callao. En la cuarta parte, “Desarrollo de la tesis”, se realiza el análisis de los datos recolectados en las entrevistas, a fin de obtener los resultados y las respuestas más relevantes a las preguntas planteadas, que permitirán cumplir con el objetivo principal de esta investigación y aportar a la teoría existente. En la quinta y última parte, se presenta la “Discusión y Análisis de resultados”, se plasman las conclusiones obtenidas. / The purpose of this investigation is to describe the problem some identify the reasons why Customs agents have in order not to get certified as Authorized Economic Operator Certification (AEO) in Lima and Callao from 2012 until 2019. The methodology used in this investigation has qualitative approach with descriptive and explanatory character and has as an objective to comprehend the complex world of the foreign trade and the experience that custom agents have. The Analysis of results is the lack of knowledge of the benefits of the AEO certification, the structural and economic capacity to face the different audits and inspections of the SUNAT, the customs agencies fail to create adequate processes to improve their customs operations. Customs agencies are recommended to make modifications and investments in their companies 'infrastructures to guarantee the safety of their clients' cargoes, as well as for their human capital. In addition, they must be aligned to the different regulations and the requirements of Peruvian labor laws to generate confidence and good image to their respective clients so that they make profitable the commercial relationship between customs agency and client. Therefore, the research has been structured in five parts for a better understanding of the reader. The first part is the “Theoretical Framework”, which presents the national and international background, the theoretical bases of international trade, customs, customs brokers and authorized economic operators, as well as the benefits, requirements and impact of certification as an authorized economic operator in Peru and the world. The second part is the "Research Plan", where the problem, the hypothesis and the general and specific objectives that are intended to be achieved in this thesis are presented. In the third part, "Work Methodology" the type of research used in this study is exposed and for which exhaustive interviews have been conducted with representatives of customs agencies that are not certified as an AEO agent - Authorized Economic Operator in Lima and Callao. In the fourth part, "Development of the thesis", the analysis of the data collected in the interviews is carried out, in order to obtain the most relevant results and answers to the questions asked, which will enable the main objective of this research to be fulfilled. and contribute to the existing theory.
