The role of collaboration in everglades restoration

This dissertation examined the impacts of multiple collaborative planning and implementation processes on ecosystem management of the Everglades wetlands of South Florida. In particular, the research focused on collaboration's role in (1) reducing phosphorus pollution in runoff from the Everglades Agricultural Area in the historic northern Everglades and (2) improving the water flow regime in Shark Slough of the southern Everglades. Restoration of the greater Everglades watershed is the largest such initiative in the world, and it may also be the most collaborative, with scores of these processes used at various scales since the mid-1960s. Ecosystem management is the most advanced approach to environmental governance, and its three tenets of integrative, adaptive, and ecologically protective governance provide a framework for evaluating environmental planning processes. Proponents of collaborative processes believe they are exceptionally suited to promoting the tenets of ecosystem management. Critics of collaboration, however, are concerned with the potential for cooptation of environmental interests, among other issues. Using qualitative case study methodology, the research found that collaborative processes improved ecosystem management, but not to the degree expected by collaboration proponents. Collaborative processes were integrative of values, information, activities, and political support across the ecosystem, yet integration had biases and limits as a result of groups' strategic behaviors and processes' emphasis on reaching agreement rather than fully exploring the issues. Cooptation of environmental interests was not a significant problem. Collaborative processes promoted adaptation and social learning in specific cases, but at a macro level helped to maintain the status quo of the dominant water management agencies and technocratic paradigms. Process outcomes were protective of ecological health in that they made steady, incremental progress towards ecological restoration. Progress had significant setbacks however, because collaboratively developed policies were subject to capture by economic interests. Despite the collaborative improvements in ecosystem management, ecological health remains a distant and uncertain prospect for the Everglades.

Caloric Production of Black Bear Foods in Great Smoky Mountains National Park

Understanding energetic potential of habitat patches is important for management designed to provide adequate habitat for wildlife species. Great Smoky Mountains National Park (GSMNP) has a high density of black bears that have been studied intensively from 1968-1997; habitats within the Park are relatively undisturbed, and similar vegetative cover types can be found throughout the southern Appalachian mountains. Black bear reproduction in the Park has been correlated to hard mast production, however little work has been done to assess the importance of soft mast. Geographic Information System (GIS) based habitat use models have been developed for bears in the Park, yet the importance of foods in determining habitat selection, and the possibility of sexual habitat segregation due to food availability have not yet been determined. The primary objectives of the study included estimation of the location, timing, and amount of caloric production by 19 important black bear foods and determination of the significance of caloric production by mast type, season, overstory vegetation type, and plant species. Secondary objectives were to test for correlation of bear habitat use with estimated caloric production from mast, and to test for sexual segregation of habitats based on caloric production. This study was limited to the northwest quadrant of GSMNP during 1995.

Fire History from Dendrochronological Analyses at Two Sites near Cades Cove, Great Smoky Mountains National Park, U.S.A.

Fire, logging, livestock grazing, and insect outbreaks are disturbances that have significantly influenced both the historic and present fire regimes. The composition and structure of vegetation communities within Great Smoky Mountains National Park (GSMNP) have likely changed in response to these disturbances. Two study sites (CRX, the near site, and CRT, the far site) were chosen along the Cooper Road Trail based on topographic separation, presence of mixed oak-pine communities, presence of fire-scarred yellow pine trees, and GSMNP land acquisition records. To quantify and evaluate fire regimes, individual fire histories were developed for each site from fire-scarred yellow pine trees, and two 1000 m2 (0.1 ha) study plots were established for vegetation surveys. Fire history analysis yielded mean fire intervals of 6.2 years at the near site, 3.4 years at the far site, and 3.2 years when combined. Spatial analysis showed significant differences in fire activity between study sites. Temporal analysis showed significant differences in mean fire intervals between the pre-settlement (1720–1818) and post-settlement periods (1819–1934). Superposed epoch analysis showed the over-riding influence of climate at these sites. At the near site, trees displayed greater species diversity, larger diameter, and older age. Eastern white pine, pitch pine, red maple, and black gum were the dominant species. At the far site, tree species diversity was lower and trees were generally younger. Mixed oak-pine communities are succeeding to a canopy dominated by shade-tolerant, fire-sensitive species such as eastern white pine and red maple. Without fire disturbance, yellow pine communities will cease to regenerate, as will oak species that prefer a fire-maintained habitat.

Seasonality, variation in species prevalence, and localized disease for Ranavirus in Cades Cove (Great Smoky Mountains National Park) amphibians

World-wide amphibian declines sparked concern and encouraged investigation into potential causes beginning in the 1980’s. Infectious disease has been identified as one of the major potential contributors to amphibian declines. For example, Ranavirus has caused amphibian die-offs throughout the United States. Investigators isolated Ranavirus from dead or moribund amphibians during large-scale die-offs of amphibians in the Cades Cove area of Great Smoky Mountains National Park in 1999-2001. In 2009, after nearly a decade without follow-up monitoring, I undertook an investigation to determine if the virus persisted in the area, and if so, to assess spatial, temporal, and taxonomic patterns in prevalence. Three amphibian breeding ponds, including Gourley Pond, the site of these earlier mortality events, were monitored for Ranavirus during the 2009 amphibian breeding season. A peak in prevalence occurred at Gourley Pond corresponding to a massive amphibian die-off. Prevalence varied among three different taxonomic groups during this mortality event with the highest prevalence, 84%, detected in larval Ambystomatids, 44.4% prevalence in adult Newts, and no virus detected in adult Plethodontids. I did not detect virus at either of the other two breeding ponds despite equivalent sampling effort, similar community composition, and close proximity to Gourley Pond. These results suggest that the severity and spatial extent of Ranavirus in Cades Cove remains unchanged since its initial detection a decade ago. Also, despite the observed massive die-offs there is no evidence of local amphibian extinction at Gourley Pond.

An Evaluation of the Along Track Reef Imaging System (ATRIS) for Efficient Reef Monitoring and Rapid Groundtruthing of EAARL Lidar

The Along-Track Reef-Imaging System (ATRIS) is a vessel-mounted, digital camera, depth sounder and Global Positioning System (GPS) package that facilitates the rapid capture of underwater images in shallow-water benthic environments. This technology has the potential to collect ecologically significant data, particularly in benthic habitats less than 10 m in depth, with better location referencing and in less time than is required for surveys carried out by Scuba divers. In October 2004, ATRIS was tested coincidently with SCUBA-assisted video along transects on five patch reefs in Biscayne National Park. Images from both data sets were subsampled, viewed, and benthic cover under random points were identified and counted. Digital-still images of reef benthos collected by ATRIS were of higher quality than SCUBA-acquired video imagery, allowing more reliable classification of benthos. “Substrate”, which included areas of hard-ground, sand or rubble, was the most frequently identified benthic category (43%), followed by octocoral (21%), unidentifiable (19%), and macroalgae (12%). Total stony coral cover averaged less than 5%. ATRIS-acquired benthic-cover data were compared with rugosity data derived from the Experimental Advanced Airborne Research Lidar (EAARL), revealing no strong correlations, probably because much of the hard substrate patch reef topography was created by corals that have died in the past few decades. ATRIS, diver-acquired data, and EAARL provide different scales of information, all of which can be valuable tools for assessing and managing coral reefs.

Perspectives on Rock Climbing Fixed Anchors Through the Lens of the Wilderness Act: Social, Legal and Environmental Implications at Joshua Tree National Park, California

The issue of fixed anchors in wilderness challenges modern interpretations of the Wilderness Act. The Wilderness Act can be interpreted to allow or preclude the placement of fixed anchors in designated wilderness areas depending on whether the interpreter chooses a literal or general interpretation of the law's meaning. Place-based management options, supported by descriptive and evaluative study results, may be more closely aligned to Wilderness Act directives than nationwide, blanket policy. This research is focused on understanding the role of fixed anchors in designated wilderness in order to develop management options that protect wilderness values without hindering wilderness users. The unique nature of each wilderness area and climbing resource, in combination with distinct preferences and motivations of different climber populations, lends itself to managing fixed anchors through place-based policy that considers the landscape and the preferences of individual visitors.Joshua Tree National Park [JTNP] was chosen as the location for this case study because it has committed to establishing fixed anchor management that accommodates rock climbing and protects wilderness resources. JTNP has prohibited the placement of fixed anchors in wilderness since February 1993. By combining resource inventories, spatial modeling, and wilderness climber profiles, study results reveal that wilderness visitor destination choice is not dependent on the location of fixed anchors, but the quality, difficulty, and distance to destinations. These results can be used as the basis for a wilderness fixed anchor permit system and demonstrate that fixed anchors can fit within the confines of the Wilderness Act. Place-based management options, relative to national policies, can minimize administrative burdens and limit the geographic extent of unintended regulatory effects. The Wilderness Act's minimum administrative requirement mandate promotes this type of management style. This study of the benign fixed anchor at JTNP illustrates the power of the scientific method to neutralize wilderness recreation conflict and support streamlined wilderness management, while at the same time highlighting the shortcomings, and strengths, of the Wilderness Act as it is applied to a new era of wilderness recreation management.
