Are Mississippi Students Achieving at a Higher Rate as a Result of National Board Certified Teachers?

The purpose of this study was to determine if there was a statistically significant difference between the MCT scores (reading, math, and language arts) of two groups of students (those taught by a NBCT and those who were not), and if there was a difference, how those differences can be explained based on selected teacher demographic data (endorsement area of certification, sex, age, race, highest degree received, years of experience, and National Board Certification status). Teachers? National Board Certification (NBC) status and age were identified as variables that contribute to the difference in the reading, language arts, and math Mississippi Curriculum Test (MCT) scores. Students who were taught by National Board Certified Teachers (NBCTs) are more likely to have higher reading and language arts standardized test scores than students who were taught by non-NBCTs. While researchers have also concluded that teachers? years of experience, endorsement area (s), and highest degree received play a vital role in the differences found in students? achievement, this study did not confirm those findings. The results of this study, however, indicated that teachers whose ages ranged from 41-50 tend to have higher reading, language arts, and math MCT scores. The majority of teachers in this age group were NBCTs.

University Board and Performance

This dissertation examines the impact of board of director characteristics and policies on nonprofit performance. Using data collected through a survey of nonprofit colleges and universities, I provide evidence that specific board member characteristics and board monitoring policies are vital in shaping both the financial and nonfinancial success of nonprofit institutions of higher education. Related to board characteristics, results indicate that bigger boards with more major donors are consistently associated with better performing organizations, confirming my board contribution hypothesis. These results are in addition to noteworthy relationships between nonprofit success and the number of meetings held by an organization as well as the impact of recruiting board members who serve on other nonprofit boards. In terms of board monitoring, findings confirm regulatory and advisory recommendations that the use of a conflict of interest policy, disclosure of business relationships, nominating and compensation committees are important aspects of board development in addition to longer board terms. These relationships confirm all three monitoring hypotheses, suggesting that board disclosures, organization, and independence all have an important impact on success when it is measured as organizational efficiency, one of the most studied and relied upon measures of performance in the nonprofit sector. This work makes important, initial forays into the relationships between board of director qualities and nonprofit performance. Although limited by the relatively small sample of colleges and universities, given the lack of public data available related to nonprofit boards, this study is unique in the ability to analyze nonprofit boards with both financial and nonfinancial performance measures. / Business Administration/Accounting

Superintendent and School Board Relationships: Applying Leadership Strategies to Maintain Quality Public Schools During an Economic Recession

This study describes the strategies that were employed by the Frederick County Public Schools Superintendent and the School Board to maintain instructional programming while assuring continued support for schools by the local governing body during the economic recession of 2007-2009. Despite reductions in state appropriations beginning in 2008 and continuing through 2011, division leaders worked closely with the county Board of Supervisors to support public schools and local governmental services, even as the local economy faltered. While other local governments annually reduced appropriations to schools, effort by the Frederick County School Board and its administrative leadership to foster a positive relationship with the Board of Supervisors led to only one operating fund reduction in fiscal year 2010, as the schools' share of the projected local revenue shortfall. This study describes those actions that promoted and improved trust between the School Board and the Board of Supervisors. This study addresses the following research questions: 1. What political and relationship factors contributed to maintaining level local funding in fiscal year 2010 and beyond by the local Board of Supervisors? 2. What strategies were employed by the School Board and division leadership to reduce operating expenditures and maintain quality education programs for all students? 3. How did State Fiscal Stabilization Funds provided under the American Reinvestment and Recovery Act influence decision making for fiscal year 2010? Some of the actions taken by the School Board and the Board of Supervisors may be representative of those steps taken to address revenue shortfalls by other Virginia local governments. However, each community has had unique financial challenges to overcome. Not all actions described will be generalizable to other communities. As economic uncertainty continues at the time of this study, the findings may foreshadow how public education will be supported in the future. / Ed. D.

The effectiveness of the South African Estate Agency Affairs Board code of conduct on the ethical behaviour of real estate agents

The EAAB (Estate Agency Affairs Board), a statutory body for the South African real estate industry, introduced an extensive Code of Conduct in 1992. The research conducted will serve to determine whether this Code of Conduct is effective in ensuring ethical behaviour by real estate agents. Both qualitative and quantitative research was undertaken, whereby it was determined that there is indeed a level of unethical behaviour amongst real estate agents, that a majority of such agents were unable to interpret specific clauses in the Code of Conduct, and that there was no clear correlation between support for the Code of Conduct and moral intent. Qualitative interviews highlighted the various roles that stakeholders do and should play in training and enforcement of the Code of Conduct, and their insights helped provide the basis for recommendations to the Estate Agency Affairs Board on improving the effectiveness of the EAAB Code of Conduct. Key recommendations to the EAAB were that a revision of the Code of Conduct was needed, entry requirements into the industry should be more stringent, a professional image for the industry should be promoted, and improved communication between the EAAB and stakeholders, improved enforcement and higher penalties, and an extensive training and education programme on Ethics and the Code of Conduct were needed. A Ten Element Model for an Effective Code of Conduct was proposed that detailed ten key themes arising from the research which could also be applicable in other industries. The forces and importance of communication, debate and consultation between society and industry, through regulatory bodies and/or professional associations provided the foundation for the development and revision of the Code of Conduct. To ensure effectiveness, the Code of Conduct needed to be supported by an ethical culture, professionalisation of the industry, support and understanding of the Code of Conduct by stakeholders, exposure, education and training on the Code of Conduct and Ethics, enforcement, penalties and consumer education.

The impact of bit flips in digital telemetry systems is emphasized, with special attention paid to software requirements for protection from single event upset (SEU) effects. Some observations on incidence rates are presented along with an outline of hardware and software methods that can be taken to prevent future SEU problems. Several conclusions are drawn about strategies for preventing data corruption on the next generation of satellites in the presence of SEU-inducing particles.

An examination of board director's roles and the impact of the external environment and board characteristics

Purpose: The thesis aims to explore the roles that board directors undertake and understand whether there is an impact of the external organisational environment as well as several board characteristics on these roles. Design/ Methodology Approach: Building on existing literature a model is developed to test hypothesized relationships—i.e. directors’ roles with external environment and board characteristics. Measurements are designed—withdrawing them from the literature—to collect quantitative data from directors of UK organisations. The responses were collected from 115 directors working in UK organisations. Principal component analysis is conducted to reduce the data and propose a set of directors’ roles and correlation as well as regression analyses are utilised in order to test the hypothesised relationships. Findings: The results of the principal component analysis propose a set of six distinct roles for board directors, providing a new framework for future researchers. In addition, it is found that both the external environment and the board characteristics have some impact on what directors do, extending the limited empirical evidence found in the literature. However, the theoretical framework needs further examination and research. Limitations/Future Recommendations: The current thesis is evidenced by various limitations. Firstly, additional constructs can be added as determinants of the directors’ roles. Secondly, the response rate in the survey is low, which is regarded as a limitation, although there are limited studies offering quantitative results from board members.
