UNION-INDIGENOUS ENGAGEMENT IN THE MINING SECTOR

Proponents of resource development often cite wage employment as a key benefit that Indigenous communities receive from resource development. This is based on the assumption that there is a sufficient supply of desirable employment and that job quality is high. Accordingly, provisions in Impact Benefit Agreements often focus on hiring and promotion and neglect job quality even when the latter arguably affects the desirability of mining employment. At the same time, labour unions, pivotal to improving work conditions, wages and benefits in mining, have been losing ground as global firms expand their use of subcontractors and shift to smaller, more skilled and mobile workforces. In this paper we investigate the complexity of the shifting industrial relations in Northern Canada, drawing on case studies of two mines with Impact Benefit Agreements in Nunavik: Raglan mine owned by Glencore, and Nunavik Nickel mine owned by Canadian Royalties. Drawing on document analysis and interviews with representatives from mining companies, unions and Inuit governments and organizations, this paper highlights how the complex relations among unions, companies and Inuit governments, as mediated by Impact Benefit Agreements, influence employment and job quality for Inuit workers. We propose that greater alliances between unions and Inuit governments are critical to Indigenous employment initiatives. / Thesis / Master of Arts (MA)

Biaxially oriented polypropylene pipes: implications for impact and hydrostatic pressure resistance.

No / The Leeds die drawing process has been used to produce biaxially oriented polypropylene pipes with significant enhancement of hoop mechanical properties in terms of tensile modulus and tensile strength owing to a unique orientation of the ¿ crystallites throughout their cross-section. Pendulum impact tests on these pipes show major improvements in impact resistance. Hydrostatic pressure tests were undertaken at room temperature 95 and 110°C. Major improvements in behaviour were found including more than an order of magnitude increase in lifetime at 95°C. Furthermore, the toughness was improved enormously leading to a brittle tough transition temperature below ¿70°C.

Statistical variations in impact resistance of polypropylene fibre-reinforced concrete.

yes / Impact resistance of polypropylene fibre-reinforced concrete was investigated using the repeated drop weight impact test recommended by ACI Committee 544. The results were analysed based on a statistical approach. The variation in results was examined within the same batch and between different batches. Statistical parameters were compared with reported variations in impact resistance of concrete composites reinforced with other types of fibres such as carbon and steel fibres. Statistical analysis indicated that the results obtained from this test had large variations and it is necessary to increase the number of replications to at least 40 specimens per concrete mix to assure an error below 10%. It is concluded that this test with its current procedures and recommendations should not be considered a reliable impact test. This study has highlighted the need for modifying this test in such a way as that increases its accuracy and reduces the large variation in results.

Noise and disturbance caused by vehicles crossing cattle grids: comparison of installations

Yes / Cattle grids are used on roads and tracks to prevent grazing animals from leaving an open space without fencing onto a more controlled area where access to the road from surrounded land is more limited. They are widely used in the UK at the entrances to common and moorland areas where animals are free to roam, but also on private drive entrances. Typically, they consist of a series of metal bars across the road that are spaced so that an animal’s legs would fall through the gaps if it attempted to cross. Below the grid is a shallow pit that is intended to further deter livestock from using that particular crossing point. The sound produced as vehicles cross these devices is a characteristic low frequency “brrrr” where the dominant frequencies relates to the bar passage frequency under the tyres. The sound can be disturbing to riders and their horses and walkers and residents living close by as evidenced by press reports and the need to consider noise aspects in planning for new installations. For this reason and due to the lack of available information on the size and nature of the problem measurements and recordings have been made at a number of sites in Yorkshire in the UK. In addition, questionnaire surveys of residents living close by and façade measurements have also been used to gauge impact. Results show that there is a wide variation in the maximum noise level produced by cattle grids of apparently similar design. This can be related to impact noise produced by the movement of all or part of the grid as the frame comes under impulsive loading as the vehicle crosses. It was further established that some residents living close to the cattle grids were disturbed by the noise, and in some cases vibration, and wanted them removed or suitably modified. / The work was funded by the Bradford Centre for Sustainable Environments, University of Bradford.

Emotional response to images of wind turbines: a psychophysiological study of their visual impact on the landscape

Yes / Social acceptance for wind turbines is variable, providing a challenge to the implementation of this energy source. Psychological research could contribute to the science of climate change. Here we focus on the emotional responses to the visual impact of wind turbines on the landscape, a factor which dominates attitudes towards this technology. Participants in the laboratory viewed images of turbines and other constructions (churches, pylons and power-plants) against rural scenes, and provided psychophysiological and self-report measures of their emotional reactions. We hypothesised that the emotional response to wind turbines would be more negative and intense than to control objects, and that this difference would be accentuated for turbine opponents. As predicted, the psychophysiological response to turbines was stronger than the response to churches, but did not differ from that of other industrial constructions. In contrast with predictions, turbines were rated as less aversive and more calming compared with other industrial constructions, and equivalent to churches. Supporters and non-supporters did not differ significantly from each other. We discuss how a methodology using photo manipulations and emotional self-assessments can help estimate the emotional reaction to the visual impact on the landscape at the planning stage for new wind turbine applications. / This work was partly funded by an ESRC First Grant RES-061-25-0512 to DT

An Economic Evaluation of the Health and Environmental Benefits of the Integrated Pest Management Program (IPM CRSP) in the Philippines

Concern about externalities associated with pesticide use in developing countries has motivated the development of integrated pest management (IPM) programs in these areas. In the Philippines, the IPM Collaborative Research Support Program (IPM CRSP) was established to specifically address the widespread misuse of pesticides in the rice-vegetable systems of Nueva Ecija, one of the major rice and onion producing regions in the country. IPM CRSP initiatives include research on the optimal use of pesticides, complementary weed control strategies, and alternative cultural and biological controls. If successful, the program should generate benefits that can be measured in economic terms. These benefits include improvements in water quality, food safety, pesticide applicator safety, and long run sustainability of pest management systems. This study was designed to measure the health and environmental benefits of the IPM CRSP in the Philippines. A survey questionnaire was administered to 176 onion farmers in five villages in Nueva Ecija to identify farm and farmer characteristics, pesticide usage, pest management practices, perceptions about pesticide hazards, awareness of IPM strategies, and willingness to adopt specific technologies being developed under the IPM CRSP. In addition, a contingent valuation survey was used to elicit farmers' willingness-to-pay to avoid risks posed by pesticides to different environmental categories. A comprehensive economic measure of the benefits of IPM CRSP was derived by 1) assessing the hazards associated with pesticide usage, 2) providing an ex ante measure of program impacts on pesticide usage, 3) predicting IPM adoption rates, and 4) estimating society's willingness-to-pay to avoid the health and environmental risks from pesticides under Philippine conditions. A measure of the amount of risks avoided as a result of IPM CRSP adoption was combined with farmers' willingness to pay bids for risk avoidance to derive a monetary value of the program benefits. The estimated economic benefits of the IPM CRSP to farmer residents in 5 villages in Nueva Ecija amount to 230,912.00 pesos for one onion season. / Ph. D.

Towards a More Complete Understanding of Adverse Impact: Examining Issues of Minority Availability

Selection research often examines whether adverse impact can be reduced/eliminated from employment practices. Such research, however, largely ignores the influence of minority availability issues (i.e., the number of minorities who apply and the number of minorities who accept a job offer); three general factors comprise minority availability: the missing applicant problem, targeted recruitment and job refusal rates. As minority availability issues have not been systematically addressed in the broader literature, the purpose of this study was twofold: 1) to highlight the importance of and explicate a comprehensive description of their potential effects on adverse impact and 2) to demonstrate such effects through monte carlo simulations. Specifically, simulations were used to examine issues related to the level effects and covariance effects of minority availability on adverse impact. Therefore, an iterative process was used whereby minority availability factors were manipulated to produce combinations that meaningfully affect adverse impact; the goal was to conduct as many simulations as necessary to establish a reliable pattern of the effects of minority availability on adverse impact. Simulation results suggest minority availability issues can influence the detection of adverse impact. In fact, minority availability issues may hinder efforts to reduce adverse impact in some selection contexts. Implications of these results are discussed. / Ph. D.

Minimizing Visitor Impacts to Protected Lands: An Examination of Site Management and Visitor Education Methods

This thesis contains two studies that explore different methods of visitor management in recreation. The management strategies studied here are both relatively indirect approaches intended to minimize the environmental and social impacts that visitors cause in protected areas. The Annapolis Rocks study focuses on visitors' evaluations of a site management strategy that shifted camping from a flat, open area to constructed side-hill campsites. A visitor questionnaire was administered before and after the treatment to determine visitors' ratings of importance and satisfaction for various campsite attributes. We found some evidence of visitor displacement but concluded that the site management strategy supported the intentions of the managers. The Leave No Trace study evaluates the effectiveness of the Trainer courses in improving the knowledge, ethics, and behavior of the participants and encouraging them to teach others in the community. This study employed pre-course, post-course, and follow-up questionnaires to evaluate the participants' short-term and long-term gains from the course. Trainer course participants showed significant short-term and long-term gains from the course, with a slight decline in the total gain four months after the course. The participants showed improvements in low-impact behaviors, suggesting that education is an effective visitor management strategy. These studies demonstrate that managers can be successful at controlling visitor impacts without relying on stringent regulations and enforcement. / Master of Science

Economic Impact Assessment of IPM CRSP Activities in Bangladesh and Uganda: A GIS Application

The purpose of this study is to assist planners and scientists in assessing the economic implications of the USAID-funded Integrated Pest Management-Collaborative Research Support Program (IPM CRSP) research activities. The study presents a framework and a set of procedures for documenting, evaluating and communicating aggregate economic impacts of IPM technologies within targeted areas and across agro-ecological regions. Performing an economic impact assessment involves consideration of many factors, from the adoption patterns of IPM technologies to the level of benefits and costs producers and consumers can reap from their adoption. Adopting the framework and procedures outlined in this study will help ensure that economic benefits of IPM CRSP activities are consistently and comprehensively evaluated and documented. The assessment process involves identifying and defining alternative pest management strategies, data and information collection, and analytical procedures. Two case studies are carried out to demonstrate the functionality and practical nature of the framework. Partial budgeting and ex-ante economic surplus analysis are employed to estimate the aggregate benefits of IPM CRSP strategies in Bangladesh and Uganda. In Bangladesh, an altered schedule of hand weeding in cabbage production and Neem leaf powder as an insecticide for eggplants were selected for assessment. In Uganda, the maize variety Longe-1 and seed dressing with Endosulfan for management of bean fly and root rot on beans, are evaluated. Also, a Geographic Information System (GIS) is used to project the transferability of IPM CRSP strategies beyond the primary sites. Data on production, consumption, prices, price elasticities for demand and supply, and experiment costs are gathered and refined to derive aggregate benefits for each country. Expert questionnaires were developed to determine adoption rates, and to elicit information about yield and cost changes due to the adoption of these technologies. Agro-ecological and socio-economic data were collected to facilitate the spatial framework and examine adoption rate patterns. The GIS analysis gives insight into the spatial dimension of economic analysis and complements the effort of the IPM CRSP to globalize its activities. The research findings show that the IPM practices investigated gave a substantial amount of benefits discounted over thirty years to both consumers and producers. This study has shown that IPM CRSP-induced pest management practices in Bangladesh and Uganda are viable and more profitable production practices than existing farmer practices. Efforts to promote the adoption of these technologies will likely result in more efficient production and greater economic rewards for the farmers, consumers, and in turn for the country as a whole. Finally, the study presents recommendations for further research relating to gender and cross-border trade issues to strengthen the functionality of the framework. / Master of Science

Assessing the Efficacy of Bicycle Helmets in Reducing Risk of Head Injury

Although cycling offers many health and environmental benefits, it is not an activity free of injury risk. Increases in cycling popularity in the United States over the past 15 years have been paralleled by a 120% growth in cycling-related hospital admissions, with injuries to the head among the most common and debilitating injuries. Bicycle helmets can reduce head injury risk and are presently required to meet safety standard certification criteria specifying a minimal level of acceptable impact protection. However, the conditions surrounding cyclist head impacts are thought to be much more complex than the test conditions prescribed in standards and have important implications related to mechanisms of injury. The overarching aim of this dissertation was thus to investigate the protective capabilities of bicycle helmets in the context of real-world impact conditions and relevant head injury mechanisms. This aim was achieved through a series of studies, the objectives of which were to: compare helmet impact performance across standards impact testing and more realistic, oblique impact testing; to probe how changing boundary conditions of oblique impact testing may influence helmet test outcomes; to use this knowledge to inform the development of an objective helmet evaluation protocol reflective of realistic impact conditions and related head injury risks; and finally, to enhance the body of knowledge pertaining to cyclist head impact conditions via advanced helmet damage reconstruction techniques. The compilation of results across these studies serves to enhance cyclist safety by stimulating improved helmet evaluation and design while simultaneously providing objective, biomechanical data to consumers, enabling them to make safety-based purchasing decisions. / Doctor of Philosophy / Although cycling offers many health and environmental benefits and is increasing in popularity in the United States, it is not always a perfectly safe activity. The number of cycling-related hospital admissions in the US has been increasing over the past 15 years. Cyclists often sustain head injuries from crashes, which can be particularly debilitating. Fortunately, wearing a helmet can protect against head injuries during a crash. Bicycle helmets are presently designed around safety standards that drop a helmeted dummy head onto a horizontal anvil and require the helmet to limit the force on the head to acceptable levels. However, standards tests overly simplify how cyclists actually hit their head during a crash and are consequently unable to assess how well helmets protect against common brain injuries like concussion. The overarching goal of this research was to evaluate how effectively bicycle helmets protect cyclists from concussion in realistic impact scenarios. Several studies were conducted to achieve this goal. Their individual objectives were to: compare how bicycle helmets reduce impact forces associated with standards tests versus more realistic, angled impact tests; to understand how changing constraints of an angled impact setup influences helmet effectiveness; to develop an unbiased evaluation protocol for bicycle helmets based on realistic cyclist crash scenarios and concussion risk assessment; and finally, to further explore how cyclists impact their head in real-world crashes using advanced techniques for reconstructing bicycle helmet damage from actual accidents. All of these studies lead to improved cyclist safety by stimulating improved helmet evaluation and design, while also providing consumers with information on how protective their helmets are.
