Community involvement in the development of small hydro in Uttaranchal, India

The purpose of this research was to determine the potential capacity for improved participation through community-based approaches to small hydroelectric development in the Indian Himalayas. The objectives of the research were: (1) to establish the current roles of the civic, public and private sectors in small hydro development; (2) to examine the potential for learning through participation during the development of small hydro projects; (3) to determine the potential for using community-based environmental assessment in future projects; (4) to investigate the benefits of community-driven small hydro development, and (5) to determine the implications of the findings for environmental policy and decision-making. Data were gathered using Participatory Rural Appraisal methods including semi-structured interviews, transect walks, and landscape analysis. There were five case study projects (Niti, Bampa, Jumma, Malari and Bamini/Badrinath), each in the Indo-Tibetan border region of the Indian Himalayas. The plants are all run of river, and range in capacity from 25 kW to 1.2 MW. Four of the villages had no electricity prior to the development of the small-hydro plants, while one had a prior connection to the state electrical grid (Bamini/Badrinath). The villages are inhabited by Bhotia tribespeople, and are occupied only during the summer growing season. The residents travel to lower altitude villages for the winter months. The most successful project examined, in the village of Malari, was one where community development and energy needs were considered simultaneously, and where the local community was highly involved in planning, construction and operation. The less successful projects were those where community involvement and development, sound planning, and detailed geographic information about the site were lacking in their development and operation; such as was observed in the village of Jumma, where the plant never began operations because it was damaged by an avalanche prior to its inauguration. Traditional music as "intangible cultural heritage” in the postmodern world

Compared with its roles in pre-modern societies, traditional music, previously called “folklore,” has been playing very different roles in the globalized world. These new roles, however, are rarely articulated in a systematic manner. While most discourse on the contemporary use of traditional music comes from the case studies of ethnomusicologists, the concept of “intangible cultural heritage,” which is usually associated with the initiatives of UNESCO (United Nations Educational, Scientific, and Cultural Organization) in safeguarding intangible cultural heritage (including traditional music), provides a new perspective to understand the new roles that traditional music plays in the postmodern world. A systematic examination of these roles is crucial, because it allows an in-depth analysis of the hidden power relations behind the contemporary use of traditional music. Furthermore, with the idea of “salvation from disappearing” being more and more problematic in contemporary practice, the project of preserving traditional music cannot be firmly grounded unless its contemporary values are demonstrated. In order to systematically identify and analyze the contemporary use of traditional music, this paper examines the current literature on intangible cultural heritage and the related international initiatives undertaken by the United Nations and its specialized agencies such as UNESCO and UNDP, in combination with the major issues raised by ethnomusicologists regarding the use of traditional music in creative industries. Using two major case studies–Kunqu and HAN Hong’s new Tibetan music–to demonstrate the aesthetic, political, economic and ethical dimensions of the use of traditional music in contemporary society, I argue that there is a fifth dimension, the social dimension, of the value of traditional music in the postmodern condition. The articulation of this social dimension of the contemporary use of traditional music serves to establish its universal relevance and to identify its unique character that makes it a powerful tool to serve as a counter-hegemonic force. / text

Politics of Tranquility: Religious Mobilities and Material Engagements of Tibetan Buddhist Nuns in Post-Mao China

<p>This dissertation ethnographically examines the lives of Tibetan Buddhist nuns in Yachen, a mega-sized Tibetan Buddhist encampment in eastern Tibet that emerged in the 1980s and is now a leading center of Tibetan Buddhist revivalism in post-Mao China. Over 10,000 nuns make up the vast majority of the permanent residents in this community (approximately 2,000 monks live there as well), but few scholarly discussions have taken place regarding the lives and practices of the nuns in Yachen or in Tibetan Buddhist revivals in China in general. This dissertation, therefore, calls attention first to the lack of proper research on these nuns by providing ethnographic accounts of their everyday lives in “China’s Tibet.” By placing the nuns and their lives at the center of discussion, I was able to realize the significance of examining the material, sensory, and mobile events and occasions through which alternative political logics and possibilities appear in the practice of Buddhism and in Sino-Tibetan politics. This alternative politics—which I call the politics of tranquility—presents itself through the mobilities and material engagements of the nuns in Yachen, and offers a stark contrast to the existing dichotomous understanding of Sino-Tibet relationships. Therefore, second, I argue that mobilities, as well as material and sensory engagements, are essential to the practice of Buddhism and the lives of the nuns in Yachen, without whom the current Buddhist revivalism, in Yachen at least, would not be possible. </p><p> Following my Introduction (Chapter 1), I begin my chapters by presenting the distinctive mobilities of the nuns. Most of the nuns whom I have known in Yachen are escapees, running away from their homes to become nuns in this remote region; their mobilities, against all odds—both physical and social—are what initially make Yachen possible (Chapter 2). Upon arrival, in the face of the harsh spatial regulations imposed by the Chinese state, they engage in building residential huts for themselves; these building activities are primarily responsible for Yachen’s accelerated expansion and thus for its potential political tension (Chapter 3). In Chapters 2 and 3, I also argue that the nuns’ mobilities and building practices, which have rarely been taken seriously within the Buddhist revival in China, in fact constitute the fundamental process of making Yachen, i.e., of making the sacred. In addition, by living with the nuns, I was able to observe their intimacies and secrets through the lens of their transgression and confession. I consider the act of transgression as one of the most political ways to give an account of the self as Buddhist practitioner, as nun, and as woman (Chapter 4). I argue that the nuns actively, provocatively, and riskily (re)shape Yachen’s norms and morality through their acts of transgression and confession. Finally, by drawing on food consumption and eating habits among the nuns in Yachen, I tackle the highly intertwined issues of ethnicity, money, religion, and ethics in Buddhist revivalism as well as in Sino-Tibetan relations (Chapter 5).</p> / Dissertation

Secrets of the Vajra Body: Dngos po'i gnas lugs and the Apotheosis of the Body in the Work of Rgyal ba Yang dgon pa

This dissertation looks at an attempt in Buddhist history to theorize the role and status of the body as the prime focus of soteriological discourse. It studies a text titled Explanation of the Hidden Vajra Body (Rdo rje lus kyi sbas bshad), composed by Yang dgon pa Rgyal mtshan dpal (1213-1258). This work, drawing on a wide range of canonical tantric Buddhist scriptures and Indic and Tibetan commentaries, lays out in detail a Buddhist theory of embodiment that brings together the worldly realities of the body with their enlightened transformation. This dissertation analyzes the ways Yang dgon pa theorizes the body as the essential ground of the salvific path, and endeavors to provide a thematic guide to his rich and complex discussion of what the body is and does, from a tantric perspective. The thesis parses a key term, dngos po'i gnas lugs, that Yang dgon pa uses as an organizing principle in Explanation of the Hidden. If taken literally, the term means something like "the nature of things" or "the nature of material substance," but Yang dgon pa deployed the term specifically to refer to the nature of the human psychophysical organism, in its ordinary state. By way of this term, Yang dgon pa argues that the body itself makes enlightenment possible. In the course of this thesis, I consider the prior history of this category as it was gradually developed by a series of Bka' brgyud writers until it reached Yang dgon pa. Then, in light of this category, I explore Yang dgon pa's own vision of embodiment. This vision, I argue, reflects an attempt to refocus soteriological attention on the power of the body, over and above the mind, as the salient basis for non-dual knowing. Finally, I reflect upon the lasting contributions of Yang dgon pa's conception of the body to the ongoing exploration of such topics in the history of Indo-Tibetan Buddhist soteriology, as well as upon why some of the more radical elements of his thinking seem to have been eliminated in subsequent generations of his lineage.

Regional Precipitation Response to Enhanced Monsoon Circulation through the Holocene Using Closed-Basin Paleolakes on the Tibetan Plateau

The history of climatic changes in the Asian Summer Monsoon system over the Tibetan Plateau during the Holocene has been the subject of significant research due to the importance of the plateau as the headwaters for many major rivers providing water resources to the surrounding large, populous countries. In general, previous research has concluded that monsoon rainfall and summer temperatures peaked during the early Holocene (9-11 ka BP) in Tibet, coincident with peak Northern Hemisphere summer insolation. Atmospheric teleconnections with upstream Northern Hemisphere westerly circulation patterns influenced by North Atlantic sea surface temperature changes have also been noted at millennial and centennial timescales. However, recent studies have noted that the timing of peak monsoon warmth and wetness during the Holocene are not synchronous across the entirety of the Tibetan Plateau, and studies of modern precipitation indicate several distinct regions of monsoon precipitation variability at interannual scales, suggesting the monsoon response to past and future climate change may be regionally heterogeneous for the plateau. Clear assessment of this regionality within the monsoon climate region is a topic of continuing research, but it has been hindered by lack of climate records in remote areas, dating difficulties, and concerns over the comparability of interpreted climate-proxy relationships between the many different biological, hydrological, and geochemical proxies applied. The first part of this dissertation uses ¹⁴C and U-Th series geochronology, sedimentology, and GIS analysis of exposed lake shoreline sediments surrounding the numerous closed-basin lake systems of the central and western Tibetan Plateau to investigate regional heterogeneity in monsoon rainfall, and to develop a new well-dated lake level record from the Ngangla Ring Tso lake system in the poorly studied southwestern region. The major conclusions are: 1) peak early Holocene monsoon rainfall, recorded by the highest paleoshorelines surrounding 130 lake systems, intensified more relative to today in the western part (west of 86°E longitude) of the Tibetan Plateau when compared to eastern regions, closely following regions of modern rainfall variability; 2) monsoon rainfall in the Ngangla Ring Tso region peaked during the early Holocene insolation maximum, consistent with other records, remained significantly higher than modern until ~6.0 ka BP, but with abrupt reductions in monsoon rainfall associated with North Atlantic ice-rafted debris peaks. The warm and wet period of the early and middle Holocene was also likely coincident with the first major colonization of the Tibetan Plateau by prehistoric humans. Current research suggests early foragers employing stone tools first forayed into the middle elevation areas above 3,000 m elevation on the northeastern fringe of the plateau as early as 14.8 ka BP, and therefore the dominant hypothesis suggests plateau colonization proceeded from this direction, heading westward through the Holocene. However, well studied and dated archaeological sites from the high plateau are exceedingly rare, requiring further investigation. The second part of this dissertation presents new age controls for the Holocene Zhongba microlithic site in the southwestern Tibetan Plateau, using ¹⁴C dating of organic and carbonate-rich paleo-wetlands sediments hosting in situ stone artifacts. The major conclusions of this study are: 1) artifacts at the Zhongba site, which are typologically similar to microlithics across the plateau, can be no older than 6.5 ka BP, consistent with the prevailing east-to-west colonization hypothesis, and 2) microlithic tools continued to be important as late as 1.3 ka BP at the site, even though metal is found in sites of similar age elsewhere in Tibet.

The Nature of Continental Rocks During Collisional Orogenesis and Tectonic Implications: Tibet

This dissertation research addresses the tectonism of continental crust during ocean basin closure, suturing between continental landmasses, and collisional orogenesis. The new data and insights presented here were gathered through localized geologic investigations of the Tibetan Plateau of central Asia. This area of central Asia is an ideal location to study these fundamental tectonic processes because it has been the locus of numerous Tethyan ocean basins and terminal collisions between continents during Phanerozoic accretion of Gondwana-derived landmasses onto the southern margin of Eurasia. In this work, I propose, in many orogens, that high-pressure (HP) metamorphism of continental rocks may mark the early stages of the suturing process between continental landmasses rather than the culmination of suturing. This insight has been acquired from a geologic-, geochronologic-, and thermochronologic-based investigation of the HP-near ultrahigh-pressure bearing Triassic metasedimentary metamorphic belt in central Tibet. This work shows near synchronous continent-continent collisions between landmass adjacent to the Paleo-Tethys ocean prior to its final closure in Late Triassic time. In addition, this work shows that Mediterranean-style tectonics may be more widespread during accretionary tectonics than previously thought. A comparison between the distribution of the HP bearing metamorphic belt, autochthonous crystalline basement, and geophysical images of Tibet suggests that a Mesozoic tectonic feature may be controlling the structure and distribution of melt within the middle crust of the Tibetan Plateau. This concept underscores the importance of inherited tectonic frameworks on the evolution of orogenic plateaus. Work in southwest Tibet, along the India-Asia suture zone, highlights the complex behavior of continental crust during collisional orogenesis. This work identifies previously undocumented magmatism, crustal antexis, and high-grade metamorphism along the India-Asia suture. In this work I attribute these observations to the initial interactions between Indian, Asian, and subducting Neo-Tethys oceanic lithosphere.

The Late Miocene through Modern Evolution of the Zhada Basin, South-Western Tibet

The uplift history of the Tibetan Plateau is poorly constrained in part due to its complex and extended tectonic history. This study uses basin analysis, stable isotope analysis, magnetostratigraphy, detrital zircon U-Pb dating, and paleoaltimetry, and frequency analysis to reconstruct the tectonic, spatial, and environmental evolution of the Zhada basin in southwestern Tibet since the late Miocene. The Zhada Formation, which occupies the Zhada basin and consists of ~ 850 m of fluvial, alluvial fan, eolian, and lacustrine sediments, is undeformed and lies in angular unconformity above Tethyan sedimentary sequence strata. The most negative Miocene δ¹⁸Opsw (paleo-surface water) values reconstructed from aquatic gastropods are significantly more negative than the most negative modern δ¹⁸O(sw) (surface water) values. In the absence of any known climate change which would have produced this difference, we interpret it as indicating a decrease in elevation in the catchment between the late Miocene and the present. Basin analysis indicates that the decrease in elevation was accomplished by two low-angle detachment faults which root beneath the Zhada basin and exhume mid-crustal rocks. This exhumation results from ongoing arc-parallel extension and provides accommodation for Zhada basin fill. Sequence stratigraphy shows that the basin evolved from an overfilled to an underfilled basin but that further evolution was truncated by an abrupt return to overfilled, incising conditions. This evolution is linked to progressive damming of the paleo-Sutlej River. During the underfilled portion of basin evolution, depositional environments were strongly influenced by Milancovitch cyclicity: particularly at the precession and eccentricity frequencies.
