Counselling Centre (ATICC) primarily focuses on the development and provision of information and different types of training programmes on HIV/AID/STIs. The Director of the Health Service of the Cape Metropolitan Council was invited by ATICC to select seven health educators and nurses who were involved in health education and counselling in their local clinics to complete a six-month training course. The objective of this study was to evaluate the effectiveness of the ATICC training course on the counselling practice of trainees at their clinics.</span></p>

To meet this objective, we seek to chart a course of education policy brief focused on Professional Education and Youth and Adult Education in Brazil, presenting the historical and political elements that led to the deployment of PROEJA; relationships between work and education categories, explaining how they are in capitalist society, understanding work on Gramsci as an educational principle, such a conception in the questioning PROEJA, indicating the limits and possibilities of linking the PROEJA this principle. The work consists of two chapters, the first refers specifically to PROEJA, its implementation and a brief historical education about the modalities that originated - Professional Education and Youth and Adult Education. The second chapter discusses the debate on the relationship between work and education in capitalist society, has the Gramscian concept of work as an educational principle and reflects on the adoption of this principle by PROEJA, seeking to problematize it in order to understand what the limits and the possibilities realization of this conception in the current mode of production. / Essa pesquisa objetivou problematizar o trabalho como princípio educativo no PROEJA Programa Nacional de Integração da Educação Profissional com a Educação Básica na Modalidade de Educação de Jovens e Adultos. Para cumprir com esse objetivo, buscamos traçar um breve percurso da política educacional voltada à Educação Profissional e Educação de Jovens e Adultos no Brasil, apresentando os elementos históricos e políticos que levaram à implantação do PROEJA; estabelecer relações entre as categorias trabalho e educação, explicitando como estas se constituem na sociedade capitalista; compreender o trabalho como princípio educativo em Gramsci, problematizando tal concepção no PROEJA, indicando limites e possibilidades da vinculação desse princípio ao PROEJA. O trabalho é composto por dois capítulos, sendo o primeiro referente especificamente ao PROEJA, sua implantação e um breve resgate histórico acerca das modalidades de educação que o originaram Educação Profissional e Educação de Jovens e Adultos. O segundo capítulo aborda o debate sobre a relação trabalho e educação na sociedade capitalista, apresenta a concepção gramsciana de trabalho como princípio educativo e reflete sobre a adoção desse princípio pelo PROEJA, buscando problematizá-lo a fim de compreender quais os limites e quais as possibilidades de realização dessa concepção no atual modo de produção.

After the 1994 genocide and collapse of the health system, Rwanda initiated major social and health reforms in order to reduce child mortality and health inequities in accordance with the Millennium Development Goals. The aim of this thesis was to assess trends in under-five mortality (U5M) and equity in child survival, to study social barriers for improved perinatal and neonatal survival, and to evaluate Helping Babies Breathe (HBB), a newborn resuscitation program. In paper I we analysed trends and social inequities in child mortality 1990−2010, using data from national Demographic and Health Surveys conducted in 2000, 2005, and 2010. The following papers were based on hospital studies in the capital of Rwanda. In paper II we explored social inequities in perinatal mortality. Using a perinatal audit approach, paper III assessed factors related to the three delays, which preceded perinatal deaths, and estimates were made of potentially avoidable deaths. Paper IV evaluated knowledge and skills gained and retained by health workers after training in HBB. Under-five mortality declined from the peak of 238 deaths per 1000 live births (95% CI 226 to 251) in 1994 to 65 deaths per 1000 live births (95% CI 61 to 70) in 2010 and concurred with decreased social gaps in child and neonatal survival between rural and urban areas and household wealth groups. Children born to women with no education still had significantly higher under-five mortality. Neonatal mortality also decreased but at a slower rate as compared to infant and U5M. Maternal rural residence or having no health insurance were linked to increased risk of perinatal death. Neither maternal education nor household wealth was associated with perinatal mortality risks. Lack of recognition of pregnancy danger signs and intrapartum-related suboptimal care were major contributors to perinatal deaths, whereof one half was estimated to be potentially avoidable. Knowledge significantly improved after training in HBB. This knowledge was sustained for at least 3 months following training whereas practical skills had declined. These results highlight the need for strengthening coverage of lifesaving interventions giving priority to underserved groups for improved child survival at community as well as at hospital levels.

Laboratório de Educação Profissional em Gestão em Saúde / A presente dissertação aborda as questões referentes à proposta de formação politécnica no campo da gestão do SUS, presente no Projeto Político Pedagógico da EPSJV. Apresenta o contexto em que esta proposta se insere bem como as concepções teórico-metodológicas que a embasam. Neste intento, trata das questões referentes ao processo de organização do sistema de saúde brasileiro que teve seu modelo hegemônico estruturado a partir de uma base de cunho flexneriano. Discorre sobre a estruturação deste sistema de saúde desde seu início, quando teve sua origem marcada pela implementação das ações do modelo de assistência médica originário da organização das CAP’s e dos IAP”s, como origem incipiente das ações da previdência social, dentro do projeto de urbanização e industrialização que se caracterizou ao longo do século XX no Brasil. Nele são apresentados os pressupostos que levaram à organização do movimento pela reforma sanitária que culminou com a proposta de reorganização do sistema público de saúde com a institucionalização, no final da década de 80, do Sistema Único de Saúde – SUS. Apresenta uma abordagem sobre o processo de institucionalização do SUS e de seus principais desafios e as possibilidades de sua consolidação no campo da gestão ao longo da década de 90 e os desafios enfrentados após a virada para o século XXI. Aborda a proposta da politecnia na formação dos trabalhadores que atuam no campo da gestão do SUS, buscando explicitar seus limites e possibilidades a partir da identificação dos principais conflitos expressos na análise do processo de conformação do projeto hegemônico de formação dos trabalhadores inspirada numa cultura de base taylorista/fordista. Busca situar como a proposta de politecnia pode repercutir na formação dos trabalhadores de nível médio que atuam no campo da gestão do SUS, dentro de um contexto organizacional marcadamente caracterizado pelas influências do taylorismo/fordismo e as recentes incursões para a implantação de um modelo de organização nos marcos da produção flexível. Nele é explorado o contexto em que se insere a criação da Escola Politécnica de Saúde Joaquim Venâncio, com seus marcos históricos, o processo de construção de sua proposta pedagógica e a formulação dos currículos no campo da gestão, apresentando os limites e possibilidades para a formação no campo da gestão do SUS dentro do contexto da politecnia, buscando apontar questões centrais sobre a proposta de concepção do projeto de formação numa perspectiva integral, crítica e emancipatória contida na formulação dos pressupostos político-pedagógicos da proposta de educação politécnica. / This thesis addresses questions concerning the proposed polytechnic training in the field of management of the SUS, present in the Pedagogical Political Project of EPSJV. It presents the context in which this proposal fits as well as the theoretical and methodological conceptions that it underlies. In this intent, it deals with questions relating to the procedure of organization of the Brazilian health system that had its hegemonic model structured from a base matrix Flexnerian. It discusses the structure of the health system since its inception, when it had its origin marked by implementation of the actions of the model of the medical care from the organization of the CAP's and IAP's, as a source incipient shares of social security within the urbanization and industrialization project that characterized the twentieth century in Brazil. In it are presented the assumptions that led to the organization of the health reform movement that culminated with the proposed reorganization of public health system in the late 80s, the One Health System - SUS. It presents an approach to the institutionalization process of the SUS and its main challenges and opportunities for consolidation in the field of management over-90s and the challenges faced after the turn of the XXI century. It discusses the proposal of polytechnic training of workers who work in the field of management of the SUS, trying to show its limitations and opportunities from the identification of the main conflicts expressed in the analysis of forming process of the hegemonic project of training of workers inspired by a basic culture Taylorist / Fordist. It intends to place how the polytechnic proposal may influence the formation of mid-level employees working in the field of SUS management, within an organizational context characterized by influences of Taylorism / Fordism and the recent incursions for the implementation of an organizational model within the framework of flexible production. It is explored the context in which it appears the establishment of the Polytechnic School of Health Joaquim Venancio, with its historic landmarks, the building process of its pedagogic proposal and the formulation of educational curriculum in the field of management, showing the limits and possibilities for training in the field of SUS management within the context of polytechnic, pointing central questions about the proposed of conception of the training project in a comprehensive, critical and emancipatory perspective contained in the formulation of political pedagogical projects of the proposed polytechnic education.

Negli ultimi decenni, l’affermazione del paradigma della società della conoscenza e le recenti politiche di sostegno all’apprendimento lungo tutto l’arco della vita, hanno evidenziato la questione dello skillmismatching tra competenze formate e fabbisogni professionali espressi dal mercato del lavoro. La finalità della ricerca è stata quella di ricostruire il frame culturale, valoriale e normativo entro cui si colloca l’emergenza del fabbisogno formativo dei lavoratori e di tracciare il percorso storico-evolutivo dell’analisi dei fabbisogni formativi (aff) come strumento, come costrutto e come pratica. L’indagine empirica, di tipo qualitativo, ha coinvolto i vari stakeholders che concorrono a definire, direttamente e indirettamente, la dinamica della domanda/offerta di formazione continua e delle politiche formative a sostegno dell’occupazione. Oltre alla ricerca sul campo, il lavoro di ricerca ha prodotto una mappa delle pratiche di analisi dei fabbisogni formativi condotte nell’ultimo decennio (nazionali ed internazionali), una rassegna metodologica delle tecniche di analisi dei fabbisogni formativi e quattro studi di caso sulle pratiche di analisi dei fabbisogni formativi come strumento di policy (Stati Uniti, Canada, Europa, Italia). / In recent decades the success of the paradigm of the knowledge society and the recent policies of support for lifelong learning highlighted the question of skillmismatching between skills and vocational needs expressed by the labor market and also the value of human capital for competitive advantage of the whole society. The aims of the research was to reconstruct the frame of culture, values and normative into which fits the emergency of training trying to trace the historical-evolutionary of training needs analysis (Tna) as a tool, as a constructs and as a practice. The empirical research was qualitative and considered various stakeholders wich to help define, directly and indirectly, the dynamics of supply/demand of continuing training of workers and training policies to support employment. The research has produced a map of the practices of training needs analysis carried out in the last decade (at national and international level), a methodological review of techniques of Tna and four case studies on international practices of training needs analysis Key-words: capability - skillmismatch – human capital - lifelong learning -multistakeholders - human resource – labour union – practices – continuing training of workers – social partners
