Power infrastructure requirements for road transport electrification

Deep decarbonisation of road transportation is challenging. One of the most potentially beneficial approaches is electrification which is the subject of this PhD thesis. A widespread penetration of electric vehicles (EVs) across a large proportion of road transport demand is needed to realise the benefits of an electrified transport sector. However, this is dependent on overcoming significant barriers. This study performs a systematic analysis of how proven power charging technologies could be used to unlock the barriers to widespread electrification of road transportation. Various road transport sectors and type of journeys are explored including aspects of autonomous operations and novel wireless power transfer technologies. For each operation, a framework is proposed that allows the exploitation of current and potential future electrification technologies to enable shifting towards EVs. Based on that, simulation tools and methods are developed to calculate the power requirements of EVs and determine a suitable charging infrastructure. The additional power demand, electric load and the implications for the electricity supply network are explored. The total expenditure needed and the CO2 emission savings are also calculated for each investigated operation. Transitional strategies include the electrification of bus routes, refuse collection functions, home deliveries and aspects of autonomous operations for public transportation within the boundaries of the cities. In the long-term, focus is given on passenger cars and freight vehicles for both urban and inter-urban journeys. A nationwide adoption of all electrification strategies proposed in this thesis would increase the peak power demand of Great Britain by approximately 38 GW (72% of the current peak) and the electricity consumption by 180 TWh per year (45% of current consumption). The total capital cost required is calculated at £225 billion which is similar to the cost of other large infrastructure projects of the country. The impact would be a significant aggregate saving of approximately 2,000 MtCO2 between the numbers calculated for today's norms (2018) and those calculated for 2050.

Investing in high-speed passenger rail networks: insights from complex international supply chain, technologies and multiproduct firms

The growth of population and business during the rapid urbanization process in the twentieth century has generated significant demand for transportation. As the demands have grown, road and air transportation are suffering from significant congestion and delays. Continuing expansion of highways and airports has become both expensive and difficult, along with not being able to provide adequate solutions to the growing congestion. One alternative, which is being pursued by many countries, is to invest in efficient high-speed rail networks to meet the pressing demand for mass passenger transportation. This alternative is also one that may have beneficial impacts by reducing energy consumption and alleviating some of the environmental concerns. But to make these infrastructure investments, governments need to make difficult decisions due to the complexity of the industry and technologies involved. This thesis examines decision making by government for such investments. In order to carefully study the industry, we use a two part approach. First, we examine the HSR industry supply-chain. We create a detailed taxonomy of the industry supply-chain and highlight various aspects of the advanced technologies being used, the sophisticated multiproduct nature of the firms, and the diverse international location of the companies. Second, we gather information on all the international HSR contracts between 2001-2011. These contracts enable us to examine business strategies pursued by the major HSR trainset suppliers and component manufacturers, insights into the size of the orders and type of trainsets being delivered, and the formation of partnerships and collaborations to meet the complex demands imposed by Governments when they invite bids for these expensive projects. A detailed examination of the supply-chain shows that the core technologies and competencies are highly concentrated in those countries which historically have had high demand for high-speed rail. Germany, Japan, France, for example, have the highest number of trainset and component suppliers. In more recent years, South Korea and China have emerged as the new frontiers of trainset and components suppliers. This implies that countries who are outside of this group are highly dependent on either importing these technologies and investments or make a concerted effort to develop them via partnerships and technology transfer agreements. Our examination of contracts shows that the size of HSR investment order is important for both business and government strategy. The order size determines the extent of domestic content and production. While many components will inevitably be imported, a larger order size may allow for various components to be manufactured domestically. Order size also appears to influence the nature of partnerships among the firms in the industry. We observe a growing number of HSR investment partnerships among trainset suppliers over time, possibly due to the need to pool risk in these highly complex and uncertain investments, as well as the changing competitive dynamic of HSR markets.

Sustainable Construction in the Transportation Infrastructure Industry– as a vision and in practice

This study has been conducted on behalf of Vectura Consulting AB with the purpose to examine how different actors perceive the dimensions of sustainability and sustainable construction. The purpose is also to provide an understanding of existing barriers and opportunities for sustainable construction within the industry and exemplify with different directions for the actors in order to develop sustainability. The study has approach the research problem by using systems theory, developed by Checkland, to identify the relevant system. Other systems theories has been used as an theoretical framework in order to identify barriers and opportunities, which in this study are based on Hughes’s theory about reverse salients and salients. Interviews with a selection of different actors in the industry and prior research have in this study served as empirics and the perspective of the systems theory defines the necessary tools to be used. The study shows that no consistency prevails regarding the definition of sustainability among the actors. Although, the environmental aspect of sustainability is prioritized by a majority of the actors oppose to social and economic aspects. Furthermore, for some of the actors economy is governing while for others it is decisive. Sustainable construction is characterized by a long-term parallel process with incentives such as branding, recruiting, and optimized operations. Moreover, the study indicates a willingness among the actors to define the concept of sustainability in order to achieve an industry wide definition. Such a definition would be of benefit for simplifying procurement and developing sustainable construction. The study identified two barriers and two opportunities. The actors agrees on that the procurement regulations of the Swedish infrastructure authority “Trafikverket” in combination with contracts defined by multiple products, and the objectives of Trafikverket,  are the two main barriers for holding back the development of sustainability in the industry. However, Trafikverket’s goal to increase the number of contracts based on function is seen as an opportunity as it enables creativity and innovation and a possible side effect of sustainable development. In addition, side bids from different actors are considered as a driver that will accelerate Trafikverket’s work regarding sustainability and especially sustainable construction. Finally, the authors give examples of directions for the industry to enhance sustainable construction and by doing so the authors connect vision with practice.

The close co-operation between researcher and end-user of research findings in the above-mentioned fields and its application into practice, is described. The advent of autonomy of research institutions in 1986, highlighted the need for a structured approach for the management of road and transportation research. Tasks, previously undertaken mainly by the Division for Road and Transport Research of the Council for Scientific and Industrial Research on behalf of the South African road and transportation authorities, had to be taken over by the Department of Transport. A transition period of five years was given (from 1987 to 1992) to implement a suitable scientifically sound system. 司法院釋字第520號解釋於理由書指出:「基於法治國原則,縱令實質正當亦不可取代程序合法」,即一語道出程序正義之重要性。 民間參與公共建設具專業性、複雜性及高風險性、隔代性、利益衝突等特性,在政府與民間合作理念的推動下,法律規定模式已呈現由「條件式」的模式轉向「目的式」模式,致使政府合作對象的甄審(選)成為一種高度專業趨向之判斷,並且可能陷於「決策於未知之中」的困境。民間參與公共建設的推動上,除技術層面之實體審查標準外,實應認真思考面對決策的程序問題,藉由程序之提升,用以補足實體規範的不足。據此,有關引進民間參與公共建設之法規,甄審程序選出的最佳締約對象、最優申請案件或最優申請人「是否即屬適當」,應思考甄審(或評選)程序與組織設計,是否妥適。 本文擬由正當法律程序於美國及日本之發展出發,藉以了解其規範基礎與發展情形,並分析我國司法實務有關正當法律程序原則之解釋,理解我國對於正當法律程序之內涵與要求。其後聚焦行政實務上經常引用作為民間參與公共建設案件辦理依據之獎參條例、採購法及促參法,就其甄審、評選或評審程序與爭議處理程序檢視正當法律程序實踐情形。 本於基本權保障意旨及法律承認權利之保障,基本上本文認同至少應有一最低限度之保障(即聽證權)。至於其他要求為何?本於民間參與公共建設之興建或營運,涉及政府有限資源之分配及申請人(營業自由、契約自由)與使用者(生命、身體、財產)之基本權保障相關,應可由司法院釋字第384號解釋及釋字第709號解釋推導出「組織」要求,而其他如公正作為(迴避、禁止程序外接觸)、受告知權、說明理由及資訊公開,亦正是落實組織適法與聽證權,所不可或缺之要素。
