The purpose of this research is to contribute to the identification of appropriate forest tenure and governance designs that are in congruence with Aboriginal values, interests and rights. The research is highly relevant to current societal deliberations on sustainable forest management as well as to the future of the forest sector in Canada.
First Nations culture and ways of life are intimately and inextricably tied to the land. Some eighty percent of Canada’s First Nations communities are situated in productive forest regions (NAFA 2003). Even so, First Nations have been largely excluded from forest development and planning activities. Furthermore, the provincial policy emphasis on industrial timber production may not be consistent with Aboriginal forest values.
This community-based research takes a participatory approach to forest policy analysis. The work is conducted in partnership with the Stellat’en First Nation and Carrier Sekani Tribal Council in central British Columbia. Stellat’en criteria for forest tenure and governance are identified in a series of workshops and interviews. These criteria are then applied in the analysis of four alternative models: the Community Ecosystem Trust, the Gitanyow joint land use planning model, BC Community Forest Agreements and Aboriginal reservations in the United States.
The results indicated that Stellat’en have three main goals regarding forest tenure and governance: protect the traditional territory for future generations, protect Stellat’en culture and support Stellat’en economic self-determination. Implementation of the Stellat’en vision calls for a greater emphasis on ecological and cultural values in forest management, devolution of decision making authority to First Nations, reallocation of harvesting rights and redistribution of wealth generated by forest activities. The Stellat’en perspective emphasizes co-existence and stewardship.
Evaluation of the four alternative models provided useful insights for progressive tenure and governance design. All four models had positive aspects to contribute, as well as shortcomings. The models are not mutually exclusive. Since each model addresses different management and institutional functions, they could be combined into a new system for the future.

"Without Destroying Ourselves": American Indian Intellectual Activism for Higher Education, 1915-1978January 2017 (has links)
abstract: This dissertation examines a long-term activist effort by American Indian educators and intellectual leaders to work for greater Native access to and control of American higher education. Specifically, the leaders of this effort built a powerful critique of how American systems of higher education served Native individuals and reservation communities throughout much of the twentieth century. They argued for new forms of higher education and leadership training that appropriated some mainstream educational models but that also adapted those models to endorse Native expressions of culture and identity. They sought to move beyond the failures of existing educational programs and to exercise Native control, encouraging intellectual leadership and empowerment on local and national levels. The dissertation begins with Henry Roe Cloud (Winnebago) and his American Indian Institute, a preparatory school founded in 1915 and dedicated to these principles. From there, the words and actions of key leaders such as Elizabeth Roe Cloud (Ojibwe), D’Arcy McNickle (Salish Kootenai), Jack Forbes (Powhatan-Renapé, Delaware-Lenape), and Robert and Ruth Roessel (Navajo), are also examined to reveal a decades-long thread of Native intellectual activism that contributed to the development of American Indian self-determination and directly impacted the philosophical and practical founding of tribal colleges and universities (TCUs) in the 1960s and 1970s. These schools continue to operate in dozens of Native communities. These individuals also contributed to and influenced national organizations such as the National Congress of American Indians (NCAI) and the National Indian Youth Council (NIYC), while maintaining connections to grassroots efforts at Native educational empowerment. The period covered in this history witnessed many forms of Native activism, including groups from the Society of American Indians (SAI) to the American Indian Movement (AIM) and beyond. The focus on “intellectual activism,” however, emphasizes that this particular vein of activism was and is still oriented toward the growth of Native intellectualism and its practical influence in modern American Indian lives. Place-based Education and Sovereignty: Traditional Arts at the Institute of American Indian ArtsJanuary 2018 (has links)
abstract: This dissertation focuses on traditional arts at the Institute of American Indian Arts (IAIA) as a form of place-based education by asking the question, what is the role of traditional arts at IAIA? Through a qualitative study students, faculty, staff, and alumni were interviewed to gain their perspectives on education, traditional arts, and the role of traditional arts at IAIA. Through analysis of these interviews, it was found that participants viewed traditional arts as a form of place-based education and that these practices should play an important role at IAIA. This study also looks at critical geography and place-based practice as a form of anti-colonial praxis and an exercise of tribal sovereignty. Colonization restructures and transforms relationships with place. Neo-colonialism actively seeks to disconnect people from their relationship with the environment in which they live. A decline in relationship with places represents a direct threat to tribal sovereignty. This study calls on Indigenous people, and especially those who are Pueblo people, to actively reestablish relationships with their places so that inherent sovereignty can be preserved for future generations. This study also looks at the academic organization of IAIA and proposes a restructuring of the Academic Dean and Chief Academic Officer (AD&CAO) position to address issues of transition, efficiency, and innovation. The extensive responsibilities of this position cause several serious concerns. The policy paper proposes that the academic programs be divided thematically into 2 schools that will allow greater flexibility and adaptive practices to emerge out of the academic division at IAIA. The combination of restructuring the academic division at IAIA, my theoretical argument promoting place-based praxis as anti-colonial practice, and my research into the application of place-based programming at IAIA all support my overall goal of supporting Pueblo communities through my own work. / Dissertation/Thesis / Doctoral Dissertation Justice Studies 2018

This study is case study of political participation among the Kani tribe from Kuttichal grama panchayat in the Thiruvananthapuram district in Kerala, India. The study is based on the collected data of 117 people of the Kani tribe living in four different settlements: Pankavu, Mangode-Valippara, Chonampara and Kaithode. The aim of the study is to examine the impact on political participation by different factors, which is done by the use of the quantitative method of cross tables. The study confirms previous studies in its conclusion that high status individuals, defined in terms of education and economic standard, are the group of the highest political participation, when this is defined as being involved in political work and holding a party membership. On the local political scene however, where political participation consists of participation in local assemblies and voluntary work, the impact of the examined variables are very limited. The main theory, which is used for the analysis, is a cost and benefit analysis.

This study investigates the role of traditional leaders in enhancing service delivery in Mbhashe Local Municipality. The aim is to examine the involvement of traditional leaders in the provision of services to traditional communities. To achieve this goal, it was necessary to review literature on traditional leadership to advance an argument that by utilising the existing channels of communication such as traditional councils, government programmes could be more efficiently advertised. A secondary objective was to examine the relationship between traditional leaders and democratically elected councillors in the delivery of services. The problem in Mbhashe Local Municipality is that traditional leaders and the democratically elected leaders do not work together for service delivery. In order to address this problem, face-to-face interviews were conducted with the identified sample and conclusions drawn from their responses. The research revealed that if properly utilised and capacitated traditional leaders can indeed play a pivotal role in the enhancement of service delivery in Mbhashe Local Municipal area and in South Africa as whole.

Traditional leadership is a contested field in social and political environments. The new, democratic government has created an environment that accommodates the existence of traditional leadership by introducing policies that guide their functioning. The White Paper on Traditional Leadership of 2003 spells out the roles and responsibilities of traditional leaders. This document when used with the Municipal Structures Act 117 of 2003 may minimise the existing tensions between the traditional leaders and the democratically elected councillors. The White Paper on Traditional Leadership of 2003 has been designed accordingly with the Bill of Rights. Equality and prevention of unfair discrimination, has been entrenched in the Bill of Rights of the Republic of South Africa. Traditional leaders, therefore, do have a space in the governance of South Africa. They are expected to participate in development programmes and in promoting service delivery. This study used the method of a case study. It is a qualitative study. Questionnaires and interviews are tools used to collect data. Various observations and findings were made with proposed recommendations. Most important to note is that, the traditional leaders are aware of the White Paper on Traditional Leadership but do not know what to do about it. This reveals that there is a gap between practice and policy. is the recommendation of the study that, the officials from Local Government and Traditional Affairs and those from the municipalities workshop and mentor the traditional leaders as well as the democratically elected councillors. Such a practice could minimise if not eliminate the tensions that result in poor service delivery.
