An Examination of Tribal Nation Integration in Homeland Security National PreparednessReed, Donald J. 01 January 2015 (has links)
Research has established that national homeland security policy requires a whole community or all-of-nation approach to national security preparedness. What is less clear is whether all stakeholders are integrated into or benefit from this collective effort. This narrative policy analysis examined the relationship between a federally-recognized group of Native American tribal nations and homeland security national preparedness to explore whether tribal nations are effectively integrated with the collective effort for national preparedness. The theoretical framework stemmed from a convergence of social contract theory and conflict theory. Interviews (n = 21) were conducted with preparedness authorities from government agencies, and from tribal nations and nongovernmental organizations that advocate on behalf of tribal nations. Data were analyzed using Roe's narrative policy analysis technique. Results revealed areas of convergence of the government and tribal narratives on the historical disenfranchisement of tribal nations; findings also showed areas of divergence on how to better integrate tribal nations in homeland security national preparedness. The study concludes with a number of recommendations highlighting the manner in which national interests and tribal nation preparedness interests are intertwined. This study suggests that the nation's homeland security may be better served by greater inclusion of tribal nations in national preparedness efforts. The results of this study contribute to positive social change by giving voice to a heretofore disenfranchised social group, Native Americans, and by allowing them to strengthen the metanarrative of homeland security national preparedness.

Animas-La Plata Project Stakeholder Narratives: A Case Study Using Kingdon's Three Streams TheoryRue-Pastin, Denise Renee 01 January 2015 (has links)
Population growth, coupled with changing weather patterns, is straining water supplies, especially in the American Southwest. A multitude of tools, including additional storage, will be needed to meet water demand and supply gaps. The Animas-La Plata Project, a reservoir in southwest Colorado, provides a case study of how groups worked for nearly 70 years to solve a water problem: insufficient irrigation for agriculture. This qualitative case study addressed a lack of first-person narratives from those most involved. Its purpose was to gather stakeholder narratives and analyze them using Kingdon's three streams theory to address the extent to which the problem, policy, and political streams converged to open policy windows that resulted in a built facility. Purposeful sampling identified 11 organizational stakeholders with the highest seniority and longest association with the project. Transcribed data from structured interview questions were inductively coded and thematically analyzed. Key findings include identification of a major federal policy change in the late 1970s to 1980s that excluded escalated benefits of water projects. Within this same timeframe, necessary elements were present to open a policy window, the Colorado Ute Indian Water Rights Settlement, which resulted in project construction. If strategists can learn to predict the opening of policy windows "when the problem, policy, and political streams join" water resource planning and policy can be improved. Retrospective narrative analysis is a promising ex post audit and evaluation tool that policy analysts can use to assess program performance and lessons learned. Social change implications of the study are that its findings on the need for positive collaboration may prove valuable to those in management who seek to address water scarcity issues.

Focusing on communication as an important means besides other efforts for conflict resolution in an asymmetric armed conflict in Afghanistan, this study looked for a rhetorical communication approach appropriate to Pashtun tribal setting in South-eastern (Loya Paktya region) Afghanistan. The study explored and found some perceived essentials of such persuasive communication by conducting face-to-face semi-structured in depth interviews with 17 participants. Thematic analysis was used to code and categorize data. Aristotle’s rhetorical theory provided a framework for this qualitative study by narrowing down the focus to exploring credibility of the communicator (ethos), the rationality of the message (logos), and the emotional appeals (pathos), particular for the south-eastern Pashtun tribal setting, during communication. In addition, considering the relation between rhetorical and soft power theories in influencing the choice of an audience, this project also asked participants if and how communication in their tribal setting could be framed as an influencing power by attraction rather than by coercion. Therefore, soft power of which persuasive communication is a crucial part was also used as a theoretical framework for this study. The findings show the significance of persuasive communication in future conflict resolution efforts in Afghanistan.

This study aims to find out the structure, logic and meaning patterns of the concept of tö / re as the ethos, that is all social practices, of the Kurdish tribal formation and which, up until now, has been studied in the framework of honour killings (namus cinayetleri) debates rather than a distinct issue in academia. By this way it is aimed to redefine the concept at theoretical and empirical levels. In this study, first of all, the concept of tribe is tackling and it is questioning that what tribe means today as a social and political structure / and searching for the essential tension between the state and tribe due to their perception of sovereignty. In addition to this, it is intended to introduce how tö / re operates in the resolution of everyday disputes of a tribe member. It is aimed to analyze how to articulate and/or dislocate of modern state law and tö / re which based on tribal resolution mechanisms over intra tribal and inter tribal disputes. For this purpose, I conducted a field research with the help of informal interview and participant observation techniques within Kurdish tribes in Mardin, Kiziltepe.

Stories like a River: The Character of Indian Water Rights and Authority in the Wind River and Klamath-Trinity BasinsDillon, John F. January 2013 (has links)
The ability to decisively benefit from ample sources of freshwater represents a pivotal challenge for American Indian nations and their self-determination in the western United States. Climate change, population growth, and capitalist pressures continue to escalate demand for water in an already dry land. This project set out to listen and add practical perspective to the importance of water as reflected in various forms of stories in the context of American Indian reserved water rights. It explores dynamic confluences and divergences of worldviews that influence American Indian nations' relationships with water in the present sociopolitical context. The integral relationship between literatures, laws, and tribal sovereignty constructs this study's theoretical framework as it broadens scholarship on this connection to include the implications of water rights. This approach leads to a critical, or perhaps "literary critical," background for examining two major water rights struggles in the western United States; the first being court decisions on the Wind River Indian Reservation, home of the Eastern Shoshone and Northern Arapaho Tribes, and secondly, the Klamath-Trinity Basin, where four federally recognized tribes recently partook in water rights settlement negotiations. Litigation and negotiations over vital water are presently limited to the minefield of ambiguous Western narratives on the values and uses of Indian water rights. While each conflict has its unique circumstances and personalities, EuroAmerican stories of control and superiority continue to justify the exploitation of water and subjugation of Indigenous human rights. Alternative forums might make room for restorying and more sustainably managing water.

Tribal Journeys: An Integrated Voice Approach Towards Transformative LearningHalber Suarez, Tania 18 September 2014 (has links)
This study examines transformative learning in the context of an annual First Nations journey in traditional cedar dugout canoes tracing ancestral trading routes between Western Washington and British Columbia. Transformative learning is a shift or change in perspective of self, life, and the world. The goal was: to illuminate the role of Indigenous cultures in facilitating transformative learning for Indigenous and non-Indigenous learners; to contribute to the development of transformative learning theory; to provide research that contributes convergent solutions to global issues and the development of interdisciplinary methodology, integrating Western and Indigenous worldviews; and to construct an integrated transformative program for participants to ensure that the results benefit them. To achieve these goals, an Integrated Voice Approach (IVA) was applied, piecing together different techniques, tools, methods, representations and interpretations to construct a multi-faceted reality. The IVA is constructed through the use of five “voices” strengthened by building on each other: Indigenous Voice, Grounded Theory Voice, Auto-ethnographic Voice, Ethno-ecological Voice, and Integrative Voice, harmonizing the previous four voices. Demonstrated here are an integration of interviews, researcher field notes, participation, observations and photographs, revealing that transformative learning in this context is dependent on the cultural landscape, cultural memory and somatic and embodied knowing, enacted in a repeating cycle of paddling, circling, dancing, singing, storytelling and drumming. The components of this learning process are measured through mental, emotional, spiritual and physical indicators and draw on traditional ecological knowledge and wisdom. The study develops guiding principles to provide a foundation for future curriculum development for transformative learning. / Graduate

The paper examines the performance of a local ('tribal') authority which existed in the Keiskammahoek district up to 1993 and accounts for the rise of civic organisations which challenged tribal authorities virtually everywhere in the former Ciskei.
