Le traitement des manquements à l’obligation scolaire : enjeux et recompositions entre Éducation nationale et Protection de l'enfance. / Acting upon truancy : issues and initiatives undertaken by the French Minsitry of Education and Child Protection Agency

De nos jours, alors que les enfants n’ont jamais été autant scolarisés, les manquements à l’obligation scolaire sont érigés en problème public. Pour en comprendre les enjeux, nous avons tout d’abord retracé l’histoire de la construction de ce problème public depuis les lois Ferry qui introduisent l’obligation d’instruction. Quel regard portait-on alors sur les enfants « absentéistes » ? L’examen des lois, des orientations politiques et institutionnelles montre que les absents de l’école sont, durant plusieurs décennies, plutôt associés à une enfance victime, les rendant ainsi susceptibles d’être protégés. En revanche, depuis les années 1990, ils sont davantage considérés comme une fraction de l’enfance perturbatrice et une menace pour la sécurité civile, impliquant la nécessité de mieux les repérer et de les surveiller. À partir de ces bases sociohistoriques, cette thèse présente les résultats d’enquêtes ethnographiques, consistant à cerner les répercussions des injonctions politiques sur les pratiques de quatre groupes professionnels : conseillers principaux d’éducation (CPE), surveillants, assistantes sociales scolaires et éducateurs de prévention spécialisée. Les métiers traditionnels (CPE, assistant social scolaire, surveillant) voient leurs missions aspirées par le traitement des manquements à l’obligation scolaire. Sous l’effet de la complexification des organisations du travail, le collège se fait de plus en plus gestionnaire. Les CPE organisent et planifient le contrôle de masse des absences au sein des établissements tout en repérant les « absences à risque ». Les surveillants, quant à eux, endossent plusieurs rôles : maintien de l’ordre, éducation et protection. Ils développent des compétences dans ces trois domaines pour prendre en charge les « absentéistes », y compris ceux qui sont considérés comme étant « en danger ». Les assistantes sociales scolaires relevant de l’Inspection académique font évoluer leur philosophie d’intervention initiale pour jouer un nouveau rôle institutionnel : celui du rappel à loi des parents et des enfants qui n’auraient pas respecté l’obligation. Dans ce paysage en mouvement arrivent de nouveaux intervenants qui relèvent de la Protection de l’enfance. C’est le cas des éducateurs de rue. Ces derniers dérogent à quelques-uns de leurs principes d’action pour collaborer avec les acteurs de l’école, en tentant de maintenir pour certains enfants des scolarités acceptables, même si elles demeurent irrégulières.En conclusion, la thèse montre que la rencontre entre l’Éducation nationale et la Protection de l’enfance, si elle est nécessaire, reste problématique. / Although more children than ever benefit from schooling today, truancy has become a public problem. To understand the stakes, first we have traced the history of the construction of this public problem, beginning with the Jules Ferry laws introducing mandatory schooling in France in the late nineteenth century. How were truant children perceived at that time? A study of the laws and of the political and institutional directives shows that over the course of several decades, truant children are seen as victims apt to be protected. However, beginning in the 1990s, they are instead perceived as destabilizing elements, as threats to civil society who must be carefully identified and monitored. Given this sociohistorical context, the present thesis presents the results of ethnographic investigation geared toward identifying the consequences of political injunctions on the practices of four professional groups (Principal Educational Advisors, referred to as conseillers principaux d’éducation or CPE; monitors, school social workers and street educators). The traditional professions (CPE, school social workers, and monitors) are seeing their missions subsumed by truancy cases. As the organization of work becomes increasingly complex, middle school establishments become increasingly managerial. CPE structures organize massive verification efforts among member establishments in an attempt to identify cases representing risk. Monitors juggle several roles, ranging from maintaining general order to education and protection. They develop skills in each of these three areas in order to follow up on student absences, including cases involving at-risk children. School social workers take on a new role in which they formally call to order parents and children who fail to respect the law in terms of compulsory schooling. In this moving landscape, new actors are appearing, such as so-called street educators (éducateurs de rue) who collaborate with school officials to try to assure acceptable levels of schooling for certain children, even if only on an exceptional and irregular basis. In conclusion, this thesis demonstrates that the encounter between the French Ministry of Education and the French Agency for Child Protective Services, remains problematic even if it is necessary.

Se presenta como pasos de esta reflexión la revisión bibliográfica de la EJA, el mapeo de tesis y disertaciones sobre el tema de esta investigación, la lectura exploratoria de documentos de la Secretaria Municipal de Educación y de las unidades escolares pesquisadas. Por lo tanto, esta pesquisa fue realizada mediante análisis de documentos y revisión bibliográfica. Se concluye que las responsabilidades establecidas por la legislación de la EJA no garantiza el derecho a la educación, sobre todo a causa de la evasión escolar. Esta pesquisa indicó que la evasión escolar en la EJA ocurre con frecuencia y que los índices de las escuelas no son ampliamente divulgados. Las reflexiones implicadas en esta disertación pueden contribuir para la continuidad de los debates acerca de las cuestiones de la evasión escolar en la EJA. / This work presents the data of school dropout in two schools in adult and youth education in the elementary school’s initials (I), in the municipality of Osasco / SP, between the period of 2009-2014. It aims to understand this phenomenon of school dropouts in adult and youth education from the perspective of the right to education.Elected as instances to be object of this research truancy in Youth and Adult Education and as the universe of our analysis two schools belonging to the Municipal Secretary of Education of the city of Osasco, one of the north side and another in the south zone.It is presented as stages of this reflection the literature review of the of adult and youth education, the mapping of theses and dissertations on the subject of this investigation, the exploratory reading documents from Municipal Department of Education and school units surveyed. It is concluded that the responsibilities established by legislation of the adult and youth education does not guarantee the right to education, especially because of the truancy. This research indicated that the truancy in the adult and youth education occurs frequently and that the contents of the schools are not widely disseminated. Elegemos como instâncias a serem objeto desta pesquisa a evasão escolar na Educação de Jovens e Adultos e como universo de nossa análise duas escolas que pertencem à Secretaria Municipal de Educação de Osasco, sendo uma da zona norte e outra da zona sul. Guidelines for empowering secondary school educators, in loco parentis, in addressing truancy among early adolescent learners

Doctor Educationis / This study examined the prevalence and the nature of truancy among early adolescent learners attending secondary schools in the Education Management and Development Centre (EMDC) in the eastern metropole of the Western Cape. The main purpose of the study was to answer the following question: How can secondary school educators, in loco parentis, be equipped with the required skills and resources in order to deal with the issue of truant behaviour among early adolescent learners? A comprehensive literature review was conducted to explore the character and extent of truancy. Thereafter, various theories of child development were highlighted, followed by a synopsis comprising different dimensions of the development of the early adolescent learner. The empirical investigation was carried out through quantitative as well as qualitative research methodology. A focus group interview was conducted with six learners, offering them an opportunity to express their perceptions and experiences as truants. Interviews were conducted with principals to obtain their impressions regarding truant behaviour. Thereafter, a questionnaire, which investigated truancy related aspects such as interaction with peers, parents and caregivers' involvement in learners' school activities, educators' influence on learners' school work and learners' self-esteem regarding their schooling, was administered to three hundred learners. The quantitative investigation revealed significant aspects about truant behaviour, indicating that predominantly more male than female learners (173 male and 26 as in the case of the present study) display this type of behaviour, truants generally originate from single parent families, and that they experience their educators and learning environments as extremely negative. Finally, two in-depth case studies were conducted on two learners, one identified as a truant and the other as a non-truant respectively. The purpose of the in-depth studies was to explore possible differences in their experiential worlds. Although the qualitative data is not generalisable, the findings of the case studies have revealed significant differences in the life worlds of the two learners. Comparatively speaking, it appears that non-truant learners are significantly better adjusted on all their functioning levels than truant learners. The results of the empirical investigation were compared with relevant findings which emerged from the literature study. Based on the present investigation, the study was concluded by offering a range of recommendations to secondary school educators, in loco parentis, empowering them in addressing the phenomenon of truancy among early adolescent learners in the Western Cape with its distinctive problems.

TITLE: Truancy and school attendance rejection at high school ABSTRACT: Risky behavior among adolescents is a serious society-wide phenomenon. In this context was carried the first research of medical high schools in Karlovy Vary region in school year 2007/2008 which was generally focused on all kinds of risky behavior. From this research have come out, besides others, that 30.80 % of students committed truancy. This work is focused on the issue of truancy and school attendance rejection based on the increasing tendency of truancy. The theoretical part defines truancy, its causes, diagnosis, consequences, intervention and legislative of this issue. Truancy and school attendance rejection for pupils in the 1st and 4th grade at Medical High School in Karlovy Vary analysis, evaluation of related factors influencing truancy and school attendance rejection and comparison of the obtained results was the purpose of the research part. The information from own anonymous questionnaires completed by 180 respondents were used in the practical part. Data analysis confirmed high and still growing number of truants among Medical High School in Karlovy Vary. A Study of School Attenders and Non-Attenders in the Ninth Grade in an Urban Inner-City School in North Central Texas

The problem of this study was to determine the effect of academic self-concept, student aspiration, intellectual achievement responsibility, and certain other personal factors on the attendance patterns of selected ninth grade students, and to develop from data on all factors a typical profile of conditions likely to result in high absenteeism and make recommendations for initial steps in remediation. As a result of the statistical analysis and subsequent retention or rejection of the null hypotheses, the significant findings of this study may be summarized as follows. (1) Ninth grade attenders are significantly younger than non-attenders. (2) Attenders had more siblings than non-attenders. (3) Attenders are significantly more involved in school organizations than non-attenders. (4) There is a higher frequency in suspensions among non-attenders. Based on analysis of the findings of this study and within the limitations of the population described in the procedure section, the following conclusions were formulated. (1) Students who have been retained, started school later, or for some reason are older than their classmates, are more likely to attend school irregularly.(2) Educators cannot expect to find the major causes of student absenteeism to be academic self-concept, intellectual achievement responsibility, or student aspiration. (3) Family size may be an important consideration for educators to investigate when working with school non-attenders. (4) School attenders can be expected to be actively involved in the co-curricular elements of the school program. (5) Higher rates of student suspensions are more likely to increase attendance problems rather than reduce them. (6) How students use their time outside the school day is not likely to be the crucial factor in school attendance. (7) While students often complain about schedules, teacher selection, and proximity of friends, it is not likely that changes in these factors would influence student attendance.

Therapeutic techniques for treatment of adolescents with rebellious behaviour

This study focuses on the therapeutic interventions by mental health practitioners when faced with rebellious youths. Rebelliousness refers to the act of defying lawful authority or a resistant way of relating to authority or convention. It is manifested in, amongst others, withdrawal, deviance, delinquency, antisocial behaviour, and suicide. To date there are no interventions for rebellious youths per sé. Rebellious youths are often treated with traditional strategies which are often ineffective and show little promise for eliminating rebellious behaviour. Research has revealed that teen problem behaviours stem from "life-problems" such as psychosocial stressors. Therefore treating the adolescent for substance abuse, for example, is treating him/her for the wrong reasons. It is no surprise that many adolescents who have undergone intervention programmes for specific behaviour problems relapse soon after they are released from the programmes. The study focuses on integrating different strategies in order to combat rebelliousness in adolescence and beyond. This holistic approach argues that all treatments share certain curative processes. Therefore each treatment works best when it is combined with other aspects of treatment. For this reason, individual, family and group therapy were combined together with school strategies. The results of this study indicate that combining procedures that are designed to improve problematic behaviour in teenagers are viable forms of treatment. / Educational Studies / D.Ed.(Psychology of Education)

Challenges and factors contributing to learner absenteeism in selected primary schools in Acornhoek

Learner absenteeism is one of the major precursors to poor academic performance. If learners miss school, they do not learn and ultimately they fail or drop-out. Notwithstanding, this problem does not receive the attention it deserves. A literature study, which reviewed research findings concerning absenteeism in South Africa and selected countries, provided a framework for the ensuing empirical inquiry. A qualitative study using in-depth interviews, focus group interviews, document review and observation as data gathering techniques focused on two selected primary schools with a high rate of learner absenteeism in the Acornhoek area of Mpumalanga, South Africa. Participants were purposefully selected as information rich candidates: absentee learners, parents of absentee learners, teachers and school principals. Learner absenteeism negatively impacts effective professional practice, that is, teaching and learning.
