The application of the principles of the Strategic Management in University Libraries was studied with an aim to evaluate if they really do exist and what are the methods of planning adopted by part of the managers of the System of Libraries (SB) the Federal University of Ceará (UFC). In this manner, they contribute, along with the presentation, a route of Strategic Planning with possible applications to the UFC System of Libraries. Such a study bases itself in the bibliographical, documental and field research, qualitative. One technique utilized in the collection of primary data, were two questionnaires that were structured with open and closed questions, including opinion scale based in the measure of Likert, applied to the actual direction of the SB/UFC and to the managers of the UFC’s libraries. The obtained were transcribed into graphics to better visualize the incidence of the answers. The Strategic Management model adopted in university libraries is indicated because it is a management model proofed as compatible with the activities developed by this type of informational unity. It presents the retrospective results of studies realized by the SB/UFC’s work team in which the strategic confirms the viability of the adoption of this management method, having, by means of valuations of the actual conditions, the base of the view of facts and events, that are indicators of the future, related through the analysis of market potential Strengths Weaknesses Opportunities Treats (SWOT) matrix, of the referred System. One can affirm, therefore, that such management method demonstrates highly inspiring results, consolidating the growth of the organizational management learning, in the pursuit of achieving levels of excellence amid the constant changes and the adequacy of the use of human and material resources available for the development of sector, that has as aim to consolidate as a basis to the teaching, researching and extension, through the constant improvement of the provided services to the academic community inside and outside the UFC. / Planejar constitui uma atividade natural e, muitas vezes, intuitiva na vida das pessoas; entretanto, ao se referir à gestão de um setor tão importante quanto a Biblioteca Universitária, essencial ao desenvolvimento das atividades de ensino, pesquisa e extensão depara-se a necessidade da utilização de um método gerencial estruturado, mediante o qual seja possível garantir que as estratégias traçadas possam ser traduzidas em termos operacionais. As aplicações dos princípios da Gestão Estratégica em Bibliotecas Universitárias foram estudadas com o propósito de avaliar se realmente existem e quais são os métodos de planejamento adotados por parte dos gestores do Sistema de Bibliotecas da Universidade Federal do Ceará (SB/UFC), buscando, assim, contribuir com a apresentação de um roteiro de Planejamento Estratégico com possíveis aplicações ao SB/UFC. Tal estudo se baseia na pesquisa bibliográfica, documental e de campo, com natureza qualitativa sobre o tema. Foram usados, como técnica para coleta de dados primários, dois questionários estruturados com perguntas abertas e fechadas, incluindo escala de opinião baseada na medida de Likert, aplicado à atual direção do SB/UFC e aos gestores das bibliotecas da UFC. Os dados foram transcritos em gráficos para melhor visualização. O modelo da Gestão Estratégica adotado em bibliotecas universitárias é indicado por ser um modelo gerencial comprovadamente compatível com as atividades desenvolvias por esse tipo de unidade informacional; apresenta ainda os resultados retrospectivos de estudos realizados pela equipe de trabalho do SB/UFC, nos quais as análises estratégicas comprovam a viabilidade da adoção desse método gerencial, tendo por meio de avaliações das condições atuais a base da visão de fatos e eventos indicadores do futuro, relatadas pela análise de potencial mercadológico Strengths Weaknesse Opportunities Treats matriz (SWOT), bem como do Balanced Scorecard (BSC) do referido Sistema. Pode-se afirmar, portanto, que tal método da gestão demonstra resultados inspiradores, ao consolidar o crescimento da aprendizagem gerencial organizacional, na busca de patamares de excelência em meio às constantes mudanças e à adequação do uso dos recursos humanos e materiais disponíveis para o desenvolvimento do setor, que tem por finalidade se consolidar como alicerce para o ensino, pesquisa e extensão, mediante a constante melhoria dos serviços prestados à comunidade acadêmica interna e externa da UFC.

The university library has become a strategic equipment for the implantation of new sorts of management in the IES. In such context, we aim, with this research, to develop the management strategic method, adapted for university libraries, particularly in the Health and Science Library of the Federal University of Ceará-UFC, proposed by Kaplan and Norton (1997): the Balanced Scorecard – BSC. The methodology used for the elaboration of the method proposed the accomplishment of 9 (nine) stages: define the selected organizational unity;establish or define the organization vision and mission; proceed to the swot analysis; determine global strategies; define perspectives; select strategic objectives; define indicators and goals for each objective; suggest strategic actions and working out of the strategic map. The implantation process was described through the analysis of the four perspectives: social responsibility perspective, of the clients, of the internal processes and of learning and growing. The evaluation of results was positive concerning strengthening to subsidies to improve the strategic management of the UFC- Health and Sciences Library and to serve as a parameter for other High Education Institutions (IES) university libraries. Thus, it was concluded that the method used presented effective results for the library analyzed while it is used as inspiration for deepening the strategies determined as essential for the institution consolidation and growing. It also encourages the continuous search for learning and excellence for the social accomplishment of the university library mission / As Instituições de Ensino Superior (IES), inseridas na sociedade do conhecimento, são afetadas por mudanças que envolvem o gerenciamento da informação como instrumento essencial para uma gestão eficiente. Diante dessa realidade, a biblioteca universitária torna-se um equipamento estratégico para a implantação de novas formas de gerenciamento das IES. Nesse contexto, objetiva-se neste trabalho desenvolver o método de gestão estratégica, adaptado para bibliotecas universitárias, particularmente na Biblioteca de Ciências da Saúde da UFC, proposto por Kaplan e Norton (1997): o Balanced Scorecard – BSC. A metodologia usada na elaboração do método propôs a realização de 9 (nove) etapas: definir a unidade organizacional selecionada; estabelecer ou definir a visão e a missão da organização; proceder à análise swot; determinar estratégias globais; definir perspectivas; selecionar objetivos estratégicos; definir indicadores e metas para cada objetivo; sugerir ações estratégicas, e elaborar o mapa estratégico. O processo de implantação foi descrito pela análise das quatro perspectivas: perspectiva de responsabilidade social, dos clientes, dos processos internos e do aprendizado e crescimento. A avaliação dos resultados foi positiva com referência ao fornecimento de subsídios para melhorar a gestão estratégica da Biblioteca de Ciências da Saúde da UFC e servir de parâmetro para outras bibliotecas universitárias de instituições de Ensino Superior – IES. Conclui-se, assim, que o método aplicado apontou resultados eficazes para a biblioteca analisada, à medida que serve de inspiração e norte para o aprofundamento das estratégias determinadas como essenciais para a consolidação e o crescimento da instituição, bem como incentiva a busca contínua de aprendizagem e de excelência para o cumprimento social da missão da biblioteca universitária

Leading for innovation : an assessment of employee perceptions about leadership behaviours among senior and middle management staff at Rhodes University Library

Organisations require a leadership cohort that can drive transformation from within, if they wish to adapt innovatively towards ensuring sustainable relevance in a volatile and highly competitive global market. The same applies to academic library services that serve the needs of their respective institutions. Yet, as indicated by various studies, little attention is paid to the nature of leadership required to take academic libraries forward in an age where, especially in the South African academic environment, the maxim of “business unusual” holds true. Transformational leadership is described as visionary and adaptive leadership aimed at increasing morale and motivation of staff, with an emphasis on follower development and empowerment towards self-leadership, driving entrepreneurial activities (Goethals, Soreson and Burns 2004b: 1558). The study explores aspects of the nature of transformational leadership, as well as the extent to which transformational leadership behaviours and attributes are perceived as being evident among the middle and senior library staff members at the Rhodes University Library. The Full Range Leadership Model (FRLM) provided the framework for this study, and the Team Multifactor Leadership Questionnaire (TMLQ) was adapted and administered (via the Mind Garden Transform Hosting Solution) to all 42 staff members of the Rhodes Library. The data analysis was done based on the collated on the Mind Garden Transform Hosting Solution. Based on the analysis of the data, it was concluded that the RUL leadership team is perceived as being predominantly transformational in nature, but with evidence to suggest that transactional and non-leadership behaviours occur more frequently than are conducive towards innovation. This conclusion is supported by the assessment of the perceptions of leadership outcomes that indicate perceived levels of some ineffectiveness, some dissatisfaction and insufficient extra effort on the side of the leadership team. / Mini Dissertation (MIT)--University of Pretoria, 2017. / Information Science / MIT / Unrestricted

Information seeking behaviour of faculty and use of the internet at Gulu University Library, Kampala, Uganda

This study examined the information seeking behaviour of faculty and use of the Internet at Gulu University Library. The purpose of the study was to answer the following research questions: What has been reported in the subject literature on the information behaviour of faculty with specific reference to the use of the Internet, which research methods need to be used to study the information behaviour and Internet use of faculty? What is the information seeking behaviour of faculty at Gulu University with specific reference to the following: factors driving information seeking? Information seeking preferences? Use of the Internet? And challenges encountered while seeking information? The study used descriptive survey design and the respondents were faculty members from Gulu University. No sampling method was used since the whole population was considered. Data for the study was collected using self- administered questionnaires. The study found that faculty members make considerable use of e-resources available through the Internet for teaching, research, and general work. Faculty members’ self rating of information seeking skills is good regarding WWW search engines, Internet browsers, searching electronic journals and using simple/basic search interfaces. Faculty members at Gulu University slightly prefer seeking for electronic information resources more than print information resources. The majority of faculty members use the Internet frequently and the major points of access are: wireless Internet, personal modems and access provided in the main library. The most searched for Internet information resources are reference materials, e-journals, newspapers and magazines. The most frequently used Internet tools are general search engines and e-mail. Subscription databases such as EBSCOhost, HINARI, AGORA, Cochrane Library, Medline, Emerald and Blackwell are unpopular among faculty members at Gulu University with only Google scholar which is free being popular and used frequently. The most important factors influencing non-use of the Internet by faculty members at Gulu University are: slow Internet speed and unreliable Internet connections. The gaps identified in the Gulu University Library service are: absence of a library website, inadequate current textbooks and inadequate e-resources. It was concluded that the University Library with support from Gulu University management and government should increase bandwidth for faster Internet access. In der Universitätsbibliothek Breslau (Biblioteka Uniwersytecka we Wroclawiu) und in der SLUB Dresden werden wertvolle Handschriften und Drucke digitalisiert, um die Originale leichter zugänglich zu machen und gleichzeitig zu sichern und zu schonen. Beide Bibliotheken besitzen jeweils einen Teil eines alten, um 1290 in Württemberg entstandenen hebräischen Gebetsbuchs, von grandioser Größe, Schönheit und Bedeutung, aber seit Jahrzehnten kaum mehr erforscht. Was lag da näher, als die beiden Handschriftenteile in Breslau und Dresden zu neuem Leben zu erwecken, zu digitalisieren, virtuell zu vereinen und damit Forschern und Interessierten in aller Welt besser als je zuvor zugänglich zu machen?

The methodological approach consisted of both explanatory and descriptive case study based on nonprobable, intentional sample, consisting of seventeen unit of information managers of the mentioned System. One obtained research data from primary and secondary sources, through structured interviews and documental analysis, respectively. The analysis of data collected during the interviews was performed according to the technique of content analysis which rose evidence of the barriers that might be influencing the implementation process of the new system structure. Moreover, one identified likely deviations in certain administrative procedures related to the elaboration of the herein object of study. The results demonstrate the need of creating an appropriate context for Knowledge Management, primarily through a review in the organizational structure, so that it will foster both integrated and systemic initiatives which might encourage participation and commitment of individuals involved in the activities of the system. Among the organizational guidelines to mitigate the barriers that hinder the implementation of the Internal Regiment of this Library System, one proposes: institutionalization of participation in decision-making; development of a systematic and integrated plan for upgrading the communication system; resizing of the staff; employment of librarians and library assistants; investment in preparation of personnel to occupy management positions; creating an advisory intermediary service, linked to this Library System Office, in order to technically coordinate, and supervise Cross-sector Libraries; establishment of proper salaried department office managers to those who are responsible for the Cross-sector Libraries; development of studies focusing on the continuous improvement of administrative procedures; and creating of a programme of internal marketing. It also recommends the development of a new document regimental, so this will be in accordance to the legal framework that regulates the formation of normative acts. / Analisa o processo de elaboração e implementação do Regimento Interno do Sistema de Bibliotecas da Universidade Federal da Paraíba (Sistemoteca), aprovado pelo Conselho Superior (CONSUNI), por meio da Resolução nº 31 de 2009. Visando atingir tal desígnio, foram estabelecidos objetivos específicos que possibilitaram compreender o seu processo de elaboração e identificar as barreiras à sua implementação. A abordagem metodológica consistiu de um estudo de caso de caráter exploratório e descritivo com base numa amostra não probabilística e intencional, constituída de dezessete gestores de unidades de informação do Sistema. Os dados foram obtidos junto a fontes primárias e secundárias, por intermédio de entrevistas estruturadas e da análise documental, respectivamente. A análise dos dados coletados nas entrevistas foi efetuada segundo a técnica de análise de conteúdo e suscitou evidências das barreiras que podem estar influenciando o processo de implementação da nova estrutura do Sistemoteca. Outrossim, possibilitou identificar desvios em determinados procedimentos administrativos relacionados à elaboração do objeto de estudo em questão. Os resultados obtidos alertam para a necessidade de se criar um contexto adequado para a gestão do conhecimento, principalmente por meio de um reexame na estrutura organizacional, de forma que esta venha a fomentar iniciativas de caráter integrado e sistêmico que estimulem a participação e o comprometimento dos sujeitos envolvidos nas atividades do sistema. Dentre as diretrizes organizacionais necessárias para mitigar as barreiras que dificultam a implementação do Regimento Interno do Sistemoteca, propõe: institucionalização de espaços de participação no processo de tomada de decisões; desenvolvimento de um plano sistemático e integrado de aperfeiçoamento do sistema de comunicação; investimento no preparo dos ocupantes dos cargos gerenciais; criação de uma assessoria intermediária, ligada à Direção do Sistemoteca, com atuação específica para a coordenação técnica e supervisão das Bibliotecas Setoriais; estabelecimento de chefias remuneradas para os responsáveis pelas Bibliotecas Setoriais; e desenvolvimento de estudos visando à melhoria contínua dos processos administrativos.

Its issue mostly refers to these questions: University Library, while an organization and provider of information resources, through professionals who work in it, can influence pedagogically academic life of undergraduate students of the institution? Is it possible to detect how this influence operates on its users? Is it possible to the Librarian, while performing such services to the students, develops the role of educator, participating in the process of their training? The main objective of this study was to evaluate the role of pedagogical education of the University Library played by its professional in academic undergraduate students of Unoeste. As specific goals, check if services provide support to the students and observe if they match their academic and informational expectation and requirements. Examine the potential and weaknesses of services offered to the students and also evaluate those students that are arriving and those who are leaving the University, and show the results, in order to analyse the existence of academic growth during the years they remained in the institution and used the Libraries services, and through it prove the importance of Library for their professional training. It s a quali-quantitative exploratory research, with field research as its source of information, as sought data directly from the population surveyed, and also, a case study, in which one particular case was favored, the undergraduate student, classroom modality, of this institution. To collect data, we applied an online form called SAV Evaluation System , in two stages to students from eight undergraduate courses at the first and last semester; firstly, 285 were evaluated, and at the second stage, 20% that corresponds to 90 students of the second semester students of 2013, totaling 375 students. To data analysis were used the answers from the forms and statistical graphics, during the first and second stages of this research, proving the relevance and informational support that Librarians and library services offered by the University play in the educational context, highlighting the educational influence of services offered to this intitution s students. / A presente pesquisa tem como tema, a função pedagógica educativa da Biblioteca Universitária na formação dos discentes de graduação, em uma universidade privada do interior do Estado de São Paulo, a Unoeste - Universidade do Oeste Paulista. A sua problemática se refere principalmente às questões: A Biblioteca Universitária, enquanto organização e provedora de recursos informacionais, por meio dos profissionais, que nela atuam, pode influenciar pedagogicamente a vida acadêmica dos discentes de graduação da instituição? É possível detectar, de que maneira se opera essa influência sobre os seus usuários? O Bibliotecário ao realizar tais serviços aos discentes desempenha a função de educador, participando no processo de formação profissional deles? O objetivo principal desse estudo foi avaliar o papel pedagógico educativo da Biblioteca Universitária desempenhado pelos seus profissionais, na formação acadêmica dos discentes de graduação na Unoeste. Quanto aos objetivos específicos, verificar se os serviços oferecidos fornecem apoio aos discentes e se atendem suas expectativas e exigências acadêmicas e informacionais. Examinar as potencialidades e fragilidades dos serviços oferecidos aos discentes e ainda, avaliar os alunos que estão saindo e os ingressantes na instituição, e demonstrar os resultados, se houve crescimento acadêmico no decorrer do período que esteve na instituição e utilizou os serviços das Bibliotecas, e desta forma comprovar a participação da Biblioteca em sua formação profissional. Trata-se de uma pesquisa quali-quantitativa de natureza exploratória, com campo, como fonte de informação, pois buscou os dados diretamente com a população pesquisada, e, também, de um estudo de caso, em que privilegiou um caso em particular, o de alunos de graduação, modalidade presencial, dessa instituição. Para a coleta de dados, foi aplicado um formulário on-line denominado de SAV Sistema de Avaliação , em duas etapas aos discentes de oito cursos de graduação no primeiro termo e no último termo; na primeira, foram avaliados 285 alunos, e na segunda etapa 20%, que corresponde a 90 alunos ingressantes no segundo semestre de 2013, totalizando 375 alunos. Para a análise dos dados, utilizou-se de respostas obtidas no formulário e gráficos estatísticos, tanto na primeira, como na segunda etapa da pesquisa, comprovando a relevância e o apoio informacional que os bibliotecários e os serviços oferecidos pela Biblioteca desempenham no contexto educacional, destacando a influência educativa dos serviços prestados para os discentes da instituição.
