Enhancing urban centers: connecting grey with green in Kansas City's downtown loop

Law / In the late 1800s George Kessler and the Board of Parks and Boulevard Commissioners (BPBC) developed a Parks and Boulevard system for Kansas City, MO laying the foundation for the city to grow. Development of the system is the result of the combination of Kessler’s ideology, as well as his planning and design practices. The parks and boulevard system established a framework giving due weight to existing conditions, adapting itself to topography, avoiding forced routes and forced construction. This framework based itself around the value of beauty, the city’s duty, the effect of parkways and boulevards on real-estate values, and the experience of other cities. Today, auto-centric sprawl has revealed its limitations, bringing focus back to the neglected urban fabric. The current urban fabric is dominated with automotive infrastructure responding only to the pedestrian where convenient or required. Results of this trend in development are concrete jungles. Unfortunately, the city character developed by the expanded parks and open space systems has been or is in danger of being lost. Opportunities for redevelopment are rising as these expansive urban infrastructures are reaching the end of their designed life cycle. As people begin to repopulate urban areas, revitalization of the parks and green space is of high priority. Adapting George Kessler’s practices, principles, and ideals behind the Kansas City Parks and Boulevard System to contemporary practices, principles, and ideals in landscape architecture will allow a designer to enhance urban centers. Using my findings, I will develop a master plan for the Kansas City Downtown Loop. By enhancing sites with parks and plazas connected with pedestrian friendly greenways, the Downtown Loop will be a safer, more pleasant place for pedestrians and motorists alike.

Estes centros urbanos abrigam uma crescente concentração de comércios, serviços e finanças, infraestrutura consolidada e garantia de acesso ao transporte coletivo, em detrimento da função residencial e/ou precariedade habitacional, além de contar com a presença de inúmeros imóveis vazios e/ou subutilizados, os quais têm sido alvo de programas e projetos de intervenção pública nas últimas décadas. O método dialógico tem levado a compreensão e avaliação da arquitetura numa relação cronotópica do texto (objeto de estudo) com seu contexto, nas dimensões tempo-espaço ricoeuriana e articuladas com as três dimensões dialógicas da vida humana (estética, ética e ciência). A Prefeitura de São Paulo (Brasil), nas gestões 2001 a 2004 e 2005 a 2008, através do Programa de Arrendamento Residencial (PAR) reabilitou alguns edifícios na ambiência do centro histórico para habitação de interesse social (HIS) e, dentre esses, está o Edifício Maria Paula. Em Roma (Itália), a Prefeitura, desde 2000, através do Programmi di Recupero Urbano (PRU) requalificou áreas degradadas e reabilitou edifícios para habitação social e, dentre esses, está o Conjunto Residencial San Basilio. Diante dos fatos aludidos, esta pesquisa tem como objetivo avaliar os programas e projetos públicos de habitação social em centros urbanos consolidados: Programa de Arrendamento Residencial em São Paulo, Brasil e o Programmi di Recupero Urbano em Roma, Itália, através dos estudos de caso: Edifício Maria Paula e Conjunto Residencial San Basilio, respectivamente. Metodologia: compreende cinco etapas. A primeira, a abordagem teórica sobre a ambiência do centro histórico e o centro urbano consolidado, arquitetura, habitação, texto, contexto e dialogia. A segunda, o método arquitetura dialógica, com base na fundamentação teórica e filosófica de Bakhtin, Ricoeur e Muntañola, que se inicia pela compreensão do texto arquitetônico, a construção original (configuração), a degradação física do edifício, o projeto de reabilitação (reprefiguração), a construção reabilitada (reconfiguração) e o uso social da habitação (re-refiguração). A quinta, a análise comparativa do PAR: Edifício Maria Paula, em São Paulo e o PRU: Conjunto Residencial San Basilio, em Roma. Resultados: contribuir com estudos sobre habitação social em centros urbanos consolidados; contribuir com estudos sobre arquitetura dialógica e subsidiar, através deste estudo, programas e projetos públicos de habitação social no Brasil. / The consolidated urban centers of the metropolis areas, in general, house loaded buildings symbols and meanings that shape the collective memory and identity of citizens, in addition to express social, economic, political and cultural organizations. These urban centers are home to a growing concentration of trade, services and finance, consolidated infrastructure and ensuring access to public transport, to the detriment of the residential function and / or housing precariousness, in addition to the presence of numerous voids and / or underutilized properties, which have been the target of programs and public intervention projects in recent decades. The dialogical method has led to the understanding and evaluation of architecture in a chronotopic relation text (object of study) with its context, the Ricoeur’s dimensions space-time and articulated with the three dialogical dimensions of human life (esthetics, ethics and science). The City of São Paulo (Brazil), on the managements of 2001-2004 and 2005-2008, through the Residential Leasing Program (PAR), rehabilitated some buildings in the ambience of the historic center for social housing (HIS) and, among these, is Maria Paula building. Rome (Italy), the City since 2000 through Programmi di Recupero Urbano (PRU) reclassified degraded areas and rehabilitated buildings for social housing and, among these, is the Residential San Basilio. Faced with the facts alluded, this research aims to evaluate the programs and public projects of social housing in urban consolidated centers: Residential Leasing Program in São Paulo, Brazil and Programmi di Recupero Urbano in Rome, Italy, through the case studies: Maria Paula building and Residential San Basilio, respectively. Methodology: comprises five stages. The first, theoretical approach to the ambience of the historic center and the consolidated urban center, architecture, housing, text, context and dialogy. The second, the dialogic architecture method, based on philosophical and theoretical background of Bakhtin, Ricoeur and Muntañola which starts by understanding the architectural text, the original construction (setting), the physical deterioration of the building, the rehabilitation project (reprefiguration), the rehabilitated building (reconfiguration) and the social use of the dwelling (re-refiguration). The third, the Programmi di Recupero Urbano (PRU): The building San Basilio in Rome - Italy. The fourth, the Residential Leasing Program (PAR): Building Maria Paula in São Paulo - Brazil. The fifth, comparative analysis of the PAR: Building Maria Paula in São Paulo and the PRU: Building San Basilio, in Rome. Its formation and development are related to the process of the country industrialization. The consequence of this process for Diadema city was the irregular territory occupation from populations with low purchasing power in a large scale. And this gives some particular characteristics to these downtowns, such as the dependence on. In recent years, ahead of the process of productive reorganization the municipal government has argued about the downtown and centre of neighbourhood development, with the perspective to integrate them as significant economics activities in the city. With this, the objective of this work is to analyze the formation process of these downtowns and the dependence for great downtowns, in a perspective of forming an independent downtown. Moreover, we will check the performance of the municipal government in the structuralization of these areas during the urban development of the Diadema City. / Este trabalho é resultado da experiência profissional na Prefeitura de Diadema, desde o ano de 2002, onde foi possível conhecer a realidade do município, seus problemas e potencialidades, cuja formação e desenvolvimento estão relacionados ao processo de industrialização do país. Este processo teve como consequência para a cidade, a ocupação irregular do território por população de baixa renda e demais segmentos, o que confere determinadas características para seus diversos centros, como a polarização por centralidades mais estruturadas no município de São Paulo e na Região do Grande ABC. Nos últimos anos, diante do processo de reestruturação produtiva, o poder público vem discutindo sobre a comodidade de um centro para o município e seu desenvolvimento, a fim de integrá-lo e consolidá-lo. O objetivo deste trabalho é de analisar o processo de constituição do centro principal e dos centros urbanos de Diadema e sua polarização, numa perspectiva de se formar e consolidar uma centralidade independente. Além disso, verificaremos a atuação do poder público na estruturação dessas centralidades dentro do contexto de desenvolvimento urbano do município de Diadema.

Public Space and Urban Life: A Spatial Ethnography of a Portland Plaza

The Urban Center Plaza at Portland State University is a high profile place situated in downtown Portland, Oregon. In some ways it is the ideal university plaza providing space for eating, conversing, or limited recreational activity. It is a place that has been studied before, but not in a more in-depth method incorporating quantitative and qualitative analyses. It is also a place that has gone through several stages of development and is the target of many opinions based on casual observations, at times due to these changes. This thesis focuses on an ethnography of place in this particular plaza in an effort to more thoroughly analyze how people use the space and how it came together to become the plaza known by Portlanders today. This is done through the use of random video observations, direct observations, and in-depth interviews with those who were involved in the creation of the plaza. Analysis of the video recordings includes pedestrian counts, behavioral maps, and common routes taken through the plaza. Direct observations provide more insight into the day-to-day activities of the plaza and the phenomenological perspective of the design elements. Interviews allow for a more complete timeline of events in order to assess the plaza properly. By combining these methods based on other plaza-based ethnographies, it is concluded that the plaza is a well-used and successful space and even suggest possible areas of improvement. Methods are also assessed for future use on other city parks and plazas, possibly in a comparative context.

Este documento de tesis fue desarrollado con la intención de estudiar la propuesta de arquitectura religiosa desde un punto de vista fenomenológico y social. La propuesta toma como punto de partida a Huaycán, una zona de Lima con problemas sociales particulares, y se identifica a su comunidad franciscana y la falta de un centro social y religioso como el componente clave para el desarrollo de una identidad espiritual faltante en el lugar, pues a pesar de ser una zona rica, importante y compleja en historia y dinámica religiosa, no se haya como tal. Es así que la propuesta trata de aprender de las raíces prehispánicas del lugar sin desviarse de su identidad verdaderamente cristiana e incluso retomando tradiciones simbólicas de uso infrecuente. / This thesis was developed with the intention of studying the proposal of religious architecture from a phenomenological and social point of view. The proposal takes as its starting point Huaycán, an area of Lima with particular social problems, and identifies its Franciscan community and the lack of a social and religious center as the key component for the development of a missing spiritual identity in the location as despite it being a rich, important and complex area in history and religious dynamics, there is no such manifestation. Thus, the proposal tries to learn from the pre-Hispanic roots of the place without deviating from its truly Christian identity and even retaking symbolic traditions of infrequent use. / Tesis

Centro de la juventud para el distrito de San Miguel / Youth Center for the district of San Miguel

El proyecto nace de una oportunidad que nos brinda la trama urbana del distrito de San Miguel. En el espacio de trabajo encontramos diversos elementos que caóticamente conviven y que necesitan una propuesta que resuelva sus necesidades. El proyecto se ubica en el actual Centro de rehabilitación de menores “Maranguita”, el cual es de uso mixto y es propiedad del Poder Judicial. El entorno urbano viene siendo afectado directamente por el crecimiento desordenado y la falta de planeamiento. La zona se presenta como potencial para el crecimiento inmobiliario, pero a la vez sus diversos problemas como la tugurización y la inseguridad frenan su desarrollo. Propuse la creación de un equipamiento urbano, que actué como eje principal del reordenamiento de la manzana, componiéndola como un elemento singular de la trama urbana, en el cual pueda relacionarse con una vivienda de densidad media y los espacios urbanos que se tienen alrededor. El objetivo principal fue recuperar el lugar, devolviéndole las características perdidas por la larga exposición a un equipamiento que ya no debería estar en la ciudad. Funcionalmente el edificio cuenta con dos bloques: En el primero la zona publica, ubicada en el bloque sur del edifico, cuenta con servicios principalmente para los jóvenes y niños del distrito, como servicios de salud, servicios sociales, biblioteca, zonas de recreación y de formación. En el segundo bloque se encuentra la zona de servicios, ubicada en el bloque norte, cuenta con zonas administrativas y de gestión cultural, además con cocinas y talleres de mantenimiento. / e project is located in the current Child Rehabilitation Center "Maranguita" and is owned by the Judicial Branch. The urban environment is directly affected by the disorderly growth and lack of planning. The area is presented as a potential for real estate growth, but at the same time its various problems such as slum and insecurity slow down its development. I proposed the creation of an urban facility, which acted as the main axis of the rearrangement of the block, composing it as a singular element of the urban fabric, in which it could be related to a medium density house and the surrounding urban spaces. The main objective was to recover the place, returning the characteristics lost due to long exposure to equipment that should no longer be in the city. Functionally the building has two blocks: In the first the public area, located in the south block of the building, has services primarily for youth and children of the district, such as health services, social services, library, recreation and training areas. In the second block is the service area, located in the northern block, has controlled access only for staff and suppliers of the building, has administrative and cultural management areas, also with kitchens and maintenance workshops. / Tesis
