Em geral, os estudos relativos à USAID dedicaram-se a mostrar a ação da agência no contexto da Guerra Fria, no quadro de dependência e hegemonia norte-americana no continente, quando coincidiam regimes autoritários em grande parte dos países latinoamericanos. Trata-se de compreender se as mudanças ocorridas no cenário das relações internacionais, com a queda do Muro de Berlim e a realização da Rio-92, trouxeram modificações em suas estratégias, práticas e concepções. O trabalho conclui que não houve mudança na forma de estratégia da USAID desde a sua criação, em 1961, sendo utilizada, atualmente, para assegurar a liderança e os interesses dos Estados Unidos no sistema internacional. / The aim of this paper is to study the International Cooperation regarding the nowadays environment issues, connected to the relations between Brazil-USA and, particularly speaking, the United States Agency for International Development (USAID) initiatives, taking into consideration its programs, strategies, priorities and ways of acting out in the main program for Pilot Program to Conserve the Brazilian Rain Forest (PPG7). Overall, the studies related to USAID are dedicated to show the Agency actions in the context of the Cold War, in the frame of American dependency and hegemony in the continent, when the authoritary governments ruled the most part of the latin american countries. It is a matter to understand how these changes in the international relations scenery, with the fall of the Berlim Wall and the realization of Rio-92 brought significant changes in the USAID strategies, practices and conceptions. This paper concludes that there were no changes in the USAID strategies since it was founded in 1961, thus this agency is the tool to assure the leadership of United States and their interests in the International System.

From Our Democracy to Yours

The United States has viewed promoting democracy as a longstanding tenet of its foreign policy. This has manifested itself in many ways, including in its foreign aid projects. This thesis sought to better understand what the U.S. did in promoting democracy through its foreign aid. Specifically, it what the U.S. did with its democracy and governance aid to Kenya from 1993 through 2008. It reviewed the scholarly literature to identify recommended best practices and evaluate the evidence supporting the effectiveness of aid. Having determined what projects were better to support than others, I reviewed documents available from the United States Agency for International Development (USAID) and assessed what types of projects the U.S. supported. This thesis also reviewed other project data available from USAID to ensure a full picture of U.S. democracy and governance aid to Kenya. Additionally, this thesis reviewed additional outside assessments of Kenya to provide full context for the U.S. aid efforts there. My research identified three clear trends in U.S. aid to Kenya. First, democracy promotion was a tenet in many USAID projects even beyond those specifically intended to promote democracy. Second, USAID's projects largely conformed to the best practices of the literature. Third, there was a significant increase in aid to Kenya starting in 2001 that largely predated the terrorist attacks on September 11, 2001. This provides a basis for further research into the effectiveness of U.S. democracy aid to Kenya. / Master of Arts / This thesis examined how the United States Agency for International Development (USAID) promoted democracy in Kenya from 1993 through 2008. The promotion of democracy has been a standing goal of U.S. foreign policy for decades, this thesis reviewed the history of U.S. democracy promotion, discussed the theories underlying U.S. democracy promotion efforts and identified best practices from academic and other literature. Having determined best practices, this thesis then examined U.S. democracy promotion efforts in Kenya from 1993 through 2008 to assess what the U.S. did and whether it comported with the recommendations from the literature. This research identified three trends in U.S. aid to Kenya. Democracy Promotion in Afghanistan : The top-down or bottom-up approaches of EU or US

Democracy promotion is a key objective in both US and EU foreign development policy. The study attempts to provide a better understanding of both actors democracy promotion in Afghanistan. The US and the EU are perceived to have different approaches regarding democracy promotion. Therefor the study examines if US used top-down and EU bottom-up approaches respective coercive and persuasive methods. Approaches used by actors are examined in the study regarding democracy promotion in the case of Afghanistan. It is a case study with qualitative text analysis and the theories used are top-down and bottom up channels of democracy, and persuasive and stick methods. The survey has looked at the both actors’ commitment in Afghanistan during period of 2001-2014. The result shows that the US and EU have more similarities than differences in the case of Afghanistan and actors have combined both top-down and bottom-approaches in promotion of democracy and focused on cooperation and partnership.

An evaluation of donor agencies policies on participatory development: The case of Ghana.

This paper critically evaluates guidelines concerning participatory development by the World Bank and USAID. It focuses on the different conceptual frameworks adopted in order to examine the differing ways of adopting participation in their development agenda. A literature –based method was adopted and the analysis included evaluation of five documented experiences including the Ghana Secondary Education Improvement Project and Ghana Water Sanitation and Hygiene Project from both the World Bank and USAID. Baum project cycle stages have been taken as activities for project participation. Working Together: Government Contractors Building Democracy Abroad

Although the United States has hired private contractors to execute government-funded work since its inception, these contractors have become increasingly more common since the 1980s. The United States Agency for International Development (USAID) has been no exception; the number of for- and non-profit contractors designing and implementing international foreign aid projects has proliferated. The complicated relationships among USAID, nonprofit, and for-profit contractors raise important questions about the factors that influence 1) which types of organizations receive contracts, and 2) which characteristics increase the likelihood that contractors will form inter-organizational partnerships via their work on USAID's contracts. This dissertation explores both by examining 232 contractors that implemented USAID's democracy-building projects abroad 1999-2004. First, logistic regressions were used to assess the influence of nonprofit organizations' political affiliations on their ability to obtain USAID's contracts. The results of these analyses suggest that that in certain years, nonprofit organizations with prominent, politically connected board members were more successful than others in obtaining USAID contracts. In other time periods, the composition of nonprofits' boards had no significant impact on organizational success in acquiring contracts.Second, this dissertation evaluates whether inter-organizational familiarity influences the likelihood of contractors partnering on USAID-funded contracts. The results of logistic regressions indicate that inter-organizational familiarity from past partnerships has increased the chance that organizations partner in certain time periods. These findings stress the role of organizational learning in their decisions to partner, as well as the impact of government programs designed to diversify the pool of available contractors. This research considers the ways that changing political environments influence the availability of resources for contracting organizations with particular characteristics. Moreover, it underscores the need to assess the contracting system in order to ensure that those chosen to implement government-funded work are as capable, innovative, and accountable for their work as possible.

O presente estudo propôs-se investigar de que forma os acordos assinados com a USAID sobre ensino superior no Brasil fizeram parte da estratégia dos Estados Unidos de construção de regimes internacionais mais amplos que deveriam sustentar a ordem mundial depois da Segunda Guerra Mundial. A hipótese central é a de que esses acordos estavam relacionados com a estratégia de promoção do desenvolvimento econômico e social que tinha, de um lado, a noção de que o desenvolvimento poderia ser planejado e implementado pelos governos e, de outro, uma visão de segurança internacional em que a promoção do desenvolvimento era entendida como fator essencial. Para a realização do estudo foram realizadas análise documental e entrevistas com pessoas que, de várias formas, estiveram ligadas às ações da USAID no ensino superior brasileiro na década de 1960, em especial ao caso de cooperação técnica com a Universidade Federal do Rio Grande do Sul. Os dados levantados pelo estudo permitiram confirmar em larga medida a hipótese levantada inicialmente, mas mostraram também que a questão é bem mais complexa. Os acordos da USAID sobre ensino superior no Brasil fizeram parte da estratégia de construção de regimes internacionais, mas representaram apenas uma etapa de um amplo programa de cooperação científica e tecnológica iniciada muito antes.
