The Unauthorized-use and the Consequent Exclusion of Land Used for Military Purpose- a Case Study of the Chinese Military Academy

Unauthorized-use is the most difficult problem to government-owned land authorities. Although the land used for military purposes belongs to government-owned land, its reasons for unauthorized-use are still different from those other government-owned land authorities face. Most researches about government-owned land occupations and exclusion focus on the part of the management sector. This study, however, takes both the manager¡¦s and the unauthorized-user viewpoint to discuss the land unauthorized-use problem the Chinese Military Academy faces. After analyzing literatures, interviewing related people, and several case studies, I am able to suggest some practicable solutions based on the present law. This study finds the land belonging to the Chinese Military Academy was taken illegally mostly during the 1950s and the 1970s, before Government-Owned Land Laws were passed. Ninety percent of the unauthorized-user are veterans, and the rest are ordinary people living close to the battalion, who took the land mostly for housing, with a very small percentage for profit. The main reasons are the unauthorized-user complaints of unequal treatment, their financial conditions, and their dependence on the unauthorized-use land. Of course the military authorities¡¦ negligence has made the situation worse. This study also finds that most unauthorized-user ask for alternative housing and compensations, while the military wants to resort to law. Since the R.O.C. Constitution safeguards people¡¦s property right, I try to take the unauthorized-use peoples¡¦ appeal into consideration. This research suggests that the National Defense Act Stipulations 22 and 23 be revised, making it possible for the military authority to entrust the management of its property to related organization. Besides, a special fund can be established to compensate for the loss of the people who were forced to exchange lands during the Japanese occupation of Taiwan. Moreover, the VAC (Veterans Affairs Commission, Executive Yuan, R.O.C.) can use the Fund for Veterans¡¦ Housing (°ê­x°h°£§Ð©x§L¦w¸m°òª÷) to subsidize veterans with housing problems. In this way, we can elastically solve the unauthorized-use problem, help unauthorized-user to live within the law, resolve the conflicts between the military and civilians, and promote the efficient management of land used for national defense purposes.

Understanding circumscribed interests in individuals with autism-spectrum disorders and how they relate to families.

Autism-spectrum disorders (ASDs) are a group of neurodevelopmental disorders that are becoming increasingly more prevalent. A diagnostic criterion for autism is the presence of restricted, repetitive behaviours (RRBs), one of which is the intense fascinations for virtually any topic: circumscribed interests (CIs). CIs have the potential to be used for motivational purposes. This study employed semi-structured interviews using Interpretative Phenomenological Analysis (IPA) with individuals with ASDs and their parents. In total, 11 families participated in this study, comprising 33 individuals (16 parents and 17 individuals with ASDs). This study found five themes: He's Very Unique; They Don't Realize that Not Everyone Lives and Thinks the Same Thing All the Time; We Couldn't even Pronounce the Names of These Dinosaurs, and Jason was Telling Us; You Can't Change Them, You Can Only Love Them; and So I Can Do My Job at the Same Time and Observe the Weather at the Same Time.

It briefly describes traffic situation in Roudnice and possible solutions of traffic issues of the town. Theoretical section of the thesis defines a cost-benefit analysis and other assessment methods used for civic projects. The thesis also focuses on external cost and the contribution traffic brings in general as well as with respect to the particular area. The data acquired have been used for drawing a project CBA which addresses the matter of civic efficiency of the construction.

Utilizaram-se 21 equinos de tração, com idades entre dois e 19 anos, sem raça definida e com resultado de exame parasitológico superior a 300 ovos por grama de fezes. Os animais foram submetidos à avaliação física e colheita de fezes, líquido peritoneal e sangue em dois momentos do experimento (dia zero - D0 e dia quinze - D15), sendo realizado tratamento antiparasitário no D0. No fluido peritoneal foram avaliadas as características físicas, bioquímicas, bem como contagem total de células nucleadas e diferenciação das linhagens celulares. No sangue foram determinados valores eritrocitários, leucocitários e bioquímicos, que incluíram proteínas plasmáticas totais, glicose, fibrinogênio, albumina, aspartato-transaminase e fosfatase alcalina. A média de ovos por grama de fezes observada foi de 796,4 ±468,8, com predominância de ovos da ordem Strongylida e Ascaridida. A comparação de todos os parâmetros avaliados não demonstrou diferença significativa entre animais naturalmente parasitados e após administração de anti-helmíntico e as médias se mantiveram dentro dos intervalos de referência, com exceção da contagem total de células nucleadas do líquido peritoneal no D0. No líquido peritoneal, houve predominância de neutrófilos segmentados, seguida por macrófagos, linfócitos e eosinófilos em ambos os momentos de avaliação. Na avaliação do hemograma, houve uma tendência do quadro eritrocitário em se manter próximo aos limites inferiores de referência e leve leucocitose no D0. A infestação parasitária nos animais estudados foi predominantemente moderada, o que oferece poucos riscos clínicos. Presume-se que equinos naturalmente parasitados possuem uma relação parasito-hospedeiro simbiótica, possivelmente devido à constante exposição aos agentes parasitários. E nessa situação, pode-se afirmar que os parâmetros hematológicos e de líquido peritoneal auxiliam, mas não são conclusivos no diagnóstico das parasitoses gastrintestinais crônicas. / This study was conducted with the objective to evaluate and compare the hematological and peritoneal fluid parameters in horses used for traction naturally parasitized and after the use of anthelmintic. Twenty one horses, aged between two and nineteen years old, mixed breed and with results of parasitological examination more than 300 eggs per gram of feces were studied. The animals were subjected to physical assessment and collection of feces, blood and peritoneal fluid in two phases of the experiment (day zero – D0 and day fifteen – D15), with antiparasitic treatment being performed in D0. Peritoneal fluid was evaluated for physical and biochemical features, as well as total count of nucleated cells and differentiation of cells lineages. The blood was determined for erythrocyte, leukocyte and biochemical values, which included plasma protein concentration, glucose, fibrinogen, albumin, aspartate transaminase and alkaline phosphatase. The average number of eggs per gram of feces observed was 796,4 ±468,8, with a predominance of eggs of the order Strongylida and Ascaridida. The comparison of all parameters evaluated showed no significant difference between animals naturally parasitized and after administration of anthelmintic and averages remained within the reference ranges, except for the total count of nucleated cells in the peritoneal fluid in D0. In the peritoneal fluid, there was a predominance of segmented neutrophils, followed by macrophages, lymphocytes and eosinophils in both evaluations. In assessing the complete blood count, there was a trend in the framework erythrocyte remaining close to the lower limits of reference and mild leukocytosis in D0. Parasitic infestation of the animals studied was predominantly moderate, which offers minimal clinical risks. It is assumed that horses naturally parasitized have a symbiotic host-parasite relationship, probably due to the constant exposure to parasites. And in this situation, it can be stated that the hematological and peritoneal fluid parameters help, but they are not conclusive in the diagnosis of chronic gastrointestinal parasites.

The Impact of COVID-19 on the Opioid Epidemic

The COVID-19 pandemic adversely affected the lives of most Americans. People with Substance Use Disorder (SUD) were particularly vulnerable to the negative effects brought on by the pandemic. This study explored the increase in deaths due to opioid overdose during the pandemic exacerbated by factors such as increased stress, decrease in treatment options due to social distancing requirements and facility closures, social isolation, and an increase in spare time. Access to treatment for opioid use disorder (OUD) was interrupted by the measures meant to mitigate the spread of COVID-19. Through a systematic review of current literature, it was demonstrated that existing patients were able to maintain access to care, while few new patients were able to initiate treatment. Telehealth proved to be a vital means of assuring PWUD were able to access life-saving treatment amid a pandemic. Further research is needed to determine whether SUD treatment measures during the COVID-19 pandemic warrants changing the policies long term.

Environmental health risks associated with firewood induced volatile rganic compounds in Senwabarwana Villages, Republic of South Africa

Firewood is a dominant household fuel type used in many developing countries. Even in countries where there is improved access to electricity, most households still rely on firewood for their energy needs. Harvesting of some wood is illegal, however the high poverty rate, absence of alternative fuels and lack of law enforcement means even the protected wood species will continue to be used, with consequent pressure on the forests. Furthermore, the combustion of firewood for domestic use takes place in poorly ventilated homes emitting hazardous pollutants, which causes indoor air pollution and affect human health. The use of firewood as a household fuel can be superimposed nearly perfectly on that of socioeconomic development. Additionally, the use of household firewood is invariably associated with poverty in countries, in communities within a country and in households within a community. Indoor air pollution studies on human health should then consider socio-economic factors which seem to be one of the determinants of both firewood use and ill health, a determinant which is often neglected in most indoor air pollution studies. Domestic inhalation of firewood smoke is one of the mechanisms linking socio-economic (poverty) to disease. The current study sought to determine a baseline of wood usage and health risks caused by volatile organic compounds in Senwabarwana villages. This study integrated observations, ethnobotanical meta-analysis and experimental into one comprehensive integrated environmental health risk assessment framework to assess the risks associated with exposure to volatile organic compounds from firewood combustion. Basic information about firewood usage, socio-economic dynamics and perceived health problems related to volatile organic compounds was collected using a structured questionnaire. The Vac-U-Chamber was used to sample the air. The results show that firewood is extensively used in poorly ventilated kitchens for cooking and home heating in Senwabarwana villages. Ten priority firewood plant species are frequently used in the study area, namely Mohweleri (Combretum apiculatum), Moretshe (Dichrostachys cinera), Motswiri (Combretum imberbe), Mokgwa (Acacia burkei), Mushu (Acacia tortilis), Motshe (Cussonia paniculate), Mokata (Combretum hereroense), Mphata (Lonchocarpus capassa), Mokgalo (Ziziphus mucronate) and Mogwana (Grewia monticola), in their order of preference. The results also indicated thirteen common reasons or factors that influence the hoice of firewood plant species by households, the main four being: (i) the embers formed during combustion, (ii) heat value, (iii) low ash content and (iv) availability of the firewood plant species. Further analysis revealed several uses and ranking thereof, including reviewing the national status and legal profile of each identified plant species. The study found that most of the firewood species used in Senwabarwana Village were indigenous. Major drivers of firewood use are household income, educational status of breadwinners, family sizes, and place of residence, fuel affordability and accessibility, among others. Concentrations of benzene, toluene, ethylbenzene and xylene per plant species were studied to assess the risk exposed to the Senwabarwana community. Literature indicates that these pollutants have several health effects associated with acute exposure such as eye, nose and throat irritation, headaches, dizziness, nausea and vomiting. Both hazard quotient and hazard index were found to be less than one indicating no risk exists with the use of plant species used for firewood in Senwabarwana even to sensitive individuals. The risk of developing health effects due to the presence of the studied volatile organic compounds can be assessed as negligible. Since firewood is a more convenient source of energy, it is recommended that the size of the windows be extended for ventilation. Agroforesty should also be implemented as a conservation method. The wood that emits less concentration of pollutants be used for firemaking. / Environmental Sciences

A methodology for neural spatial interaction modeling

This paper attempts to develop a mathematically rigid and unified framework for neural spatial interaction modeling. Families of classical neural network models, but also less classical ones such as product unit neural network ones are considered for the cases of unconstrained and singly constrained spatial interaction flows. Current practice appears to suffer from least squares and normality assumptions that ignore the true integer nature of the flows and approximate a discrete-valued process by an almost certainly misrepresentative continuous distribution. To overcome this deficiency we suggest a more suitable estimation approach, maximum likelihood estimation under more realistic distributional assumptions of Poisson processes, and utilize a global search procedure, called Alopex, to solve the maximum likelihood estimation problem. To identify the transition from underfitting to overfitting we split the data into training, internal validation and test sets. The bootstrapping pairs approach with replacement is adopted to combine the purity of data splitting with the power of a resampling procedure to overcome the generally neglected issue of fixed data splitting and the problem of scarce data. In addition, the approach has power to provide a better statistical picture of the prediction variability, Finally, a benchmark comparison against the classical gravity models illustrates the superiority of both, the unconstrained and the origin constrained neural network model versions in terms of generalization performance measured by Kullback and Leibler's information criterion.

Carbon dioxide from biogas production is currently considered to be without value and isbecause of this released into the atmosphere in the biogas upgrading process. The residualgas is a potential carbon source and can create value in the biogas manufacturing process.By finding a suitable value-creating process that utilizes carbon dioxide, it can be possibleto provide both economic and environmental incentives for companies to develop theiroperations. This project explored the possibility to create value from this CO2. Through anevaluation of the technical maturity of CCU technologies, a recommendation could be givenat the end of the project. An analysis of technical barriers, such as pollutants in the gas, aswell as barriers in the form of competence and corporate culture were examined in orderto provide a reasoned recommendation. The project mapped which value-creating systemswould be suitable for biogas producers in a Swedish context. This included established methaneand carbon dioxide upgrading techniques currently in use and suitable CCU techniquesthat can interact with the selected upgrading processes and serve as value creators. Based onthis survey, it was then possible to identify common, critical variables for these systems. Thereafter,a recommendation of an appropriate CCU technology could be given depending onthe CO2 composition produced. One conclusion from the study was that carbon dioxide concentrationsfrom the residual gas was often high (approx. 97-98 %) and did not contain anycorrosive or toxic components, and that this largely depends on how the digestion reactor ishandled in the production process. Thus, questions were raised about what the actual limitationsof the CCU are, as they did not seem to be technical. CCU techniques that proved to beof particular interest were pH regulation of sewage plants, CO2 as a nutrient substrate for thecultivation of microalgae, and manufacturing of dry-ice for refrigerated transports. All of thesetechnologies currently have a sufficiently high degree of technical maturity to be installedalready today. Other CCU techniques, such as "’Power to gas”, require a high CO2 concentrationand were discarded as the literature review did not suggest the economic potential forthem as they require additional CO2 upgrading steps. Instead, CCU techniques were chosenthat could be implemented directly with the existing CO2 quality. Furthermore, it was concludedthat one reason why CCU technologies have not been widely implemented is internalbarriers between distributors and manufacturers (or users) of CCU technologies. Thus, theuse of carbon dioxide from biogas production and implementation of CCU technologies canbe promoted by eliminating barriers in companies, such as a lack of both knowledge andfinancial incentives. / Koldioxid från biogasproduktion betraktas i dagsläget som utan värde och släpps ut i atmosfärenvid uppgradering av biogas. CCU-tekniker som visadesig vara av särskilt intresse var pH-reglering av avloppsverk, CO2 som näringssubstratför odling av mikroalger, samt tillverkning av kolsyreis för kyltransporter. Samtliga dessatekniker har tillräckligt hög teknisk mognadsgrad för att kunna installeras i dagsläget. AndraCCU-tekniker, såsom ”Power to gas”, kräver en hög CO2-koncentration och avfärdades dålitteraturstudien inte talade för den ekonomiska potentialen i dessa eftersom de kräver ytterligareuppgraderingssteg för CO2. Således valdes istället CCU-tekniker som skulle gå attimplementera direkt med den befintliga CO2 kvalitén. Vidare drogs slutsatsen att en anledningtill att CCU-tekniker inte har blivit vida implementerade till stor del är interna hindermellan distributörer och tillverkare (eller utnyttjare) av CCU-tekniker. Således kan användandetav koldioxid från biogasproduktion och implementering av CCU-tekniker främjasgenom att eliminera hinder hos företag. I projektet yttrade sig detta som bristande ekonomiskaincitament och okunskap. Ett ökat användande av CCU-tekniker kan också uppnås genomatt införa lagar och regler som begränsar användandet av föråldrade tekniker som drivs avfossila bränslen, och som kan ersättas av klimatvänliga CCU-tekniker.
