<p>In virtually any field of endeavour today, access to information is a prerequisite for success. Libraries form the repositories with user-friendliness their mission. This has lead to the need for new ways to evaluate library performance. Astute library managers will plan for such developments, taking into account current and future trends that impact on library services. Library services are also affected, for example, by financial considerations and staffing problems. Further complicating matters are the demands of their clients who have developed increased expectations of improved service, and also a desire for more self-service opportunities. Such changes raise the question: &ldquo / to what extent can libraries apply business performance management techniques to assess their performance.&rdquo / This, then, is the research question for this study.</p> <p><br /> This work will evaluate library performance with the aim of improving service management. Its targets are the UWC library, and others, such as the Stellenbosch University, and the Cape Peninsula University of Technology. The application of selected service management techniques and measures used in business will be explored. These techniques include The Balanced Scorecard, critical success factors and service quality. The study also touches on transformation and change management. An obvious source of information about library management is the corps of managers. The secondary source of information is the community of library users.</p>

Evaluating the impact of electronic libraries on physical libraries in South African university.

Traditional, physical libraries are, however, still in existence and one would wonder what the impact of online library is on physical libraries. In this research, the impact of electronic libraries on physical libraries in a South African university is evaluated. The main purpose of this study was to explore the impact of electronic libraries on physical libraries. The goal of the study was to conceptualize a framework for understanding the impact of Electronic library on Physical library which was accomplished by finding out whether the number of physical library users had increased or decreased in terms of the usage of the physical library in the past five years, what challenges are being faced by physical libraries due to the availability of electronic libraries and finally by evaluating the impact of electronic libraries on physical libraries.

Improving perceived performance of loading screens through animation

This study investigates the impact that loading animations have on perceived  performance. Two sets of usability tests were conducted to obtain the data for this study. In the first set of usability tests, 15 participants were observed. The second set was performed online with 45 participants who answered a questionnaire after using the prototype. Five different loading animations were tested: Spinner, Loading bar, a detailed animation, an animation with aquote and a skeleton loading screen. The participants were asked at the end of the usability tests to rate which one of the loading screens were the fastest and the slowest. Results suggested the kind of animation used in a loading screen does have an effect on perceived performance. The loading screen with no animation received a generally lower rating compared to the one with animations. Loading animations intended to entertain and distract the user received a higher rate compared to common loading animations such as Spinners and Loading bars.

Esta investigação de caráter avaliativo da Atenção Básica à Saúde - ABS pretende produzir subsídios para decisões que fortaleçam a ABS, pautados na integralidade da atenção. Pesquisas de avaliação permitem verificar o modo como os direitos individuais e de cidadania são observados no acesso e utilização do sistema de saúde, considerando a assertiva das percepções dos usuários em relação às suas expectativas, valores e desejos. Na literatura, identificamos que a avaliação para decisão deve considerar metodologias de apreensão da realidade que possam ressignificar as práticas, envolvendo a participação de todos os atores responsáveis pela produção da saúde e impactando na qualidade dos serviços. Indagamos: sob o ponto de vista do usuário, o processo de implantação da ABS tem favorecido a produção de ações na perspectiva da integralidade? Partimos do pressuposto de que a integralidade agrega e articula diversos princípios da ABS, tendo maior potencialidade de revelar a expectativa do usuário e assim assinalar aspectos da satisfação e da insatisfação. Objetivamos avaliar a satisfação e a insatisfação manifestadas por usuários de unidades da rede de ABS do Distrito Oeste de Saúde, do município de Ribeirão Preto-SP, com relação à assistência prestada e ações desenvolvidas, na perspectiva da integralidade. Partimos da ideia que a integralidade, como princípio central da atenção à saúde das pessoas, é um elemento que deve ser investigado como parte inerente do processo de avaliação da satisfação e insatisfação dos usuários, na avaliação dos serviços de ABS. O percurso metodológico de natureza descritiva e abordagem qualitativa contou com 39 usuários participando de quatro grupos focais. Para análise, recorremos à análise de conteúdo em sua modalidade temática. Foram identificadas duas categorias empíricas, o acesso a diferentes tipos de ações e de serviços de saúde e as relações estabelecidas entre trabalhadores e usuários, nos diversos cenários dos serviços de saúde. Na categoria das relações, constatamos que a presença do cuidado nos encontros entre profissional e usuário, permeado pela conversa, vínculo e acolhimento, satisfaz e se constitui em aspectos facilitadores da prestação da assistência de forma integral. A não rotatividade médica foi aspecto relevante para se construir e manter os vínculos. Na categoria do acesso, a prática e o conhecimento dos trabalhadores na conformação dos serviços, possibilidades de atendimento às demandas e rotinas que podem obstaculizar ou facilitar o acesso ao elenco de serviços, foram responsáveis por uma mescla de expressões de satisfação e insatisfação. Já a localização da unidade de saúde, equipamentos, serviços e materiais disponíveis em sua estrutura física foram avaliados muitas vezes pelas expressões negativas dos usuários por se afastar do princípio da integralidade da atenção. Dentre o conjunto dos atributos da ABS emanados do discurso dos usuários, a integralidade, além do elenco de serviços ofertados, também comportou a dimensão da relação entre os trabalhadores e usuários, a subjetividade produzida nos diversos espaços dos serviços de saúde e os aspectos relacionados à responsabilidade do serviço frente às necessidades demandadas. Assim, constatamos que o comprometimento de um dos atributos da ABS foi responsável por fragilizar a integralidade da atenção. / This Primary Health Care - PHC assessment research intends to produce support for decision making to strengthen PHC, based on care comprehensiveness. Assessment studies permit checking how individual and civil rights are observed in the access to and use of the health system, in view of the assertion of users\' perceptions on their expectations, values and desires. In literature, it is identified that assessment for decision-making should consider methods to apprehend reality that can re-signify practices, involving the participation of all stakeholders in health production and affecting service quality. It is questioned whether, from a user perspective, the implantation process of PHC has favored the production of health actions from a care comprehensiveness perspective? We depart from the premise that comprehensiveness adds up and articulates different PHC principles, with greater potential to reveal user expectations and, thus, indicate satisfaction and dissatisfaction aspects. The goal was to assess satisfaction and dissatisfaction as manifested by users of PHC network units in the Western Health District of Ribeirão Preto-SP, Brazil, regarding the care delivered and actions developed from a comprehensiveness perspective. The research is based on the idea that comprehensiveness as a central principle of people\'s health care is an element that should be investigated as an inherent part of the user satisfaction and dissatisfaction evaluation process in the assessment of PHC services. The descriptive method and qualitative approach involved 39 users, participating in 04 focus groups. Thematic content analysis was used for analysis purposes. Two empirical categories were identified: access to different types of actions and health services, and relations established between workers and users in different health service scenarios. In the relations category, we verified that the presence of care in the encounters between professional and user, permeated by conversation, bonding and welcoming, satisfy and constitute facilitators of comprehensive care delivery. The absence of medical turnover was a relevant aspect to construct and maintain bonds. In the access category, workers\' practice and knowledge in the establishment of services, possibilities to respond to demands and routines that can hinder or facilitate access to the list of services were responsible for a mixture of expressions of satisfaction and dissatisfaction. The location of the health unit, equipment, services and materials available in its physical structure were often assessed with users\' negative expressions, due to their distance from the principle of care comprehensiveness. In the set of PHC attributes produced in users\' discourse, care comprehensiveness, besides the list of services offered, also included the dimension of the relation between workers and users, the subjectivity produced in the different spaces of health services and the aspects related to the service\'s accountability towards the demanded needs. Hence, we verified that the compromised status of one of the PHC attributes was responsible for weakening care comprehensiveness.

A sensação de conforto e bem-estar é alcançada através das características físicas de cada ambiente, como layout, temperatura, iluminação, ventilação, umidade, vista externa, ergonomia e mobiliários, e as empresas buscam oferecer espaços agradáveis e ambientes de trabalho que satisfaçam às necessidades de seus usuários para estreitar a relação entre os funcionários e consequentemente aumentar a produtividade. Neste contexto, o presente trabalho, um estudo de caso, tem por objetivo principal avaliar as estratégias utilizadas como diretrizes projetuais, a fim de aliar soluções sustentáveis e economicamente viáveis ao projeto e execução de um retrofit em uma edificação comercial, na cidade de São Leopoldo, no Rio Grande do Sul, através da utilização de elementos estéticos atuais e coorporativos, a fim de melhorar a satisfação dos usuários. O estudo foi realizado em etapas, iniciando pelos levantamentos, que incluíram visitas para análise da edificação existente e aplicação de um questionário de avaliação pós-ocupação (APO), seguido pela identificação dos elementos passíveis de modificação, associados às características do prédio existente e sem representar grandes alterações estruturais, para definição das diretrizes projetuais, de acordo com as exigências da certificação LEED para grandes reformas e interiores comerciais. Este trabalho apresenta também os projetos da nova proposta desenvolvida, bem como imagens da execução da obra até sua conclusão, quando foi aplicado um novo questionário de APO, como uma das formas de avaliar as soluções de projeto. O comparativo entre os questionários demonstra o aumento dos níveis de satisfação dos usuários, em relação ao conforto e bem-estar, através da adoção de estratégias sustentáveis, e evidencia a importância de uma APO para algumas definições de projeto. / Retrofit is a technique that is growing in Brazil, as it contributes to an improvement in the performance and expansion lifetime build, as well as to bring together issues of environmental, social and economic sustainability, with aesthetic and functional aspects, increasing the quality of the environment, in consolidated buildings that need to change your use. The feeling of comfort and well-being is achieved by the physical characteristics of each environment, such as layout, temperature, lighting, ventilation, humidity, external view, ergonomics and furniture, and companies seek to offer pleasant spaces and work environments that meet the needs of your users approaching the relationship between the employees, and consequently increase the productivity. In this context, this work, case study, the main objective of is to evaluate the adopted strategies, joining sustainable and economic solutions to the project and execution of a retrofit, in a commercial building, in the city of São Leopoldo, in Rio Grande do Sul, using current aesthetic elements and corporate, to improve users satisfaction. The study was carried out in stages, beginning with the surveys, which included visits for analysis of the existing building and application of a post-occupation evaluation (POE) questionnaire, followed by identification of the elements that could be modified, associated with the characteristics of the existing building and without representing large structural changes, to define the design guidelines, in accordance with the requirements of the LEED certification for new construction & major renovation, and Commercial interiors. This work also presents the projects of the new proposal developed, as well as images of the execution of the work until its conclusion, when a new POE questionnaire was applied, as way to verify the project solutions. The comparison between the questionnaires demonstrates an increase in user satisfaction levels regarding comfort and well-being, after the application of sustainable strategies, and the importance of the POE for some project definitions.

Banking systems in India is quite popular and it needs some more changes to reach all the customers. Lack of the service is main problem in Indian baking system. If the common person wants to open the account, it take’s little bit high cost and banks are not near the people location. Due to the Lack of service, people do not want to be a customer of the bank. In the research trying to find the solutions for some of the problems to maintain a banking account, we want to provide the maximum time of service in banking systems and to find the better solution for the common persons to use the banking systems. The research idea Collaboration banking information systems are designed to combine all the account information into a system, to provide a better solution for the customer, and to solve all the internal problems in the banking systems. From this new concept we could establish the bank in each and every village, So that we could reach all the customers by providing them a good quality service and exceeding their expectations. The Collaboration systems are less time consuming and it reduces the burden of both the customers and bank employees. Some banks failed due to the lack of customers and the over burden of interest charged by the government.The research idea is to share all the account details from all the banks into a system that is known as collaboration banking information systems. O uso de ferramentas e tecnologias de gestão no planejamento e gestão por resultados na APS

Tecnologias de Gestão e Gestão por Resultados, temas inovadores da administração moderna, surgem do repensar a prática gerencial na busca de eficiência, eficácia, efetividade e satisfação do cliente. A singularidade e complexidade dos sistemas de saúde trazem desafios aos gestores que buscam a apropriação destes conceitos para o planejamento e avaliação do desempenho. A APS, porta de entrada do sistema possui atributos essenciais e exclusivos que devem ser permanentemente analisados. No Brasil, há o reconhecimento que a avaliação deve fazer parte das atividades dos gestores e equipes, reorientando práticas e políticas em saúde. Ainda é incipiente a institucionalização do planejamento ascendente e participativo, assim como a descentralização ao nível local de responsabilidades, metas e avaliação de desempenhos. Objetivos: Avaliar a apropriação e utilização de tecnologias de gestão e informação pelas chefias locais e equipes das Unidades Básicas de Saúde (UBS) de Curitiba no planejamento e na gestão por resultados e sua relação com o alcance de resultados em saúde. Métodos: Pesquisa avaliativa através de estudo transversal, em todas as UBS visando à coleta, análise e comparação de dados primários obtidos por realização de questionário estruturado junto aos gestores locais das UBS e de dados secundários em sistemas informatizados, tendo 2008 como ano base. Resultados: O perfil dos gestores locais demonstra que 87% são do sexo feminino, com média de 41 anos de idade, 78% da categoria da enfermagem, 21 anos de tempo de serviço e 88% com pós-graduação. Quanto ao uso de tecnologias de gestão, 99% utilizam no planejamento e 97% na gestão por resultados com tempo médio mensal de utilização de 6 horas semanais. Foram pontuadas as tecnologias de gestão mais relevantes para o planejamento e gestão por resultados. As dificuldades na utilização, para 72% dos 11 entrevistados, são sanadas através das oportunidades de capacitações ofertadas pela instituição. Relatam ainda que 88% das UBS têm Plano Local de Saúde e 100% com Conselhos Locais atuantes. Na avaliação dos usuários, apenas 2,5% consideram “Ruim/Péssimo” o atendimento das UBS. Os Coeficientes de Associação encontrados entre a utilização das ferramentas/tecnologias de gestão com indicadores de saúde foram fracos. Conclusão: A maioria dos pesquisados reconhece que a utilização de tecnologias de gestão e informação facilita o planejamento e a gestão por resultados. As tecnologias disponíveis e consideradas de maior relevância pelos gestores locais, encontram-se coerentes com o que se espera nas novas administrações públicas. As ferramentas/tecnologias de gestão foram sendo implantadas em diferentes tempos na SMS de Curitiba e incorporadas na prática diária por técnicos e gestores, motivo que dificulta a mensuração de impactos após a implantação. Também não mostraram forte relação ou associação com os desfechos medidos em resultados em saúde (indicadores de saúde, atributos da APS e satisfação do usuário). Por outro lado o incentivo e a cultura do Monitoramento e Avaliação no município fazem com que estes resultados sejam satisfatórios se comparados com outros locais, observa-se também o incremento positivo na análise da série histórica para indicadores de saúde e satisfação dos usuários. / Management Technologies and management by results, which are both innovative themes of the administrative area, emerge from a reflective process of the managerial practice in the pursuit of efficiency, effectiveness and customer satisfaction. The uniqueness and complexity of health systems bring challenges to managers seeking ownership of these concepts for planning and performance evaluation. The APS, the system’s input port has unique and essential attributes that must be constantly analyzed. In Brazil, it is recognized that the assessment should be part of the activities of managers and teams, by redirecting policies and practices in health. It is still incipient the institutionalization of participatory and bottom-up planning, as well as the decentralization of responsibilities at local level, goals, and benchmarking. Objectives: Assess the ownership and use of management and information technologies by local managers and of the Primary Care Health Centers fron Curitiba in the planning and management by results and their relation with the achievement of results in the health area. Methods: evaluative research through cross-sectional study, in all the UBS aimed at collecting, analyzing and comparing primary data which was obtained by conducting a structured questionnaire with local managers of UBS and a secondary data in computerized systems, having 2008 as the base year. Results: the local managers’ profiles show that 87% are female, around 41 years old, 78% were nurses, 21 years of service time and 88% with post-graduate degrees. As to the use of management technologies, 99% use in planning and 97% in the resultsbased management with average monthly use of 6 hours per week. The most important management techniques for planning and management for results were scored. The difficulties in the usage, according to 72% of the respondents, are 13 remedied through training opportunities offered by the institution. It was reported that 88% of UBS have local level health and 100% with local councils involved. In which concerns the users’ evaluation, only 2.5% have considered it UBS’s treatment "bad/terrible". The coefficients of Association found between the usage of the tools/management technologies with performances in the health were considered weak. Conclusion: The majority of the researchers acknowledge that the use of management and information technology facilitates the planning and management for results. The available technologies, which were considered of greater relevance by the local managers, are consistent with what is expected in the new Government. The tools/technology management were being deployed at different times in SMS of Curitiba and incorporated in daily practice by technicians and managers, which makes the measurement of impacts after deployment. Also, a strong relationship or association with the outcomes measured in results in health (health indicators, attributes of the APS and user satisfaction) was not observed. On the other hand, the incentive and the culture of monitoring and evaluation in the municipality makes these results satisfactory when compared with other places; there is also increasing positive analysis of the historical series to health indicators and user satisfaction.

人類歷史上第一台商業電腦的使用至今不過四十餘年的時間,而電腦所帶來的影響已深入人類生活的每一個層面之中。資訊科技─尤其是電腦,已成為未來世界變遷的主要力量之一。   目前政府正積極推展行政管理資訊系(簡稱PMIS)。在六年國家建設計劃之中,即預定投資七百億元來發展PMIS。如何讓這項龐大的投資發揮預期的功能是個值得關切的議題。   然而,過去政府在推展PMIS時,往往只重視軟硬體設備的採購和技術因素,很少注意到操作新設備的「人」。根據以往的文獻,造成資訊系統沒有效率的原因,大都屬於人員方面的因素。因此,宜從「人」的角度來探究PMIS施行的成效。Richard Nolan於1974年率先以使用者滿足來衡量系統的績效。不過,使用者滿足研究發展至今,因缺乏完整的理論架構以致研究結論紛歧,研究結果無法累積。在問卷設計方面,因為對「滿足」的內涵未有明確的定義,導致影響因素與滿足內涵混淆不清。   本文試從相關領域綜合整理與使用者滿足有關的理論。結果發現,需求理論、過程理論與消費理論都含有豐富的素材可供援用。例如,作者發現,從需求理論與消費理論的觀點便能清楚地劃分影響因素與滿足內涵。更多更豐富的素材還有待後續研究慢慢發掘。   根據理論探討與實證研究的回顧,本研究提出終端使用者滿足整合模式,並依此設計實證調查。結果發現,資訊系絡因素(資訊人員的經驗、專業能力、溝通能力、資訊需求分析、系統開發方式、系統整合)、組織內外在因素(使用者參與、高階主管的支持、教育訓練、政治因素、經濟因素、組織規模、施行PMIS的歷史)和使用者個人因素(年齡及人格特質)對使用者滿足均有顯著的影響。   本文的重點不在於研究發現,而在於從研究的過程中發現許多疑問,並試著提出一個終端使用者滿足的整合模型,作為後續研究思考的素材。
