The thesis deals with a compare of media image of Topolanek, Fischer and Necas government in periodical Tyden. I took two aims - first, to find out if any opinion inclination or political orientation is expressed in articles about Czech governments published in the periodical Tyden, second, to compare media image of all three governments among themselves and to trace potential differences. The theoretical section focuses on objectivity and bias, construction and representation. Substantial part of the theory is comprised of specific political communication and mediatisation together with trends in this field recognized in last decades. The empirical section is composed by quantitative analysis that compares representative articles and it is added by an content analysis of front pages of the periodical Tyden. Regardless of a fact, that the Jan Fischer government was very popular in public, the media picture of this particular government is rather negative comparing others. On the contrary there were found specific features showing that the Mirek Topolanek government was pictured more substantially. In generally the periodical Tyden uses negativity and stereotypes in articles about governments but in no case this is a predominant procedure of media products construct. Summary: The work deals with the educational system of the Czechoslovak Government-in-exile during the Second World War. The need for Czechoslovak youth education was in this time connected with political education and also with the publicity of Czechoslovak exile among British Allies. Therefore the work classifies the provided education and it also deals with future plans for the students. Educational department of Ministry of Interior had the leading role in the education, and therefore its history and organization is also defined. Czechoslovak education took place in a foreign country, so a cooperation was required. The influence of British authorities on Czechoslovak schools, that followed Czech laws valid before autumn 1938, is described. The cooperation between both states in the post-war situation is also studied, as well as the impact of the exile education on its students after their return to the homeland.

Rozvoj e-governmentu v České republice / Development of e-government in the Czech RepublicJirsák, Filip January 2010 (has links)
This dissertation describes and evaluates the gradual development of e-government in the Czech Republic, especially the part that affects communication and interaction between public administration and private sector (citizens and firms). The introduction describes why an e-government was perceived as a separate discipline and how does it affect the development of IT and the Internet. The next section deals with the basic division of the government approach to an e-government -- whether the government pays attention only to legislation and standardization, and operation of IT services is left to the private sector, or whether the government itself guarantees the operation of some basic IT services. The largest part is devoted to the gradual development of e-government in the Czech Republic, its critical milestones (such as new laws) and starts (or ends) of important information systems. It also describes the successes and the failures of these milestones and their impact on both public administration and private sector. The final section describes the currently known vision of e-government in the Czech Republic (actually the absence of such a vision). In conclusion, it summarizes findings from previous chapters and it describes both the positive and the negative aspects of existing projects. Finally, it proposes how to mimic the successful ones and how to avoid the unsuccessful ones.

Resume The dissertation thesis The Life and Times of Jozef Lenart deals with life and political influence of a Communist politician Jozef Lenart. The work begins with Lenart's childhood in the Slovak countryside and his maturing in the service of Bata concern where Lenart was trained. From depiction of Lenart participation in Slovak uprising author goes to the main topic of the thesis. It is almost 45 years political activity of Lenart in various party's and state functions. During such a long career Jozef Lenart became among others, the prime minister of the Czechoslovakian government and a member of the leading management of the Communist party. Author in direct contradiction to the concept of totalitarianism and widely shared ideas about a party leadership as a monolithic opinion power centres approached political influence of Jozef Lenart as a description of mutual interactions within the dictatorial regime. Author also defined Lenart's political attitudes and affiliation with interest and opinion groups and assessed how successfully Lenart managed to assert his views.

IVETA PASTYŘÍKOVÁ: ORDER, PROGRESS, AND IDEAL GOVERNMENT IN CLAUDIAN'S EPIC DE RAPTU PROSERPINAE ABSTRACT The aim of the diploma thesis is to show how late Ancient poet Claudius Claudianus deals with the problem of ideal government in the mythological epic De Raptu Proserpinae, by which strategies he exhorts his reader to evaluate Jupiter's rule in the world of the poem and to compare it with the situation in the real world. The chosen method is the theory of fictional worlds. Firstly, the thesis outlines the relation between the fictional world of the epic and the real world, then, the attention is paid to the essential question of this fictional world, ideal government. The thesis presents the prefaces of the epic as entrances into the fictional world foreshadowing topics elaborated in the world of the poem, where the ruler Jupiter has a difficult task ahead of him: to harmonize progress with protection against chaos. The last chapter summarizes the author's strategies and compares the epic with Claudian's other poems.

The key feature of realism in drama is capturing a person including all it's problems and flaws. Authors L. N. Tolstoj and Mrštík brothers in Government of darkness and Marysha congruently focused on life in countryside and the negative, almost destructive, way in which cities and their culture influence it. The aim of this thesis was to capture the main motives in the changes of life in Russian and Czech countryside. This analysis concludes that the most significant shifts are in peoples' morals, mostly due to the fact that both individuals as well as the whole society were intensively driven to earn and accumulate wealth, even at the cost of happiness, health or, sadly, human life. Tolstoj's drama also captures in more detail and depth abandonment of religion in pursuit of personal profit. Although the religious motive is an inherent part of rural mentality, it's mostly missing in the play by Mrštík brothers, who themselves were atheist. Significant space in those plays has been dedicated to female characters. They are described as either dominant, manipulative women with clear goals, or the authors emphasize their vulnerability and lack of experience. This thesis deals with the communication campaign of the government of the Czech Republic with regard to the possible Czech participation at the project of the US anti-missile defense system. The project was implemented by the Czech government following the official request from the USA on January 19, 2007, consequently the Czech answer to this request on March 28, 2007. From the foundation of the Czech Republic it was the third communication campaign related to the question of the Czech sovereignty and to the position of the Czech Republic within the international community. The previous campaigns referred to the acceptance of the Czech Republic to the EU and NATO. The objective of the thesis is focused on tracing methods and specifics of the Czech governmental communication of that issue towards the Czech public. Content and formal features of the particular communication materials were analyzed by quantitative and qualitative content methods. This diploma thesis elaborates on state-building in the form of a case study of East Timor. East Timor has hosted an international state-building intervention as a result of the lack of governance capacity. East Timor is not the first case of a failed state with implied international state-building, but applied transitional administration in this format is unique. The United Nations established UNTAET with a finite time period which has been prolonged twice since May 2002. This thesis examines international state-building and its linkage with local participation and ownership. The goal of the thesis is to determine whether the peace-building in East Timor was successful. It continues with the second research question regarding the main aspects of state-building which helped to enhance performance in governance and public administration areas. Using Fukuyama's theoretical background, this thesis builds a hypothesis on the notion, that aspects which helped enhance performance are those connected with local participation and ownership. This thesis will deal with analysis of the political regime in Russia. Its main aim becomes the attempt to show if there are differences between what is given by the Constitution, and the real functioning in the country. For starters, describe the institutional development of Russia after 1989. The reader can see how changing the distribution of power and appearring the party pluralism. Further attention will be paid to the issue of the Constitution itself, and do what the amendment brought about: the introduction of a bicameral parliament, Head of State etc. Following an examination of the constitutional rules in terms of the powers of the President, we will conclude whether the Russian Federation is actually a semi- presidential system or not. Additional space will involve the existence of parliamentarism in the country. Briefly dismantled election procedures: both parliamentary and presidential. The diploma thesis focuses on the examination of political elites with the field of focus being the members of the government of the Czech Republic, the leadership of the Chamber of Deputies of the Parliament of the Czech Republic. And selected political groups with selected members. The people in question are the chairman of the political groups. The oldest and youngest men and the oldest and youngest women. This is applied to three selected periods, which are being the years of 1995, 2005 and 2015. First of all, every period will be examined separately, then the periods will be compared. The comparisons will be as follows: 1995-2005, 2005-2015 and 1995-2015. The diploma thesis is divided into five chapters. The first chapter focuses on the theory of elites, where are described chosen theories.
