Komunikace státu: Jak u veřejnosti uspět s ekonomickými reformami / Government Communication: How to succeed with the economic reforms among the public

This diploma thesis deals with the communication of state substantial economic reforms. Methodology is a case study that examines the governmental communication of the pension reform in 2013. The introduction of the thesis briefly outlines the socioeconomic situation in the Czech Republic after 2008. The theoretical part sets out the necessary basis in the fields of media and communication, public relations, political communication, psychology and public choice theory and it also provides an overview of pension system reforms development in the Czech Republic area from the time of Austro-Hungarian Empire. It notes that this issue is one of the constant governmental agenda, especially after 1989, and its enforcement is depends on the political settlement. Practical part of the thesis analyzes the communication discourse of governmental pension reform effective from 1 January 2013. For this purpose it uses structured interviews with stakeholders, quantitative content media analysis and public opinion polls. It concludes that there was no communication strategy for the pension reform and governmental information activities were insufficient and time inadequate. The thesis results in a set of recommendations for the government and its future economic reforms communication. It includes political consensus, clear message and target group identification, detailed timeline plan and the principle of simplicity in the reform explaining.

This thesis represents a comprehensive analysis of the geographical and geopolitical position of the Kurdistan regional government (KRG) as an official political institution of the Kurdistan region of Iraq (KRI). Firstly, it focuses on the internal issues of this institution and its division between two main Iraqi Kurdish political parties: KDP and PUK. Secondly, it examines the form of the relationships between the KRG and central government in Baghdad. The regional position of the KRG is explained by capturing the relationships among the KRG, the governments of the key regional countries (Turkey, Syria, Iran, Saudi Arabia and Israel) and important Kurdish political parties operating in this area (PKK, PYD, PJAK, HDP, ENKS and KDPI). Thirdly, the global actors (United States of America, Russian Federation and China) and their position towards the Iraqi Kurds, is also included. And finally, this thesis deals with the problematics of the Kurdish referendum of independence in 2017 and the role of ISIS as an "game changing" actor in the regional dynamics. The main attention is paid to the research whether the current financial crisis and government austerity measures influenced the activities of the regional libraries in the Czech Republic and whether they compromised the quality of services provided to the public. The introductory chapter briefly describes the activities of the regional libraries, the most important legislative documents, defines standards of public information services and the development concept. The next chapter is focused on the theoretical definition of the financial crisis and its typology, summarizes its reasons and its historical context. The dissertation "The role of private security companies and their position in the labor market" focuses on a comprehensive assessment of the state of commercial security in the Czech Republic in terms of the legislation, which define their existence and activities. The main emphasis is on the state, as major customer security services - the dissertation examines the way in which they are purchased by the security services and the consequent impact on the commercial security market in the Czech Republic. The first part describes the theoretical and factual bases, which are necessary for the empirical part of the dissertation and interpretation of the findings. This is essentially a brief history of private security services, their typology and the role they occupy in the security system of our country and also about the current legislation, which regulates the activities of private security services. This diploma thesis focuses on constitutional conventions in the Czech Republic. Its aim is to analyze their role in the Czech constitutional system. The work focuses on five areas where the influence of constitutional customs is often spoken. Priority is given to exploring the places where several constitutional institutions are interwoven because it is precisely on them that the power of constitutional conventions is best documented. It focuses in particular on how the practices have been observed in the past and how other constitutional actors have responded. The thesis examines the influence of introducing the direct election of the president to constitutional conventions. A directly elected president may feel more legitimate, and in order to gain a stronger position for himself, he may tend to violate some constitutional conventions or try to introduce new ones. As a result, the finding that the Czech constitution is still a relatively new document and that there was not enough time to fully establish most of the constitutional conventions. The diploma thesis named British reaction to the Arab Spring events in the context of United Kingdom's relations with Persian Gulf countries is concerned with an impact of the revolutionary events of 2011, known as the Arab Spring, on bilateral cooperation between United Kingdom on one side and Bahrain, Qatar, United Arab Emirates and Oman on the other. While using quantitative analysis approach, it depicts how the Persian Gulf developments were reflected by prominent British representatives and members of the Cameron coalition government. Since the government promised to approach foreign policy matters through a liberal-conservative lens and also planned to further deepen its relations with Persian Gulf countries, the Arab Spring events can be interpreted as a clear dilemma for British policymakers. This thesis aims to answer whether such dilemma forced the government officials to re-asses the traditionally warm attitudes towards Persian Gulf and additionally, it demonstrates which spheres of their cooperation were threatened the most. Firstly, the bilateral relations between United Kingdom and Persian Gulf countries between 1971 and 2010 are described. In this master's thesis I am researching the foreign policy of Edvard Beneš in 1938- 1945. Foreign policy of Czechoslovakia is closely linked to Beneš as he led it continuously since 1918 - first as a minister of foreign affairs and after 1935 as president. Beneš did reassess his foreign policy after the Munich Agreement and Czechoslovakia emerged from the World War II tightly connected to the Soviet Union without any western counterbalance. This shift in foreign policy subsequently led to transformation of Czechoslovakia into Soviet satellite which is frequent subject to criticism of Edvard Beneš. The goal of this thesis is to analyse the development of the second Czechoslovak President's foreign policy in 1938-1945 and to define the causes of the shift in the foreign policy of Czechoslovakia. I will be focusing mainly on the backgrounds of determining the foreign policy since Edvard Beneš' statements depended mainly on the audience. I want to accomplish that based on research of memoirs and many more documents. I will confront my interpretations of the primary sources with views from the secondary sources. One of the goals of this thesis is also to find out if it's possible to draw new and valuable conclusions by researching available primary sources.

Hledání legitimního vládce v sektách šī'itského islámu / Searching for legitimate ruler in sects of Shia Islam

The aim of the thesis is to classify the form of political leadership and domination in Shia islam's political ideology, their development and ability to succeed in political reality. I especially focus on the Shia understanding of political power and its connection to infallible Imam as secular and religious leader of the Shia community. For analysis of the concepts I use the description of early Islam, including the Shia reasons for the dissolution of Muslim ummah, as well as the reasons that led to the multiple division of Shiism. I analyse specific examples of ideological break up of the Shia community (Ithnasharia, Isma'ila, Hashashins, Alawi, Duryz and modern Islamic Republic of Iran) and finally cardinal reformulation of understanding of political leadership and domination by Ayatollah Khomeini. His concept Wilājat al-faqīh (Guardianship of the jurist) started the era of radical transformation of the Shia political ideology, although he wanted only to modernize it and not to establish a brand new set up. My aspiration is therefore to analyze whether Wilājat al-faqīh can still be seen as the return to the roots of traditional Shiism or if it has a new quality without connection to previous Shia history.

This thesis is concerned with the Czech doctor's campaign "Thanks, we are leaving" on the background of the health care system in the Czech Republic. The campaign started in 2010 by the Czech doctors trying to focus on the working conditions, salary conditions, educational system and some failures of the health care system with the aim to improve it. The campaign resulted in February 2011 in a compromise between doctors and Ministry of Health. This thesis focuses especially on media and on the interest group LOK (Medical union trade club) which set the agenda. The perception of the campaign is ambiguous both for the public and for the doctors themselves. The individual milestones of campaign are explained by the theory of punctuated equilibrium from the authors Bryan D. Jones and Frank R. Baumgartner. Using many helpful methods such as content analysis of media messages, semi- structured interviews with particular actors, analysis of secondary sources, stakeholder analysis or analysis of selected events in health policy I explained the core events and actors who participated in this campaign.
