1. Abstract The fateful moments put the duty of decision-making process to the players. They can not make no decision. Even an escape from the decision is an act. The player does not decide only on himself but his decision has a general impact. Historical experience can demonstrate the fact that history subsequently evaluates the actorś decision as if the actor had virtually preserved all the theoretical possibilities of decision-making process. The future judgement is influenced by external circumstances which can not be fully reflected in the time of the decision itself. The crucial theme of the thesis is to demonstrate an ethical dilemma on a particular example. It was Hacha's signature in Berlin, March 1939 that put the fate of our country into the hands of The Empire. The work will scrutinize on the basis of social and political ethics aspects president Hacha's possibilities of other solutions choice. A part of the work will be a general moral evaluation of Hácha's political activity and post- war responses to his acting.

This thesis generally focuses on the president's role in the formation of the first government of Andrej Babiš after the 2017 parliamentary elections. As this government ruled for several months without the confidence of the Chamber of Deputies, the key part of the thesis further concerns the issue of the investiture vote. In the context of the post-election period, the thesis examines specific steps taken by the president in the government formation process in order to evaluate whether the manifestations of the president's influence are in line with the basic preconditions for the functioning of the executive power. The issue of confidence is assessed with respect to whether it is necessary for the government to rely on the confidence of the Chamber of Deputies, both in terms of relations between the executive and the legislature, but also regarding the government performance. Emphasis is therefore placed on the complex problematization of the investiture vote and the issue of confidence is then analysed primarily at the level of government's accountability to the Chamber of Deputies. Diploma thesis "The role of regional political parties within the Spanish political scene in the period of 1993-2010" presents an analysis of the role of Spanish regional political parties, which play within the national political scene since 1993. The preliminary chapter of this thesis provides a brief description of the contemporary Spanish political system, the regional organization of Spain and the Spanish electoral system, which has considerable influence especially on the party system. I consider this general introduction relevant and important for a better understanding of the whole issue. The next section is devoted to the Spanish party system, its development, the typology and the main national political parties. Here I come to the conclusion that due to the specific configuration of the electoral system in Spain happens relatively complicated interpenetration of the national party system with the regional party systems. The presented dissertation dealed with the process of forming the goverments on the regional level. On the example of the Czech Republic it analysed forming of the executive coalitions in the regions - the upper regionally autonomous units. The text is focused on four electoral periods: 2000-2004, 2008-2008, 2008-2012 and after the elections in 2012. The endeavour of the dissertation was to answer the question which factors are important for constitution of the governments on the regional level and what particularities belong to this process in comparison with the national level. On the level of the national governance the forming process of the government is compiled relatively extensively, however on the regional level, respectively sub-national level, the application of the theoretical information is difficult and the rules are not the same . The theoretical part is described in details. During the analysis it is necessary to bear in mind the theory of the second order elections. The electors prefer various political parties than in the first order election. The theories of games and racional choice are the second level of the theoretical base. This thesis focused on the question of the acceptability possibly unacceptability of Czech political party KSČM and the German political party Die Linke in terms of their participation in the national government. The paper describes attitudes of important and key stakeholders for this issue. That means attitudes inside of the researched parties, attitudes within social democratic parties in the Czech Republic and in Germany and the attitudes of other relevant parties in both above mentioned states. Subsequently, the results of this analysis are compared. Researched period begins in 2002 in the case of KSČM when the elections to the Chamber of Deputies were held in the Czech Republic and in the case of Die Linke since 2005 when there were elections to the Bundestag in Germany. The development is analyzed until 2014. The last peak of the analyze are the elections to the lower chambers of the Czech and German parliament which were both held in the fall of 2013. During the researched period it seemed several times that the conditions are relatively positive for the participation of KSČM or Die Linke in the national government, either directly or indirectly. Many people have already questioned whether Greece would default: investors, economists, politicians and general public. The Greek debt crisis has also caused a great turmoil in the EU causing fears of its spreading to other countries with poor fiscal situation in Eurozone through bond markets. Finally the rescue package was prepared for Greece consisting of EUR 110 billion loan facility from both Eurozone and IMF. We study the Greek fiscal crisis in the thesis. We try to find its real causes in the historical chapter and we also show the methodology which can be used to assess the credit risk of Greek government using bond market information and CDS contracts information. In the empirical part we study the evolution of the probability of default of Greek government during the debt crisis using parsimonious model based on the bond market information.

This thesis focuses on Czechoslovak radio broadcasting on BBC from September 1939 (when the separate Czech program started there) to the end of World War II in which there were participating political representatives of Czechoslovakia after partial recognition of Czechoslovak government in the exile by the British government in summer of 1940. Main theme of the thesis are the radio speeches of Jan Masaryk, the former (longtime) Czechoslovak ambassador in London and future Minister of Foreign Affairs of the exile government. He launched the Czech Programme of BBC for listeners in the Protectorate on 8th September 1939 and began to appear on the waves regularly once a week in February 1940. The thesis analyzes how he tried (in his speeches and comments) to encourage self-confidence of the nation, how he tried to nullify germanization endeavors of occupiers and quislings to reinterpret Czech historical narrative and by usage of what ideological weapons he was creating the image of small, but internally strong and mature Czechoslovak nation, morally exceeding its inherent German enemy. He used this story as a rhetorical shield against the Nazi interpretation of the Czech tribe, who returned to the womb of the modern Holy Roman Empire, where it belongs as natural part - by the words of the Nazi propaganda.

During the first republic, Hubert Ripka (1895-1958) was one of the most active democratic orientated journalists and closest colleagues of minister of foreign affairs and later president Edvard Beneš. His political and journalist beginnings are connected with national democratic group Mladá generace. What was crucial for Ripka's career was the split between left and right wings of Mladá generace in 1920, when he - after the victory of the right wing - withdrew. Antonín Pešl brought him to the Národní osvobození, which was associated with Československá obec legionářská and politics of Hrad. In the area of foreign policy he focused above all on monitoring political and cultural life in Jugoslavia, he became a secretary of Československo-jihoslovanská liga, member of Slovanský ústav, he contributed to the Jugoslavian periodicals and to the renovated Slovanský přehled. Ripka's most important lecture activity was associated with prestigious Klub Přítomnost. He worked in Lidové noviny since 1930, yet he still contributed to a lot of other periodicals. With growing threat of Pangermanism he concentrated on all kinds of support of Little Entente. He made informative foreign trips since 1932, from which he brought summary reports to E. Beneš. The diploma thesis captures the contemporary security situation of Slovakia, identifies security problems by which it feels threatened, then goes on to point out whom and what Slovakia wants to protect and which strategy it plans to use in order to do that. At the same time it identifies the main insecurities of EU as a whole and those of Russia. These two powers are seen to play a major role in formation of relationships of amity and enmity, of cooperation and hostility in European regional security supercomplex of which, Slovakia is inseparable part. To describe and conduct analysis, author applies theories and analytical tools formulated by Copenhagen School. Most used were analytical frameworks and concepts of securitization, regional security complexes and sectoral approach to security.

This diploma thesis analyses the current state of corruption in the Czech Republic. Primarily I focus on public administration and public sector, however I seek a comprehensive view on the issue in my thesis. The first part presents the theoretical approaches to corruption, bureaucracy and public administration, lobbying, interest groups etc. The practical part deals with methods of measuring corruption, the position of the Czech Republic against other states, legal specification of corruption and the impact of corruption in the states economy. Furthermore, I present causes of origin and spread of corruption and analyse current and planned instruments of government anticorruption fight in combination with the activities of organizations dealing with corruption. The aim of my thesis is to determine whether the current anti-corruption steps are properly set and whether those steps are actually implemented.
