Tillämpning av klimatkrav vid offentlig upphandling av anläggningsprojekt : En studie utifrån ett livscykelperspektiv / Application of climate requirements in public procurement of construction projects : A study from a life cycle perspective

The government of Sweden set an ambitious climate target to have zero net emissions of greenhouse gases by 2045. The building and construction sector is expected to play a significant role in achieving the climate target since it accounts for approximately 20 percent of Sweden's greenhouse gas emissions. New and innovative solutions is therefore needed to decrease the impact of the construction sector on the environment. Any such solution can include a general requirement on reduction of total carbon dioxide emission or specific requirements on materials and fuels used in a construction project. According to earlier research it is often preferable to apply specific requirements on materials and fuels. Otherwise, entrepreneurs should themselves develop strategies to fulfill any general requirement that can be a complex and time-consuming task. This thesis applies specific material and fuel requirements in various construction projects and aims to evaluate their effectiveness of reaching general requirement on reduction of total carbon dioxide emission. In addition, it analyzes whether the reduction of carbon dioxide emissions varies among the projects and why. The construction projects comprise five different types of road, railway, bridge and pedestrian & cycleway projects each, which are executed by the Swedish Transport Administration. The analyses are performed using a life cycle assessment tool known as Klimatkalkyl, which allows one to calculate the total carbon dioxide emissions of a project during its construction phase. The analysis of results shows the applied material and fuel requirements can contribute in reducing total carbon dioxide emissions in all projects. However, the effectiveness of the material and fuel requirements in reaching general reduction requirements varies among the projects. The material and fuel requirements have a more significant positive effect on general reduction requirements in pedestrian & cycleway projects, while they are less effective in railway projects compared. Furthermore, the effectiveness of the material and fuel requirements depends on the year in which the climate requirements are applied. The material and fuel requirements tend to have larger impact on the reduction requirements today versus in the future. To fulfill the long-term goals of the roadmap and national target, additional actions should be taken.
