This work presents a study regarding the teaching of Art in Municipal Schools from 1990 to
2003. It is a documental analysis based on Foucault s archaeology; the documents analyzed
were two Curriculum Proposals (1998 and 2003). 1990 was the initial mark of the
systematization of the teaching of Art in RME, including children s education and elementary
level, being the period from 1990 to 2003 characterized by constant debate, definition of
contents and methodology for teaching Art. When considering that the Municipal Curriculum
Proposals document is configured as one of the points of the local educational policy, and
also, an unfolding of other points of the national policy, the study is composed of a historical
course, looking for detaching the systematization of the teaching of Art in a national scope,
entailing the educational phenomenon and other instances, i.e. cultural, politics, and
economical, of the Brazilian society. Especially, it looked for evidencing the events and the
conditions for the emergency of different formative rules of the different ways of teaching
Art, which are manifested by several nomenclatures: Artistic education, Art-education, Visual
Arts, among others. With the analysis of the Curriculum Proposals, that is a result of
collective efforts of the teachers of the Art s team in order to define contents and
methodological theoretical foundations, we attempted to answer the following questions: Do
the ruptures and discontinuities in the documents and the relationships established in those
productions express clear and intentionally defined actions in the perspective of emancipation,
autonomy and non-subjection? Did they achieve changes and real ruptures? / Este trabalho apresenta um estudo referente ao ensino de Arte na Rede Municipal de
Educação no período compreendido entre os anos de 1990 a 2003. Trata-se de uma análise
documental ancorada na arqueologia foucaultiana; os documentos analisados foram as duas
Propostas Curriculares (de 1998 e 2003). O ano de 1990 foi o marco inicial da sistematização
do ensino de Arte na RME, incluindo desde a educação infantil a 8ª série, sendo então, o
período de 1990 a 2003 caracterizado por debate constante, definição de conteúdos e
metodologia para o ensino de Arte. Ao considerar que as Propostas Curriculares Municipais
se configuram como um dos pontos constituídos na tessitura da política educacional local, e
ainda mais, um desdobrar de outros pontos da política nacional, o estudo se compõe de um
percurso histórico, buscando assim destacar a sistematização do ensino de Arte em âmbito
nacional, entrelaçando o fenômeno educacional e as demais instâncias, cultural, política,
econômica, da sociedade brasileira. Em especial, buscou evidenciar os acontecimentos e as
condições para emergência das diferentes regras formativas dos diferentes ensino de Arte,
diferenças essas manifestas não apenas pelas várias nomenclaturas: Educação Artística, Arte-
Educação, Artes Visuais entre outros. Com a análise das Propostas Curriculares, que são
documentos oficiais, mas resultante de esforços e empreendimentos coletivo da equipe de
professores de Arte para definir conteúdos e fundamentos teóricos metodológicos, intentou
responder a seguinte indagação: as rupturas e descontinuidades imprimidas nos documentos e
as relações estabelecidas nessas produções expressam ou não ações claras e definidas
intencionalmente na perspectiva da emancipação, autonomia e desa-sujeitamento, lograram ou
não mudanças e rupturas reais? / Mestre em Educação
