Den svenska Försvarsmakten har genomgått efterkrigstidens störstaförändring. Försvarsmakten skiftar fokus från invasionsförsvar till insatsförsvar. I dettaskifte av fokus eller som det kallas ominriktning så utgör internationella insatser en viktigdel av Försvarsmaktens uppgifter. I vilken riktning logistiken skall gå har det inteskrivits så mycket om.I denna uppsats beskrivs och analyseras processen avseende skrivandet av en svensklogistikdoktrin. Med ett policyanalytiskt perspektiv som teori studeras denna process.I uppsatsen beskrivs vilka alternativ som studerats för att kunna utgöra en grund för densvenska logistikdoktrinen. Alternativen skulle kunna vara NATO-länders logistikdoktrineller omarbetande av reglemente eller handböcker.Syftet med uppsatsen är också att finna det problemområde (n) som gjort att processentog sin början.När väl problemområde och alternativ beskrivits så analyseras processen kringskrivandet av doktrinen.Ordet doktrin är en speciell fråga i uppsatsen, det kanske slutade med en inriktning? / The Swedish Armed Forces have gone through the most important changessince the post-war period. The Swedish Armed Forces are changing focus froman “invasion” defence to an operations defence.Operations have become an important part of the Swedish Armed Forces’ tasksas a result of this change of focus towards international efforts. The logisticssystem is also a part of the changes, though it has not been talked and writtenabout very much so far.In this essay, the military doctrine in Swedish Armed Forces will be describedand analysed. The theory used in this essay is based upon Rune Premfors’model for studies of policy process. The method is a combination of study textsand interview of officers and people working at a civil authority (NationalBoard of Civil Emergency Preparedness).In the essay, the alternatives that could be a basis for the Swedish ArmedForces logistics doctrine are described; they could be NATO-countries’logistics doctrine or a remodelling of Swedish regulations or handbooks.The purpose of the essay is also to the find problem areas, which have madethe process, start.After the alternatives and the problem areas have been identified, the processof writing the logistics doctrine will be analysed.The word doctrine is a special issue is this essay, perhaps the conclusion was aredirection. / Avdelning: ALB - Slutet Mag 3 C-upps.Hylla: Upps.
