Ominriktningen från ett invasionsförsvar till ett insatsförsvar ställer nya krav och villkor påframtidens materielförsörjning av försvarsmateriel. I huvudsak kommer de nuvarandeanskaffningsformerna att bibehållas men samtidigt har några möjliga, alternativaförsörjningsprinciper identifierats, en av dom är leasing.Syftet med denna uppsats är att, induktivt, analysera om leasing är en möjlig försörjningsprincipför försvarsmateriel. Analysen utgår från frågeställningarna om leasing kan ersätta/kompletteradagens anskaffningsformer, vad som krävs och i vilka former. Dessutom analyseras vilkabegränsningar och konsekvenser ett användande av leasing kan innebära för Försvarsmaktensförmågor vid ett förändrat omvärldsläge, nationellt och internationellt. Analysen genomförs medtyngdpunkt på makronivån, helhetsförståelse, och som en principdiskussion. Uppsatsen tar sinteoretiska utgångspunkt i ett systemteoretiskt perspektiv och bygger på kvalitativ metod. Härvidhar den huvudsakliga tekniken utgjorts av respondentundersökning (samtalsintervju), vilket harkompletterats med litteraturstudier.Den övergripande slutsatsen är att leasing är en möjlig försörjningsprincip, främst somkomplement till dagens anskaffningsformer. I sammanhanget avses främst operationell leasing avstandardbetonade materielsystem, t ex lastbilssystem, och under lägsta konfliktnivån, fred. / The transformation from an “anti-invasion” defence to an operations-orienteddefence sets new demands and new conditions for the future procurement ofdefence materiel and equipment. Principally, the present forms of procurementwill be retained, but at the same time some possible alternative principles ofprocurement have been identified, one of them being leasing.The purpose of this essay is, by using an inductive approach, to analyse ifleasing is a possible principle for the procurement of defence materiel andequipment. The analysis takes its starting point from the questions if leasingcan replace or complement the present forms of procurement, what this woulddemand and in which forms it would be. Furthermore, analysis has been madeof which limitations and consequences the use of leasing may imply for thecapabilities of the Swedish Armed Forces during a change of the situation inthe world, nationally and internationally. The analysis has been made with itscentre of gravity on the macro-level, an overall understanding, and as adiscussion of principles. The essay takes its theoretical point of departure froma systems-theoretical perspective and is based on a qualitative method.Through this, the main technique has been by interviewing respondents, whichhas been supplemented with study and analysis of relevant literature.The overarching conclusion is that leasing is a possible principle ofprocurement, principally as a complement to the present forms of procurement.In this context, it implies the use of operational leasing of more standardizedmateriel systems, for example the leasing of trucks, and during the lowest levelof conflict, peace. / Avdelning: ALB - Slutet Mag 3 C-uppsHylla: Upps.
