Previous issue date: 2017-08-24 / The present study presented in this dissertation refers to human rights education in police
training, with the purpose of identifying the pedagogical practices employed, based on the
analysis of the curricular contents, the content of the discipline of Human Rights, as well as the
role of others Disciplines of the training courses, with the purpose of developing a comparative
study with the indicators of deaths in military police interventions in service, based on the data
extracted from the 10th Annual Public Security Yearbook. The methodological cut would involve,
in principle, the five states of the Federation that presented the highest indications of in-service
police lethality and the five states with the lowest indexes, which has undergone adaptations,
in the face of the scarcity of responses from most states. The investigation, which encompassed
components of police training (content variables, time load, faculty and others) and police
lethality. The research focused on bibliographic review and documentary analysis, based on
historical, comparative and hypothetical deductive methods. Finally, in terms of final
considerations, the negative and positive aspects of police training, including the approach of
new training strategies, were discussed, from the point of view of human rights education. / O presente estudo apresentado nesta dissertação refere-se à educação em direitos humanos
na formação policial, com o escopo de identificar as práticas pedagógicas empregadas, a partir
da análise dos conteúdos curriculares, do ementário da disciplina de Direitos Humanos, bem
como do rol das demais disciplinas dos cursos de formação, com a finalidade de desenvolver
estudo comparativo com os indicadores de mortes em intervenções policiais militares em
serviço, tomando como base os dados extraídos do 10o Anuário de Segurança Pública. O recorte
metodológico envolveria, a princípio, os cinco estados da Federação que apresentaram os
maiores indicativos de letalidade policial em serviço e os cinco estados com os menores índices,
que sofreu adaptações, frente a escassez de respostas da maioria dos estados. A investigação,
que circundou componentes da formação policial (variáveis de conteúdo, carga horaria, corpo
docente e outras) e a letalidade policial. A pesquisa concentrou-se em revisão bibliográfica e
análise documental, a partir dos métodos histórico, comparativo e hipotético dedutivo. Por fim,
em termos de considerações finais, foram discutidos os aspectos negativos e positivos da
formação policial, incluindo a abordagem de novas estratégias de formação, sob o prisma da
educação em direitos humanos.
