Previous issue date: 2013-08-16 / This dissertation examines the relation between expenses on preschool and fundamental education, from the funds Fundef and Fundeb, and the results of municipal elections. For such are used the sums invested by Brazilian municipalities through these channels on the years of 2005, 2006, 2007 and 2008, and the outcomes of the municipal elections on the years 2000, 2004 and 2008, considering partisan and candidates results. The results suggest that the municipalities that – though the fore mentioned funds – invest more on preschool and fundamental education present a higher probability of partisan or candidate reelection. The findings allows to confirm the existence electoral accountability has an impact on these expenses. / Esta dissertação examina a relação entre o efeito das despesas na esfera infantil e fundamental municipais, propiciados pelos valores advindos do Fundef e Fundeb, e os resultados das eleições municipais. Para isto, utilizam-se os valores investidos pelos municípios brasileiros por estes fundos nos anos de 2005, 2006, 2007 e 2008 e os resultados das eleições municipais realizadas nos anos de 2000, 2004 e 2008, levando em conta os resultados em âmbito partidário e dos candidatos. Os resultados sugerem que os municípios que (pelos fundos citados) despendem mais em educação infantil e fundamental apresentam maior probabilidade de reeleição partidária ou do candidato. O resultado permite confirmar a existência de avaliação do eleitorado municipal manifestada pelo do voto (electoral accountability), para estas despesas.
