Esta pesquisa tem por finalidade analisar a saúde do trabalhador em educação em uma Secretaria Municipal de Educação (SMED) do Rio Grande do Sul. Trata-se de analisar as condições de emergência da saúde enquanto política de gestão pública, situada em um campo de práticas que compõe procedimentos diversos na atenção aos processos de trabalho e à saúde do trabalhador da educação. Utilizamos a análise do discurso, sob a perspectiva genealógica de Foucault, como metodologia de pesquisa, através da qual desenvolvemos uma análise de documentos oficiais da SMED, tomados como analisadores do processo de construção histórica de discursividades. Cabe a esta pesquisa pensar como a SMED vem constituindo suas práticas em saúde do trabalhador a partir das tensões, dos embates e dos atravessamentos éticos e políticos da sociedade contemporânea. A pesquisa aponta que a desarticulação interinstitucional, a descontinuidade das políticas públicas, a interferência direta das políticas de governo na organização do ensino, os modos de trabalhar no serviço público calcadas no princípio de eficiência/ineficiência, assim como os desafios diários do contexto escolar vêm produzindo o adoecimento e o afastamento da profissão enquanto foco de questionamento e tensionamento no interior das práticas gerenciais. O trabalho e a saúde do trabalhador perdem a visibilidade, ao passo que a doença e o afastamento do trabalho ganham espaço nas discussões e tornam-se alvo de políticas e intervenções do governo, onde a estatística é tomada como um mecanismo biopolítico de gestão e administração da vida no trabalho. Buscamos discutir algumas formas de (des)construir e problematizar os enunciados imbricados nos pedidos de atendimento, que chegam de forma individualizada ao Setor de Desenvolvimento de Pessoas, apontando um sujeito como portador de um problema a ser resolvido. Se esta demanda foi historicamente construída neste setor, cabe justamente a este setor buscar modos de trabalho que possam fazer uma torção nesta lógica, que se perpetua na sociedade através das práticas e técnicas disciplinares e de controle, para transformá-la, minimamente, em uma demanda institucional, capaz de contemplar o grupo de trabalhadores em educação nas discussões sobre seu fazer e sua saúde enquanto trabalhadores. / This research has for purpose to analyze the problematization of the health of the worker in education in a City Department of Education (SMED) in Rio Grande do Sul. It is aimed to analyze the conditions of emergence of the health as a public administration politics, situated in a practice field, that constitute various procedures in attention to the processes of work and health of the education workers. We used the speech analysis, under Foucault’s genealogical perspective, as research methodology, through which we develop an official document analysis of the SMED, taken as analyzers by the process of discursive historical construction. It fits to this research to think how SMED constitutes its practice in worker’s health as from the tensions, the oppositions and the ethics and politics of the contemporary society. The research points that the interinstitucional disarticulation, the public politics discontinuity, the direct interference of the government politics in the organization of education, the ways to work in the public service supported in the principle of efficiency/inefficiency, as well as the daily challenges in the school context, are producing illness and removal of the work, as the central point and tenseness in the interior of management practices. The work and the worker’s health are losing their visibility, while the illness and the removal, gain space in the quarrels and became into target of the government politics and interventions, where the statistics are taken as a biopolitic mechanism of management and administration of the life at work. We argue some ways of (de)construct and turn into a problem the propositions imbricated in the recommendations, which come as an individual form to the Sector of People Development, pointing towards one subject as a carrier of one problem to be solved. If this demand was historically constructed in this sector, fits, exactly, to this sector to search work ways which could be able to make a torsion in this logic, that perpetuates in the society through disciplinary and control practices and the techniques, to transform it, at least, in an institutional demand, capable to contemplate the group of workers in education in the quarrels about their work and about their worker health.
