310347.pdf: 1012794 bytes, checksum: f125dd165c5c4ba750973087c51654e4 (MD5) / O presente estudo tem como foco a análise do Programa de Atendimento aos Estudantes em Situação de Vulnerabilidade Social (PAEVS), um dos programas que compõe a Política de Assistência Estudantil do Instituto Federal de Educação, Ciência e Tecnologia de Santa Catarina, tendo sido a prioridade da Instituição nos dois últimos anos. Aborda o período de 2011 e início de 2012 e tem, como informante privilegiado, os alunos atendidos pelo mesmo. A pesquisa exploratória, de natureza quanti-qualitativa, teve como suporte teórico a perspectiva crítico-dialética, que possibilitou uma leitura totalizante e problematizadora da realidade. Para tanto, levou em consideração as transformações societárias recentes, com reflexos no papel do Estado e seus rebatimentos junto às políticas públicas educacionais, mais especificamente à educação profissional, científica e tecnológica. A avaliação participativa, proposta neste trabalho, deu-se por meio da aplicação de questionário (e posterior análise de conteúdo), bem como através da realização de grupos de discussão, a fim de um olhar ampliado sobre os avanços do Programa, os retrocessos e as possibilidades futuras. Dessa forma, a avaliação se configura num importante instrumento que almeja a transparência das ações, os ajustes necessários ao longo do processo e a alocação apropriada dos recursos públicos. Os resultados, bastante elucidativos, apontam que a amplitude da cobertura do PAEVS é insuficiente, ou seja, existe um público que não está sendo atendido; o número de profissionais envolvidos não consegue ampliar as possibilidades de intervenção junto aos alunos, o que implica em uma série de consequências, como o desconhecimento acerca dos critérios de ingresso e permanência no Programa. Além disso, evidencia alguns aspectos críticos referentes à gestão do Programa, à execução financeira e ao seu controle social. / The present study focuses on the analysis of the Student Assistance Program in a Situation of Social Vulnerability - SAPSSV, which is one of the programs that constitute the Policy of Student Assistance of the Federal Institute of Education, Science and Technology of Santa Catarina, was the priority the institution in the last two years. Covers the period 2011 and early 2012 and has, as an informant privileged students attended the same. Exploratory research, quantitative and qualitative in nature, was based on the approach critical-dialetic, which allowed a wholistic and questioning reading of the reality. To this end, that considered the recent social transformations, reflecting the role the State and its repercussions among educational public policies, more specifically to vocational, scientific, and techological education. Participatory evaluation, proposed in this study, was made by means of a questionnaire (and subsequent content analysis) and by conducting discussion groups in order to get an expanded vision of the progress of the Program, setbacks and future possibilities. Therefore, this evaluation is an important tool that aims at getting the transparency of actions, the necessary adjustments throughout the process, and the adequate destination of the public funds. The elucidating results show that the breadth of coverage the SAPSSV is insufficient, that is, there is a part of the target people that is not being assisted, the number of professionals involved cannot expand the possibilities for intervention with students, which implies a number of consequences, such as unawareness about the criteria for entry and stay in the Program. In addition, they highlight some critical aspects concerning the management of the Program, the implementation of its finances, and its social control.
