Sedan 1989 har omvärldsutvecklingen ställt stora krav på Sverige avseende en förändrad syn på detsäkerhetspolitiska begreppet. En ny världsordning med nya typer av hot, aktörer och konflikter har medförtatt säkerhetsbegreppet har vidgats. Det svenska EU- medlemskapet har dessutom medfört behovet av ettmycket tydligare regionalt och globalt perspektiv på säkerhetspolitik än vad som tidigare var fallet. Som ettresultat av detta har Försvarsmakten under perioden efter det kalla kriget genomgått ett genomgripandeförändringsarbete.Uppsatsens övergripande problem är följande: Skapar förändringsarbetet en Försvarsmakt som är användbarsåväl nationellt som regionalt och/eller globalt? För att besvara frågeställningen studeras först hur EU: smålsättningar och kapacitetsbehov avseende kris- och konflikthantering tar sig uttryck i GUSP och EUHeadline Goals, samt hur dessa tolkas i 2004 års försvarsproposition. I nästa steg studeras vilka uppgifteroch krav på operativa förmågor som Försvarsmakten ställdes inför i samband med försvarsbeslutet 2004.Därefter studeras om det går att spåra någon samstämmighet mellan Försvarsmaktens uppgifter och krav påoperativa förmågor och EU: s målsättningar och kapacitetsbehov. Slutligen görs en ansats att med hjälp aveuropeiseringsbegreppet visa hur olika samstämmigheter kan tolkas.Resultatet av undersökningen visade att en hög grad av samstämmighet kunde spåras och att det skapas enFörsvarsmakt som är användbar såväl nationellt som regionalt och/eller globalt. Ett sätt att tolka resultatetutgörs av det faktum att EU: s målsättningar och kapacitetsbehov är vagt formulerade, vilket skapar ett stortutrymme för omformuleringar. Ett annat sätt att tolka resultatet av undersökningen är att belysa resultatetmed hjälp av europeiseringsbegreppets vertikala och horisontella mekanismer. Det visade sig rimligt att antaatt en europeisering inom det studerade området har skett i en eller annan form. / Since 1989 the changes around the world has placed heavy demands on Sweden about how to look onsecurity. A new world order with new types of threats, actors and conflicts has made the perception ofsecurity wider. In addition the Swedish EU-membership has caused the need of a much clearer regional andglobal perspective than earlier. As a result of this the Swedish armed forces has gone through some radicalchanges during the time after the cold war.The overarching purpose with this essay is to study if these radical changes have resulted in a national defenceforce that is useful both at the national and the regional/global levels. In order to answer this question a studyof the objectives and capacity needs, referring to crisis management, within the EU Common Foreign andSecurity Policy and the Headline Goals are made.In the next step the objectives and demands on operational capacity put on the armed forces in 2004 isinvestigated. Thereafter a comparison of the objectives and demands on operational capacity put on theSwedish armed forces and the objectives and capacity needs at the EU-level is done to see if there is anytrace of accordance. Finally an attempt to show how various accordance could be interpreted is done withthe help of the theory of Europeanization.The result of the study showed that a high degree of accordance could be traced, and that a national defenceforce that could be used both at the national and the regional/global levels are created. One way of interpretingthe results of the study is to be found in the fact that the European Unions objectives and capacity needs arevery vaguely formulated, this makes it possible to reformulate them at the national level. Another way tointerpret the results is to use the theory of Europeanization with its vertical and horizontal mechanisms.
