Teacher Professionalism and New Public Management: a Study of Teachers Sense of Professionalism in Swedish Ethnic Segregated Schools

The aim of this thesis is to examine the impact of new public management (NPM) reforms on teacher professionalism in Swedish ethnic segregated schools. As a result of the various NPM reforms implemented in the education sector, the work of teachers has changed considerably in the last twenty years. The introduction of the new form of control has intensified the work load of professional teachers and led to standardization of teaching. Some scholars argue that NPM has led to professional losing control of their work resulting in de-professionalization of teachers while others argue that professional might acquire new skills that enhance their professionalism leading to re-professionalization. The theoretical basis for the thesis is Evetts (2009) occupational and organizational professionalism which is used to investigate the links between NPM and professionalism in the contexts of the public services professionals. The empirical study consists of five semi structured interviews with teachers working in four ethnic segregated schools. The findings show that teachers working in ethnic segregated schools encounter a challenging teaching environment that affects their teaching quality and diminish their professional autonomy. The result indicates the expansion of organizational professionalism and the demise of occupational professionalism. The only aspect of occupational professional that is apparent in this study is collegial relations. Moreover the findings of this study indicate the tendency towards de-professionalization.

Nature of in-service training to capacitate public secondary school teachers in the Matlosana area : a public management perspective / Kabelo Ben Mahloane

The purpose of this research activity was to determine the nature of in-service training as a mode of capacitating and developing teachers in public secondary schools serviced by the Matlosana Area Office (AO). The process of teacher in-service training is constantly faced by challenges, which derail and stall progress and sometimes negatively affect learners’ performance. Amongst others, these challenges include: changes in the curriculum, inconsistent monitoring and follow-up on in-service training programmes, the impact of teacher performance on learners’ attainment, the HIV/AIDS scourge, poor learner discipline, incorrect placement of teachers with regard to school and subjects taught, and the low participation of key role-players. The Department of Education (DoE) is divided into the Department of Basic Education and the Department of Higher Education. A literature study to look into the Department of Basic Education’s Acts, policies, strategies and other relevant documents aimed at skilling and developing teachers, was carried out. This assisted the researcher in understanding the legal parameters that guide teacher in-service training. Upon completion of the literature study, a brief explanation of the empirical research design, the administration and the use of the questionnaire as a research tool, are given. Data were collected from the respondents in the randomly selected secondary schools in the focus area – by means of a questionnaire. These data gave the researcher an idea of the situation with regard to teacher in-service training in the Matlosana Area Office’s responsibility area. To respond to the statements, respondents were required to indicate their views by ticking on a 5-step Likert scale. Respondents were given the opportunity of writing down their opinions; and these were summed up and indicated. Data collected were analysed and presented in the form of tables and histograms. This was followed by the interpretation of these data. Chapter 5 of the mini-dissertation presents a summary of the research activities. The findings, in accordance with the literature review, and the results of the empirical research with regard to the stated research objectives, are also presented. Finally, based on the findings, conclusions are drawn and recommendations subsequently formulated. Major findings include the need for more time to be dedicated to in-service training, thorough monitoring and prompt follow-up thereof. Data collected also indicated that the DoBE has a number of programmes in place to develop teachers and to put them on a par with curriculum requirements. The title of this research is: “The nature of safety and security in public secondary schools”. The purpose of this study is, therefore, to determine the nature of safety and security in public secondary schools of Matlosana Area Office’s (AO) area of responsibility, with a view to developing a more comprehensive set of recommendations on how to improve the safety and security policy – to the benefit of educators, learners and visitors to school premises. The study was carried out in the North West Province’s department of Education. An empirical research was conducted to gather data from the respondents regarding the safety and security of educators, learners and visitors in public secondary schools of the Matlosana Area Office’s area of responsibility. The target groups were the AO Manager, the Safety Co-ordinator, the Safety Officer, the School Management Teams, educators, learners, School Governing Bodies and Adopt-a-Cop members. The investigation also analysed the extent to which public secondary schools are complying with the statutory and regulatory frameworks governing safety and security. The study employed a quantitative approach, using a structured questionnaire. In this study, the research is concluded with a presentation of the findings. Amongst others, it was found that some learners carry dangerous objects on school premises, because the Adopt-a-Cop programme is not effectively implemented. Conclusions were drawn on the basis of the findings; and finally, recommendations for further research were suggested. / Thesis (M. Bureaucratic culture and new public management:: a case study of Indira Mahila Yojana in Uttar Pradesh

During the 1990s there has been a notable shift in governance debates from what has been termed the 'Washington' to a post-Washington Consensus. Put simply, this shift has involved a move away from the old agenda of state 'versus' market to a new discourse based on the notion of state 'and’ market. A parallel shift has occurred within public administration, from a focus based on reducing the role of the state to a reconsideration of the way in which the state performs its roles. The Indian state has initiated administrative reforms influenced by new public management (NPM) following the adoption of a new economic policy in 1991. The case of northern Indian state of Uttar Pradesh, is particularly significant as administrative reforms their have been developed in association with the World Bank. Through the case study of the Indira Mahila Yojana programme (for women's empowerment), I consider how government officials at the various administrative levels, have engaged with the processes of change associated with new public management. Despite popular criticism of the bureaucracy in India, this study suggests that the adoption of specific elements of NPM in specific institutional environments can empower government officials, and help facilitate development. The case study of the Indira Mahila Yojana scheme demonstrates both the importance of supporting institutions and the potential value of bureaucratic reform for provoking positive change and development.

The introduction of new public management in the police service : its impact on the role of the police sergeant supervisor

The purpose of this thesis was to identify what effect the Introduction of New Public Management (NPM) in the police service has had on the role of the police sergeant supervisor. The study has investigated the role of the uniform police sergeant at five locations within the Metropolitan Police Service (MPS), London, England in two stages. The main source of data was detailed face-to-face interviews with the sergeants and their accompanying role-set members. This was augmented by limited participant observation and examination of supporting organisational documents. The study discusses the results at three levels: (i) the reaction of the MPS in response to NPM; (ii) the impact of the changes within the MPS on the rote of the sergeant supervisor; and (iii) the value of role-set analysis in contextual studies. The organisational changes within the MPS followed the patterns expressed within much of the literature. The identified changes were: changes to the structure including elements of devolution; a nominal reduction in the layers of management; the lntroduction of increased accountability through performance manaqement systems; and attempts to create a new culture of service and customer focus. Interestingly the degree of control exerted from the centre on local activities appeared to have increased rather than decreased as one might expect given the ethos of NPM. This high degree of control was predominantly achieved through the use. of centralist performance measures, particularly those under the control and direction of central government. None of the literature examines the impact of NPM on the supervisor role or service delivery. The majority hypothesises on the likely impact and to a large degree this study supported those hypothesis. The impact on the role of the sergeant was found to be significant in the following respect: increased workload; increased responsibility; greater accountability; reduced autonomy; insufficient training to meet the new demands; insufficient organisational support; and reduced levels of performance. Although not a specific part of the study symptoms of stress and a high level of work absence were noted. The success in identifying the various expectations of the role-set actors and the subsequent supervisor responses vindicates the literature that proffered the use of role-set analysis in examining roles. The use of face-to-face interviews within a series of role-sets enabled the study to look at the role of the sergeant in a contextual and holistic manner. In doing so it resulted in a richness of data that could not be obtained using questionnaires. This approach was particularly suited to an ill-defined role such as that of the sergeant supervisor. In using this approach we argue that it has identified activities and influences that would not have been identified from single participant observation or discussion. It was instrumental in identifying the network effect and influence of the peer group sergeants. In a pseudo military, hierarchical, bureaucracy such as the police service one might expect the manager of the sergeant to play a major role in the definition of subordinate roles. Surprisingly this was not the case in this study. We identified that the peer group serçeants, to,gether with a lesser role played by subordinate constables, were the major determinates of the basket of activities attributed to the role of the sergeant supervisor. The findings reported here suggest that more studies of the impact of NPM on the actual service delivery are warranted. Currently the evidence points to the centralist control through performance management systems having a detrimental impact on the ability of supervisors to provide a service that meets the needs of the customer and the stated aims of NPM.
