Investigating South African political parties' communication strategies and how they influence voters' decision-making process

Abstracts in English and Venda / This study was an investigation of the effect of political communication strategies on voting behaviour. The area of study was Diepsloot in the north of Johannesburg. Various questions were explored such as; what kind of communication strategies have the top three South African political parties (ANC, DA & EFF) used in the past South African general elections in 1999, 2004, 2009, 2014 and 2019, do political parties pre-election communication strategies influence Diepsloot voters voting decision and lastly how do Diepsloot voters relate to domestic political parties' communications and messages during elections period? The study followed a qualitative research paradigm with the use of interviews to gather information. At an aggregate level, it is often said that what political organisations do, say or do not say have a bearing on their supporters when election time arrives. Voting behaviour theories were also utilised as a theoretical foundation for understanding voters' psychic. Broadly, this study aimed to investigate the effects of political communications on voters' decision-making process. The focus was on the top three political parties in South Africa being the African National Congress, The Democratic Alliance and the Economic Freedom Fighters. Using thematic analysis, this study identified a variety of issues that influence voting behaviour. Among other findings, the study revealed that while political communication affects voters' choice, some voters continuously vote for a political party that has some historical importance. Other findings suggest that political communication alone is not enough to lure voters; voters are looking for material benefits when considering who to vote for. The study also revealed that the young generation of voters, mostly referred to as 'born-frees,' are much more engaging before choosing a party of their choice. The effectiveness of State of the Province Adress (SOPA) as a public communication campaign in Limpopo Province, South Africa

The dawn of democracy in South Africa ushered an increasing need for government to interact with the citizens. This study assesses the use of the state of the province address (SOPA) as a communication platform to keep the citizens abreast of the government programmes and deliverables in Limpopo province, South Africa. SOPA is broadcasted mainly from the legislature whilst the communities can view the proceedings in identified public viewing areas. Since SOPA’s inception, there is limited academic studies conducted on the effectiveness of SOPA in general and public viewing areas in particular. To fill this paucity of research, this study reviewed the government communication strategy with specific reference to government communication and information systems (GCIS) which emphasises on the need for government to interact with stakeholders at all levels. Using communication effectiveness and stakeholder theories (also called Izimbizo), this study evaluated the planning process of SOPA and citizens’ views on the effectiveness of the public viewing areas. In-depth interviews and survey were conducted with campaign planners and Mokwakwaila citizens respectively. Data was analysed using thematic analysis for interviews and descriptive statistics for survey. This study found that the internal planning process of the campaign (SOPA) is accordingly linked to the strategic objectives of the province, but inadequate funding hinders the longevity of the campaign. It is also this study’s finding that whilst citizens found SOPA to be effective they however feel that government does not do enough to source feedback after the campaign. This study recommends that there could be an exploration of the new media utility to produce more awareness about the campaign in order to accommodate audience that do not use radio and newspapers. Embracing LOLitics: Popular Culture, Online Political Humor, and Play

The Internet, and Web 2.0 tools can empower audiences to actively participate in media creation. This allows the production of large quantities of content, both amateur and professional. Online memes, which are extensions of usually citizen-created viral content, are a recent and popular example of this. This thesis examines the participation of ordinary individuals in political culture online through humor creation. It focuses on citizen-made political humor memes as an example of engaged citizen discourse. The memes comprise of photographs of political figures altered either by captions or image editing software, and can be compared to more traditional mediums such as political cartoons, and 'green screens' used in filmmaking. Popular culture is often used as a 'common language' to communicate meanings in these texts. This thesis thus examines the relationship between political and popular culture. It also discusses the value of 'affinity spaces', which actively encourage users to participate in creating and sharing the humorous political texts. Some examples of the political humor memes include: the subversion of Vladimir Putin's power by poking fun at his masculine characteristics through acts similar to fanfiction, celebrating Barack Obama’s love of Star Wars, comparing a candid photograph of John McCain to fictional nonhuman creatures such as zombies using photomanipulation, and the wide variety of immediate responses to Osama bin Laden's death. This thesis argues that much of the idiosyncratic nature of the political humor memes comes from a motivation that lies in non-serious play, though they can potentially offer legitimate political criticism through the myths 'poached' from popular culture.

Evaluating the criteria for successful elections in post-conflict countries : a case study including Iraq, Sierra Leone, and Bosnia and Herzegovina

Indiana University-Purdue University Indianapolis (IUPUI) / Previous research on post-conflict elections has found several criteria important in determining if an area is ready to hold elections and whether or not it is likely to succeed. Although rarely ranked in any determination of importance, several concepts are present in most post-conflict election research. Additionally, there is not an agreed set of standard criteria upon which success can be assumed. When researching the post-conflict election literature two questions arise: (1) is there a set of criteria established to determine if an area is ready to conduct post-conflict elections, and (2) do all criteria need to be present in order to ensure successful post-conflict elections? Most research agrees on common criteria but highlights or researches one dominant criterion, to which is then often attributed to the success of an election. This is found in Krishna Kumar’s focus on international assistance (Kumar, 1998), Staffan Lindberg’s attribution of success to repetition of the election process (Lindberg, 2006), Paul Collier’s focus on per capita income (Collier, 2009), and Marie-Soleil Frere’s research on post-conflict elections and the media (Frere, 2011). When reviewing multiple research sources, it is likely several factors at various times and in various elections will be credited with being the single source criterion for success. This kind of past research is well supported and conclusively argued, but still fails to provide a scope of understanding outside of a single event. In other words, it is case specific and not comparatively applicable across cases. Although this thesis does not intend to “McDonaldize” (Ritzer, 2009) the process of democratization, it does propose to define a common set of criteria necessary, even if in varying degrees, to conduct successful elections in post-conflict environments.

"Cuando Actuamos, Actuamos Juntos": Understanding the Intersections of Religion, Activism, and Citizenship within the Latino Community in Indianapolis

Indiana University-Purdue University Indianapolis (IUPUI) / Undocumented immigration from Latin America is a heated and divisive topic in United States' politics. Politicians in Washington, D.C. are debating new legislation which would provide a pathway to citizenship for some 11 million undocumented immigrants. While several federal immigration reform bills were debated in the early 2000s, each one failed in either the House of Representatives or in the Senate. The Indianapolis Congregation Action Network (IndyCAN), a grassroots activist group in Indianapolis, is organizing the Latino community through faith and shared political goals. Undocumented Latino immigrants are utilizing IndyCAN as a method to influence progressive policy change. However, anti-immigrant groups challenge these efforts by attempting to define who can be considered an "American" and are attempting to block legislation due to their negative perceptions of Latinos. Debates about citizenship have racial discourses and reveal the embeddedness of race and ethnicity. Despite this, many Latino immigrants are forging their own identities in the United States and are engaging in a political system that refuses to grant them a legal status. Through an enactment of activism called la fe en acción [faith in action], these immigrants ground their political organizing with IndyCAN and attempt to appeal to the religious faith of politicians. I explore issues of race, political engagement, and religion in the lives of Indianapolis’ Latino community. In this case study, I demonstrate that IndyCAN is acting as a vehicle through which undocumented Latino immigrants are engaging in the political process. This political involvement occurs through religious strategies that seem apolitical yet are implicitly an enactment of activism. Ultimately, I reveal how undocumented Latino immigrants in Indianapolis are impacting the political process regardless of their legal status.

Immigration, Literacy, and Mobility: A Critical Ethnographic Study of Well-educated Chinese Immigrants’ Trajectories in Canada

This dissertation interrogates the deficit assumptions about English proficiency of skilled immigrants who were recruited by Canadian governments between the late 1990s and early 2000s. Through the lens of literacy as social practice, the eighteen-month ethnographic qualitative research explores the sequential experiences of settlement and economic integration of seven well-educated Chinese immigrant professionals. The analytical framework is built on sociocultural approaches to literacy and learning, as well as the theories of discourses and language reproduction. Using multiple data sources (observations, conversational interviews, journal and diary entries, photographs, documents, and artifacts collected in everyday lives), I document many different ways that well-educated Chinese immigrants take advantage of their language and literacy skills in English across several social domains of home, school, job market, and workplace. Examining the trans-contextual patterning of the participants’ language and literacy activities reveals that immigrant professionals use literacy as assistance in seeking, negotiating, and taking hold of resources and opportunities within certain social settings. However, my data show that their language and literacy engagements might not always generate positive consequences for social networks, job opportunities, and upward economic mobility. Close analyses of processes and outcomes of the participants’ engagements across these discursive discourses make it very clear that the monolithic assumptions of the dominant language shape and reinforce structural barriers by constraining their social participation, decision making, and learning practice, and thereby make literacy’s consequences unpredictable. The deficit model of language proficiency serves the grounds for linguistic stereotypes and economic marginalization, which produces profoundly consequential effects on immigrants’ pathways as they strive for having access to resources and opportunities in the new society. My analyses illuminate the ways that language and literacy create the complex web of discursive spaces wherein institutional agendas and personal desires are intertwined and collide in complex ways that constitute conditions and processes of social and economic mobility of immigrant populations. Based on these analyses, I argue that immigrants’ successful integration into a host country is not about the mastery of the technical skills in the dominant language. Rather, it is largely about the recognition and acceptance of the value of their language use and literacy practice as they attempt to partake in the globalized new economy.
