A NEPAD leadership development strategy : the SADC case

Dissertation (PhD)--University of Stellenbosch, 2007. / ENGLISH ABSTRACT: The overall aim of this study is to shape the future of the SADC through the New Partnerships for Africa’s Development leadership development strategy (NEPAD LDS), including a social responsiveness strategy. It proceeds from the premise that leadership development should be based on the values and interests of an institution, because these represent the institution’s position regarding the context within which it exists. This study pursued the following objectives: • To identify leadership needs in the SADC • To suggest a NEPAD-based leadership development strategy that includes a social responsiveness strategy as a response to identified SADC leadership needs The research therefore viewed the future of the SADC through leadership development. The entry point in this process was to establish the character and qualities of the SADC, considering that the continued existence of this region depends on its ability to transform all its systems in a unified pursuit of common goals. The history and natural resources of the region were thus seen to be the most visible measures of its overall health and strategic direction. The process of stakeholder identification and mapping was then pursued, with the view to help the SADC leadership to assess systematically the nature and impact of groups with which the organisation deals. Following the stakeholder analysis, information on the macro-environment of the SADC was gathered because of the impact the external environment has on the SADC. This large body of information was screened systematically. The scanning taxonomy that was developed included five areas: social, technological, environmental, economic and political (STEEP). This specialised taxonomy helped the researcher to focus on issues of greatest concern to the study. The issues that were scanned are discussed relative to their impact on SADC leadership practice. Based on the leadership challenges in the SADC thus identified, planning assumptions were developed, which are best guesses or predictions about key dimensions of the future given the leadership challenges identified. These assumptions are estimates based on the combination of estimating factors/validation points, which are portrayed in the analysis of the macro-environment of the SADC. The probability, the impact, the proximity and the maturity of these assumptions are interpreted by calculating their weighted positive or negative values. Cross-impact analysis of the validation points is used to guide the SADC decision-makers to adopt policies designed to achieve more desirable leadership futures. Here, the connections between validation points impacting on the probability of one another are illustrated. These specified relationships trace out a distinct, plausible and internally consistent future for the SADC leadership. This analysis gives rise to the identification of key validation points/drivers in the SADC from which emerge the key leadership needs of this region. Further needs that emerged were to make the NEPAD the base upon which the leadership development programme is built, and to incorporate social responsiveness strategy. Based on these key leadership needs in the SADC, it is suggested that a NEPADbased leadership development strategy, including a social responsiveness strategy, be developed and implemented. Furthermore, the NEPAD leadership development strategy (NEPAD LDS) should be based on the premise that linking leadership development with a social responsiveness strategy is critical not only for the SADC, but for the entire world, because this region is part of the global village. It is suggested that the implementation strategy should enable participants to translate the NEPAD LDS into action and to see leadership development and a social responsiveness strategy as key mechanisms for doing so. This study attempts to avoid the worn-out remedies of the past and uses a holistic approach called Common Sense Management, which entails market research, directionsetting, strategy development, implementing strategies and outcome assessment. The findings and the conclusions for this study are organised around the research questions that were the basis of motivation for this study. / AFRIKAANSE OPSOMMING: Die oorhoofse doelwit van hierdie studie is om die toekoms van die Suider- Afrikaanse Ontwikkelingsgemeenskap (SAOG) te help bepaal deur middel van die Nuwe Vennootskap vir Afrika se Ontwikkeling (algemeen bekend as NEPAD) se leiderskapsontwikkelingstrategie (LDS), insluitende 'n sosiale deelnemendheidstrategie. Dit gaan uit vanaf die veronderstelling dat leierskapsontwikkeling op die waardes en belange van 'n instelling behoort te berus, omdat hulle die instelling se posisie verteenwoordig rakende die konteks waarbinne dit bestaan. Op grond van hierdie sleutelleierskapsbehoeftes in SAOG, word aan die hand gedoen dat 'n NEPAD-gebaseerde leierskapsontwikkelingstrategie, insluitende 'n sosiale deelnemendheidstrategie, ontwikkel en toegepas word. Verder behoort die NEPAD leierskapontwikkelingstrategie (NEPAD LDS) op die aanname te berus dat 'n aaneenskakeling van leierskapsontwikkeling met 'n sosiale deelnemendheidstrategie krities nie slegs vir SAOG is nie, maar vir die hele wêreld, aangesien hierdie streek deel is van die wêrelddorp. Aspekte van organisasie-kultuur in die Suid-Afrikaanse Nasionale Weermag

Thesis (PhD)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: The integration of the three former defence forces, four homeland forces and the one self-defence unit into the South African National Defence Force (SANDF) drastically changed the race composition of the Department of Defence (DoD). The integration of these forces with their guerilla type warfare into a conventional force together with the changed race composition, is having an influence on the organisational culture of the DoD. The aim of this study is to investigate the organisational culture of the DoD with the primary focus on values to determine a group identity and the required behaviour. This investigation is conducted by researching the prescriptive legislation and policy applicable to the DoD, values from the traditionally western and Ubuntu culture, the vision of the Africa-Renaissance, tendencies in modern warfare and functions of modern armies. A proposed value system for the DoD is then developed. The way in which members of the DoD associate with this value system is tested by means of a sample and deviations are identified. Lastly, corrective options are proposed for these deviations. The developed value system consists of key values such as military professionalism, community/ethical orientation and military orientation. The collected data is interpreted by means of factors such as values characteristic of authority, military professionalism, military customs and human rights that concur with the key values. Against all odds it was found that members of the DoD associate badly with values traditionally associated with a defence force which is fully prepared. The following was found: • Members of the DoD do not identify with values such as commitment to comrades, non-discrimination, no bad excuses, fair practices, no misuse of rank, or pride and loyalty. Arms of service, rank groups, gender, population group and former force, identify in an average way with values characteristic with authority, high with professionalism, low with military customs and low with human rights. • The lower rank groups identify the worst with values, and warrant officers the highest. The senior officers identify the worst with human rights. • No distinction was found between the gender groups in respect of identification with values. • As far as population groups are concerned, differences occurred between whites and Africans in respect of their attitudes towards authority, professionalism, military custom and human rights. • As far as former force members are concerned, differences occurred between South African Defence Force (SADF), Umkhonto we Sizwe (MK) and the African People's Liberation Army (APLA) regarding their attitudes towards authority, professionalism and military customs. In so far as human rights are concerned, differences occurred between the SANDF and Transkei, Boputhatswana, Venda and Ciskei (TBVC). The study showed definite problem areas and remedial actions need to be concentrated on this. It is clear that the different race groups and members of former forces have different orientations towards the value system. This marginalisation of groups into sub-cultures cannot be tolerated. A group identity with which every member of the DoD can identify, needs to be established urgently. As remedial options a process of socialisation can firstly be used to instill a group identity and the desired behaviour in members of the DoD. Those who do not fit the group identity and required behaviour must be discharged. A value system must secondly be lived and the generals and officers of the DoD must be role models as far as the living of the value system is concerned. Thirdly, posters on notice boards are of little use if the values do not become visible in the behaviour of every member of the SANDF. There is no place for buzz words without any meaning. Fourthly, values must be validated by means of norms. These norms must be made known to all members of the DoD to ensure that the desired organisational culture and value system is instilled. In this regard the publication The Service Guide for Newcomers should be rewritten and given to every member of the DoD. / AFRIKAANSE OPSOMMING: Die integrasie van die drie verdedigingsmagte, vier tuislandmagte en een selfverdedigings-eenheid in die Suid-Afrikaanse Nasionale Weermag (SANW) het 'n drastiese verandering in die bevolkingsamestelling van die Departement van Verdediging (DvV) teweeggebring. Die integrasie van die bevrydingsmagte, met hul guerrilla-tipe van oorlogvoering, in 'n konvensionele mag is besig om tesame met die veranderde bevolkingsamestelling 'n invloed op die heersende organisasie-kultuur van die DvV uit te oefen. Die doeI van hierdie studie is om die organisasie-kultuur van die DvV te ondersoek met die primere fokus op waardes ten einde 'n groepsidentiteit en die verlangde gedrag vir die DvV te bepaal. Die ondersoek geskied aan die hand van die voorskrifte van toepassing op die DvV, waardes vanuit die tradisionele Westerse en Ubuntukulture, die Afrika-Renaissance-visie, tendense in moderne oorlogvoering en funksies van hedendaagse weermagte. 'n Waardestelsel wat die organisasie-kultuur van die DvV weerspieel, word vanuit voorafgaande bronne ontwikkel. Die wyse waarop die lede van die DvV met die waardestelsel vereenselwig word deur middel van 'n steekproef getoets en afwykings word geidentifiseer. Ten slotte word remedierende opsies vir hierdie afwykings voorgestel. Die ontwikkelde waardestelsel bestaan uit kernwaardes, soos militere professionalisme, militere orientering en gemeenskaps-/etiese orientering. Die ingesamelde data word aan die hand van faktore soos waardes kenmerkend van gesag, militere professionalisme, militere gebruike en menseregte wat met die kernwaardes ooreenstem, vertolk. Teen alle verwagtinge in is daar bevind dat lede van die DvV hulself swak vereenselwig met waardes wat tradisioneel as baie belangrik vir 'n parate weermag geag word. Die volgende is bevind: Daar word nie met waardes soos toewyding aan makkers, geen diskriminasie nie, geen swak verskonings nie, regverdige gebruike, geen rangmisbruik nie, trots en lojaliteit geidentifiseer nie. • Weermagsdele, ranggroepe, geslag, bevolkingsgroep en voormalige weermagte identifiseer middelmatig met waardes kenmerkend van gesagsvertolking, hoog met professionalisme, laag met militere gebruike en swak met menseregte. • In terme van ranggroepe toon die laer range die laagste en die ranggroep adjudant-offisiere die hoogste metings betreffende die identifisering met waardes. Die ranggroep senior offisiere identifiseer die minste van al die ranggroepe met menseregte. • Geen onderskeid tussen geslagte bestaan met betrekking tot die identifisering van waardes nie. • Ten opsigte van bevolkingsgroepe is beduidende verskille tussen wit en Afrikaan se houding teenoor gesag, professionalisme, militere gebruike en menseregte gevind. • Daar is ten opsigte van voormalige weermagte gevind dat beduidende verskille tussen die houding van die Suid-Afrikaanse Weermag (SAW) en Umkhonto we Sizwe (MK) en die African People's Liberation Army (APLA) teenoor gesagsvertolking, professionalisme en militere gebruike bestaan. 'n Beduidende verskil kom voor in die houding van die SANW en Transkei, Boputhatswana, Venda en Ciskei (TBVC) teenoor menseregte. Die studie Iê duidelike probleemareas bloot en alle regstellings behoort hierop te fokus. Dit is duidelik dat die verskillende bevolkingsgroepe en lede van die voormalige weermagte totaal uiteenlopende orienterings ten opsigte van die waardestelsel het. Hierdie marginalisering van groepe in subkulture kan nie geduld word nie. 'n Groepsidentiteit waarmee alle lede van die DvV hulself kan vereenselwig, moet sonder versuim geskep word. As remedierende opsies word daar eerstens 'n sosialiseringsproses voorgestel ten einde 'n groepsidentiteit en die verlangde gedrag by lede van die DvV te kweek. Lede wat nie by die groepsidentiteit en die verlangde gedrag inskakel nie, moet eenvoudig ontslaan word. Tweedens moet die waardestelsels geleef word en die generale stat en offisiere behoort hier die rolmodelle te wees. Derdens moet die waardes op die glansbiljette wat op kennisgewingborde verskyn aan elke individu bekend wees en duidelik in die gedrag van alle lede van die DvV sigbaar te word. Daar is geen ruimte vir niksseggende gonswoorde nie. Vierdens moet waardes in terme van norme gekwantifiseer en aan alle lede van die DvV bekend gemaak word ten einde te verseker dat die verlangde organisasie-kultuur en waardestelsel inslag sal vind. Hiervoor moet die publikasie The Service Guide for Newcomers herskryf word en aan alle individue beskikbaar gestel word.

Restoring and holding on to beauty : the role of aesthetic relational values in sustainable development

Thesis (PhD (Public Management and Planning))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: Unless Africans and their leaders make a concerted effort to rid themselves of the harmful legacy of colonial spirituality by adopting new motives for living, entering into new relationships with themselves on the plane of beneficial values, Africa will not be able to escape the social, environmental, political and economic afflictions that currently beset her. The colonial forces that burst into Africa with violence from minds bent on foreign conquest were primarily driven by an ethos of covetousness that has come to characterize the existing international order. Stealing, not only of natural resources has continued side by side with the denuding of the very souls of people – as has happened so successfully in Africa – of their humanity. There is evidence that human existence has been beleaguered and governed by an unviable microphysical framework (mindset and spirituality). In the midst of what appears to be a bewilderingly dynamic, turbulent and complex world, this spirituality looms large, gaining a stronghold resulting in disconnectedness among self-worshipping humans and their environment. We now live in a world governed by a distructive innate iniquity that produces overwhelming inequity among humans and unprecedented damage in the natural environment that sustains us. This study draws from and connects the evidence provided by ancient history with current macro-physical endeavours to demonstrate that this micro-physicality still holds sway, albeit under various manifestations. Having been in a state of war with itself and its living environment, humanity has reached what observers have acknowledged as a crossroads. In the violence that has engulfed all humans since time immemorial, as evidenced in the co-existence of poverty and affluence, pandemics driven by a wide variety of illnesses, huge disparities in wealth within and between national economies, energy and environmental depletion and degradation that have earned us the unprecedented crisis of global warming, this crossroads has made itself very present. A particular kind of mentality and spirituality has taken us to this point. It is a spirituality that is obviously devoid and incapable of producing beauty of harmony and communion among us irrespective of our diversity, whether in race, culture, knowledge discipline or geographic space. The macro-physical condition we are experiencing cannot be viewed in isolation from the spirituality that produced it. We are now in an unsustainable world that must have been the fruit of an unsustainable spirituality. The answers to our global dilemma must fundamentally be sought not in any new technologies that emanate from the same mindset, but in a renewed mind and in a different pattern of spirituality. This study probes the dominant world mindest that directed the globally pervasive Western civilization and reviews some major historical and cultural trends that, it argues, have brought humanity to the zenith of its “world-hunt”-culture. This is a “world- hunt” of self-mutilation that manifested itself in Europe, the near-east, Asia and Africa over more than four millennia ago. The deforestation, land degradation, oppression of the poor, hunger, hatred that drives terrorist attacks, climate changes that drive natural disasters and the loss of species, are all the unmistakable bitter fruit of such a culture. It is a culture characterized and propelled by the absence of what this study coins as “aesthetic relational values”. This dominant mindset has strewn all over our globe various rule-based governance institutions characterized by an ethos of central control, manipulating people’s lives for self-centred gain. Though many of these institutions come in various garbs of apparent benevolence, faith-based, trade-based, knowledge/science-based and political governance bodies, all are adherents of the same worldview that is firmly grounded in a merciless and destructive pantheistic, and nature-worship belief system traceable to ancient Egypt. Many of these institutions, today, publicly claim to be proponents of sustainable development, the eradication of poverty and peace among the nations of the world, yet they are still clinging, esoterically, to a cosmological perspective of nature-worship that glorifies self-worship and disregards the well-being of others. The study contrasts this dominant spirituality with the Afrocentric one based on a knowledge system that propounds a belief in a compassionate and merciful Creator-God who is the source of all nature, including the human family, as illustrated in the daily lives of amaMbo peoples whose geographic origins are traced to ancient Ethiopia. As the former continues to make a nonentity of the Creator-God, Africans, realizing the spiritual bankruptcy of a self-glorification ethic that has polarised the people and ravaged their continent through rule-based institutions, are returning, in large numbers, to this knowledge system of their ancient fathers on which their social institutions of shared and consensus-based decision-making and governance, from the basic social unit as the family, to national political relations, were founded. In several encounters these patterns of spiritualities have produced unsavoury outcomes. In the Cape’s more-than-a-century long, bitter and protracted encounter between a branch of amaMbo called amaXhosa, that began with the seventeenth century arrival of the Western “world-hunt” culture through the Calvinist Dutch East India Company traders, Africa and the entire world have been provided, simultaneously, with indisputable evidence of the destructiveness of self-indulgent living on the one hand and the efficacy, on the other, of a relational aesthetic as a viable alternative out of the humanitarian and environmental crises that confront our globe. Views and principles regarding the harmonious living of life on earth have been advocated by many a great leader since antiquity. They have been vindicated in the lives of ancient Israelite patriarchs such as Abraham and Moses, who led his kinsmen out of the Egyptian bondage that lasted over four centuries; in the life of Tolstoy, who chose to be excommunicated from a society that regarded these principles with disdain; to that of Gandhi, on whom Tolstoy was a tremendous influence, and effectively applied them to unshackle a whole nation from British subjugation; and Dostoevsky, Tolstoy’s compatriot, who first referred to these as “aesthetic views”. These relational principles were embedded in the lifestyle of ancient Israel, lived and advocated later by the Jewish Rabbi called Jesus, whose very own people chose to shamefully murder Him rather that accept His teachings. These principles were taught, practised and handed down to His followers to influence humanity as never before. In their ancient setting these principles clashed with those of the pagan lifestyle of Egypt, Babylon, Medo-Persia, Greece and Rome, which culturally shaped the Western civilization that pervades our globe. The results were centuries of enslavements, dispossessions and persecutions. In the course of history pagan beliefs crept in and mingled with orthodox Jewish rites and worship, producing an adulterated Christianity and a plethora of what are known today as nature-based religions, which still uphold and advocate the individual gods to whom honour and worship is due rather than the Creator in the Hebrew and Afrocentric cosmologies. This study traces the effect of the absence of these relational values on the quality of the life of nations and their leaders. A remarkable trend and pattern characterized by self-mutilative living emerged among all such nations and people. Their efficacy and mutual beneficence, on the other hand, was unmistakable in societies such as that of amaXhosa, in their pre-colonial state in the Eastern Cape region of South Africa. As all of nature “groans” under the human self-mutilation caused by the impoverished spirituality in aesthetic relational values, this study argues that salvation lies in ibuyambo, the recalling of these under-appreciated relational values, and in ensuring the re-education of ourselves and our future leaders in them. The focus of the study is what these values are, the effect of their absence, how different they are to what are known as “social capital”, how they have been manifested and preserved in ancient African institutions such as the weekly memorial day of rest – the Sabbath in the creation narrative – in the lives of some individuals and people on our planet, particularly Africans and amaMbo, and the benefits they derived from respecting them. A vital observation in this study is that social systems that are driven by the motive of individual, corporate or national self-exaltation are invariably rooted in strife and discention. The conclusion is drawn that these under-appreciated relational values, aesthetic relational values, are not only a vital ingredient to the quest for and in all known facets of sustainability in development efforts, they hold the key to unlock the door to the mystery of “harmony” that has proven so elusive to individuals, families, communities, societies, nations and their governance systems. The study concludes, with Dostoevsky, that aesthetic relational values contain “a guarantee of tranquility” for all humanity and the natural environment that sustains them. The restoration, not only by all of Africa, of the lost spirituality of aesthetic relational values cherished by their ancient forebears, is key to the renewal of our world. / AFRIKAANSE OPSOMMING: under-appreciated relational values, and in ensuring the re-education of ourselves and our future leaders in them. The conclusion is drawn that these under-appreciated relational values, aesthetic relational values, are not only a vital ingredient to the quest for and in all known facets of sustainability in development efforts, they hold the key to unlock the door to the mystery of “harmony” that has proven so elusive to individuals, families, communities, societies, nations and their governance systems. The study concludes, with Dostoevsky, that aesthetic relational values contain “a guarantee of tranquility” for all humanity and the natural environment that sustains them. The restoration, not only by all of Africa, of the lost spirituality of aesthetic relational values cherished by their ancient forebears, is key to the renewal of our world. op ons globale dilemma moet fundamenteel nie in enige nuwe tegnologieë gesoek word wat uit hierdie selfde geestesingesteldheid voortvloei nie, maar in ’n hernude sienswyse en in ’n ander spiritualiteitspatroon. Hierdie studie ondersoek die dominante wêreldingesteldheid wat die globaal omvattende Westerse beskawing gerig het en hersien ’n aantal belangrike historiese en kulturele neigings wat, volgens die argument, die mensdom tot by die toppunt van sy “wêreld-jag”-kultuur gebring het. Dit is ’n “wêreld-jag” van selfverminking wat sigself meer as vier millennia gelede in Europa, die Nabye Ooste, Asië en Afrika gemanifesteer het. Baie van hierdie instellings maak vandag in die openbaar daarop aanspraak om voorstanders van volhoubare ontwikkeling, die uitwissing van armoede en vrede onder die nasies van die wêreld te wees, terwyl hulle nog, esoteries, vasklou aan ’n kosmologiese perspektief van natuuraanbidding wat selfverheerliking aanprys en die welsyn van ander verontagsaam. In die Kaap se meer as ’n eeu lange, bittere en langdurige botsing tussen ’n tak van amaMbo bekend as amaXhosa, wat met die 17de-eeuse aankoms van die Westerse “wêreld-jag”-kultuur deur die Calvinistiese Nederlandse Oos-Indiese Kompanjie-handelaars begin het, is Afrika en die hele wêreld terselfdertyd voorsien van onbetwisbare bewys van die vernielsug van gemaksugtige lewe aan die een kant en, aan die ander kant, die doeltreffendheid van relasionele estetika as ’n lewensvatbare alternatief uit die humanitêre en omgewingskrisisse wat ons wêreld in die gesig staar. Sienswyses en beginsels omtrent ’n harmonieuse lewenswyse op aarde is al sedert die vroegste tyd deur vele groot leiers bepleit. Dit is gehandhaaf in die lewens van antieke Israelitiese patriage soos Abraham en Moses, wat sy stamverwante uit die Egiptiese slawerny van meer as vier eeue gelei het; in die lewe van Tolstoi, wat verkies het om verban te word uit ’n gemeenskap wat hierdie beginsels met minagting bejeën het; in dié van Gandhi, op wie Tolstoi ’n geweldige invloed gehad het, wat hierdie beginsels effektief toegepas het om ’n hele nasie van Britse onderwerping te bevry; en Dostojewski, Tolstoi se landgenoot, wat die eerste keer daarna as “estetiese sienswyses” verwys het. Hierdie relasionele beginsels is vasgelê in die lewenstyl van antieke Israel, en later uitgeleef en verkondig deur die Joodse Rabbi genaamd Jesus, wie se eie mense verkies het om Hom skandelik te vermoor eerder as om sy leringe te aanvaar. Hulle doeltreffendheid en wedersydse liefdadigheid is, aan die ander kant, onmiskenbaar in gemeenskappe soos dié van die amaXhosa, in hul voorkoloniale staat in die Oos-Kaapse streek van Suid-Afrika. Terwyl die hele natuur “kreun” onder die menslike selfverminking wat deur die verarmde spiritualiteit in estetiese relasionele waardes veroorsaak word, argumenteer hierdie studie dat die redding lê in ibuyambo, die herroeping van hierdie onderwaardeerde relasionele waardes, en deur seker te maak dat ons onsself en ons toekomstige leiers daarin heropvoed. Die gevolgtrekking word gemaak dat hierdie onderwaardeerde relasionele waardes, estetiese relasionele waardes, nie slegs ’n noodsaaklike onderdeel in die soeke na en in alle bekende fasette van volhoubaarheid in ontwikkelingspogings is nie, maar dat hulle die sleutel is tot die ontsluiting van die misterie van “harmonie” wat so ontwykend vir individue, families, gemeenskappe, samelewings, nasies en hul regeringstelsels geblyk het. Die studie kom, saam met Dostojewski, tot die gevolgtrekking dat estetiese relasionele waardes ’n “waarborg van kalmte” bevat vir die hele mensdom en die natuurlike omgewing wat ons onderhou. Critical perspectives on post-apartheid housing praxis through the developmental statecraft looking glass

Thesis (PhD (Public Management and Planning))--University of Stellenbosch, 2010. / ENGLISH ABSTRACT: The principal question this study aims to answer is why and how a left-of-centre government not hobbled by heavy external leverage, with developmental state precedents, potentially positive macroeconomic fundamentals, and well-developed alternative policies for housing and urban reconstruction came to settle on a conservative housing policy founded on ‘precepts of the pre-democratic period’. Arguably, this policy is even more conservative than World Bank strictures and paradigms, whose advice the incoming democratic government ‘normally ignored’ and ‘tacitly rejected’. The study, which spans the period from the early 1990s to 2007, commences from the premise that housing is an expression and component of a society’s wider development agenda and is bound up with daily routines of the ordering and institutionalisation of social existence and social reproduction. It proposes an answer that resides in the mechanics and modalities of post-apartheid state construction and its associated techniques and technologies of societal penetration and regime legitimisation. The vagaries and vicissitudes of post-Cold War statecraft, the weight of history and legacy, strategic blundering, and the absence of a cognitive map and compass to guide post-apartheid statecraft, collectively contribute to past and present defects and deformities of our two decade-old developmentalism, writ large in our human settlements. Alternatives to the technocratic market developmentalism of our current housing praxis spotlight empowering shelter outcomes but were bastardised. This is not unrelated to the toxicity of mixing conservative governmentalities (neoliberal macroeconomic precepts, modernist planning orientations, supply-side citizenship and technocratic projections of state) with ‘ambiguated’ counter-governmentalities (self-empowerment, self-responsibilisation, the aestheticisation of poverty and heroic narratives about the poor). Underscored in the study is the contention that state developmentalism and civil society developmentalism rise and fall together, pivoting on (savvy) reconnection of economics and politics (the vertical axis of governance) and state and society (the horizontal axis). Without robust reconfiguration and recalibration of axes, the revamped or, more appropriately, reconditioned housing policy – Breaking New Ground – struggles to navigate the limitations of the First Decade settlement state shelter delivery regime and the Second Decade’s (weak) developmental state etho-politics. The prospects for success are contingent on structurally rewiring inherited and contemporary contacts and circuits of power, influence and money in order to tilt resource and institutional balances in favour of the poor. Present pasts and present futures, both here and abroad, offer resources for more transformative statecraft and sustainable human settlements, but only if we are prepared to challenge the underlying economic and political interests that to date have, and continue to, preclude such policies. Its goals are to make organisations more effective and to develop individual potential. For this reason organisation development provides a set of methodologies to bring about organisational change and improvement systematically. The techniques introduced by organisation development adhere to a set frame of values. This research proposes that organisation development, as an evolving discipline, can depend on the management of diversity as a tool for change under certain conditions. Organisations are faced with the problem of surviving a fiercely competitive world. This they have to do with a workforce that is becoming increasingly diverse. Diversity as highlighted in this study, is a complex phenomenon. It does not entail only race and ethnicity as is sometimes believed, but also incorporates aspects like cultural differences and individual preferences. The traditional view of diversity has been assimilation, where race and other differences were standardised in a type of melting pot. In real life groups want to retain their individuality and this is being increased by today's non-hierarchical, collaborate and flexible management styles. The challenge is therefore to acknowledge differences and then to get the same and even more productivity from a diverse workforce as had been the case with the homogeneous workforce. This must be done without artificial programmes, standards or barriers. The limited data strongly suggest that efforts to manage diversity, as undertaken by leading organisations, have been fairly successful in improving performance regarding productivity, absenteeism and turnover. If diversity is ignored or improperly managed, it could become a detractor from performance. On the other hand, if diversity is managed well, organisations will be able to make diversity an asset to performance. This research shows that the management of diversity can and should be used to change organisation culture and to promote satisfactory performance. In this regard the monoculture of the South African Police Services is described as an example of an organisation culture that hampers the personal growth of its members and thus leads to ineffectiveness. This study identifies the main characteristics of the so-called police culture that prevents the organisations performance from being effective. It does so in the light of recent quantitative and qualitative research. Out of this a framework is developed that can be used to implement the management of diversity. The study also proposes proposals to utilise the management of diversity as an organisational development technique. For this purpose a measurement instrument is developed. The dissertation concludes with an exposition of strategies that the South African Police Service can implement on individual, group and organisation level, to manage diversity effectively. / AFRIKAANSE OPSOMMING: Organisasie-ontwikkeling, 'n ontluikende gedragswetenskaplike dissipline, het as doelwit die verhoging van organisasies se effektiwiteit en die ontwikkeling van individue se potensiaal. Om dié rede maak organisasie-ontwikkeling voorsiening vir 'n stel metodologieë gerig op die stelselmatige teweegbring van organisatoriese verandering en verbetering. Die tegnieke wat deur organisasie-ontwikkeling toegepas word, is op 'n vaste waardestelsel gefundeer. Hierdie navorsing doen aan die hand dat organisasie-ontwikkeling, as 'n jong dissipline, onder sekere omstandighede kan reken op die bestuur van diversiteit as 'n instrument vir verandering. Organisasies kom te staan voor die probleem van oorlewing in 'n hoogs mededingende wêreld en kan dit slegs aandurf met die beskikbare menslike hulpbronne van 'n toenemend diverse aard. Die beperkte data laat deurlopend blyk dat die diversiteitsbestuurspogings, soos deur vooraanstaande organisasies aangewend, in 'n mate geslaag het om verbeteringe in produktiwiteit, werksafwesigheid en arbeidsomset teweeg te bring. Indien geïgnoreer of swak bestuur, kan diversiteit nadelig op produktiwiteit inwerk, soos die teendeel ook waar is, naamlik dat diversiteit, wanneer goed bestuur, tot voordeel van produktiwiteit kan wees. Hierdie navorsing toon dat die bestuur van diversiteit kan en behoort gebruik te word om organisasiekultuur te verander en om bevredigende werkverrigting te bevorder. In hierdie verband word die monokultuur van die Suid-Afrikaanse Polisiediens beskryf as 'n voorbeeld van 'n organisasiekultuur wat die persoonlike groei van lede strem en so tot oneffektiwiteit aanleiding gee. Aan die hand van resente kwantitatiewe en kwalitatiewe navorsing identifiseer hierdie studie die hoofkenmerke van die sogenaamde polisiekultuur wat belemmerend inwerk op effektiewe werkverrigting. Hieruit word 'n raamwerk ontwikkel wat gebruik kan word vir die implementering van diversiteitsbestuur. Die studie doen ook voorstelle aan die hand om die bestuur van diversiteit as Organisasie-Ontwikkelingstegniek te optimaliseer. Vir die doeleindes word 'n meetinstument ontwikkel. Effective decision-making within a large local authority

Local government is located in a unique dynamic political, economic, social and technological environment and provides services to the community within this environment through the transformation of resources. The transformation process relies on a series of decision-making processes to ensure the continuation of this transformation process. The decision-maker in local government is faced with ever-increasing demands for basic collective services with a diverse population with different and increasing needs, expectations and interests. Constitutional reform has also made an impact on local government as it will have to be representative of the community which it serves for legitimacy purposes. These external and internal influences will impact on the decision-makers whose success will be dependent upon whether they are able to improve the general welfare of the community. In view of the scenario sketched above it is clear that decision making is more complex in the public sector environment as it is value-laden. Various decision-making models and techniques have been propagated to assist the decisionmaker in the search for the best alternative. This process is referred to as optimisation. These models and techniques do not however, ensure that the envisaged outcome of the decision will be achieved because of the dynamic and changing environment within which local government is located. In view of this uncertainty there has been a tendency for decisionmakers to make decisions which satisfy the circumstances prevailing at that particular point in time (satisficing) which is not always effective. No attempt has been made to provide the decision-maker with a set of norms or rules to be applied which could be of assistance either individually or collectively to arrive at a more effective decision. In order to assist the decision-maker to arrive at a more effective decision, this research attempts to ascertain quantitatively which norms or criteria should be applied so as to achieve the prime purpose of the mission which is to improve the general welfare of the community. The research will also attempt to take into account the diverse interests, needs, values and perceptions of the community as well as the subjective bias and perceptions of the decision-makers themselves. The purpose of this study/research is to determine the increased possibility of more effective decision-making through the application of applicable normative criteria against the background of an open systems environment, as sketched above. A case study approach was adopted whereby two actual decisions were identified and evaluated according to selected applicable normative criteria. The evaluation was undertaken by the decision-makers themselves (i.e. selected local authority) as well as three representative control groups within the wider community of the selected local authority. The results were computed quantitatively through the application of an appropriate selected statistical model which could measure factual and value-laden judgements, as to the extent of application of these normative criteria. The results were developed from the responses received from the actual four participatory groups. The analysis and conclusions will be based on the quantified results arising from the evaluation of the two decision-cases in question. / AFRIKAANSE OPSOMMING: Besluitneming, synde die proses om een van verskillende altematiewe te kies, is die belangrikste funksie in enige onderneming, hetsy in die privaat- of openbare sektor. Verskeie besluitnemingsmodelle en tegnieke is voorgestel om die besluitnemer te help om die beste keuse te maak. Die proses word na verwys as optimalisering. Die modelle en tegnieke kan egter nie verseker dat die beplande resultaat van die besluit behaal word nie, as gevolg van die dinamiese en veranderende omgewing waarbinne plaaslilke regering funksioneer. Ten einde die besluitnemer van hulp te wees om 'n meer effektiewe besluit te neem, probeer hierdie ondersoek kwantitatief vasstel water standaarde of maatstawwe toegepas behoort te word om die hoofdoel, synde die verbetering van die algemene welsyn van die gemeenskap, te bereik. Die ondersoek sal ook poog om die uiteenlopende belange, behoeftes, waardes en waarnemings van die gemeenskap, sowel as die subjektiewe vooroordeel en gewaarwordinge van die besluitnemers, in ag te neem. Die doel van hierdie studie/navorsing is om vas te stel wat die moontlikheid van meer effektiewe besluitneming is, deur die toepassing van geskikte normatiewe maatstawwe teen die agtergrond van 'n oop omgewing, soos hierbo uiteengesit. 'n Gevallestudie benadering is gevolg, waar twee werklike besluite geidentifiseer en evalueer is in ooreenstemming met etlike toepaslike normatiewe maatstawwe. Die evaluering is gedoen deur die besluitnemers self (synde 'n uigesoekte plaaslike regering) sowel as drie verteenwoordigende kontrole groepe binne die breer gemeenskap van die gekose plaaslike regering. Die resultate is kwantitatief bereken deur die toepassing van 'n geskikte statistiese model, wat feitlike en waardebepalings kon meet, om die omvang van die toepassing van die normatiewe maatstawwe vas te stel. Improving the systematic evaluation of local economic development results in South African local government

Thesis (PhD)--University of Stellenbosch, 2011. / ENGLISH ABSTRACT: Evidence-based policy making and results-based management aim to improve the performance of organisations, policies and programmes by enabling the accurate measurement of progress and results required for management and policy decisions. Within the notion of the developmental state, ‘Local Economic Development’ (LED) uses the development planning and implementation capacities of local government to accrue economic benefit to the locality with the aim of addressing development problems such as unemployment, poverty and market failure at the local level. While promoting the economic welfare of citizens is a critical objective of local government, the absence of specific indicators for LED measurement hampers their ability to successfully determine whether their efforts are achieving the expected results. The aim of this dissertation is to promote the systematic and committed evaluation of the results of LED interventions in South African local governments. As such, it provides guidelines for an outcomes-based monitoring and evaluation (M&E) system for LED in South Africa and presents a framework of generic outcome and output indicators for alternative LED interventions within the context of public sector monitoring and evaluation. The dissertation commences with an overview of the history of evaluation research, the conceptualisation of ‘Monitoring’ and ‘Evaluation’, and a categorisation of the alternative approaches to evaluation. It further explores best practices in instilling M&E in organisations, policies or programmes through guidelines for the development of M&E systems; designing and conducting evaluation studies; presenting findings; and developing indicators. This later provides a basis for exploring challenges in the evaluation of LED and proposing guidelines for an outcomes-based LED system. The policy framework of public sector M&E in South African government is explored before recommendations are made on the basis of good practice guidelines from the selected international systems and the World Bank. The concept ‘local economic development’ is contextualised and its manifestation in South African policies and practice explored to demarcate the roles of various role players, but local government in particular, in promoting LED. A review of LED-related literature produced a comprehensive list of potential LED interventions. These interventions were categorised into business development, locality improvement, community development, or improved governance interventions. Specific programmes and projects from practice were summarised within each intervention. For each of the identified LED interventions, generic outcome statements and objectives are formulated, followed by concrete contextual output and outcome indicators. The developed indicators are partly derived from existing indicators used to measure development results, but primarily developed from the implied end result captured in the objectives and outcome statements of each intervention. The LED indicator framework was reviewed by selected M&E and LED experts for final refinement and comments. The systematic evaluation of LED results based on well-designed evaluation studies that incorporate the strengths of the various approaches to M&E can enable the identification of the most promising, best return-on-investment LED interventions, as determined by the real, accurate results of these interventions. This can improve strategic policy and management decisions so as to maximise the limited available resources for LED and ensure the greatest positive economic and social development impact. / AFRIKAANSE OPSOMMING: Bewysgedrewe beleidmaking en uitkomsgerigte bestuur is daarop ingestel om die prestasie van organisasies, beleide en programme te verbeter, deur dit moontlik te maak om die vordering en resultate soos benodig vir bestuur en beleidsbesluite akkuraat te meet. Binne die konteks van die ontwikkelingstaat, maak ‘Plaaslike Ekonomiese Ontwikkeling’ (LED) gebruik van die ontwikkelingsbeplanning en implementeringskapasiteit van plaaslike regerings om ekonomiese voordele vir die lokaliteit te bevorder en sodoende werkloosheid, armoede en markmislukking op plaaslike vlak aan te spreek. Building corporate resilience : based on a case study of Spier Holding's search for a lower carbon future

Thesis (PhD)--Stellenbosch University, 2012. / ENGLISH ABSTRACT: A study of the sustainability journey of Spier Holdings, a well known wine and leisure business in South Africa, offers a unique opportunity for interrogating corporate drivers for a lower carbon future. The business has established sustainability as a brand identity, declared carbon neutrality as a macro organisational goal in response to the global challenge of climate change, and sought scientifically and technologically appropriate ways of addressing this challenge. A preliminary analysis revealed various initiatives that are in place for measuring and reducing the business’ environmental impact, including carbon emissions. However, an in-depth study of the establishment’s environmental performance over two decades showed inconsistencies in year-on-year reporting, delays in shifting the supply chain, and gaps in implementation, particularly in the area of energy efficiency and adoption of renewable energy technology. Understanding and interrogating the business’ sustainability journey through a systems ecology and corporate citizenship framework proved inadequate. The case highlights that organizational goals for environmental performance areas, including the aim of carbon neutrality, and sustainability reporting are not sufficient catalysts for change. A complexity-based resilience approach allowed the business to be understood as an adaptive system. The sustainability story tracks different phases of a modified adaptive renewal cycle, which also determine the dominant management paradigms, strategic responses and forms of collaboration during each phase. Spier’s sustainability journey was found to be underpinned by a quest for corporate resilience which includes the resilience of the business (enterprise resilience) and of the social-ecological system within which it resides (SES resilience). The business responded to interdependent risks and uncertainties in its internal and external contexts, through investment strategies in key areas of corporate environmental performance. As a contribution to new knowledge, this thesis proposes an integrated corporate resilience framework for building enterprise resilience and ecological sustainability. This framework, and the accompanying mapping tool, reveals deep, ecological drivers for Spier’s environmental performance across corporate areas of lower carbon emissions, water sustainability, wastewater treatment, solid waste recycling and ecological custodianship. The framework is recommended for use by similar businesses, eager to configure their relationship with natural resources and ecosystem services, and by scholars, for investigating corporate performance towards environmental sustainability. / AFRIKAANSE OPSOMMING: ʼn Studie van die volhoubaarheidsonderneming van Spier Holdings, ʼn bekende wyn- en ontspanningsaak in Suid-Afrika, bied ʼn unieke geleentheid vir die ondersoek van korporatiewe aandrywers vir ʼn laer koolstoftoekoms. Conceptualising resistance to service cut-offs and household evictions : the Mandela Park Anti-eviction Campaign

Thesis (MPA)--Stellenbosch University, 2008. / ENGLISH ABSTRACT: The economic policy of the South African government referred to as the Growth Employment and Redistribution Strategy (GEAR) has had a crippling impact on millions of poor and lowincome families in South Africa since its adoption in 1996. The benefits to the minority have not compensated for the increased inequality, uncertainty and poverty that others have experienced (McDonald & Pape, 2002:24). South Africa became the first African state to develop and implement a structural adjustment programme by voluntarily seeking the assistance of the World Bank and the IMF (Bond, 2000a:35). The government’s own statistics reveal that unemployment, which was already high, reached catastrophic levels since 1996 and the poor became significantly poorer (Beuchler, 2002:04). Together with their community leadership, poor people increasingly managed to articulate the link between the increased poverty and hardships they experience and the state’s macro-economic policies. More than a decade into democracy, Mandela Park finds itself under armed assault by the State. Several community members have sacrificed their lives while fighting revolutionary struggles to ensure access to basic services and to remain in the places apartheid confined them. None of them ever thought that the hopes and dreams they harboured while fighting for democracy would be so brutally suppressed by the very government for which they sacrificed their lives. Community organizations such as the Mandela Park Anti-Eviction Campaign (MPAEC) make significant contributions to community empowerment by mobilizing and articulating the voices of the poor and the vulnerable groups in the society to resist the State’s hegemony with regards to service cut-offs and household evictions. / AFRIKAANSE OPSOMMING: Die ekonomiese beleid van die Suid Afrikaanse regering wat bekend staan as GEAR het n kreupelende uitwerking op miljoene arme en lae-inkomste gesinne in Suid Afrika gehad veral sedert die program in 1996 deur die regering aanvaar is. Die voordele aan ‘n enkele minderheid het nie vergoed vir die toenemde ongelykhede, onsekerhede en armoede wat andere ondervind het nie (McDonald & Pape, 2002:24). Suid Afrika het die eerste Afrika staat geword om n strukturele aanpassingsprogram te ontwikkel en te implementeer deur vrywilliglik die hulp van die Wêreld Bank en die Internasionale Monitêre Fonds te soek (Bond, 2000a:35). Soos die regering se eie statistieke aandui, het werkloosheid wat alreeds hoog is, katastrofiese vlakke bereik terwyl die land se armes merkwaardig armer geword het (Beuchler, 2002:04).Arm mense het tesame met hul gemeenskapleiers toenemend daarin geslaag om die verband tussen hul groeinde armoede en swaarhede, en die regering se makro-ekonomiese beleid te identifiseer. Nou, na meer as ‘n dekade in demokrasie, bevind Mandela Park inwoners hulself onder gewapende aanval deur die staat. Gemeenskapslede het revolusionêre gevegte gestry en hul lewens op die spel geplaas om toegang tot basiese dienste te verseker en te bly in die plekke waar apartheid hulle gevestig het.
