Regulation of commercial banking by the central bank The aim of my thesis is to clarify the issue of banking regulation of commercial banks in the Czech Republic and to analyze their functioning. Due to the extent of the topic of this thesis I focused mainly on prudential rules for banks, which are one of the main instruments of banking regulation. The introduction defines the Czech banking sector. There are described both of its general characteristics, as well as the particular entities that are present, including the Czech National Bank and its competence in the area of banking regulation and supervision. The second chapter deals with the banking regulation itself. As an introduction it is generally analyzed in theoretical level especially with regard to the reasons for its existence. Further there is also described the current legislation in the Czech Republic in detail, including its link with the rules of international and European law. Then there are presented all its essential parts and its influence to banks is analyzed. The third chapter deals with prudential rules in detail. By watching the videos footage repeatedly, I decided to analyze three different competition line - ups of the event "Žij pohybem 2015" in category Step teams. Britská pěchota a proměny evropského válečnictví na přelomu 18. a 19. století / British Infantry and Transformations of European Warfare at the Turn of the 18th and 19th Century

(in English): The author's main focus was on development and causes of military art changes which British infantry has undergone, especially in the years 1775 - 1815. In author's work, given the magnitude and the topic specificity, the only focus was primarily on the study of official documents, which were used for British infantry training and to form a tactical doctrine. Work is divided into five chapters, which consist of an introductory part to the topic issue and analyse warfare factors in the 16th and 17th century that survived throughout the 18th and early 19th century. The second chapter was devoted into two main streams, including tactical ways of thinking related to the 18th century, which Great Britain army faced and socialised with. The second part of the chapter deals with causes and ways of how the first infantry introduces its training with a prescription of all-army presence. The third chapter, as the most comprehensive part of my thesis, analyses the main training document that the British infantry used since 1792. This was meant to be a turning point to the introductory of similar legislation in the Great Britain. Title: Fulfilling the principles of fair play tennis with players from age categories under 12 and 14 Objectives: The goal was to implement and evaluate the interview focused on compliance with the principles of fair play among tennis players in the age categories under 12 and 14. The research was based on the findings of randomly selected match participants made in the context of competition mixed tennis teams to provide insight into the present situation of fair play in these age categories, to identify problematic issues and provide recommendations for practice. Methods: The research method was a structured interview containing questions enclosed or semi-enclosed. Results: The object of the research were players of tennis in ages under 12 and under 14 born in 2003 - 2005, respectively 2001 - 2002. The results of the two-month research showed that the most serious transgressions, which are contrary to the principles of fair play, include break of game rules and inappropriate behavior. Failure to shake hand with an opponent and expressions of superiority over weaker opponents occurred to a lesser extent. Dopad likviditních pravidel Basel III na banky v EU / Impact of the Basel III Liquidity Rules on EU Banks

New liquidity rules introduced under the Basel III framework define the Net Stable Funding Ratio (NSFR) that requires banks to possess an adequate long-term liquidity. The NSFR will enter into force on January 1, 2018 and banks are concerned that this regulation will lower their profitability. In this thesis the Basel III liquidity rules are analysed. The research seeks to define characteristics and triggers of the NSFR, using a sample of 500 EU banks. We find that smaller banks (by asset size) are more likely to fulfil the NSFR requirements, so are the banks with higher non-interest share of income and lower capital ratio, among other characteristics. Further, the NSFR's impact on the banks' performance is assessed. It is found that a higher NSFR negatively impacts the return on average equity, although it does not seem to translate into lower returns on average assets nor net interest margin. La formation endogène de coalitions peut-elle être un remède à la tragédie des communs : Une étude expérimentale / The endogenous coalition can be a solution to the tragedy of common ? : An experimental study

La gestion d'une ressource commune soulève souvent le problème de leur surexploitation qui aboutit en général à leur épuisement. Nous étudions dans ce travail l'impact de formation de coalition sur l'investissement dans la ressource commune. Nos premiers résultats viennent de la résolution du modèle d'investissement qu'on a modifié pour permettre la formation de coalition. L'optimum social est toujours dans la formation de la plus grande coalition, cependant l'équilibre de Nash dépend du nombre de joueurs dans le jeu. Nous avons choisi le cas pour lequel l'équilibre Nash et l'optimum social coïncident. Pour cet exemple nous démontrons que la formation de la plus grande coalition permet d'investir moins dans la ressource et garantit le gain total le plus. On montre aussi que toute formation autre que les cinq singletons est une amélioration par rapport au jeu standard. Les résultats expérimentaux viennent confirmer nos calculs théoriques. En effet les joueurs forment des coalitions et investissent moins dans la ressource. La structure de départ et la règle de décision d'investissement ne change pas le résultat final. / The management of commons pools resources raises the problem of their over-exploitation which degenerates in general into their exhaustion. We study the impact of coalition formation in the investment on common pool resource. Our first result from resolution of our model show that social optimum is always in the formation of the biggest coalition, however Nash equilibrium depend on number of player in the game. We choose case in which Nash equilibrium and social optimum coincide. For this example we demonstrate that in forming the biggest coalition we invest less in CPR and the total payoff is the greatest from all structure. We demonstrate also that comparing to the game without coalition formation (standard case) any structure other then singletons coalitions was an amelioration (less investment and greeter group payoff). Our first experiment with two treatments (veto & dictator) confirms our theoretical study : players form groups, decrease their investment in CPR and increase their payoff. The second experiment show that nether we change first group structure, the result is the same. We demonstrate also that decision rules don't affect final results.

Les règles d’origine préférentielles de l'UE et l’analyse de leur application en matière de marchandises d'importation

Les règles d'origine sont employées pour définir l'endroit où un produit était manufacturé. Pour comprendre l'évolution du commerce, particulièrement lorsqu'il s'agit des accords unilatéraux et bilatéraux, la connaissance des règles d'origine préférentielles et le cumul est nécessaire. Les règles d'origine préférentielles jouent un rôle légitime dans la prévention des déviations commerciales. L'UE a le plus grand nombre d'accords commerciaux préférentiels avec un niveau élevé d'harmonisation des lois d'origine, par exemple l'accord économique d'association (EPA) pour 78 pays ACP et le système du cumul pour l'Euromed. Comme nous savons, la subvention pour le produit d'agriculture tel que le sucre de l'UE et le coton des Etats-Unis sont la raison principale qui cause la pauvreté des PMA. Ainsi, les objets principaux de cette dissertation est veulent trouver : Est-ce que l'UE emploie vraiment sincèrement les règles d'origine préférentielles pour aider les PMA ou veut juste garder leurs avantages coloniaux historiques? Pourquoi les pays membre de l'UE contre la nouvelle politique de la commission à la CJUE après les plaignantes a pris la consultation à l'OMC par le même produit ? Comment les règles d'origine préférentielles de l'UE garde-t-elle l'harmonie avec leurs pays membres et les Etats membres de l'OMC? Pourrions-nous trouver une solution de s'améliorer ou remplacer les règles d'origine préférentielles de l'UE pour empêcher un autre cas se produire dans l'OMC et le CJCE pour le même produit? Nous trouverons la réponse à la conclusion. / Rules of origin are used to define the place where a product was manufactured. To understand the evolution of trade, especially in the cases of unilateral and bilateral trade agreements, the knowledge of the preferential rules of origin and cumulation is necessary.The preferential rules of origin play a legitimate part in the prevention of the commercial deviations. The EU has the largest number of preferential trade agreements with a high degree of harmonization of origin laws, for example the Economic Partnership Agreement (EPA) for 78 ACP countries and the system of cumulation for EURO-MED.As we know, the subsidiary for agriculture product such as sugar and cotton of EU and USA are the main reason which causes the poverty of LCDs. So, the mains purpose of this dissertation is want to find: Does EU really sincerely uses the preferential rules of origin (PROO) to help the LCDs or just want to keep their historical colonial benefits? Why the EU member against the EU commission's newly policy after the WTO member by the same product? How the EU PROO does keep harmony with their member countries and the WTO's member countries? Could we find a way to improve or replace the PROO of EU for the same product to prevent another case happen both in WTO and CJCE? We have found the answer at the Conclusion.

The main goal of this thesis has been a study of alternative policy rules in a small structural model calibrated to capture the Czech economy. After the overview of the historic development of economic theory and structural modeling we have specified a small open economy model that has served as a main technical tool for the analysis. The model represents a framework, where forward-looking model-consistent expectations are formed with respect to the development of the exchange rate and interest rates. Inflation expectations are forward looking too with some nominal rigidities in inflation dynamics. The model's structure is relatively simple. The IS curve captures the dynamics of real GDP, that exhibits real rigidity, motivated by habit formation or investment adjustment costs. In our specification the real GDP is a function of (the deviation of) real XR, real IR and foreign demand (from corresponding equilibrium levels). The Phillips-curve is based on the F-M type wage setting behavior, therefore it enables to consider domestic prices, that are modeled as mark-ups over wages. CPI inflation then consists of domestic, imported and administered inflation, including the effect of any indirect taxes changes. The exchange rate is modeled by the UIP arbitrage condition. Exchange rate expectations are forward-looking, but with some inertia in expectation formation. Interest rates with one year maturity are also modeled as an arbitrage condition on the money market, they are fully model-consistently forward looking. The model is closed by a Taylor-type forward-looking policy rule. The interest rate exhibits some inertia and feeds back from deviation of inflation from target and output from its equilibrium. The specification (parameterization) of the rule is general enough to examine CPI and domestic inflation targeting. The model specification has been followed by empirical work leading towards the implementation of the previously specified model on Czech data. Based on the sources of the Czech Statistical Office, Czech National Bank, Consensus Economics Inc., we first processed the data by executing seasonal adjustment and other transformations necessary for being consistent with the definition of model variables. The database has been created by an automatic MATLAB based routine, therefore the calculations were relatively easy to update. The database being completed, we have set up a Kalman-filter for determining equilibrium values for the real interest rate, exchange rate and output. At the same time through Kalman filtering we identified all model residuals. We paid special attention to the decomposition of the output gap and discussing In order to assess the overall dynamic properties of the model and judge how well the model fits the data, we conducted several exercises. First we decomposed some of the important endogenous variables of the model to shocks to see, whether the identified shocks are in line with our intuition and episodes of the recent Czech economic history. We found, that the shocks are not in contrast with some of the clearly distinguishable episodes. After the shock decomposition we run in-sample simulations to see, how well the model is able to fit the reality two years ahead. We found the overall results quite encouraging. We were able to fit quite well the output gap as well as MP inflation. Domestic inflation has been slightly more inertial in model simulations than in reality, but even in this case the results were acceptable. The model was not able to fit the 2001-2 appreciation of the nominal XR footnote{Understandably it neither forecasted well the fast fall in inflation after the appreciation period.}, which is not a big surprise. The model calibration part of the thesis concludes, that the model fits the data and economic story reasonably well.

Dans les systèmes d'informations, les outils de détection produisent en continu un grand nombre d'alertes.Des outils de corrélation permettent de réduire le nombre d'alertes et de synthétiser au sein de méta-alertes les informations importantes pour les administrateurs.Cependant, la complexité des règles de corrélation rend difficile leur écriture et leur maintenance.Cette thèse propose par conséquent une méthode pour générer des règles de corrélation de manière semi-automatique à partir d’un scénario d’attaque exprimé dans un langage de niveau d'abstraction élevé.La méthode repose sur la construction et l'utilisation d’une base de connaissances contenant une modélisation des éléments essentiels du système d’information (par exemple les nœuds et le déploiement des outils de détection). Le procédé de génération des règles de corrélation est composé de différentes étapes qui permettent de transformer progressivement un arbre d'attaque en règles de corrélation.Nous avons évalué ce travail en deux temps. D'une part, nous avons déroulé la méthode dans le cadre d'un cas d'utilisation mettant en jeu un réseau représentatif d'un système d'une petite entreprise.D'autre part, nous avons mesuré l'influence de fautes touchant la base de connaissances sur les règles de corrélation générées et sur la qualité de la détection. / Information systems produce continuously a large amount of messages and alerts. In order to manage this amount of data, correlation system are introduced to reduce the alerts number and produce high-level meta-alerts with relevant information for the administrators. However, it is usually difficult to write complete and correct correlation rules and to maintain them. This thesis describes a method to create correlation rules from an attack scenario specified in a high-level language. This method relies on a specific knowledge base that includes relevant information on the system such as nodes or the deployment of sensor. This process is composed of different steps that iteratively transform an attack tree into a correlation rule. The assessment of this work is divided in two aspects. First, we apply the method int the context of a use-case involving a small business system. The second aspect covers the influence of a faulty knowledge base on the generated rules and on the detection.

In her PhD thesis, the author deals with the legal regulation of the international element in labour relations which is supplemented by the dimension of the regulation of the social security and the protection of personal data in order to create a complex view of the examined issue. The international element within the respective legal branches is regulated at the EU level by a different methodology approach - harmonization (labour law), coordination (social security law) and unification (protection of personal data). The fundamental role in the regulation of the international element in labour relations is played by EU legislation, especially the Regulations Rome I, Rome II and Brussels I (bis), which is complemented by the legal regulation of the international element in labour law relations within the Czech law system. The international element in social security law is governed by Coordination Regulations Nos. 883/2004 and 957/2009, the Czech legislation does not contain, in this respect, its own legal regulation of an international element and refers to the EU regulation. In the area of personal data protection, the harmonization legislation of Directive No. 95/46/EC and Czech Act No. 101/2000 Coll., on Data Protection, will be replaced as of 25.05.2018 by the GDPR Regulation.
