Investigating key success factors of small and medium-sized enterprises (SMEs) R&D alliances:a case study of SBIR

Abstract The purpose of this study is to use Analytical Hierarchy Process (AHP) to find out success factors of small and medium-sized enterprises (SMEs) R&D alliances and relative importance of these factors, and then to get the key successful factors (KSFs) to discuss why these KSFs have important influence on SMEs R&D alliances. AHP and case study are used in this research. Through literature review, the researcher develops 4 criteria and 16 successful factors which are arranged in hierarchical structure chart. Next, case study is used to make this chart reflect better the conditions of Taiwanese SMEs R&D alliances. Finally, to find out the KSFs, AHP is used to design the questionnaire and do questionnaire survey. The results of this study are: 1. The relative importance of the 4 criteria is: business strategy (0.386), the mechanism of R&D alliance management (0.283), partners¡¦ relationship (0.207), and government policy (0.124). 2. The 6 KSFs are: identifying market demand (0.137), clearly defining roles and responsibilities (0.101), establishing mechanism of communication and mutual trust (0.091), using complementary resources and technology (0.079), routinely assessing and adjusting (0.074), and emphasizing the degree of commitment (0.074).

The centre of market survey of enterprise management of Harvard did the investigation to the vast professional manager, the suggestion system ranks the fourth place while managing tools in ten major crazes. With the analytic approach of the level (analytic hierarchy process, AHP) as research approach, set up not influencing not organizing staff of suggestion system not to be participated in weight of factor of ways on through being systemic than, offer the reference that the industry or the organization promote the suggestion system . Research on Key Factors of Notebook PC OEM/ODM Evaluation from Branded Firm¡¦s R&D Perspective

Since 2001 the top international Notebook PC brand firm, Dell, established their Research and Development Center (R&D Center), or called TDC (Taiwan Design Center), in Taiwan, other Notebook PC firms also set up R&D Centers in Taiwan to work closely with Taiwan Notebook PC ODMs. In 2006, Dell has already handed over all the consumer Notebook R&D teams to TDC in Taiwan. Hewlett-Packard (HP) established R&D center in Taiwan in 2002, it is called Product Development Center (PDC) and now has thousands of engineers. The major responsibility of R&D Centers in Taiwan is to cooperate with Notebook PC ODMs to develop and manufacture Notebook PCs. The purpose of this study is to understand how the R&D Center evaluates Notebook PC ODMs and what the key factors are for evaluation from the R&D perspective. This study is taken by the depth of literature review and expert interviews and used AHP to develop a model of the evaluation to select a Notebook PC ODM as the partner to develop a new Notebook PC and mass-produce the products after complete development and validation. On the other hand, it helps Notebook PC ODMs to understand the client's selection criteria and know what the weaknesses are to improve accordingly.

A Study of Introducing Customer Relationship Management in Foreign Enterprises - A Case of X Company

In order to enhance the enterprise¡¦s competiveness as well as to improve the business opportunities and enterprise¡¦s profit in the increasing competitive market, the effective control and utilization of the customers¡¦ relationship has become one of the most important core competences. Therefore, to successfully implement the customer relationship management (CRM) system has played an increasing important role for the enterprises. However, the foreign enterprises will need to deal with additional issues and challenges caused by different business process and culture difference since the customer relationship management (CRM) system is mainly designed and developed from the headquarter. As various factors such as human resources¡A financial capital and time will need to be considered while implementing the customer relationship management (CRM) system, the main purpose of the study is to identify the key success factors so that the limited resources can be allocated and utilized in the most effective manner. After the review of the related literature of CRM system, the study used X company as the example to assess the key factors of implementing CRM system at X company, competent imported to the X company involved in customer relationship management, and work in their fields of work for seven years or more, and his position as manager above the level, pick out a total of five experts interviewed in this study. And then used the Analytic Hierarchy Process (AHP) method to analyze those factors and determine the priority. The result will be helpful to improve the quality of the decision making and the performance of the implementing the CRM system at X company and will also be used as the reference for future development. Bases on the result of this study, it can be concluded that ¡§organization¡¨ is the most important aspect for X company to implement the CRM system. For the overall factors, the support from the top management, the level of the participation and acceptance of the organization and the provision of the correct, secure and stable information are the top three important factors. In addition, the analysis of organization; information; environment dimension weights, the most important of each dimension is the support from the top management, the level of the participation and acceptance of the organization and the provision of the correct, corporate professional competence. People request not only just arrival at destination, but also a more comfortable, safer, more environment protection, more humanized transportation. So, for that reason, rolling stock transportation is becoming more and more important, and how to develop a comfortable, safe, environment - protective, humanized rolling stock is a very important issue today. Taiwan rolling stock market is very restrictive because it is close and small. Few people have studied in this field. For the coming 10 years, the situation will be changed because of the High Speed Railway system, Light Rail Track system, and Metro system. TRA Commuter system are flourishing. Also the government supports the Industrial Cooperation Program. In the Paper, I introduce the TQM concept from some Master such as Deming, Bill Creech, Crosby, Takuchi, and some TQM prize criteria, setting up a researching structure following the Bill Creech ¡§ Five Pillars of TQM¡¨, taking Saaty AHP (Analytical Hierachy Program) as a tool, consulting the expert of the rolling stock, seeking the priority of major factor of rolling stock researching quality management system.

This study is going to establish a performance appraisal model to promote the justice and trust of programs appraisal, provide government for a well model to advance national industries¡¦ forces and competencies. This study establishes a performance appraisal model with AHP and Delphi method. It is shown that ¡§networks effect¡¨ is the most important and critical index of this model and program. Finally we address a performance appraisal model to help the government and industries set up an evaluation or execute appraisal strategy well.

A Study of Connection Between Manager¡¦s Core Competencies and Their Enhancement Methods in Case Company of China Steel Corporation.

China Steel Corporation (CSC), established for more than thirty years, faces a problem of hundreds of middle level managers who will retire from the company in the near future, many successors are needed in the short term. Thus, how to quickly and effectively upgrade the managerment competency of new managers through various learning method becomes an important subject. This study takes CSC as a practical case and uses the Analytical Hierarchy Process (AHP) to analyze the connection between the manager core competencies and their enhancement methods .There are four core management competencies, including Planning& organization, Communications, Measurement & Evaluation and Executive Leadership, and there are four different learning methods also, including Job Experince ,Mentoring ,Classroom Lecturing,and Knowledge reading. A total of 24 employees in CSC were interviewed, including eight new (be a mentee), 8 senior managers (experienced persons) and 8 senior directors (be a mentor). It was proceeded by questionnaire supplemented with in-depth discussion.This study also takes the references from both domestic and international literature reviews. Hill (2007), professor of Harvard University, pointed out that there are five misconceptions of managing ability for a new manager,and he also emphasized the importance of an experienced manager¡¦s mentoring role. So, this study take the Mentoring learing method as the main topic to compare with the other enhancement methods. The study found that the Executive Leadership is the most important of four core management competencies in the case company CSC with a weighting 0.430. The Job experience and Mentoring are the most important of four enhancement methods with the weighting 0.357and 0.337. Moreover, The study result also indicates that the Mentoring is the best way to enhancement the competencies of the Executive Leadership. If the mentoring relationship can be set up at the very beginning stage when the new manager have promoted and be kept by one or two years, the learning effect will be more fruitful.

A Study on the Competitive Advantages of Cashmere Industry in Mongolia

The cashmere industry is an important sector in Mongolia, and it has the potential to contribute to the growth of the economy and poverty alleviation. It provides income and employment for over a third of the population, and raw cashmere and cashmere products are the Mongolia¡¦s third largest official export products after copper and gold. Mongolia is the world¡¦s second largest producer of raw cashmere, producing over 20 percent of world supply next to the neighboring country China. Nevertheless, 55.9% of the raw cashmere is used for manufacturing finished and semi-finished products, the capacity utilization rate remains low at all stages of processing, and processing firms are losing their competitiveness. Firstly, through the review of related literature, this study finds out the key issues of cashmere industry in Mongolia. Then, based on Michael Porter¡¦s Diamond Model with AHP method, this study develops a hierarchical framework including a goal, criteria, sub-criteria, and alternatives affecting the competitiveness of cashmere industry. Secondly, this study intended to develop questionnaires for experts including CEOs and managers from cashmere industry, government organizations, and research institutions. The main purpose is to find out the relations among the factors, and give them their weights of importance, and it points out its further competitive advantages of Cashmere Industry. As a result, 25 responses were received at the end of the survey. The collected data from the survey was analyzed through the AHP approach. We have calculated a composite weight to each factor and put the factors in order based on the weight that each factor has got. Our study suggests that the cashmere industry in Mongolia should further upgrade its working efficiency in order to create a more sustainable advantage. In addition, our results further confirm that a government can play a significant role in creating competitive advantages. Finally, on the basis of the above results, we proposed several policy recommendations for relevant organizations in order to help cashmere industry upgrade their competitiveness by increasing the capacity of producing more value added products.

Spatial Decision Making: Using a Geographic Information System and the Analytic Hierarchy Process for Pre-Wildfire Management

Strategic management of wildlands for fire is increasingly a mix of traditional firescience, climatology and human perceptions. Not only must managers be expert atmodeling fuels and fire behavior, they must also understand human behavior, and theeffects of climate on landscapes. We hypothiszed that areas in national forests differspatially in their importance to stakeholders, including both the public and landmanagers. That this difference is based upon the inclusion of factors not typically foundin wildland fire models. To test this hypothesis we used a multidimensional approach toassess the spatial variability several factors including recreation, property values and fuelmoisture. This approach combined a geographic information system with the analytichierarchy process to predict and test the current distribution of areas in national forestsimportant to stakeholders.Inclusion of stakeholders appears to improve the validity and useability of aspatial decision support system. Comparing the model created in this dissertation withseveral others demonstrates that it is important to strike the right balance betweenstakeholders and technical experts when designing and creating a model. It is alwaysbeneficial, however, to a significant level of stakeholder involvement.Areas important for fire mitigation efforts depended on the stakeholder oraudience rating the model. Raters from the U.S. Forest Service tended to favor areas withhigh fire probability scores, while those from the Park Service prefered recreation areasand places people value. In both cases, locations people had easy access to, such as alongroads and trails were favored.These results confirmed the hypothesis that areas of importance are differentbased on the individual rating the model. Further testing and refinement of the modelincludes expanding the study area beyond the southwestern United States as wells asobtaining better sources of data with finer spatial resolutions.

The Investigation of Mysterious Marine Oil Spills on the West Coast of Canada

The Government of Canada’s National Aerial Surveillance Program (NASP) is responsible for the monitoring of ship based oil pollution in Canada’s three oceans. In many of these spills, the source of pollution is unknown as there are often no vessels found in the vicinity at the time of detection. In this work, the oil spills found in 2010 on the West Coast of Canada, alongside the collated vessel traffic data captured by the Canadian Coast Guard are investigated to determine the vessels most likely responsible for these spills. In terms of tools and techniques applied, oil spills are firstly hindcasted using the General NOAA Operational Modeling Environment (GNOME) to determine the location of their source. ArcGIS is used to geospatially reference and combine various data sets, and lastly the Analytical Hierarchy Process (AHP) is used to rank possible polluters found in the area of the spill.
