Atuação da OTAN no Atlântico Sul /

Orientador: Carlos Gustavo Poggio Teixeira / Resumo: No período da Guerra Fria, o desempenho da OTAN fora dos limites territoriais abrangidos pelo Artigo 6º sucedia-se por meio de arranjos informais e operações que não estivessem sob o seu comando. Logo, a atuação da OTAN no Atlântico Sul ocorreu de forma bastante limita-da em decorrência da ausência de uma política oficial acerca das operações out-of-area. Com o fim da era bipolar, a OTAN ganhou maior espaço de atuação no mundo e deixou de ser uma mera aliança militar, sob a base da defesa coletiva e, transformou-se em uma organização de segurança coletiva. Do mesmo modo, ao longo dos anos 2000, o Atlântico Sul adquire impor-tância estratégica aos olhos das potências globais e regionais, constituindo-se como uma área de oportunidades econômicas para conquista de autonomia energética e de projeção de poder político e militar. Portanto, a pesquisa tem por objetivo analisar como se dá a atuação da Or-ganização do Tratado do Atlântico Norte (OTAN) no ambiente geoestratégico do Atlântico Sul. Isso serve para compreender as motivações que conduzem os membros a envolver a or-ganização em uma área que oferece poucas ameaças às suas seguranças e que não foi contem-plada no seu mais recente Conceito Estratégico de 2010. Therefore, NATO's action in the South Atlantic had occurred in a very limited way due to the absence of an official policy on out-of-area operations. With the end of the bi-polar era, NATO gained more space in the world and it is no longer only to be a mere military alliance, under the base of collective defense, and became a collective security organization. Likewise, throughout the 2000s, the South Atlantic acquired strategic importance in the eyes of global and regional powers, constituting itself as an area of economic opportunities for the achievement of energy autonomy and the projection of political and military power. There-fore, the aim of the research is to analyze how the North Atlantic Treaty Organization (NATO) operates in the geostrategic environment of the South Atlantic. This is to understand the motivations that lead members to involve the organization in an area that offers few threats to its security and that was not contemplated in its most recent Strategic Concept 2010. Overall, the research shows that the Alliance's participation in the South Atlantic serves to reinforce the interests of allies and to reshape the region's power relations through diplomatic agreements, joint military exercises, partnerships, exchange of resources and capacity as it is seen in NATO relations with Cape Verde, Mauritania, Colombia and other countries in this region.

Desarrollo de un marco lógico para la estrategia de reducción de emisiones del transporte para la Región Metropolitana del Ministerio de Medio Ambiente

Ingeniero Civil Industrial / El presente trabajo de título tuvo como objetivo construir la Matriz de Marco Lógico para la Estrategia de reducción de emisiones del sector transporte , para la División de Políticas y Regulación Ambiental del Ministerio de Medio Ambiente. Se utilizó la Metodología de Marco Lógico la cual es una herramienta que facilita la conceptualización, diseño, ejecución y evaluación de proyectos de desarrollo social, identificando las relaciones entre los efectos que se desean abordar mediante políticas públicas y las causas detrás de dichos efectos, y definiendo los objetivos de política a partir de las causas identificadas. Esta metodología se compone de cuatro etapas principales las cuales son: análisis de involucrados, análisis del problema, análisis de objetivo, análisis del alternativa. Estas etapas se realizaron paso a paso a través de entrevistas con algunos de los involucrados, y con profesionales con experiencia en los problemas identificados, además de respaldar con información secundaria las percepciones del problema de los distintos actores. A partir de los problemas identificados se definieron 6 objetivos principales: a) Promover la penetración de vehículos baja emisión; b) Aumentar normas de ingreso para vehículos diesel; c) Evaluar exigencias actuales para vehículos diesel en uso; d) Aumentar normas de ingreso para vehículos gasolina; e) Aumentar exigencias para vehículos gasolina en uso; y e) Disminuir la concentración de emisiones. Se recomienda aumentar la periodicidad con la que se realizan los informes relativos a los impactos ambientales del sector transporte con el fin de realizar un mejor seguimiento de las acciones y los efectos de éstas en el cumplimiento de los objetivos planteados. También se recomienda invertir mayores recursos en la obtención de información específica que permitan medir la exposición de las personas específicamente a la contaminación atmosférica del sector transporte, dada la escasa información encontrada durante el proceso del presente trabajo para la construcción de mejores indicadores.

Contaminação e áreas de restrição de uso de água subterrânea no entorno do Canal Jurubatuba em São Paulo - SP / Restriction areas to the use of groundwater around Jurubatuba Chanel, São Paulo (SP, Brazil)

A região do canal Jurubatuba apresenta uma contaminação de água subterrânea por solventes organoclorados alifáticos, nas zonas mais industrializadas, proveniente de várias fontes. As características de mobilidade, solubilidade e persistência destes organoclorados, em relação aos aqüíferos locais, propiciaram-lhes alcançar a rede de poços de produção, expondo a população a riscos. Esta situação levou a CETESB, órgão estadual de controle de poluição ambiental, e a COVISA, órgão municipal de proteção à saúde, a atuarem conjuntamente, intensificando investigações ambientais e lacrando poços. Em seguida, o DAEE, órgão estadual gestor dos recursos hídricos, determinou uma Área de Restrição e Controle Temporário de uso da água. O objetivo deste trabalho é reconhecer o cenário de contaminação e apresentar uma metodologia para a delimitação de áreas de restrição e controle de uso da água subterrânea. O cenário hidrogeológico e ambiental foi caracterizado utilizando-se de cadastro de poços, bases cartográficas, ensaios hidrodinâmicos e análises químicas, e os dados, tratados em tabelas e gráficos, foram trabalhados em SIG. A área estudada tem 120km2 e uma população aproximada de 2 milhões de habitantes. Um levantamento de atividades no Sistema de Fontes de Poluição (SIPOL), da CETESB, seguido da aplicação do método Pollutant Origin Surcharge Hydraulically (POSH), permitiu identificar 2.490 Áreas com Elevado Potencial de Contaminação. Verificou-se ainda, a ocorrência de 87 Áreas Contaminadas Declaradas (ACD), sendo 17 delas por estes organoclorados. Foram identificados 513 poços de produção outorgados e, estimado que haja centenas de poços clandestinos. Análises químicas destes organoclorados em 86 poços de produção resultaram em 46 poços com organoclorados, sendo que em 28 destes poços as concentrações estavam acima dos Valores Orientadores de Intervenção. Verificou-se indicações de fontes ativas de contaminação, tais como, poços de monitoramento com concentrações indicativas da presença de organoclorados em fase livre no aqüífero e o modelo de descarte de efluentes, em zona desprovida de coleta de esgoto, que sugere a presença destes organoclorados em galerias ambientalmente irregulares, distribuídas pela área. Com base nos resultados, propôs-se que a Área de Restrição e Controle seja definida considerando a densidade de atividades potenciais de contaminação, as áreas declaradas contaminadas por organoclorados e os poços de produção com ocorrência de organoclorados. Foram observados, ainda, os instrumentos legais aplicáveis para apontar medidas de restrição. A metodologia caracteriza pequenas áreas, similares em seus níveis de contaminação potenciais e reais, distinguindo-as em três conjuntos, a partir dos quais são traçadas áreas de Alta, Média e Baixa restrição. O método permite definir medidas de controle para cada nível de restrição e possibilita readequar os limites das áreas se houver variações das características dessas áreas. A Área de Alta Restrição tem 10,75 km², sendo significativamente menor do que a área de restrição temporária delimitada inicialmente (com 32 km2). O resultado foi diminuir as zonas com proibição de uso de água e, simultaneamente, ampliar o tamanho de áreas de menor nível de restrição (totalizando 59,75 km² de áreas restringidas), implantando controles de regularização de poços e monitoramentos de qualidade da água melhor direcionados, propiciando, portanto, uma utilização segura do aqüífero. / The groundwater in the region of the Jurubatuba channel is contaminated by aliphatic chlorinated solvents from various sources especially where the density of industrial activity is high. The contaminants detected are relatively persistent, soluble and mobile and many of them reach the deep supply well system exposing consumers of groundwater to risks. This fact led to CETESB the environmental agency of State of São Paulo and COVISA the municipal health agency to work together intensifying environmental investigations and sealed supply wells. After this, DAEE the water resources management agency of State of São Paulo create a \"Temporary Area of Restriction and Control\" to regulate the use of groundwater. The goal is to recognize the contamination scene and provide a methodology for the delimitation of Areas of Restriction and Control to the Use of Groundwater in the area of study. The hydrogeological and environmental scene was characterized by using the cadastre of wells, cartographic databases, hydrodynamic tests and chemical analysis and data were processed in tables and graphs and worked throw GIS. The area is 120km2 and has a population of approximately 2 million inhabitants. A survey of activities based in the System of Pollution Sources (SIPOL) followed by the application of the Pollutant Origin Hydraulically Surcharge (POSH) method has identified 2,490 Areas with High Potential for Contamination. There was also the occurrence of 17 Areas Designated as Contaminated by these organochlorines. There are 513 regulated supply wells and hundreds of illegal supply wells are estimated to exists. The chemical analysis of organochlorines from 86 supply wells detected concentrations in 46 wells and the concentrations were above the Guidelines Intervention Values in 28 wells. There are evidences of occurrence of active contamination sources such as great organochlorine concentrations founded in monitoring wells which are indicative of organochlorine free phase in the aquifer and also such the type of effluents discharge. Based on the results obtained it was proposed that the area of restriction and control to the use of groundwater would be defined considering the density of activities with potential contamination Areas Designated as Contaminated by organochlorine and areas with occurrence of supply contaminated by organochlorines. The applicable legal instruments to appoint measures of restriction also were observed. The methodology characterizes small areas similar in their levels of actual and potential contamination distinguishing into three sets from which areas of high, medium and low restriction are drawn. The method allows appoint control measures for each level of restriction and allows for readjustment the area boundaries if variations occur in the characteristics of these areas. The Area of High Restriction is 10.75 km² being significantly smaller than the temporary restriction area initially defined at 32 km2. The result was to reduce the areas with prohibition of groundwater use and also enlarge the size of lower levels restriction areas (totaling 59.75 km2 of restricted areas) implementing controls to regulate the use of supply wells and providing a better model to monitoring the water quality and therefore a safe use of the aquifer.

In Caruaru, Pernambuco, was established 105 plots of 1m2 and within these plots, each individual herb was identified and measured by the height and diameter of the stem / pseudostem at soil level in the years 2008 and 2009. To identify similarities and differences between the fragment preserved and disturbed, was referred to the literature available with information on flora and structure of the herbs in the fragment preserved. In order to determine whether intense disturbance caused byhuman influence on the frequency of life forms, the herbaceous, species were classified according to life form in therophytes, geophytes and chamaephytes. In two years, the herbaceous flora of the area impacted was represented by 86 species, 70 genera and 27 families. Diversity and evenness between years showed no significant differences in contrast and density that varied significantly (albeit with strong variations in total rainfall between years) with 8035 ind.105m-2 and 9284 ind.105m-2 in the first and second years of sampling, respectively. Considering the areas impacted and preserved, 123 herbs were listed and the similarity was low (43%). There was significant difference in diversity, density and evenness among the areas impacted and preserved. Both between years and between areas, the proportion of life-form of the herb has not changed, and the therophytes responsible for the highest percentage in all situations. The differences in the floristic composition and structure of the herbs present in the fragment preserved and habitats, indicate that the time 15 years of natural regeneration on abandoned cropland in the caatinga is not sufficient to recuperate the native flora, with respect to the herbaceous. / Considerando a importância da vegetação herbácea, a influência da sazonalidade climática sobre a diversidade biológica e a vasta área modificada por atividades de agricultura na caatinga, objetivou-se caracterizar a composição florística e a estrutura fitossociológica da comunidade herbácea que se estabelece durante o processo de regeneração natural numa área de cultivo abandonado em anos consecutivos e ainda identificar semelhanças e divergências nos atributos biológicos entre a comunidade herbácea localizada num fragmento preservado e num antropizado. Em Caruaru, Pernambuco, foram estabelecidas 105 parcelas de 1m2 e no interior dessas parcelas, cada indivíduo herbáceo foi identificado e mensurado quanto à altura e diâmetro do caule/pseudocaule ao nível do solo nos anos de 2008 e 2009. Para identificar semelhanças e divergências entre o fragmento preservado e antropizado, foi consultada a literatura disponível com informações sobre florística e estrutura da ervas no fragmento preservado. Visando verificar se perturbações intensas provocada pelo homem influenciariam na freqüência de formas de vida do componente herbáceo, as espécies foram classificadas quanto à forma de vida, em terófitas, geófitas e caméfitas. Nos dois anos, a flora herbácea da área antropizada esteve representada por 86 espécies, 70 gêneros e 27 famílias. Diversidade e equabilidade entre anos não apresentaram diferenças significativas ao contrário da densidade que variou significativamente, (mesmo não tendo forte variação no total de chuva entre anos) com 8.035 ind.105m-2 e 9.284 ind.105m-2 no primeiro e segundo ano de amostragem, respectivamente. Considerando as áreas antropizada e preservada, 123 herbáceas foram listadas e a similaridade foi baixa (43%). Houve diferença significa na diversidade, densidade e equabilidade entre as áreas antropizada e preservada. Tanto entre anos quanto entre áreas, a proporção de forma de vida das herbáceas não foi alterada, sendo as terófitas responsável pelo maior percentual em todas as situações. As diferenças apresentadas na composição florística e estrutura das ervas presenteno fragmento preservado e antropizado, apontam que o tempo de 15 anos de regeneração natural em áreas de cultivo abandonado na caatinga não é suficiente para restabelecer sua flora nativa, no que diz respeito ao componente herbáceo.

The effects of the Labour Relations Act on small, medium and micro enterprises (SMME's) in the Nelson Mandela Metropolitan

The society in which we live is economically based and the greater part of our activities centres in the economy. Within this context, the Department of Trade and Industry recognized that small business development was an important area for government intervention. A long process of highlighting the importance of this sector and creating the right environment in which small businesses could grow and flourish was initiated at the level of policy and legislation. In the Labour Relations field, an attempt at achieving some measure of certainty in previously disputed areas was made through the passing of the Labour Relations Act of 1995. This study aims at exploring the effects of this Act on the growth and development of the small business sector in the Nelson Mandela Metropole. In fulfilling this aim, the focus was restricted to factors such as dismissal of workers, strikes and lock-outs, freedom of association and dispute resolution. The theory pertaining to Labour Legislation and small business development was obtained by means of conducting a comprehensive literature study. The literature study included all relevant perspectives on the Labour Relations Act and Government Policy on small businesses. From the study, a questionnaire was developed to test the impact of the Act on the growth and development of the small business sector in the Nelson Mandela Metropole. The empirical results, in general, indicated non-compliance with the Labour Relations Act and negative views on the value of the Act on the growth and development of the small business sector in the Nelson Mandela Metropole. From the literature study and the findings of the research questionnaire, it became apparent that: · A comprehensive audit of the small business sector in the Nelson Mandela Metropole is needed. The aim of the audit would be to review the current operations of the small business sector in the Metropole. This outcome will indicate the extent of understanding and compliance with the various aspects of the Labour Relations Act. · The acquisition of industrial relations knowledge and skills by owners and leaders in the sector is vital for the development of the sector. The Skills Development Act provides a funding framework for skills training that is relevant to a specific industry. The small business sector could benefit significantly from the provision of this piece of legislation. · A comprehensive support programme for SMME’s is a necessary prerequisite for the growth and development of the sector. The support system could include tax incentives, flexible labour legislation and training as indicated in the above paragraph.

Climate change adaptation practices in agriculture : A case study on coastal and drought prone areas of Bangladesh

Historically Bangladesh is a breeding ground for different climatic disasters due to its geographical location and the impacts are huge due to economic condition, high intensity of exposed population and dependency on nature. Climate change is causing an increase in the intensity and frequency of natural disasters. In Bangladesh, coastal areas are susceptible to cyclones, storm surge, salinity intrusion etc. and northern areas are susceptible to drought. In both these areas agriculture is the major mean of livelihood and agriculture is heavily dependent on nature and thus being severely affected by climatic disasters. In the face of climatic change and disasters farmers apply different adaptive measures to survive. Documenting and analyzing the local adaptation practices is vital to design a comprehensive model of adaptation to save agriculture in these areas. The main objective of this study was to find out the mechanism applied locally by the farmers to adapt with the changing climate. A qualitative case study approach was applied to understand the mechanisms in detail. In-depth interviews, Focus Group Discussions (FGD) and observations were tools applied for data collection. Male elderly farmers, elderly women from the community and Government Agriculture Officers were interviewed and FGDs were conducted with both male and female community people. Many local level adaptation practices were found. These adaptation practices can be divided broadly in three groups: protective measures, modification and alternative practice. Unavailability of required resources mostly because of poverty is a common challenge faced by the farmers during adapting to climate change. In some cases farmers are yet to find the best practices for best possible adaptations and in this regard institutional support with scientific knowledge could help to come up with best practices.

M.Ing. / Recent traffic analyses have shown the existence of long-range dependencies in network traffic, specifically self-similar long-range dependencies. Due to the inability of traditional traffic models to capture these long-range dependencies, new network traffic models were developed that are able to capture it. In this paper we compare three self-similar long-range dependent traffic models, namely the FARIMA model, the wavelet independent Gaussian model and the multifractal wavelet model. We present results on their marginal distributions, their correlation matching to real traffic and their queuing behaviour. We show that the multifractal wavelet model is the best of the three models in all of the test aspects.

Foreign aid and the national interest : the cases of the United States and Japan

Developed countries give foreign assistance for many reasons, one of which is the protection of national interests. Foreign aid gives a donor country leverage in international relations and is used as a tool of foreign policy. The United States and Japan are the two largest aid donors in the world. Each of these countries exert influence over specific regions through foreign assistance. Although the national interests of each country are different, both use foreign aid to protect these interests. This thesis discusses the means by which the United States and Japan use foreign aid in foreign policy. It looks specifically at U.S. food aid to Central America and Japanese aid to Asia.
