The Culture of Leadership : The relationship between national culture and leadership models

The objective of this thesis is to discuss the influence of national culture in leadership within military organizations and also to explore the effectiveness of a specific leadership model in a multinational context. Developmental leadership (DL) is a model used by the Swedish Armed Forces (SAF) since 2003. However, the aim is not to answer the question of if a certain leadership model has an effect or not and therefore legitimize or discard the use of it. It rather raises the question of why this leadership model has been chosen to become such an integral part of an organization. This thesis analyzes DL by classifying its components using Hofstede’s theory of cultural dimensions as a basis and compares the results with Sweden’s cultural dimensions to find a correlation. The results show a high correlation between DL and Sweden, but DL does not correlate with Belgium’s cultural dimensions. Sweden’s characteristics are also complemented by empirical data collected for the purpose of this thesis. According to this interview study with Swedish officers, even though DL is not consciously applied to their leadership styles, it coincides with the characteristics of their vision of an ideal leader. Moreover, DL consists of components that are suitable foundations for an effective multinational leadership.

Genom ett kvalitativt frågeformulär svarade 53 stycken anhöriga till soldater och officerare på hur deras behov av anhörigstöd såg ut under tiden för en internationell insats. Uppsatsens frågeställning handlar om det  anhörigstöd som Försvarsmakten och externa stödorganisationer har utarbetat och om detta går i linje med de behov som finns hos de anhöriga. Syftet med uppsatsen är att jämföra Försvarsmakten och stödorganisationernas utbud på anhörigstöd med den anhöriges faktiska behov och därmed svara på uppsatsens frågeställning. Syftet är vidare att utifrån resultatet även kunna ge förslag på eventuella förbättringar på dagens anhörigstöd. Genom att analysera rådata har ett resultat kunnat redovisas som visar en markant förbättring av anhörigstödet i förhållande till det missnöje som presenterades av Officersförbundet och Synovate år 2008. Enligt resultatet i denna undersökning går Försvarsmakten och stödorganisationernas anhörigstöd i linje med vad den anhörige generellt är i behov av. Denna positiva utveckling har skett med hjälp av en balanserad blandning av psykosociala och praktiska åtgärder. ABC-X modellen som behandlar familjer i stress samt Halls bok ”Counseling military families” har till stor del legat till grund för denna undersökning och stödjer resultatet utifrån de åtgärder som vidtagits skall leda till en mer tillfredställd grupp anhöriga. / The method used in this study is a qualitative questionnaire. 53 next of kin or relatives to soldiers, who is assigned internationally, were asked to answer a questionnaire. The questions were about how these persons are experiencing the support that the Swedish Armed Forces and external support organizations is providing the relatives with. The purpose of this study was to describe the available support provided by The Armed Forces and the external support organizations and then compare that to the actual need of support. Another aim of this study is to suggest possible improvements to the support of today.By analyzing the raw data from the questionnaire we can see a significant improvement of the family support in relation to how the former support looked like a couple of years ago. Officersförbundet and Synovate made a study in 2008 and the result of that study was a major dissatisfaction in the range of family support and according to that we can see a lot of positive developments. This developments has been taken place with the help of a balanced mix between psychosocial and practical measures. The ABC-X model that deals with families in stress and Hall’s book “Counseling military families” has in many ways worked as a frame for this study and also helped to explain how the developments of the family support has increased the group of satisfied relatives.

O pensamento militar brasileiro e os Estados Unidos : a revista A Defesa Nacional no final do regime militar (1979 a 1985)

O presente trabalho dedica-se a compreender as percepções dos militares brasileiros a respeito dos Estados Unidos no último período do regime militar. Com base na análise do conteúdo dos artigos da revista A Defesa Nacional o principal argumento do trabalho é que nos discursos houve pouca convergência de interesses do Brasil com a potência hegemônica no sistema internacional, regional e nas relações bilaterais. Com base no conteúdo dos artigos, identificamos que enquanto no sistema internacional o Brasil se inseria como país em desenvolvimento, os Estados Unidos procuraram limitar a emergência e participação desses países, bem como reativou o embate Leste-Oeste, no âmbito regional os interesses norte-americanos eram de combate à expansão da influência comunista e manutenção da inércia dos órgãos de segurança e defesa regionais, sendo que para o Brasil, inserido no seu projeto de inserção internacional o comunismo não era mais a prioridade e buscou criticar essas ações norte-americanas. Já as relações bilaterais seguiam essa falta de pontos em comum, destacando-se principalmente questões referentes à tecnologia. / This work is dedicated to understanding the perceptions of Brazilian military in regard to the United States in the last period of the military regime (1979-1985), which is characterized by a context of systemic change, by the pattern of bilateral relations and by the process political transition in Brazil. Based on the analysis of the content of articles in the magazine "A Defesa Nacional", the main argument of the paper is that, in the speeches, there was little convergence of interests between Brazil and the hegemonic power in the international system, both regionally and bilaterally. This is because while Brazil inserted itself in the international system as a developing country, the United States sought to limit the emergence and participation of these countries, as well as reactivated the East-West confrontation. Regionally, the U.S. interests were fighting the expansion of the communist influence and maintaining the inertia of the safety and regional defense organisms, in a way that, for Brazil, communism was no longer the priority and, inserted in its project of international insertion, sought to criticize these U.S. actions. In regard to bilateral relations, this lack of common points also took places, with special highlight to issues related to technology.

Somehow, we can say that there are two points of view on the military problem: one, a Liberal, economic emphasized; other, a Realistic or Conservative, with emphasis in the national security). Nevertheless, both visions have influenced and may determine the kind of relationship that some parts of the press had with the Armed Forces in Brazil, in the years of 1995 to 1998. The research focus on the systematic analysis of Folha de S. Paulo and O Estado de S. Paulo articles and editorials. In that way, we suggest that Folha, influenced by the liberal view, represents itself more critic to the military, showing to the society a series of hostile reflections upon the military corporation. At the same time, O Estado de S. Paulo (influenced by a conservative point of view) presents itself on the support of keeping a modern Armed Forces to national defense. / Com o fim do regime militar, o colapso do mundo soviético e o advento da ideologia neoliberal as relações da mídia com os militares - que durante o período de crise do Estado autoritário já eram conflituosas se expressaram de forma complexa e difusa. De modo sucinto é possível dizer que existem duas visões acerca da questão militar: uma visão liberal (cuja ênfase recai na economia) e uma visão Realista ou Conservadora (cuja ênfase recai na Segurança Nacional) e que essas visões influenciam e determinam o tipo de relação que certos órgãos da imprensa mantiveram com as Forças Armadas no Brasil durante os anos de 1995- 1998. A pesquisa concentra-se na análise sistemática de editoriais e reportagens do seguintes periódicos: Folha de S. Paulo e Estado de S. Paulo. É possível colocar que a Folha de S. Paulo, influenciada pela visão liberal, mostra-se basicamente crítica, para não dizer hostil, quando trata desses tópicos extrapolando para a sociedade uma série de sentimentos contrários à corporação militar. Enquanto que O Estado de S. Paulo (influenciado pela visão conservadora) mostra-se determinado na defesa da necessidade de se manter Forças Armadas modernas para a defesa nacional.

O objetivo geral é, pois, identificar quais e como são não só os sentidos e representações que tanto o exército quanto os oficiais reformados atualizam e elaboram para evocar e justificar a assim chamada ¿luta contra a subversão¿, mas também as práticas comemorativas que encenam junto às famílias e às organizações cívico/militares para homenagear os oficiais ¿mortos pela subversão¿. A memória castrense sobre a repressão responde tanto à continuidade de uma matriz narrativa sobre o passado recente, que reforça a autovaloração do exército como uma comunidade moral diferenciada da sociedade civil, quanto às transformações e inovações que vão permitindo à instituição e a seus homens posicionar-se frente ao fortalecimento da memória dos desaparecidos e ao discurso dos organismos de Direitos Humanos. Por isso, o interrogante primordial que anima esta tese é como se articulam mudança e continuidade na memória de uma instituição ¿ e dos oficiais que foram contemporâneos dos fatos- para os quais o passado é uma fonte de legitimidade e identidade, mas que, ao mesmo tempo, são energicamente questionados por uma sociedade que lhes exige respostas pelos crimes cometidos. Atender às continuidades e rupturas da memória do exército permitirá, por sua vez, dar conta de sua dimensão de futuro e, assim, determinar as tendências à elaboração (atravessamento) ou à atuação (repetição compulsiva) dos sentidos de um passado autoritário e violento que tem o exército e seus homens como um de seus principais responsáveis. More specifically, it attempts to recognize differences among the official memory of the army as institution, the memory of former staff from Operativo Independencia and the memory of the civil sector close to the army, highlighting their relative positions and the conflicts that underlay and inform this community of memory. The general objective is to identify the meanings and representations that, on the one hand: army and former officials produce and actualize in order to evoke and justify the so-called ¿fight against subversion¿. And on the other hand, the commemorative practices stage on by relatives of army staff, and civil organizations which supported them (such as NGO¿s), in order to pay tribute to the ¿deaths by subversion¿. The memory of repression of the army reproduces a narrative matrix on the recent past which tends to reinforce the self-perception of the army institution as a moral community isolated from civil society. But also, this memory highlights the transformations and innovations that allow the institution of the army and its personnel to take position against the increasingly stronger discourse of human rights's NGOs and the memory of relatives of disappeared people. Therefore, the main question of this thesis is how change and continuity is articulated within the memory of a institution ¿ and in the memory of the officials that have participated in the repression ¿ for whom the past is either a source of legitimacy and identity. But for whom, at the same time, this past history implies a strong criticism from public society and a demand of justice. To notice the continuities and rupture of army's memory will allow us to take account of the dimensions of future, and therefore, to determine the tendencies to elaboration () or acting (compulsive repetition) of the meanings built on a violent and authoritarian past, from which the army is one of the main responsible. In this sense, this thesis also propose on the one hand: to analyze to what extend the act of remembering for the military community implies also to assume or to evade moral, juridical, and political responsibilities over the disappearance of people. And, on the other hand to understand how are articulated different vindicative arguments and political strategies in order to control the transmission of meanings over ¿the fight against subversion¿ towards new generations. Lastly, this thesis argues that ¿the fight against subversion¿ as discourse and practice affects and gains over the moral sense of the army practices and doctrine, but also of it values, traditions and feelings. Therefore, we try to research the relations between morality, memory and identity, identifying and describing: those relations which link the army officials, those which compels or convince then to act in some way or another, the framework of normality that organizes its sociability, the internal codes of behaviour that explicitly of implicitly allow or forbid some actions, their judgement of good and evil, and the meanings and practices that encourage and justify violence / Doutorado / Doutor em Ciências Sociais
