This research observed the development of Social Movements and the Third Sector in the world, and especially in Brazil, verifying how were the forms of action and democratic participation of these entities after the end of the military dictatorship and, mainly, perceiving how social emancipation ocurrs by means of the current forms of being and doing politics of associations, NGOs, Civil Society Organizations and the collective movements of struggle and resistance. An analysis was made of the evolution of the Third Sector in the world, observing its conceptual difficulty and the new forms of contracting and partnership provided by Law 13.019/14. The role of the Social Movements and the Third Sector was verified for the new emancipatory social practices and some concrete cases of these practices in Brazil were analyzed. For this analysis were considered theoretical currents and their contributions, as well as data and information taken from official sites, interviews with members of collective movements and associations. / Constata-se, na atualidade, uma aproxima????o entre mercado, Estado e Sociedade Civil, e que, nessa rela????o tripartite, a Sociedade Civil ocupa cada vez mais espa??o na esfera p??blica, crescendo a import??ncia do papel dos Movimentos Sociais e do Terceiro Setor como alternativas para se alcan??ar o bem-estar social. Esta dissertação discute os dilemas e tensões envolvidos na provisão de serviços socioassistenciais por atores não-estatais, por meio da compreensão da atual dinâmica de papeis e relações entre Estado e organizações da sociedade civil (OSC) na área da assistência social no Brasil, sobretudo frente às reconfigurações na política nacional ocorridas no período recente (a partir dos anos 2000) o que tem como marco o Sistema Único da Assistência Social (SUAS). Para tal, buscou-se analisar o processo de constituição do papel das OSC na área da assistência social no Brasil no último século, identificando os efeitos dos principais marcos temporais e normativos desta trajetória, para, assim, discutir o significado da criação e implementação do SUAS no que se refere às relações entre Estado e OSC; além disso, pretendeu-se identificar as diferentes concepções a respeito do atual papel das OSC na política pública de assistência social. Entre as principais tendências e resultados identificados, observou-se uma expressiva participação das OSC na composição (junto com o poder público) da oferta de serviços do SUAS, realidade esta bastante heterogênea territorialmente no país. É possível destacar também um processo de mudança de concepções hegemônicas a respeito da participação privada na oferta dos serviços do SUAS ao longo do processo de implementação deste sistema, com crescente reconhecimento, legitimação e, sobretudo, regulamentação de sua atuação na lógica dessa política nacional. Apesar do intenso esforço de regulamentação da atuação das OSC na política pública de assistência social, observou-se que o modo como os direcionamentos do SUAS são implementados por elas não é uniforme e pode envolver diferentes dinâmicas, que variam de acordo com os perfis organizacionais, os recursos de poder e os contextos territoriais e institucionais locais. / This Dissertation aims to discuss tensions and dilemmas in the provision of social assistance services by non-state actors, approaching the dynamics among state and civil society organizations (CSOs) in the field of social assistance in Brazil, especially concerning the current political context (from the 2000s) - which is defined by the performance of the Unified Social Assistance System (USAS). To this end, changes in the role of CSOs in the field of social assistance in Brazil are analysed, while effects of major events and regulatory frameworks are identified. Accordingly, the meaning and the implementation process of the USAS is discussed with regard to the state-CSOs relationship. Furthermore, the aim of this investigation was to identify the various conceptions of the current role of CSOs in social assistance policies. Among the main trends and results described, a significant participation of CSOs (in partnership with the government) in providing USAS services is prominent, besides a very heterogeneous reality in the country. A process of change in the hegemonic conceptions of private participation in the provision of USAS services throughout the system implementation was highlighted, mainly a growing recognition, legitimacy and, above all, regulation of its activities in the logics of national policy. In spite of the intense effort for regulating CSOs social assistance actions, it was observed that the way that the USAS directions are implemented by them is not uniform and may involve different dynamics that vary significantly corresponding to their organizational profiles, their power resources as well as their territorial and local institutional contexts

This relationship has been built since times earlier than systematic forms of social protection and remains until the current days, under very peculiar shape, especially with the changes in the role of the state, directed by the strengthening of liberal principles.To do so, establishes a context of social policies and focuses the discussion in the context of the Brazilian Federal Constitution after 1988, the landmark of social assistence as a public policy by law.In the same post 1988 Constitution, Brazil is the duality between the expansion of citizenship and entry of the neoliberal ideas, which has, among its many facets, the deresponsibilization of the state. Coupled with the deresponsibilization of the state is the production of an ideal civil society solidarity. In this context, is that the relationship between state and civil society organizations is understood hegemonically as "third sector", a concept loaded of ideology and contrary to Marxist conceptions of state and civil society.

Navigating between pressures andaccountabilities : Local civil society organization's approaches and challenges to link-ing relief, rehabilitation, and development in Malawi

Malawi is one of the poorest countries in the world and suffers from recurring disasters but no ongoing conflicts. Civil Society Organizations (CSOs) working there must therefore take relief, rehabilitation, and development into account as shifting between these stages is the reality of the rights-holders. What approaches that should be used while doing this is unique in each context. The aid structure is however clearly divided between those working with relief and those working with development, and even though the conceptual development suggest that the aid structure should join there has been no change towards this. At the same time Result Based Management (RBM) as a principle for aid effectiveness has been heavily criticized for focusing on short term results, among others. This qualitative study has contributed to closing two research gaps; in identifying that Disaster Risk Reduction, Human Rights Based Approach, economic empowerment, and sustainable relief interventions are the approaches that CSOs in Malawi tend to focus on when working close to a community where there is a need to link relief, rehabilitation, and development (LRRD); and in identifying that not only can the pressure from a divided aid structure be blamed for the challenges facing CSOs implementing LRRD approaches, but RBM is also a contributing part. This results in CSOs being torn between accountability issues towards donors and staying legitimate towards rights-holders and that because of these challenges they cannot live up to their potential and provide the most effective aid. / Malawi är ett av de fattigaste länderna i världen och lider av återkommande katastrofer men inga pågående konflikter. Perioder av humanitära katastrofer, återuppbyggnad, och utveckling, skiftar och växlar fram och tillbaka i olika stadier och eftersom det är rättighetsbärarnas verklighet så är det också något civilsamhällsorganisationer som arbetar med olika typer av utvecklingssamarbete måste ta hänsyn till att. Vilka metoder som bör användas när organisationer arbetar i detta klimat är unikt för varje kontext. Biståndet är emellertid tydligt uppdelad mellan de som arbetar med humanitärt arbete och de som arbetar med utveckling, och trots att den konceptuella utvecklingen föreslår att biståndet bör kopplas samman så har det inte skett någon strukturell förändring. Samtidigt har resultatbaserat arbete som är en princip för biståndseffektivitet starkt kritiserats, bland annat för att det fokuseras för mycket på kortsiktiga resultat. Denna intervjubaserade studie har bidragit till att minska två forskningsgap; genom att identifiera att katastrofförebyggande arbete, rättighetsbaserat arbete, ekonomisk empowerment, och hållbara humanitära insatser som de tillvägagångssätt som civilsamhällesorganisationer i Malawi tenderar att fokusera på när de arbetar nära ett samhälle där det finns ett behov av att koppla samman humanitärt arbete med rehabilitering och utveckling (LRRD); och genom att identifiera att det inte bara är trycket från en uppdelad biståndsstruktur som förklarar de utmaningar som organisationer står inför när d arbetar med LRRD utan att resultatbaserat arbete också är en bidragande del. Lokala civilsamhällesorganisationer balanserar mellan ansvaret de har mot gentemot givare och legitimiteten de måste ha gentemot rättighetsinnehavare. I slutändan kan de på grund av dessa utmaningar inte leva upp till sin potential och tillhandahålla det mest effektiva stödet.

Doing Global Online Action Research for Environmental Justice and Democracy

ForumCiv is an international development organization working to create a just and sustainable world where all people have the power to effect change. Through this online action research, a novel method to engage with for Environmental Justice (EJ) was introduced to ForumCiv.   A first iteration of the novel online methodology known as the Environmental Rights Toolkit (ERT) was carried out.  As action research, this project is concerned with theory and practice, understanding and change. The aim is to produce knowledge informing ForumCiv how to unpack EJ. The online method embraces a participatory paradigm, which is rights-based and equipped with the content from the three pillars of environmental democracy. Throughout this action research, the connection between key aspects of environmental democracy and environmental justice was outlined.  The results indicate a connection between environmental democracy and environmental justice.  Environmental democracy facilitates EJ in its different forms. EJ can be perceived as distributive environmental justice, procedural environmental justice, and environmental justice as recognition. These different forms are highly interrelated, therefore acting for one supports the realization of the other. Similarly, the decline of one lead to the decline of the others.  Engaging with the access rights can serve to modify power dynamics in certain contexts facilitating the fulfilment of one or more aspects of EJ. The insights from this action research can be seen under two perspectives, theory, and practice. The practice is supported by theory. A novel practice was introduced to ForumCiv and at the same time, this practice comes together with  visions from EJ. To further mainstream EJ in the work of the organization it is necessary that some key areas further integrate the conceptualizations made.

Effective integration of migrants should be seen as a multidimensional process that requires commitment and partnership of all stakeholders. In the Czech Republic the integration is shifting to the local level increasingly. It is a slow process followed by various difficulties, but it creates a number of challenges to cooperation of civil society organizations, boroughs and other stakeholders. The thesis focuses on the cooperation of actors in the area of integration of migrants from third countries in Prague, where the situation is influenced by a number of specific factors. Based on the studies and analysis of available materials and conducted interviews, work explains how and in what areas cooperation of actors works or does not work. Work presents which positives, barriers and potential capacity of cooperation see representatives of civil society organizations, boroughs and state institutions as well.

This Diploma Thesis focuses on personnel management in civil society organizations and six human resource management models. The goal of this Thesis is to describe personnel management in civil society organizations, human resource management models, and to identify which of these models can be found in civil society organizations. The chosen strategy of research is quantitative research and the data was collected by a questionnaire survey among employees in selected organizations. My research has indicated that in civil society organizations all of six human resource management models can be found, although some were represented only in small number. During the research, the links between the activities of civil society organizations, the size of the organizations and the human resource management models implemented in them were also found. .

The target of the study was an analysis of the current legal environment of the state contributory culture organizations in the Czech Republic and the options for their transformation into non-profit non-governmental organizations. This was demonstrated on the case of the Czech Philharmonic Orchestra, a contributory organization. Apart form the analysis of the documents, mainly analysis of semi-structured expert interviews, inner observations and informal expert interviews were applied in the qualitative research. These methods were the tool for a conclusion whether the current legal form of the Czech Philharmonic Orchestra is appropriate or whether there is a more suitable alternative in the current Czech legal environment. The result of the research is its practical application demonstrated on a model transformation of the Czech Philharmonic Orchestra into a non- profit organization (a specific type of a Czech non-profit non-governmental organization serving the public interest and/or common good), according to the Act on non-profit non- governmental organizations in its amended version.

The aim of this diploma thesis is to map out the possibilities of Prague civil society organizations regarding the drawing of EU funds. In the search I focused on mapping of current European programs for the Prague civil society organizations (programs provided for the programming period 2007 - 2013). I will also present opportunities compared with those in the previous programming period 2004 - 2006. Part of the search are chapters dedicated to the financing of civil society and the transformation of their organizational structure. In the empirical part I focused my on selected civil society organizations that administrated project under the Operational Programme Prague - Adaptability. The aim of the research were through semi-structured interviews to determine how individual civil society organizations look at the whole process of administration of European projects, whether they were faced with some problems or have comments on how the whole process. When analyzing the interviews and documents I have also monitored whether the selected civil society organizations in connection with the drawing of EU funds somehow transformed their organizational structure is concerned. This thesis deals with the image factors of the Contact Center Netopeer - Multi-Purpose Drug Service Znojmo, which is one of the subsidiaries of organization called Sdružení Podané ruce, o.s. The theoretical part focuses on the gathering the information concerning the individual aspects of organization image and its following application on civil society organizations. I determine the factors, which influence a good name of the Contact Center - Netopeer from the employees', clients' and public's point of view, with the help of the qualitative research method. Research shows that the important image factors for this organization are: staff behavior during the communication with customers and clients, helpfulness, efficiency and responsibility of the staff, staff competence and professionalism, trust of customers and clients in the institute, quality of offered products, services and ideas and hygiene, cleanness and aesthetics of the institute premises.
