Actions publiques et territoires innovants : analyse de la construction des chemins de la compétitivité par les managers territoriaux : le cas du pays d'Aix

Cette recherche envisage la compréhension et la représentation du phénomène de compétitivité territoriale. Phénomène encore peu étudié par le management public, le parti pris est celui d’une exploration hybride susceptible d’inclure dans l’analyse les contextes, les contenus et processus mobilisés. La compétitivité territoriale est donc appréhendée comme un construit et non comme une donnée. L’approche par la complexité vise à re-construire les pratiques effectivement mise en œuvre par les managers territoriaux au travers d’une confrontation de la théorie et de l’empirie.La première partie est destinée à formaliser un cadre conceptuel et méthodologique pour le management de la compétitivité territoriale. Suivant une approche transdisciplinaire, les contours de la mise en action publique pour la compétitivité des territoires y sont délimités. L’heuristique d’axiome global permet la prise en compte des influences des contextes selon une logique « en marché » et une logique « en société ». Les dimensions idiosyncrasiques et diachroniques de la compétitivité territoriales sont définies pour analyser contenus et processus de l’objet de la recherche. Les analogies mécaniques et biologiques permettent ainsi de faciliter la compréhension des modalités managériales émergentes. La deuxième partie passe l’objet de la recherche à l’épreuve empirique. Une étude de cas longitudinale avec deux unités d’analyse encastrées est menée en pays d’Aix. Quatre modalités de management de la compétitivité territoriale sont ainsi dégagées. Suivant un régime d’accumulation, la délimitation du périmètre de la mise en action publique est l’étape initiale. La construction par les managers des arènes collaboratives via les structures génériques de projets des politiques publiques volontaristes dégagent des bouquets de services. La transition de la logique « en marché » à la logique « en société » est assuré par une modalité de proximité sociétale qui émerge des politiques publiques territoriales. La construction d’une arène de convergence des intentions finalisées d’acteurs hétérogènes passe alors par une chaîne locale de l’innovation tissée entre des managers experts. L’écosystème local de l’innovation est constitué par l’encastrement des réseaux personnels de chaque manager et permet de relier des structures hétérogènes aux finalités diverses. Cet écosystème doit alors être managé pour assurer la pérennité du système de compétitivité territoriale au travers du temps. A ce titre, les modes de gouvernance de la compétitivité territoriale doivent favoriser des configurations souples, différenciées et partagées. Des configurations susceptibles de voir se croiser les chemins de la prospérité avec ceux de la compétitivité (différenciées) ; des configurations susceptibles encore de permettre la dialogique des processus d’actions publiques pour arbitrer entre polarisation et dispersion des activités productives (souples) ; des configurations susceptibles enfin de permettre à l’énergie cinétique de se déployer sur un territoire pour le rendre compétitif au travers de la construction d’une arène de convergence des intentions par la proximité sociétale (partagées) / This research considers the understanding and representation of the phenomenon of territorial competitiveness. The thesis is an hybrid exploration of new phenomenon studied by the Public Management and may be included analysis of the contexts, contents and processes used. Territorial competitiveness is understood as a framework, not a fact. The complexity approach is to re-build practices effectively implemented by managers through a territorial confrontation of theory and empiricism. The first part formalizes a conceptual and methodological framework for the management of territorial competitiveness. As a transdisciplinary approach, the outlines of public policy-making are defined for the competitiveness of territories. The overall heuristic axiom allows the consideration of the influences of contexts according to a market logic and society logic. Idiosyncratic and diachronic dimensions of territorial competitiveness are defined to analyze contents and processes of the subject of research. Thus, the mechanical and biological analogies allow a better understanding of the emergent management modalities.The second part goes over the empirical test. A longitudinal case study based on two embedded units of analysis is conducted at Aix-en-Provence. Four modalities of territorial competitiveness management have been found. The boundaries lines of public policy-making are defined by the growth of continuous additions. The packages of services emerge from the construction of collaborative arenas by managers through proactive public policies projects. The transition from market logic to society logic is provided by a form of societal proximity that emerges from the territorial public policies. The erection of an arena to lead intentions finalized of heterogeneous actors goes through a local chain of innovation between managers. The local ecosystem of innovation is constituted by the embedding of personal networks of each manager and for linking heterogeneous structures with different purposes. This ecosystem must be managed to ensure the sustainability of the system of territorial competitiveness. Tree types of territorial competitiveness governance would appear concurrently: flexible, differentiated and shared. The first one type will mix the paths of prosperity with those of competitiveness (differentiated). The second type may allow the dialogical processes of public policy-making to arbitrate between polarization and dispersion of productive activities (flexible). The last one may permit the kinetic energy to deploy in an area to be competitive through the construction of an arena of convergence of intentions by social proximity (shared)

Taux de change et régimes de change en Afrique Sub-saharienne (ASS) : les enseignements de l'expérience de a zone franc CFA. / Exchange rates and Exchange rate regimes in Sub-Saharan Africa : lessons from the CFA zone

Au début des années 2000, les pays africains se sont engagés dans des projets d'unions monétaires régionales dans le but de créer une monnaie unique pour tout le continent à l'horizon 2028. L'objectif de cette thèse est d'analyser le bien-fondé d'une telle stratégie, à partir notamment des enseignements qui peuvent être tirés de l'expérience des pays de la zone CFA. Plus précisément, nous analysons les conséquences du choix de ces pays consistant à ancrer leurs monnaies communes à une monnaie extérieure et nous cherchons à savoir s'il est souhaitable ou pas de transposer l'expérience de ces pays à d'autres régions en Afrique.Dans une première partie, nous revisitons les critères d'optimalité des zones CFA et ZMAO en nous intéressant à la dynamique des taux de change réels. Nous mettons en évidence des similarités intéressantes entre les pays de l'UEMOA, le Ghana, la Gambie et la Sierra Léone d'une part et entre le Nigéria et la CEMAC d'autre part, indiquant que ces deux groupes de pays pourraient chacun partager une monnaie commune. Nous suggérons également que les critères d'optimalité de la théorie des zones monétaires optimales ne sont pas forcément pertinents. Ainsi, nous montrons, qu'à défaut d'être optimale, la zone CFA, en facilitant les équilibres interne et externe comparativement à d'autres pays d'Afrique Sub-saharienne (ASS), est une zone monétaire soutenable.Dans une seconde partie, nous nous intéressons aux implications économiques du régime de change des pays de la zone CFA qui s'apparente à ce que nous avons appelé un « double ancrage » (c'est-à-dire appartenance à une union monétaire et ancrage de la monnaie commune). Nous montrons que l'appréciation réelle du franc CFA au cours de la dernière décennie s'explique par l'ancrage à un euro qui s'est continuellement apprécié depuis 2001. Elle a conduit à réduire les gains de compétitivité réalisés à la suite de la dévaluation de 1994 et à accroitre les effets négatifs de l'appréciation du taux de change sur la croissance de ces pays. Enfin, en analysant les différences de performances économiques entre les différents régimes de change en vigueur dans l'ASS, nous avançons l'idée selon laquelle un régime d'union monétaire sans ancrage à une monnaie externe pourrait être une meilleure option pour ces pays. / Since the early 2000s, African countries are engaged in regional monetary unions' projects in order to create a single currency for this continent in 2028. The aim of this PhD thesis is to analyze the relevance of such a strategy upon the lessons learned from the experience of the CFA zone countries. Specifically, we analyze the consequences of the choice of those countries to anchor their common currencies to a foreign currency and we look to see whether it is desirable or not to replicate the experience of the CFA zone in other African regions.In a first part, we revisit the arguments about optimum currency areas of the CFA and the WAMZ zones, by studying real exchange rate dynamics. We find interesting similarities between WAEMU and Ghana, Gambia and Sierra Leone as well as between Nigeria and CAEMC, indicating that each of these groups of countries could share its common currency. We also argue that the arguments about optimum currency areas have proved to be less than relevant. Thus we show that, if not optimal, the CFA zone, by facilitating internal and external balances compared to other countries in Sub-Saharan Africa (SSA), is a sustainable monetary area.In a second part, we focus on the economic implications of the exchange rate regime of the CFA countries which consists in what we have called a "double anchoring" (i.e. a monetary union in which the common currency is anchored to a foreign one). We show that the real appreciation of the CFA franc, in the last decade, is due to its peg to the euro that has continuously appreciated since 2001. This appreciation has led to reduced competitiveness gains achieved with the 1994 devaluation and to increase the negative effects of exchange rate's appreciation on economic growth. Finally, analyzing the differences in economic performances between the exchange rate regimes adopted in SSA, we suggest that a monetary union without an external anchor currency could be a better regime for these countries.

The competitiveness of public transport on example of the Pardubice Region Abstract This diploma thesis is devoted to the competitiveness of public transport in the municipalities of the Pardubice Region. Competitiveness is understood mainly in terms of the price difference between travel time and cost of public and individual car transport, and also in terms of the real demand in the municipalities, thus the share of commuting by public transport. Other parameters of mode choice, that is understood as the main indicator of competitiveness, is the number of public transport lines and automobilization. The main objective of this work is to determine how public transportation depends on the other transport characteristics of municipalities. To select significant variables, multiple linear regression analysis was used. After that, geographically weighted regression was applied in order to explain the share of commuting from municipalities. Most data originate in public databases (The Register of vehicles of Department of Transport, population census, digital geographic databases ArcČR and CEDA) and web portals (OREDO, IDOS), part of the data was obtained within questionnaire survey in selected municipalities. Nové formy inštitucionálneho zaisťovania proexportnej politiky v ČR / New forms of institutional provisioning of export policy in the Czech Republic

This thesis provides an overview of the importance of exports for the Czech economy and the main instruments used for support of exports by state and private institutions. It also presents new export activities of a non-state institution - International Chamber of Commerce in the Czech Republic (ICC Czech Republic), which is the general public not sufficiently aware of. The work contains opinions and positions of entities being directly affected by state export promotion in the Czech Republic - particularly small and medium enterprises, large exporters, and commercial banks - and also their specific requirements for the content of state export strategy. Their opinions are derived from various surveys and analysis and based on the information obtained from ICC Czech Republic. To create high-quality export strategy, it is necessary for the Ministry of Industry and Trade to cooperate with all relevant subjects such as EGAP, Czech Export Bank, Czech Chamber of Commerce, ICC Czech Republic, but especially with the business community. The strategy also needs to include the consolidation of state export promotion services, the allocation of sufficient funds for the Czech Export Bank and EGAP, the involvement of commercial banks in foreign trade finance and enhancement of international competitiveness of Czech exports. Thus can only be increased its contribution to individual subjects of foreign trade and the State itself.

Les modèles économiques classiques sont remis en cause, c’est pourquoi il nous est apparu pertinent d’interroger l’innovation sociale comme levier de changement. Les pôles se retrouvent dans un contexte incertain, du fait d’un désengagement financier de l’état, d’une évolution de leurs missions et d’une perspective de réforme de cette politique publique. Nous sollicitons les deux conceptions de l’innovation sociale. En tant que résultat, elle correspond à une réponse aux besoins sociaux et aux effets positifs générés. Quant à son processus, il sollicite des acteurs hétérogènes locaux qui se mettent en réseaux et partagent des ressources pour créer un projet commun. A partir de celles-ci, une grille d’analyse de sept critères est élaborée. Afin de proposer un nouveau modèle des pôles, nous nous appuyons sur le "business model" de l’économie sociale et solidaire car ce champ est considéré comme propice au développement des innovations sociales. Nous élaborons un cadre épistémologique (constructivisme pragmatique) et méthodologique (étude de cas multiples, qualitatif et abduction) de la recherche. Nous retrouvons les sept dimensions de l’innovation sociale dans le fonctionnement des pôles, qui représentent des structures propices à son développement. Le business model de l’économie sociale et solidaire dans les pôles révèle des problématiques d’implication et de solidarité. Les communautés de pratiques, le développement des pôles vers une communauté de destin, une gestion démocratique peuvent être une solution ; ainsi que l'implication des pôles dans une attractivité territoriale durable pour les inscrire dans une chaîne de valeur locale en considérant le territoire comme bien commun / Nowadays, traditional economic models are questioned by researchers. It appeared relevant to analyze if social innovation can be considered as a lever for change. Innovation centers are facing an uncertain context, as there appears to be less financial involvement from the state, a real transformation of their missions and a potential public policy reform. We’re soliciting the two existing visions of social innovation. As a result, it represents an answer to social needs and to generate positive impacts. Its process mobilizes local heterogeneous actors, which are forming networks and sharing resources, in order to create a common project. So, we’re formulating an evaluation grid on seven criteria. Then, to offer a new model for innovation centers we’re drawing on the social and solidarity economy business model. This field seems to be conducive for social innovations development. We’re building the epistemological (pragmatic constructivism) and methodological frameworks (exploratory qualitative research, abductive logic, multiple-case study) for the research. For our results, seven dimensions of the social innovation are spotlighted in innovations centers functioning. The social and solidarity economy business model reveals mobilization and solidarity issues. We’re recommending to initiate communities of practice, an innovation centers’ development focused on a common destiny, a democratic management. Finally, we’re suggesting that innovation centers should be more committed in a sustainable territorial attractiveness, so they can be a part of the local value-chain, by considering the territory as a common good

Hur gör kommuner för att attrahera och behålla kompetens? : En kvalitativ studie av kommuners arbete med employer branding / How does municipalities attract and retain competence? : A qualitative study of municipalities work with employer branding

Employer branding är ett omfattande begrepp som används i många organisationer. Syftet med denna studie är att beskriva hur kommuner använde sig av employer branding utifrån att behålla och attrahera kompetens. Genom en kvalitativ semistrukturerad intervju med 20 frågor som utformades utifrån vår teoretiska referensram, samlades data in från fem olika HR befattningar i varierande åldrar och kön från 5 kommuner. Dessa kommuner låg i samma geografiska område. Vi gjorde intervjuerna på plats förutom från en respondent som gjordes på Skype. Efter intervjuerna så analyserades data med hjälp av vår teoretiska referensram. Genom empirin identifierades teman som utgick employer branding för att attrahera och behålla kompetens. Samt utmaningar som finns i kommunerna och hur dessa hanteras genom employer branding. Därefter kunde kategorier urskiljas utifrån temat hur kommuner använder sig av employer branding, vilket var varumärken, extern och intern branding. Utifrån det andra temat utmaningar kunde kategorierna urskilja ett rekryteringsbehov utifrån demografi, fördomar gentemot offentlig verksamhet och problematiken att attrahera unga och nyutexaminerade.Genom den empiriska analysen och slutsatsen visade sig att kommunerna använde sig av exponering i fysisk form och på digitala plattformar för en extern employer branding. Genom att få sin personal att trivas, införa ambassadörskap i organisationen och använda aspekter ur talent management som kompetensutveckling, så användes intern employer branding. Utmaningarna hos kommunerna var att kunna informera externt och internt om hur offentlig verksamhet arbetar, attrahera mer unga genom incitament och olika plattformar samt hitta tillvägagångssätt för att få människor att arbeta heltid istället för deltid. / Employer branding is a comprehensive concept used in many organizations. The purpose of this study is to describe how municipalities used employer branding to retain and attract competence. This was done through a qualitative semi-structured interview with 20 questions. The questions were designed based on our theoretical frame of reference. The data was collected from five different HR positions in varying ages and gender, originated from five different municipalities. These municipalities were in the same geographical area. The interviews was made in person apart from one interview which was done on Skype. After the interviews, the data was analysed using our theoretical frame of reference. Through empirics, themes were identified that were based on the koncept employer branding to attract and retain skills and what challenges exists and how they are handled through employer branding. Subsequently, categories could be distinguished based on the theme how municipalities use employer branding, which was branding, external and internal branding. Based on the second theme challenges, the categories were able to distinguish a need for recruitment based on demographics, prejudices against public activities and to attract young and new graduates.Through the empirical analysis and conclusion, it turned out that the municipalities used exposure in physical form and on digital platforms for an external employer branding. By getting their employees thriving, introducing ambassadorship in the organization and using aspects from talent management as competence development, internal employer branding was used. The challenges faced by the municipalities and how they are handled through employer branding were to inform externally and internally about how public activities work, attract more young people through incentives and different platforms and find ways of getting people to work full time instead of part-time.

Este trabalho analisa como ocorre a interação entre Sistemas Locais de Produção (SLPs) e as cadeias produtivas globais, com vistas a identificar quais os impactos para a estrutura produtiva local das diversas formas de inserção das empresas nos mercados. Assim, tanto elementos endógenos aos SLPs, quando elementos exógenos foram analisados. Para se compreender este fenômeno foram identificadas as trajetórias de desenvolvimento (escolhas tecnológicas, de produtos, estratégias de negócio e as estruturas organizacionais) e as capacitações (conhecimentos, habilidades, práticas e rotinas) adquiridas pelas empresas ao longo do tempo, as formas de organização e atuação dos agentes locais e dos agentes não-locais. O levantamento de campo foi realizado com empresas da indústria de móveis de dois SLPs: Bento Gonçalves (RS) e São Bento do Sul (SC). Estas duas localidades foram escolhidas pois além de terem importante participação na produção e exportação de móveis do país, apresentam trajetórias de desenvolvimento diferentes. As empresas localizadas em SLPs que comercializam os produtos a partir de diversos canais de comercialização, apresentam estrutura produtiva bastante heterogênea e as capacitações internas desenvolvidas são diversas. Devido a tal configuração há abertura para atuação dos organismos de apoio que desenvolvem diversos projetos para apoiar o desenvolvimento das capacitações das empresas. Já as empresas localizadas em SLPs cujo canal de colocação dos produtos no mercado é a partir de agentes de exportação, têm estrutura produtiva mais homogênea e as capacitações desenvolvidas são centradas em áreas produtivas. Assim, a abertura para atuação dos organismos locais não existe e as ações que são implementadas são inócuas. Portanto, os agentes não locais influenciam diretamente na competitividade das empresas e nos limites ao desenvolvimento local. / This work focus the interection of Local Productive Systems (LPSs) and global productive chains, in order to identify the impacts to local productive struture from the differents forms of firms market access. Thus, endogenous and exogenous elements from LPSs were analyzed. To understand this phenomenom were analyzed the development path (strategic, products, technologies choices and organization structure) and the capacity (knowledge, abilities, practices and routines) acquired by firms with the time by, and were considerated the organization and action of local and non-local agents. The survey had been done with firms and organisms from furniture industry in two brasilian LPSs: Bento Gonçalves (RS) and São Bento do Sul (SC). Both locations were choseen because they are important to the furniture production and exportation, and they had differents development paths. Firms from LPS that commercialize their products with differents forms, present heterogeneous prodctive struture, and develop a large range of capacities. The supportive organisms develop differents projects to support the firms. Firms form LPS that mainly exports their products through export agents, have homogeneous productive struture and the development of capacities are centered in productive areas. Thus, the organisms do not act with deliberate joint action.Therefore, non local agents influence directaly the competitiveness of firms and limitate local development

La présence chinoise en Amérique latine et Caraïbes (ALC), tout comme dans d’autres régions du monde, a fortement augmenté depuis une quinzaine d’années. Au-delà des motifs traditionnels de cette expansion au niveau économique (la recherche de ressources et de nouveaux marchés), la Chine représente un partenaire particulier pour les pays latino-américains en raison des frontières floues entre les formes de propriété publique et privée, et des objectifs stricts de son gouvernement en matière de politique industrielle et de développement sur le long terme. En outre, des disparités régionales sont apparues entre l’Amérique du Sud, longtemps favorisée par l’augmentation de la demande chinoise en matières premières, et le Mexique, qui s’est rapidement retrouvé en situation de concurrence ouverte avec la Chine sur différents segments de son secteur secondaire, et dont la dynamique d’intégration en Amérique du Nord fut profondément impactée par l’arrivée des entreprises chinoises sur le marché des États-Unis. En combinant une analyse approfondie des bases de données disponibles sur les investissements directs à l’étranger (IDE) de la Chine en ALC et trois études de cas originales d’entreprises chinoises installées dans le domaine manufacturier au Mexique, cette thèse montre que ces opérations présentent des modalités inédites notamment en termes de rythme d’expansion et de capacités d’adaptation aux environnements locaux. Cependant, les externalités positives ou négatives des IDE chinois demeurent tributaires des interactions entre le contexte institutionnel du pays d’accueil et les stratégies des entreprises. / Chinese footprint in Latin America and the Caribbean (LAC), as in other parts of the globe, has surged in the last fifteen years. Beyond the traditional drivers of this expansion from an economic perspective (securing resources and new markets), China represents a special partner for Latin-American countries because of grey lines delimiting public and private ownership, strict industrial policy and long-term development goals. Besides, regional discrepancies have appeared between South America, which benefited from the boom of Chinese demand for raw materials, and Mexico, which found itself in direct competition with China on different segments of his secondary sector, and whose integration dynamic in North America was deeply impacted by the growing shares of Chinese companies in the US market. Combining an extensive analysis of existing databases about foreign direct investments (FDI) from China in LAC and three original case studies of Chinese companies located in the manufacturing industry in Mexico, this dissertation shows unique features in these operations such as an accelerated growth path and relative adaptive skills to foreign environments. Nevertheless, the positive or negative externalities of Chinese FDI remain dependent upon the interactions between the institutional context of the host country and the companies’ strategies.

The objective of this dissertation is to validate conclusions about convergence obtained by Stern, Porter and Furman (2000), taking into account the changes occurred in the last 20 years. In order to reach our goal, based on the NIC theory, we developed an empiric exploration of the R&D productivity determinants and international patents production and a group of observables characteristics associated to NIC. The results we found direct us to conclude that a convergence process has intensified in the last 20 years, however there are relevant differences in the growth patent production between developed and emerging countries / Capacidade nacional de inovação (CNI) é a habilidade de um país de produzir e comercializar um fluxo de inovação tecnológica por um longo período dado a força da infraestrutura de inovação interna, o ambiente para inovação nos principais clusters industriais e a interligação entre essas duas áreas. O objetivo deste trabalho de pesquisa é revalidar conclusões sobre convergência obtidas por Stern, Porter e Furman (2000), levando em consideração as mudanças ocorridas nos últimos 20 anos. Para atingir esse objetivo, com base no arcabouço teórico da CNI, desenvolvemos uma exploração empírica dos determinantes de nível de produtividade nacional de P&D e da relação entre a produção de patentes internacionais e um conjunto de características observáveis associadas à CNI. Os resultados que encontramos apontam que um processo de convergência se intensificou nos últimos 20 anos, existindo diferenças marcantes nos determinantes para o crescimento da produção de patentes entre países desenvolvidos e em crescimento
