Study of "creative ecology" and cultural policy for sustainable urban development in local district of Hong Kong

Urban planning is not only about planning the city for people today but also planning decades of year ahead for next generations. Growing complexity and dynamics of the urban system make planning, decision-making and problem-solving to be more challenging. In order to achieve sustainable development, the notion of creative city is aroused in academic field and also advocated by many policymakers recently. Creative city notion suddenly becomes the panacea for many urban problems such as revitalizing dilapidated old urban area, enhancing the competitiveness of the city in the global economy, and boosting local employment rate, etc. However, among the polemical meditations on the creative cities notion, there is insufficient study on what vital preconditions are for creativity to be emerged in the metropolis, what creative activities are generated and how actors are interrelated with each other and with the environment regarding social, economic and physical dimensions. This dissertation proposes the “creative ecology” framework for analyzing and contextualizing the interrelationship and dynamics of stakeholders in the “creative ecology” and with the surrounding environments. An empirical study which applies the framework to a local district of Hong Kong, Yau Ma Tei, is conducted. The study tries to trace out the interrelationships of local creativity scene to the environments, and the dynamics within the ecology supported by the comprehensive study on the empirical setting from the perspective of Hong Kong to local district like Yau Ma Tei, and in-depth face-to-face interviews with key stakeholders. The analysis shows, in particular, how the “creative ecology” rooted in a local district operates and how a balanced “creative ecology” can be achieved in relation to the sustainable urban development. The recommendation is concerned passim with cultural policy and urban planning issues. The dissertation is concluded by summarizing the concept of “creative ecology” and highlighting its nature of continuous evolution, as well as addressing the main contemporary challenges while Hong Kong is in the transition process to be a more creative place. / published_or_final_version / Urban Planning and Design / Master / Master of Science in Urban Planning

“ODDBALLS AND ECCENTRICS” (“LES HIRSUTES ET LES EXCENTRIQUES”): VISUAL ARTS AND ARTISTS IN THE POPULAR PRESS IN POST-WAR CANADA

This dissertation examines the representation of visual arts and artists in two popular Canadian magazines. It is based on case studies of the Montréal-based Le petit journal, a French-language magazine, and the Toronto-based English-language publication Star Weekly, from 1945 to 1968. Both were weekly magazines with large readerships and included content for the entire family. Neither was devoted to visual arts but both carried photographs and articles that engaged with broad issues in the field of visual arts. As such, they represent a cross-section of ideas and perspectives that is very different from those of daily newspapers or of publications explicitly devoted to the arts. In addition, both implicitly claimed a national perspective by including articles and information about different regions of Canada. In this way, although in reality the two publications constitute a central Canadian perspective, inflected in each case by the particularities of their provincial locations, they claimed a national vision. In contrast to existing research concerning art journals and art critics in Canada, my investigation involves the ownership and editorial direction of these two popular magazines. By analyzing the content of the magazines across more than two decades, I am able to identify shifts in outlook as they occurred and consider them in the context of the period. I have found that, although there were substantial differences between the two publications, the way that they participated in the construction of ideas was strikingly similar. In effect, both magazines projected specific notions of the value of artists and visual arts and used this coverage to shape attitudes—to work, gender, immigration, nationalism and a host of other topics. I argue that the presentation of ideas was rooted in both liberalism and anti-communism, and was informed by inherent self-interest on the part of the owners of the magazines. In addition, I argue that this perspective was largely hidden within a language of disinterested public service. This thesis is a case study of a cultural institution located in Paris, France, namely the Arab World Institute. It strives to identify the various political and ideological discourses that manifest themselves throughout the Institute's history. The Institute's mission is to bridge the two cultures, Arab and European. It is a particularly interesting case study because of its problematic status which lies somewhere between the imperatives of local policies and those inherent to the international arena. / The first chapter is a presentation of the institute, its history and its mission. It also dwells upon the local French political scene and the relations between France and the Arab world. It also offers a brief overview of the political and social realities of the Arab world. / Chapter two is an introduction to the particularities of the French cultural landscape. It looks at the historical and social movement towards the democratization of culture, specifically through the transformation of the museum and of cultural institutions as a whole. / Chapter three aims at identifying the repercussions of the French cultural policies on the Institute's functioning. The perceived failure of these policies is confronted with the official discourse surrounding the Institute. / Chapter four is a mapping of the different discourses that manifest themselves through the Institute. The multiplicity of the discourses and the discrepancies of their proclaimed objectives are understood to be at the source of the malfunctioning of the Institute. / This thesis does not attempt at finding solutions to the many problems of the Arab World Institute. It is rather an excavation work that aims at bringing forth some of the issues that could be explored while attempting at finding a resolution to the ailments of the Institute.

Making cultural heritage policy in New Zealand

This thesis examines how cultural heritage policies are developed in New Zealand. Cultural heritage symbolises the development of a society, illustrating past events and changing customs and values. Because of its significance, the government has accepted responsibility for protecting cultural heritage, and has developed a number of institutions and a variety of policies to address this responsibility. It is important to understand how the goverment uses these mechanisms to protect cultural heritage, and the subsequent relationships that have developed between actors in the cultural heritage area. These will have an impact on the effectiveness of the policy which is developed. Cultural heritage is treasured by society for a number of reasons, but as social attitudes change, so does the treatment of cultural heritage. It is re-defined, re-interpreted and used to promote a sense of pride in the commmunity. This manipulation extends to policy making. Since the 1980s, the government has influenced, and been influenced by, two major social changes. There has been an introduction of free market principles such as rationalisation, competition and fiscal responsibility into the New Zealand economy and political structure. These principles have been applied to cultural heritage and consequently cultural heritage is treated as a commodity. As the result of changing attitudes towards the treatment of the Maori and Maori resources, there has been a movement towards implementing biculturalism. This has meant a re-evaluation of how Maori taonga is treated, particularly of the ways Maori cultural heritage has been used to promote a sense of New Zealandness. There are several major actors involved in cultural heritage policy making - government, policy units, cultural heritage organisations and local authorities. Central government is the dominant force in the political process, with control over the distribution of resources and the responsibilities assigned to other actors. Because the use of market principles and movement towards biculturalism have been embraced at the central government level, other actors in the policy making process are also expected to adopt them. Policy units develop options to fit with the government�s general economic and political agenda. The structures adopted for the public service are designed to encompass market principles, particularly the efficient use of resources and competitiveness. While cultural heritage organisations may influence the government�s agenda through lobbying and information-sharing, they are limited by issues such as funding and statutory requirements. Government has shifted many responsibilities to the regions, but while territorial authorities are influenced by the concerns of their communities, they are also subject to directions from the government. The process and structures which have been outlined do not contribute to an effective policy making system. The use of market principles to direct cultural heritage protection tends to encourage uneven and inconsistent policies, both at national and local levels. The range of cultural heritage definitions used by government agencies also promotes inconsistency. Cultural heritage is encompassed in a large number of government departments and ministries, which makes the co-ordination funding by meeting required �outputs� and the government�s requirement of fiscal responsibility. This is not appropriate language for cultural heritage, which should not have to be rationalised as an economic good. Although the government has devolved a number of responsibilities and territorial authorities have a variety of mechanisms available to protect cultural heritage, there is no nation-wide criteria for territorial involvement. Because of regional differences there is an uneven treatment of cultural heritage. Those policies developed by territorial authorities will also be influenced by the government�s economic direction. Organisations supported by the Dunedin City Council, for example, must also provide budgets and strategic plans which fit with Council�s fiscal objectives.
